At its meeting 10 May 2017 Council considered a report seeking formal approval of the proposed Lease of the Wingecarribee Adult Day Care Centre. The report noted that no objections were received during the public exhibition period. The Centre is located within Council property being Stephens Park, 3 Hansen Street, Bowral. Council resolved as follows: (MN 176/17)

1. THAT it be noted that no objections were received during the period for the public exhibition of the Lease to Wingecarribee Adult Day Care Centre for occupation of part Stephens Park, Hansen Street, Bowral.

2. THAT the General Manager and Mayor be delegated authority to execute the Lease referred to in Resolution 1 above and to affix the Common Seal of the Council to the Lease and any supporting documents (if required).

Following the resolution above, the Lease was executed and has now been registered against the Title to the Council property.

SUBJECT: BUSH FIRE PRE-SEASON BRIEFING

Pre-Season Fire Briefing 2017 Council’s Bushland Project Officer, Belinda Rowe and Local Emergency Management Officer (LEMO) Amanda Lawrence attended the pre-season fire briefing at Rural Fire Service Fire Control Centre at Queanbeyan on 15 August. These briefings provided a comprehensive overview of the 2018 / 2019 long range climate outlook, emergency management and recovery, illegal fires, fire investigation and arson prevention, as well as updates on technological advancements to assist in firefighting, heavy plant and aviation resources and their capabilities, public information, alert levels and warnings. Climatic outlook September to November 2018

The spring (September to November) climate outlook, issued 30 August 2018, shows drier than average conditions are likely for southern Australia extending up through NSW (west of the divide) and into central Australia. September and October are likely to be drier than average more broadly across most of the country.

Spring days are likely to be warmer than average for Australia. With clear skies likely, the risk of frost and cold nights continue in the south, but

overall, warmer than average minimum temperatures are likely in many locations. A drier and warmer than average spring would likely mean intensification of the

existing drought conditions across parts of eastern Australia and an increase in bushfire potential.

The El Niño-Southern Oscillation (ENSO) and the Indian Ocean Dipole (IOD) are currently neutral. However, current observations and model outlooks indicate El Niño and a positive IOD could develop in spring.

o Potential effects of El Niño on Australia include: Reduced rainfall Warmer temperatures Shift in temperature extremes Increased frost risk Reduced tropical cyclone numbers Later monsoon onset Increased fire danger in southeast Australia Decreased alpine snow depth

o A positive IOD generally means lower chance of rainfall and higher than normal temperatures.

A comprehensive Climate Outlook is available at: http://www.bom.gov.au/climate/ahead/outlooks/ Due to the above average temperatures and dry conditions across NSW and the Wingecarribee and Wollondilly Shires, Wingecarribee LGA commenced the Bush Fire Danger Period on 1 September. Community Preparedness – Essential Messaging for this Season.

Bushfire hazard reduction programs delivered by Council and other agencies across the Shire continue to be delivered in a timely and co-ordinated manner in accordance with set targets. A summary of hazard reduction activities undertaken so far in 2018 is provided at the end of this circular. It is essential, however, that all residents living on or near bushfire prone land prepare their properties and their families ahead of the upcoming bushfire season. There are simple things that can be undertaken by residents to prepare their properties. It is also vital that residents have a conversation with their families to decide what to do in the event of a fire by making a bush fire survival plan. The Rural Fire Service provides excellent resources for residents which comprehensively cover advice and guidance on personal and property protection from bushfire threats. These resources are available from both the RFS and Council websites http://www.rfs.nsw.gov.au/plan-and-prepare and http://www.wsc.nsw.gov.au/preparing-your-property-for-bushfire-season. In addition, Council is promoting the Six Week Bushfire Get Ready Challenge which is available on Council’s website. This is a six week ‘one email a week’ program of activities to prepare your home and family for bush fire. Residents can find the challenge at: https://www.wsc.nsw.gov.au/environment/bushfire-management/bush-fire-six-week-get-ready-challenge Council facilitated a “Hotspots” fire management workshop earlier in the year for residents of Canyonleigh and surrounding areas to provide training for landholders living or managing properties in high bushfire risk areas. Following the success of this program Council will be partnering again with the RFS and NSW Nature Conservation Council to offer this fantastic program to residents in the Wingello, Penrose and Paddys River areas in October. This is a great opportunity for families to have fun, get to know their local firefighters, find out about the local fire risk and learn just how easy it can be to prepare for the bush fire season.

