Terms of Reference
The River City Blueprint will not become a statutory document. It will not add more
rules and regulations over development in the inner-city. Instead it will implement the
principles ofhigher level documents like the SEQ Regional Plan and Brisbane City Plan.

Top Strategic Issues
1. Defining a sustainable city structure
2. Shifting development from river-corridor-oriented to transit-oriented
3. Providing development capacity to meet employment targets and facilitating thegrowth of knowledge industries connected to education and health research precincts
4. Providing housing and lifestyle affordability options that reverse the demographic
trend of significantly smaller proportion of couples with children living in the inner city
5. Providing transport modes and interchanges best suited to connecting people along
the river corridor (east-west) and transit corridor (north-south) that does not impact on
urban amenity and the attractiveness of the place to work, live and play6. Providing urban amenity (scale, character, quality and quantity of public space) and
othercommunity facilities to cater for users of the inner city and to provide an
attractive place to work, live and play

(20%) and river (7%)
Predominantly residential (59%) land uses Employment land uses small (18%)
Overall residential density low at 13 dw/ha
now going to 21dw/ha in plausible
Houses in Demolition Control Precinct
cover 50% of the study area
River corridor most intensively developed Planned and plausible scenarios identify
opportunities along north/south axis
Urban amenity must be provided to achieve

Now scenario includes 323,290 jobs
Plausible scenario forecasts an additional
224,153 jobs by 2031 Employment focused on CBD and ATC in
the planned and plausible scenarios
Corridors currently nominated for
residential and jobs growth
Employment precincts (CBD and fringe)
need to expand to cater for growth

Families tend to live outside the inner city

person and couples without childrenhouseholds occupy the inner city
High proportion of residents born overseas

Number of flats, units and apartments
accounts for two-thirds of all dwellings
Half of all dwellings are rented
This trend will be difficult to reverse under
the planned and plausible scenarios if small
apartments continue to be provided

Prioritising fine grain and small scalemovements, as substitute for car over short
distances required that will also boost publiclife through people in public realm
Recent river linkages have focused on theCBD, with exception of Eleanor Schonell
Where are the priorities for future river linksand what mode should they facilitate(pedestrian, cycle, public transport,vehicular)
Potential candidates include:- Toowong to West End
- CBD East to Kangaroo Point
- Kangaroo Point to New Farm
- New Farm/Newstead to Hawthorn/Bulimba

Issues facing the inner city
North south public transport connectivity and interchanges
Inner city transport demand is forecast to
increase to 2.4 million trips/day by 2031 (upfrom 900,000 trips/day in 2006)
Capacity is an issue as planned development
appears to be occurring more rapidly than
public transport connectivity through the city
centre
Vital to determine the optimum type(s) ofpublic transport that provide the most efficient
and attractive method of connectivity Best alignments and locations (above or
below ground) are yet to be determined
Level of integration of modes will prove the
difference between adequate and exceptional
movement network
