For social places that must accommodate traffic
For traffic places, to ensure that self-powered road users are not discriminated against by bearing toomuch danger or being forced to use awkward routes

3. Solutions hierarchy: first reduce traffic speed and volume, separate road users when those options are not possible (and allocate space according to the road user hierarchy)
