1 SUMMARY The West Ryde Town Centre Parking Management Plan (INTERIM) is a holistic approach for the management of both on-street and public off-street parking in the West Ryde Town Centre and surrounding local streets. The Management Plan is designed to encourage parking turnover within the Town Centre, reduce traffic and parking congestion in local streets and increase the use of Council’s off-street car parking facilities via better utilisation and management of existing public parking facilities. The Management Plan was adopted by Council on 21 June 2011, with the final implementation completed in October 2011. A review of the Parking Strategy was resolved to take place 6 months following its implementation in order to determine the impacts of the changes to parking restrictions and what amendments are required. This report highlights the history of the Management Plan to date, asserts the objectives the Management Plan aimed to achieve, and outlines the steps taken in the review process to determine if the objectives have been met, and what modifications are recommended.

2 BACKGROUND West Ryde is a vibrant town centre that has a variety of mixed business uses that includes a Woolworths Shopping Centre. The plan below illustrates the “key” parking boundary areas within the town centre that were likely to experience high parking demand.

The recent closure of two (2) open area car park areas has resulted in the remaining on street parking within the West Ryde Town Centre as being highly sought after short-term parking areas by shoppers and needed to be reviewed to facilitate greater parking turnover. The Management Plan has been based upon the concept of ensuring short to medium term parking is readily available to anyone coming into the West Ryde Town Centre. It has been designed to manage existing on-street and public off-street parking in the town centre as well as on-street parking in local streets. Prior to the closure of the two (2) open area car parks, the developer Coles constructed at its own cost, a temporary car park for the duration of construction which provided some 47 parking spaces to go someway at offsetting the losses associated with the two (2) car park resumptions for construction purposes. A timeline of the development of the Management Plan is outlined in the table below.

3 OBJECTIVES The West Ryde Parking Management Plan (INTERIM) contains a number of objectives which aided in the development of the plan, and are intended to assist with the review process. These objectives are listed below. 1. Encourage parking turnover and ensure short to medium term parking is readily available to

anyone coming into the West Ryde Town Centre;

2. Ensure parking restrictions reflect the needs of the users while ensuring the turnover of vehicles is achieved;

3. Reduce traffic and parking congestion in local streets by ensuring visitors to the West Ryde Town Centre utilise the parking facilities available;

4. Ensure residents are not adversely affected by all day parkers in local streets.

4 ON STREET PARKING MANAGEMENT – CURRENT Ninety three (93) short term parking spaces were created following a review of the on street parking conditions within a 250m walking radius from the central point within the West Ryde Town Centre. The following tables detail the various parking management options that were considered to assist with parking demand within the West Ryde Town Centre and have been implemented, which are described as follows:

i. STAGE 1 – On street parking assessment within the boundary of the likely critical parking areas within West Ryde Town Centre in relation to current Loading Zone/Zebra Crossing conversion to short term parking for the duration of construction.

ii. STAGE 1A – Review of current parking restriction times (1/2P, 1P etc) within other

available on street parking areas (not those considered in Stage 1) with a view to increase parking rotation for the duration of construction.

iii. STAGE 2 – On street parking assessment within a 250m walking radius of the central

point within the West Ryde Town Centre shopping precinct for the duration of construction.

iv. STAGE 3 – Work Zone Parking Provision – Miriam Park (for some 40 spaces in a 90

degree parking arrangement)

5.1 Feedback

RESIDENTS “The 2 hour parking restriction is excellent – giving my family + 1 car spaces to park on the road now, before this we had people parking everyday 9-5 causing inconvenience and traffic congestion and inability to see as you reverse from driveway.”

The 2P parking restrictions are ensuring short to medium term parking is readily available to anyone coming into the West Ryde Town Centre, including residential streets.

No changes to current 2P parking restrictions in Anthony Road, Dickson Avenue and Chatham Road.

“There seems to be not enough parking available during the day and many visitors of our Church used to park in Woolworths or further up the hill near Denistone Station during weekends. We are coping but not sure what may happen when the new community facilities are at full capacity.”

The management plan intended to:

• Encourage parking turnover and ensure short to medium term parking is readily available to anyone coming into the West Ryde Town Centre;

• Ensure parking restrictions reflect the needs of the users while ensuring the turnover of vehicles is achieved;

• Reduce traffic and parking congestion in local streets by ensuring visitors to the West Ryde Town Centre utilise the parking facilities available.

Parking restrictions in commercial areas to be extended to include Saturday afternoon and Sunday to cater for 7 day trading. Hours of operation to be 8am – 6pm MON-SUN.

“2hr zone has generally made it easier to park in Anthony Road except for when Model Trains are on 3rd Saturday, then there are all sorts of strange and peculiar things happening.”

“The parking spaces in Anthony Road should be opened from 6am to 12pm for the commuters.”

• Reduce traffic and parking congestion in local streets by ensuring visitors to the West Ryde Town Centre utilise the parking facilities available.

