August 12, 2009 Dear NLLEA Conference Participants, Welcome to the National Liquor Law Enforcement Association’s 23rd Annual Conference in Dallas, Texas! This year’s conference theme is Liquor Law Enforcement Working Together to Create Change. We encourage you to take this opportunity to learn about strategies designed to improve partnerships with community and law enforcement agencies in order to more effectively protect public safety. This year’s conference is again being held in conjunction with the Enforcing Underage Drinking Law’s National Leadership Conference, thus allowing us to increase the visibility of liquor law enforcement and highlight the excellent work that our Association members engage in related to enforcement efforts in the United States and Canada. The National Leadership Conference sessions also include a focus on enforcement and are open to NLLEA registrants, thereby affording our members greater opportunity to network. Your ability to attend sessions from both conferences enables you to participate in sessions related to the innovative use of technology to fulfill our mission as well as learning about the latest research findings related to preventing underage drinking. Our conference provides an important opportunity for recognition, so please join us at the awards luncheon on Friday, August 14th. We also encourage your participation in the NLLEA business meeting, which will be held on Thursday, August 13th in Ft.Worth 3 & 4 beginning at noon. Lunch will be provided. This is an important venue for members to assist the board in moving this organization forward. As always, we hope to see everyone at the closing BBQ banquet and induction of new officers on Friday evening in the Yellow Rose Ballroom. DDACTS is a law enforcement operational model that uses the integration of location-based crime and traffic crash data to establish effective and efficient methods for deploying law enforcement and other resources. Drawing on a deterrent value of highly visible traffic enforcement and the knowledge that crimes often involve the use of motor vehicles, the goal of DDACTS is to reduce the incidence of crime, crashes, and traffic violations in communities across the country. Alcohol law enforcement as a valuable partner in this operational model will be discussed.

Success Story Awards and Youth Presentation

The Closing Plenary is a highlight of every National Leadership Conference. It offers the Enforcing Underage Drinking Laws Program an opportunity to commend the successful work being done across the country and celebrate accomplishments. In addition to the Success Story Awards, this plenary will also include recognition of the valued work done by the EUDL discretionary grant recipient States. Last but not least, this plenary will conclude with the always energizing and thoughtful presentation from the youth who have participated in the conference’s youth track. In closing the conference with a focus on our achievements, our goal is to continue to support States and com-munities in developing collaborative relationships that will foster success in the future.

Kim Briamonte manages the Department of Public Policy and Training at the Pima Prevention Partnership in Tucson. She specializes in strate-gic planning and policy development with respect to underage drinking issues. Kim collaborates with the Governor’s Office of Highway Safety on the EUDL grant as State Program Manager. She earned her Juris Doctor-ate from Gonzaga University and certification in international human rights law from the University of Ireland’s Irish Centre for Human Rights.

Sharon L. Cantelon is a Social Science Program Specialist at the Office of Juvenile Justice and Delinquency Prevention (OJJDP), U.S. Department of Justice. Sharon works extensively with Federal and State agencies to coordinate efforts to support youth-related programs. Since 1998, she has worked with OJJDP’s Enforcing Underage Drinking Laws Program (EUDL), monitoring EUDL’s Discretionary Grant programming and its training and technical assistance cooperative agreement with PIRE. In addition, she works with after-school enrichment programming and juvenile violence reduction efforts. Sharon entered the Federal govern-ment service in 1984 and served at the U.S. Merit Systems Protection Board and the Office for Victims of Crime before moving to OJJDP.

Mindy Carroll is currently the Assistant Director of Tax and Education/Prevention for the Texas Alcoholic Beverage Commission and the EUDL State Coordinator for Texas. As the EUDL State Coordinator, she oversees nearly $1 million worth of grant funding for the Agency. Mindy joined TABC in 2006 as an Education Specialist and was responsible for creating retailer, parent, student, and community educational programs and campaigns that met best practices standards. She frequently speaks at national conferences about the programs implemented by TABC. Prior to her work with TABC, Mindy was the Special Education Department Chair for the Austin Independent School District. She holds a Masters degree in Human Resources.

Charles Cato was born and raised in Dallas, Texas. He graduated from W. H. Adamson High School and the University of Texas at Arlington. He holds a Bachelor of Arts degree in Criminology and Criminal Justice with a minor in Military Science. Charlie is married with two children. Charlie joined the Dallas Police Department on June 16, 1988, in academy class #207. He has served in patrol at Southwest, Southeast, Northeast, and Northwest patrol stations, as well as commander of the Gang unit. He is currently serving as Assistant Chief of Police, commanding the Strategic Deployment Bureau.

