THE 73-YEAR-OLD Pattullo Bridge has been voted the worst strip of road in the Lower Mainland in a B.C. Automobile Association survey.
Although the bridge is notoriously narrow, it made third place on the list of the province’s worst roads for congestion, according to BCAA spokesman Trace Acres.
“It’s no surprise that the Pattullo Bridge is on the list. Or that the Massey Tunnel (number 10) is on the list,” Acres said. “But they’re cited for congestion as opposed to being cited for road conditions.”
TransLink wants to replace the Pattullo with a new six-lane bridge, but it’s not yet clear whether a four-lane replacement will be approved instead, when it will happen and whether the new span will come with tolls.
Th e Oak Street Bridge came in at number 15 for damaged pavement, while the Iron Workers Memorial Bridge appears at number 11 for poor bike paths.
“When two bikes meet on that bridge the cyclists have to get off and physically jockey the bikes by each other to continue,” Acres

A 15-YEAR-OLD stabbed Surrey’s Sam McGowan in the chest aft er McGowan and others gave chase because the youth had stolen a cell phone and sweater, Crown pros-ecutors told a jury in New West-minster Supreme Court Monday.
Th e accused is being tried for second-degree murder in the death of McGowan and cannot be identifi ed under the Youth Crimi-nal Justice Act. Wearing a pressed white dress shirt and slacks, he
looked straight ahead during the opening day of his trial.
Crown counsel Jodie Harris told the jury the young off ender and his friend committed two robberies at knife point on the aft ernoon of Aug. 5, 2009. Aft er each of the theft s, which were from young teens, grown-ups gave chase.
Harris alleged the accused eluded the fi rst group, but a second group of 10-to-15 adults succeeded in catching up to the young rob-bers. McGowan, then 32, found the accused hiding under a porch.

Jay Tuason and Giuseppiana Osterman speak to reporters outside New Westminster Supreme Court where Sebastiano Damin was convicted of second-degree murder for the stabbing death of their mother, Maria Catroppa. Damin was Catroppa’s second husband and the two had been married for about 10 years. Catroppa’s family has started a scholarship fund for women in her name at Kwantlen Polytechnic University.

‘Mom’s life mattered’by Sheila Reynolds
A SURREY SENIOR has been convicted of second-degree murder for slaying his wife in 2009.
Sebastiano Damin was on trial in B.C. Supreme Court for the fatal stabbing of Maria Catroppa.
Catroppa, 69, was found dead in the couple’s townhouse in a gated com-plex near 85 Avenue and 164 Street on Nov. 24, 2009. Damin was 74 at the time of the murder. Th ey had been married for about 10 years – the second marriage for both.
During the trial in New Westminster Supreme Court in April, a psychiatrist testifi ed that Damin told her that he and his wife had been having escalating marital troubles and Catroppa wanted him to leave.
He said that on the day of the stabbing, the pair had gone to bed in separate rooms as usual. But when he got up in the middle of the night to get a drink, “something snapped” in his head, he told the psychiatrist, and he took a knife into his wife’s bedroom and stabbed her. Aft er the fi rst few strikes, he said, he didn’t remember what hap-pened.
A forensic pathologist testifi ed Catroppa had been stabbed 126 times. Damin said he tried to kill himself, but couldn’t go through with it, and instead called 911.
Th e defense wanted a conviction of manslaughter, but Justice Ian Joseph-son found Damin exhibited the “requisite intent” for a second-degree murder conviction.
“He believed his wife was going to cause that much-feared separation,” Josephson said last Th ursday in his written reasons for judgment. “Th is made
him very angry, and that anger motivated the knife attack on the victim.“Unfortunately, it is not uncommon in situations of domestic violence to
see physical attacks on a spouse motivated by anger at an unwanted separa-tion.”
Family and friends of Catroppa cheered and hugged aft er hearing the court decision.
Catroppa’s eldest daughter Jay Tuason said though nothing will bring her mother back, “as a family, it is important for us to make sense of it. It’s impor-
tant for us to see other women helped.”Catroppa’s four children have created a university endowment for
women in their mother’s name.“Mom was one of those women you’d never suspect of being
abused,” said daughter Giuseppiana Osterman. “She was very devoted as a wife.”
Catroppa’s daughters, who both wear gold lockets around their necks with their mom’s photo, said their mother is like many women, who stay in abusive relationships until it’s too late.
Th e Maria Catroppa Memorial Award Fund at Kwantlen Poly-technic University aims to help women further their education.
“Although Maria fought adversity during her life,” reads a descrip-tion of the award, “she did not let it defi ne her; instead, she shared her heart and her home with all who entered. She demonstrated love, determination, and perseverance throughout her life and believed that education was the key to success.”
To donate to the Maria Catroppa Memorial Award Fund, or to learn more about it, phone 604-599-2010.
“Mom’ life mattered,” said Tuason. “Every woman’s life matters.”Damin is scheduled to be sentenced Friday (June 10).

