Welfare: What does this mean?
Welfare is a word that comes
from English, formed by
"wel" = good and "doing"
that is, well-being and it is
the policy that is responsible
for supporting the basic needs
of citizens (sickness,
disability, age, education).
Welfare: What does this mean?
This is the set of measures that
a state adopts to promote social
equality by helping the needy
with services understood as
rights. When we talk about
services, rights -we refer to
health care, education,
economic measures for the
unemployed. The ability to
provide for these services is
supported by the money
received through taxes.
Welfare: What rights are guaranteed?
Welfare guarantees rights and social services, for example:
• Health care.
• Education.
• Family benefits in the event of certified state of poverty or need.
• Social security.
• Access to cultural resources.
• Protection of the natural environment.
Welfare: History
The idea was born at the turn of the
twentieth century in the West. The
first form of the welfare state was
introduced in 1601 in England. This
assistance was provided for the
poor in order to reduce the rate of
poverty and crime-related
phenomena. The idea of welfare
developed with the first industrial
revolution. The first social
insurance that guaranteed the
protection of workers was
conceived in those years.
Welfare: Evolution
After the two world wars the
current phase of welfare was
implemented. In 1942 the
United Kingdom introduced
and defined the concepts of
public health and social pension
for citizens.
From the 50's to the 90's public
spending grew significantly,
especially in other countries
which adopted a form of
universal welfare.
Welfare: Social Shocks
One of the most
problematic situations
to be faced today is the
loss of working
opportunities Social
safety nets set in Italy
are numerous and
directed to different
kinds of workers, but
also managers,
entrepreneurs and
agricultural workers.
Even the planned interventions are
different: solidarity contracts,
mobility, social work,
notwithstanding concessions, layoffs
and unemployment benefits.
