A great deal has happened since my last message to the IACP membership and I’d like to share some of that information with you. As many of you know, on January 22, U.S. Attorney General William Barr swore in the Commissioners of the President’s Commission on Law Enforcement and the Administration of Justice. I was in attendance, along with Immediate Past President Paul Cell, Deputy Executive Director Terrence Cunningham and over 40 other staff members of the IACP. It was especially gratifying to hear Attorney General Barr pointedly recognize and thank the IACP for working to establish this Commission for nearly two decades. We were also there to congratulate two of the new Commissioners; Cabinet Secretary Craig Price and Director David Rausch, both of whom currently serve on the IACP Board. The Commission is now in the process of appointing chairpersons to lead the 15 working groups. I am pleased to report that numerous IACP Board members, Committee chairs, and IACP members have been nominated to chair and/or serve on these vital working groups. We are also pleased to share that the first meeting of the Commission will occur at IACP’s Officer Safety and Wellness Symposium in Miami, Florida, on February 27. The Commissioners and relevant working group members will spend the day hearing from experts and practitioners with firsthand experience in the field about best practices, lessons learned, challenges, successful programs and initiatives, and innovative strategies related to officer safety and wellness. I will be in attendance and will testify before the Commissioners and working group members. At the same time as the commission was being empaneled in Washington D.C., on the other side of the globe, IACP Executive Director Vincent Talucci and Global Policing Director Vince Hawkes were in Abu Dhabi to sign a Memorandum of Understanding with the Gulf Cooperation Council (GCC POL). While there, they also visited the new IACP satellite office that was recently established. This is the first IACP office established outside of the United States and is a testament to the growth of our membership and the association’s commitment to expanding its global standing. I want to thank IACP Board of Directors member Colonel Ali Al-Ghufli for his invaluable assistance in this effort.

On February 3, I had the opportunity to address the 279th session of the FBI National Academy. The IACP leadership addresses each session of the National Academy to congratulate them on their accomplishments and to recognize their role as leaders in advancing the law enforcement profession. Finally, on February 7 – 9, the IACP Governing Body met in San Diego, California. Some of the highlights included:

• Discussion on the President’s Commission on Law Enforcement and the Administration of Justice, the role of the IACP, and next steps;

• Discussion of proposals designed to improve and streamline the process by which the IACP develops and approves resolutions; and

• A review of the work and operation of IACP sections focused on ensuring that the needs of the membership are being met, and the potential establishment of a Police Chaplains section.

The IACP will soon be releasing a report on the recruitment challenges facing law enforcement agencies. The report includes the results of the recruitment membership survey conducted last fall, as well as information gleaned from other research efforts and innovative recruitment and retention practices that have been adopted by some agencies. One focus area of the report is the continuing need to, and challenge of, ensuring inclusivity and diversity. Diversity is a priority for the IACP. In fact, last year the membership voted to amend the IACP Constitution to highlight the association’s commitment to diversity and inclusion. As part of this continuing process, and to measure our progress in building diversity within our organization, the IACP is conducting a brief two question demographic survey of the membership.