Johnnetta Davis-Joyce is Director of the Center for Public Health Improvement and Innovation at the Pacific Institute for Research and Evaluation (PIRE). This center is devoted to translating the lessons from prevention science into practice and receives major funding from the

Office of Juvenile Justice and Delinquency Prevention, U.S. Department of Justice. Ms. Davis-Joyce also serves as director of the Underage Drinking Enforcement Training Center. Prior to joining PIRE in 2000, she served as Deputy Director for the American Medical Association’s Reducing Under-age Drinking through Coalitions program.

Jermaine Galloway is an officer with the Boise Police Department. Since joining the department nine years ago, he has worked several different assignments, including crime scene investigation (CSI), the DUI task force, the officer mentoring program, and field training. Officer Galloway is currently a Neighborhood Contact Officer in the area that surrounds Boise State University. An Idaho POST certified instructor in Alcohol Beverage Control laws, Hate & Bias Crimes, and Community Policing, he has coordinated and led hundreds of alcohol-related patrols and investigations. Officer Galloway provides nationwide training to police officers, educators, youth, and community coalition members on party patrols, alcohol over-service, compliance checks, fake ID investiga-tions, and alcohol prevention strategies and collaborations. He is the creator and Executive Director of the Northwest Alcohol Conference and a member of the National Liquor Law Enforcement Association (NLLEA), Treasure Valley Alcohol & Drug Coalition (TVADC), and the Idaho Enforc-ing Underage Drinking Laws group (EUDL).

Matt Hayes left the military as the rank of Captain after serving ten years in the U.S. Marine Corps. He spent the next dozen years in various levels of management in U.S. and international manufacturing opera-tions. In 1998, he and his wife, Brenda, decided to pursue a long-ignored dream of becoming self-employed. They purchased the first of what has grown to about thirty-five franchises within Interquest Detection Ca-nines® (Interquest). Matt and Brenda were drawn to Interquest because of the focus on quality and the deterrence factor of canines. Interquest canines are trained to detect not only illicit drugs, but also alcohol, gunpowder, and commonly abused medications. Interquest provides service to more than a hundred school districts and commercial clients in the greater Dallas-Fort Worth Metroplex, making it the largest franchise within the Interquest system. Matt holds an undergraduate degree from the University of Houston at Clear Lake and an MBA from Oklahoma City University. He has four children and three pet dogs.

Mark Hicks is the Director of Enforcement for the Mississippi Alcohol Beverage Control. A native of Clinton, MS, Chief Hicks has a Bachelor’s of Science in Criminal Justice from Mississippi College and is a graduate of the Mississippi Law Enforcement Officer’s Academy, the US Army Criminal Investigation School, and the US Army Military Police School. He spent 25 years with the US Army Reserve and the MS Army National Guard and is a combat veteran of Operation Enduring Freedom. Chief Hicks has been in law enforcement for 23 years and has been Chief of Enforcement since 2005. He is also President of the Mississippi Tactical Officer’s Association

and has worked to improve SWAT training in Mississippi. He has been married to his wife, Lisa, for 23 years and has one daughter.

Bob Hohn currently works for the U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA), where he is a Senior Highway Safety Specialist assigned to the Impaired Driving Division. Bob is currently on a six-month detail to the Enforcement and Justice Services Division where he is working on the Data-Driven Approaches to Crime and Traffic Safety (DDACTS) enforcement model and law enforcement pursuit policy training. Prior to joining NHTSA, Bob retired from the Arizona Highway Patrol after 21 years of honorable service. During his career with the Highway Patrol, he primarily focused on removing the impaired driver from the roadways. In addition, he was heavily involved in training officers, both in Arizona and throughout the country, in the administration of Standardized Field Sobriety Tests (SFST) and the Drug Evaluation and Classification program. Bob was the arresting officer in the State v. Blake (Arizona Supreme Court) case, which provided the foundation for Horizontal Gaze Nystagmus being recog-nized as a valid field sobriety test in court. Mr. Hohn is also retired from the U.S. Air Force Reserve with a total of twenty-eight years honorable military service.

