Weekly Update Public Affairs CECA contact - Alasdair Reisner CECA Public Affairs Lunch On Wednesday (13 April) CECA Head of External Affairs Marie-Claude Hemming hosted a lunch of the CECA Public Affairs Group. Guest speakers were Iain Wright MP, Chair of the Business, Innovation and Skills Select Committee and Chris White MP who also sits on the Committee. Members asked the MPs for their views on: finance and spending; security of materials supply chain; apprenticeships; the Northern Powerhouse and the Midlands Engine; and productivity. The lunch was an extremely successful event and Marie-Claude is preparing a follow up briefing to send to the MPs following the meeting. The next lunch will be held on 6 July and the guest speaker will be Robin Webb, Deputy Director, Infrastructure and Construction, Department for Business, Innovation & Skills. CBI/Pearson Education and Skills Survey With the Apprenticeship Levy just months away and the Government embarking on radical schools reform, it’s more important than ever that the voice of business is heard. Your participation in this survey plays a key role in helping the CBI make sure that this happens. In total, the survey should take no longer than 15 minutes to complete. All data recovered will be treated in confidence and will only be used in aggregate. CITB Flexible Funding Firms that have developed projects to provide construction workers with skills and training are being urged to apply for funding from the Construction Industry Training Board (CITB). CITB will be accepting applications for the next Flexible Funding opportunity from April 19, which offers funding for construction skills and training projects that last up to 18 months and are not already supported by other CITB funding. The Fund focuses on the training areas that have been identified as priorities for the industry following CITB’s extensive consultation with employers in 2015. The aim is to target funds to help build a well-skilled workforce and support the industry for the long term. Since September 2015, CITB has invested over £1.7M in projects under the Flexible Fund. A total of 45 projects have successfully acquired funding via the Skills and Training fund at a total value of £185,874, with an 88% success rate for firms who apply. CITB Audit & Risk Committee Member Vacancy

CITB has a vacancy for membership of its Audit and Risk Committee. The committee is a key part of the CITB governance system, with a key role to explore and assess the internal controls, governance and risk management matters and other strategically significant developments. The committee reports to the Board, and is chaired by an independent Board Trustee, Diana Garnham. CITB are seeking a candidate who has current, internal audit skills and experience, from an in-scope levy paying employer. It is not necessary to have previous Board Committee experience; the role would be a good opportunity for an individual to broaden their CV. The Committee meets four times a year in central London and meetings last approximately 2-3 hours. The post is non-remunerated, although travel expenses are paid. Business, Innovation and Skills Inquiry Into The Northern Powerhouse

The Business, Innovation and Skills Committee launches inquiry looking at the Northern Powerhouse and Midlands Engine, focussing on whether the Government’s devolved arrangements can deliver improved economic growth and if these models could be adopted by other regions. The Committee’s inquiry will focus on the Northern Powerhouse and Midlands Engine and examine if the models for devolved decision-making and co-operation on areas such as skills, science, innovation, and R&D are delivering economic growth and whether they should be adopted in other regions.

The inquiry’s terms of reference are as follows:

• What do initiatives such as the “Northern Powerhouse” and “Midlands Engine” mean in practice for business? What evidence is there that they will bring tangible economic benefits and improve UK productivity?

• What is the Department for Business, Innovation and Skills’ role in delivering the Northern Powerhouse and Midlands Engine? What responsibilities will/should it devolve?

• How effectively do umbrella terms such as the Northern Powerhouse unite potentially disparate business communities, local authorities and Government departments? How effectively are business interests represented and engaged in decisions? How do the different devolution deals in the North and relationships between local authorities impact on business?

• Does Government have effective systems in place to measure the return on investment in the Northern Powerhouse and Midlands Engine? How should Government evaluate the impact of these schemes?

• What are the implications of the focus on the Northern Powerhouse and Midlands Engine for the South-west and the South-east outside of London? Are there lessons that can be learned that could be applied to these regions?

• Is there a risk that some areas can lose out as a result of devolution? How can this risk be managed?

• How does the level of Government investment in the Northern Powerhouse and Midlands Engine compare to London and the South-East? Is it sufficient to enable a stronger economy in the North that can offset the pull of London?

Construction Scotland Procurement Implementation Group

Alan Watt, Chief Executive, represented CECA at the latest meeting on Thursday (14 April) in Edinburgh which progressed the Scottish Government and SFT’s work on implementing the recommendations on framework contracts, retentions and Quick Quote. Members will receive consultation documents about these and other related procurement issues as they are issued by the Scottish Government so that CECA can provide industry feedback.

Construction Scotland Procurement Implementation Group (Tendering Workshop)

Alan Watt represented CECA at a workshop on Tuesday (19 April) in Edinburgh to work on Scottish Government guidance for the tender process in the light of the introduction of the ESPD for prequalification in Scotland from this week.

Built Environment Hustings

Alan Watt represented CECA at a Hustings event on Tuesday (19 April) in Edinburgh organised by 5 Scottish professional bodies including ICE Scotland ahead of the Scottish Election on 6 May 2016. He held discussions with three candidates who are likely to be elected with a view to them participating in the Cross-party Group on Construction in the next Scottish Parliament.

Infrastructure UK Working Group – Peer Review, Environment Agency, Flood And Coastal Risk Management (FCRM) Maintenance Review, 13 April 2016

The independent peer review was conducted by Mark Worsfold, Chief Engineer at Ofwat. It looked at the maintenance of the Environment Agency’s flood and coastal risk management (FCRM) assets. The Review compared and contrasted the asset management practices, policies and procedures with those in place by the Water and Sewerage companies in England and Wales. Based on this work the Review made 33 observations and made 11 key recommendations.
