WEST MIDLANDS FUEL POVERTY PROGRAMME 2020 – 2023

The Programme will ….

• radically change the investment levels and outcomes of investment to address fuel poverty.

• act as a pilot that will be used to inform the design of ECO 4.

The scale of the programme is currently set at £150m of investment over 3 years.

Timetable

Autumn 2019 – Steering Group and 5 Task and Finish Groups meet 3 times each

January 2020 – Programme proposals produced

Late January/Early February 2020 – Conference to launch the programme

Evidenced recommendations to inform the programme

The work of the T&F groups is to provide evidenced recommendations on approach, models, processes etc that address the systemic failures to reduce fuel poverty including the many problems of previous energy efficiency installation projects and programmes.

Leading to the production of a holistic proposal for a programme to address fuel poverty in the West Midlands. The West Midland experience will be used to inform national thinking and delivery.

Assumptions Common to all T&F Groups - 1• Geography: the WMCA plus all other West Midlands local authority areas.

• Tenure: all types of residential housing and tenures.

• Customer-centric approach: (i.e., recognising fuel poverty is part of a wider and individual picture which may include issues such as chronic and mental health conditions, food poverty etc). It’s a social inclusion issue, not just an energy issue.

• Technology agnostic: (where a technology intervention is part of the solution) encourage quality installations of solutions appropriate to the specific customer and home.

• Models: emerging in Scotland (Warmworks) London (Retrofit Works) Europe (Energiesprong) and Wales.

Parties: health sector and public health agencies, social landlords, local authorities, third sector, any other relevant parties as well as energy companies and government who need an understanding of energy markets or energy efficiency in buildings and how this can create and intensify poverty and health issues.

Benefits: beyond energy costs and carbon savings to health, comfort and broader social and individual benefits. Many of these can be monetised and business models which include ways of capturing such value are particularly attractive.

Need: for innovation and models which encourage innovation, largely delivery and approach rather than technologies per se.

Approaches: start from user needs, are able to deliver a flexible mix of interventions in an integrated package to meet these needs, and include a degree of on-going follow-up and maintenance to ensure everything is working and being used properly.