Chuck Palm is the Director of Public Policy and Training for Pima Prevention Partnership, Inc., providing training, planning facilitation, and other technical assistance to over 70 community substance abuse prevention coalitions in Arizona, American Samoa, Luke Air Force Base in Phoenix and Davis-Monthan Air Force Base in Tucson. Chuck special-izes in community mobilization, strategic planning, community needs and assets assessments, and policy analysis and development. He has particular experience in facilitating small and large community planning and focus groups, the Strategic Prevention Framework, and Asset-Based Community Development. Chuck has also coordinated county tobacco prevention, cessation and control programs and served as a Regional Director for both the American Lung Association and for the American Heart Association. He is a veteran of the U.S. Air Force, where he served as a Russian cryptologic linguist and intelligence analyst, and served in England and Germany.

William Patterson Jr. is a Senior Program Manager for the Pacific Institute for Research and Evaluation in Calverton, Maryland, where he is assigned to the Office of Juvenile Justice and Delinquency Prevention’s Underage Drinking Enforcement Training Center as a Law Enforcement Specialist. A retired state law enforcement officer from the North Carolina Department of Crime Control and Public Safety, Alcohol Law Enforcement Division, he has almost 30 years in the field of alcohol, tobacco, drug, and gambling enforcement. He is a graduate of the 149th Session of the FBI National Academy.

Scott Pestridge is a State Representative in the Office of Juvenile Justice and Delinquency Prevention’s State Relations and Assistance Division (SRAD). As such, he has lead responsibility for all activities initiated by SRAD with juvenile justice State agencies in Indiana, Mississippi, North Dakota, Oregon, South Dakota and Washington. His duties also include assisting in the interpretation of agency statutes, regulations, and policies, and serving as the primary Federal resource concerning Federal funding and other assistance. In addition, he serves as the Program Manager for OJJDP’s Enforcing the Underage Drinking Laws Block Grant Program. He holds a Master’s degree from the University of Maryland School of Public Policy.

Paul Pisano is Vice President of Industry Affairs and Counsel at the National Beer Wholesalers Association. He leads the association’s efforts in industry, legal, and state governmental affairs and serves as primary liaison to state distributor associations and NBWA’s supplier, retailer and public health contacts. Prior to joining NBWA, he served at the Depart-ment of Commerce most recently as Director of Congressional Affairs at the U.S. Census Bureau. He also spent six years working on Capitol Hill. Mr. Pisano holds a B.A. degree from Hampden-Sydney College and earned his J.D. from Catholic University’s Columbus School of Law.

Jeff Slowikowski was designated Acting Administrator of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) by President Barack Obama on January 20, 2009. Mr. Slowikowski served as Associate Ad-ministrator of OJJDP’s Demonstration Programs Division since May 2004. The division manages a variety of grants that support demonstration, research, evaluation, and training and technical assistance programs, including drug court, gang, juvenile violence, mentoring, reentry, tribal youth, truancy, and underage drinking initiatives. Mr. Slowikowski was instrumental in the development and implementation of the perfor-mance measure system that assesses the efficacy of programs funded by OJJDP. Mr. Slowikowski joined OJJDP in August 1990 under the Presiden-tial Management Intern Program. From 1990 to 2003, he served in the Research and Program Development Division, as a Program Manager and, subsequently, as Deputy Director. Mr. Slowikowski earned his Bach-elor of Science Degree in Criminal Justice from the University of Baltimore in 1987 and a Graduate Certificate in Police Administration and Master of Public Administration from the University of Baltimore in 1990.

Mandy Stahre received her Masters of Public Health degree in Epide-miology at the University of Michigan, Ann Arbor in 2003. Since that time, she has worked as an epidemiology fellow and contractor for the Centers for Disease Control and Prevention’s Alcohol Team lead by Dr. Robert Brewer. While with CDC she has helped guide the completion and update of the Alcohol-Related Disease Impact (ARDI) software, an online tool used by public health researchers to estimate alcohol-attributable deaths and Years of Potential Life Lost. In addition to work on ARDI, she

has also collaborated with the Air Force to study binge drinking in the military, the findings of which were published in the March 2009 issue of the American Journal of Preventive Medicine. In the fall of 2006, she returned to school to obtain a Ph.D. in Epidemiology at the University of Minnesota, School of Public Health under the mentorship of Dr. Traci Toomey. For her doctoral dissertation she is investigating the relation-ship between tobacco use status and binge drinking to determine po-tential spillover effects of tobacco interventions and policies on reducing binge drinking behaviors.