Resident recommendation for traffic improvement

- large vehicles should not be allowed to park on street as they obstruct the view when exiting the driveway

- vehicles permitted to park on one side of the road only

- speed limit set on the street

- change the current traffic configuration to one way.

Driveway delineation lines have been installed at all properties to advise motorists of the parking configuration near driveways. Site distance has been increased with these markings The 2P parking restrictions are not at full capacity which allows better traffic flow in the street. All residential streets have a speed limit of 50km/h The two way traffic configuration is necessary for traffic flow to and from the West Ryde Town Centre.

No changes to current 2P parking restrictions in Anthony Road, Dickson Avenue and Chatham Road

Has noticed a positive improvement to traffic flow and parking in the street. “Please provide street lights for the pedestrian pathway between 8 and 12 Chatham Road. This is very difficult and dark for

older people to walk in the dark”

“The 2 hour restriction from 31 Chatham Road to New Betts Street does not serve any purpose. All the spaces are completely empty the whole day. Those who used to park there before the restrictions are parking elsewhere. They used to do their shopping on returning from work and bring it to there car. Now they don’t do it and the local businesses have lost their patronage.”

The management plan intended to:

• Ensure residents are not adversely affected by all day parkers in local streets.

• Reduce traffic and parking congestion in local streets by ensuring visitors to the West Ryde Town Centre utilise the parking facilities available.

The 2P parking restrictions are ensuring short to medium term parking is readily available to anyone coming into the West Ryde Town Centre, including residential streets.

No changes to current 2P parking restrictions in Anthony Road, Dickson Avenue and Chatham Road. The 2P parking restrictions enable vehicle turnover and increase the availability of parking spaces for motorists.

BUSINESSES Cars parking for much longer that permitted no enforcement noticeable. Parking times need to be altered in commercial district to 7 days.”

• Ensure parking restrictions reflect the needs of the users while ensuring the turnover of vehicles is achieved;

- Up to 1/2P parking restrictions – 1 hour parking

- 1/2P parking restrictions – 2 hour parking

- More than 1/2P parking restrictions – all day parking

Parking on street to be reviewed upon completion of the West Ryde Urban Village.

“Because access to our property is currently difficult and dangerous, we have advised visitors to park in the street rather that on the property.

The management plan intended to:

• Reduce traffic and parking congestion in local streets by ensuring visitors to the West Ryde Town Centre utilise the parking facilities available.

No changes to current 2P parking restrictions in Anthony Road, Dickson Avenue and Chatham Road.

Chamber of Commerce Feedback The West Ryde Chamber of Commerce was requested to submit feedback for the West Ryde Town Centre Parking Management Plan review. Nine (9) members of the West Ryde Chamber of Commerce submitted feedback for the parking review. The following four (4) questions were answered for the survey with the results summarised in the table below.

Short term parking spaces are being turned over and utilisation rates have increased. In some instances, there are motorists over staying the time restriction which requires additional enforcement to ensure parking spaces are being turned over.

6 VALIDATION OF OBJECTIVES The success of any strategy is able to be measured by its ability to achieve selected objectives. The objectives listed in section 3 of this report will be analysed to determine if they were able to be achieved, and what actions are required to make further improvements to the Management Plan, to meet, or at least, work towards the desired objectives.

i. Encourage parking turnover and ensure short to medium term parking is readily available to anyone coming into the West Ryde Town Centre.

The results of the parking occupancy survey indicate that there are parking spaces available in the West Ryde Town Centre throughout the day. Short term parking spaces are being turned over and utilisation rates have increased. Conclusion Based on the information above, this objective has been met, however it is recommended to extend the parking restrictions in the commercial area to include Saturday and Sunday, to facilitate weekend trading for businesses.

ii. Ensure parking restrictions reflect the needs of the users while ensuring the turnover of vehicles is achieved.

The West Ryde Town Centre has a combination of ½ hour, 2 hour, and unrestricted parking on-street. This combination of different parking restrictions ensures that the needs of all visitors and users of public parking facilities are able to be met. As per the above, the results of the parking occupancy survey indicate that there are parking spaces available in the West Ryde Town Centre throughout the day. Short term parking spaces are being turned over and utilisation rates have increased. Conclusion There are a variety of parking restrictions available for use to visitors of the West Ryde Town Centre which are being utilised by motorists.

iii. Reduce traffic and parking congestion in local streets by ensuring visitors to the West Ryde Town Centre utilise the parking facilities available.

Visitors to the West Ryde Town Centre are utilising the short and medium term parking spaces available to them adjacent to commercial premises, which in turn has reduced the congestion in local residential streets. Conclusion A reduction in parking congestion has been achieved as part of the Management Plan, which shows that this objective has been able to be achieved.

iv. Ensure residents are not adversely affected by all day parkers in local streets.

As can be seen from the feedback from a number of residents, the 2P parking restrictions has reduced traffic and parking congestion in residential streets. Residents and their visitors are able to utilise the parking spaces in the street. Conclusion Residents have not been affected by long term parkers in local streets which show that this objective has been achieved.