Summary of Agency Hazard Reduction Activities - 2018

Wingecarribee Shire Council managed lands

Council’s bushfire management activities continue to be implemented across its bushland reserves in accordance with the Regional Bush Fire Risk Management Plan and Council Reserve specific fire management plans. Copies of Council Bushland Reserve Fire Management Plans are available at: http://www.wsc.nsw.gov.au/reserve-fire-management-plans Scheduled condition audits (biannual) of the Council’s 103 Asset Protection Zones (APZ) and 74km of Fire trails are running to schedule, with ongoing maintenance and repair works implemented as required. Council has completed major repairs and protection works to three (3) important fire trails during the last year. Over $67,000 of major repairs and upgrades have been completed. One (1) Hazard Reduction Burn at Yerrinbool Reserve has been completed with over 20 hazard reduction burns scheduled on Council owned / managed land for the 2018 / 2019 period. All necessary planning and Hazard Reduction Certificates have been completed by Council staff for all planned burns. Council continues to work closely with both fire agencies, with ongoing joint inspections and fuel loading measurements captured to inform direct strategic hazard reduction burn priorities.

Wingecarribee and Wollondilly Local Government Areas Fire agencies have been extremely busy over the recent months undertaking hazard reduction burns across the region. Hazard reduction burns totalling approximately 9530ha have been undertaken within the Wingecarribee and Wollondilly LGA’s between July 2017 and June 2018. Agencies including Council, Crown lands, National Parks, Water NSW and Forestry are also undertaking annual mechanical hazard reduction works totalling approximately 168ha across the region

Wingecarribee-Wollondilly Bush Fire Management Committee All fire management activities are coordinated by the Wollondilly / Wingecarribee Bushfire Management Committee (BFMC) who plan, approve and monitor all fire management activities across the region to ensure delivery of the Regional Bush Fire Management Plan is achieved. Of the 270,000 hectares of native vegetation in Wingecarribee Shire, 1% is managed by Council, 33% is managed by National Parks and Wildlife Service, 7% is managed by Forests NSW, 3% is managed by Department of Lands, 54% is in private ownership and 2% is managed by others. As a member of the BFMC, Wingecarribee Shire Council works closely with at least 15 other agencies and land managers to develop and deploy a strategic approach to fire management across the Wingecarribee Shire. Wingecarribee Shire Council Mayor and Deputy Mayor are members of the BFMC, along with key Council staff. The purpose of this Weekly Circular is to inform Councillors of a development application which seeks consent to Residential Alterations and Additions - Deck, Additions, Swimming Pool at 32 Conflict Street Sutton Forest. Site Description The site is known as Lot 7 Sec 3 DP 758938 Lot 8 Sec 3 DP 758938, being 32 Conflict Street Sutton Forest (Attachment 1). The site currently contains an existing dwelling house, Garage Proposed Development On 4 June 2018, 18/0646 was lodged with Council seeking consent to Residential Alterations and Additions - Deck, Additions, and Swimming Pool. Elevations and site plan of the proposal can be found at Attachment 2. Permissibility The site is zoned E3 under the Wingecarribee Local Environmental Plan 2010 and in this zone, Dwelling House and Ancillary Development is permissible with development consent. Assessment Timeline The application has been notified to adjoining and adjacent landowners with the notification period concluding on 22 June 2018. At the time of drafting, no submissions from the public had been received. The application shall be determined under delegated authority, unless it is requested by a Councillor that the application be determined by full Council.