Alan Steen is Administrator of the Texas Alcoholic Beverage Commission (TABC). Since his appointment in 2003, Alan has worked to strengthen the agency’s focus on public safety initiatives, increased use of new technology, and implement a “bottom up” management philosophy involving more collaborative decision-making which, in turn, promotes more creativity in problem-solving, higher efficiency, and improved job satisfaction. Prior to joining TABC, Alan was a Commissioned Peace Officer for over 20 years, achieving leadership roles in both the Law Enforcement and Corrections branches of the criminal justice system. He earned his Bachelor of Business Administration degree from Tarleton State University and a Master of Science degree from the University of North Texas. Alan is a past champion of the Houston Livestock and Rodeo Cutting Horse Event and a two-time world finalist for the National Cutting Horse Association.

Terry L.C. Stotler is the Consultant for Clinical Social Work to the Air Force Surgeon General and Chief of the Alcohol & Drug Abuse Prevention and Treatment/Drug Demand Reduction Branch at the Air Force Medical Operations Agency, Lackland-Kelly Air Force Base (AFB), Texas. Col. Stotler is a Board Certified Diplomate in Clinical Social Work, is licensed by the State of West Virginia as an Independent Clinical Worker, and is rated as a Chief Biomedical Science Corps officer. Col. Stotler is a career behav-ioral scientist having served in a variety of positions to include mental health, family advocacy, family support, special operations, research, and medical treatment facility command. He is a graduate of Squadron Officer School, Air Command and Staff College, and Air War College. In addition, Col. Stotler has completed the Air Force Material Command Squadron Commander’s Course, United States Air Force’s Family Support Center Director’s Course at Maxwell AFB, and the United States Army’s Psychological Operations Planner’s Course at Fort Bragg, North Carolina. Col. Stotler was born and raised in Martinsburg, WV, is married and the father of two children.

Charles Sumner is Director of Training for the Mississippi Office of Alcoholic Beverage Control (ABC), Bureau of Enforcement and President

of the National Liquor Law Enforcement Association (NLLEA). He has 28 years experience in law enforcement and has been employed with the Mississippi ABC since 1980. A certified Firearms Instructor, Verbal Judo Instructor, and Glock Armorer, Charles has trained federal, state, and local law enforcement personnel since 1982. He is also a member of the International Law Enforcement Educators and Trainers Association, the International Association of Law Enforcement Firearms Instructors, and the National Rifle Association. After joining the NLLEA in 1991, Charles was involved in creating the NLLEA Training Academy in 1996, and he has instructed at all NLLEA Academies since that time. He is a graduate of the 170th Session of the FBI National Academy and a past president of Mississippi Chapter of FBI National Academy Associates.

John Underwood is President and Founder of the Ameri can Athletic In-stitute. A former NCAA All-American, International-level distance runner and World Masters Champion, he has coached/advised dozens of Olympi-ans, including World and Olympic Cham pions. John holds three Interna-tional Olympic Solidarity diplomas for coaching and has been a crusader for drug-free sport at all levels. He has conducted the only physiological case study of the residual effect of alcohol on elite athletic performance, and his “PURE PERFORMANCE” program has gained international promi-nence. A Master Trainer for the New York Public High School Athletic Association drug prevention program, his “Life of an Athlete” program is a chemical health program for high school athletes. John has appeared as a guest commentator for ABC Wide World of Sports for Olympic Drug Scandals and has worked with nearly all sport federations including the NCAA, NHL, NBA, NFL, the U.S. Olympic Committee, Sport Canada, and the International Olympic Committee. John was recently named human performance consultant for the U.S. Navy SEALS.

C. Shane Wilbanks is the Mayor Pro Tem for the City of Grapevine, Texas, where he has lived since 1965. He served as Chair of Grapevine’s Convention and Visitors Bureau Board for five years and was a member of the Planning and Zoning Commission for two years prior to being elected to the City Council in 1985. Mr. Wilbanks has been re-elected six times since, most recently in May of 2009. Mr. Wilbanks’ community activities include service on the Board of Directors for the Department of Educa-tion at the University of North Texas, the Advisory Board of the Harris Hospital Health Foundation, and the board of the Grapevine Chamber of Commerce. He has serves as President of the Grapevine High School Football Athletic Booster Club, President of the Dallas-Fort Worth Soccer Association, and President of the Grapevine Rotary Club. In addition, he also serves on the Information Technology and Communications commit-tee of the National League of Cities. Mr. Wilbanks is an elder in the First Presbyterian Church.