LARGE CROWDS continue to cel-ebrate Canucks games civilly at Central City and a busy corner in Newton.
Surrey’s offi cial celebration site at Central City Plaza saw about 4,000 hockey fans on Saturday night, and slightly less than that on Monday evening, during the Canuck’s fi rst loss in the Stanley Cup fi nal against the Boston Bruins.
Police estimate there were about 5,000 people at 72 Avenue and Scott Road aft er the weekend game, and again, marginally fewer on Monday.
Except for the arrest of a drunk minor, who was released into the care of his parents, the crowds have simply been having a good time, say Mounties.
“Celebrants continue to enjoy themselves responsibly,” said Sur-rey RCMP Cpl. Drew Grainger.
“Th e residents of Surrey are really showing their true colours – how as a community they can come together and celebrate in an overwhelmingly positive manner.”
With the warm weather, police are expecting big crowds again tonight for Game Four.

David Tarnow, like the rest of the adults, McGowan had been yelling “You’re f___ing dead.”
Th e teen, Tarnow said, had no choice but to defend himself.
“Ultimately, he did what he did in order to survive,” he told the jury. “Th e streets of Surrey can be very tough.”
Tarnow said his client and friend went to Central City Shopping Centre to buy some clothes. And then, he said, they made some bad choices.
Tarnow argued the accused is a good kid who happened to be out with the wrong friend.
“He was hanging with a guy with a very lengthy Young Off enders’ record,” Tarnow said.
Th ose so-called bad choices, the Crown said, included two separate robberies, the second of which was from the victim’s son. When McGowan’s son reported it to his dad, McGowan and several others gave pursuit, some on bicycles and others in a car.
When McGowan caught up to the young man, Tarnow claimed the teen had a very short time to react.
“Mr. McGowan was an imposing man,” Tarnow said, referring to his size and tattoos on his upper body.
Crown focused on putting Tarnow’s client
at the scene and said it will call on several witnesses, pictures, exhibits, DNA evidence and video to build its case.
Th e case is expected to continue for a couple of weeks.
Michelle Proulx, McGowan’s girlfriend, said his death is only getting more diffi cult as time passes.
“Everybody tells you it gets better with time,” Proulx said. “It’s not true – you adjust.”
She said it was 22 months ago Sunday that McGowan was killed.
“It’s been a long wait. I can’t eat, I can’t sleep,” she said, adding even when she does manage to get rest, she has nightmares.

552 votes was a section of Ospika Boulevard in Prince George followed by the Mabel Lake Road near Enderby, both for damaged pavement. Silver Star Road near Vernon and the Pacifi c Rim Highway on Vancouver Island also made the list for pavement damage.
“I don’t think there’s any question that every road on this list could use some attention,” Acres said.
Some little known stretches of asphalt caused some head-scratching at BCAA.
Daly Road in Surrey, in a quiet area near Barnston Island, was voted into 14th place for damaged pavement.
Even more respondents propelled Harris Road on Saturna Island into third place.
“Obviously people in that area got the word out,” he said.
Acres admits the survey wasn’t scientifi c – anyone could vote and round up their neighbours to help shame authorities into improving their local road.
And social media websites were likely used to help spread the word, he said.
A total of 4,000 people voted on the survey conducted in May.

GOVERNMENT offi cials from both Canada and the U.S. will participate in a Surrey symposium on Friday that aims to shed light on cross-border trade between the two nations.
David Jacobson, U.S. ambassador to Can-ada, will join Premier Christy Clark and Surrey Mayor Dianne Watts at the June 10 event, called Building Bridges to Prosperity.
The forum is hosted by Surrey-based Pacific Customs Brokers, and is meant to answer questions regarding importing and exporting to and from the States.
“A lot has changed since 9-11,” organizer Greg Timm said. “There’s probably an overriding think-ing amongst people that the border has thickened, it’s become more bureaucratically heavy and maybe even intimidating.
“We’re trying to dispel the thought that you can’t do business
in the other country.”Around 250 people
are expected to attend – so far, around 40 per cent of paid attendees are American – including business owners, managers, entrepreneurs, cham-bers of commerce and boards of trade.
Timm said the tar-get audience is anyone who is “profiting or could profit from cross-border trade.”
“We’re trying to help the potential or current importer or exporter understand
their obligations, to answer their ques-tions, so that they can continue on with a prosperous business.”
The event will touch on issues such as customs requirements, work permits and export finance, as well as provide updates on key economic trade dynamics, including the impact of the exchange rate and new transportation cor-ridors.
Industry profes-sionals are to speak on topics such as immi-
gration and business law, NAFTA eligibility, transportation, ware-housing packaging and labelling.
Building Bridges to Prosperity will be held June 10 from 7:45 a.m. to 4 p.m. (doors open at 7:15 a.m.) at Sheraton Vancouver Guildford Hotel, 15269 104 Ave.
Tickets are $270 and include breakfast and lunch.

A MAJOR CUT in the number of sheriff s who guard B.C.’s courts will leave the public, witnesses, judges and staff at greater risk of violence, according to their union.
Th e provincial government plans to reduce the hours of 52 auxiliary and part-time sheriff s, equivalent to eliminating 34 full-time positions.
“Th e safety of the judges, the safety of the court staff , the safety of the sheriff s and the public is compromised and at risk,” said Dean Purdy, spokesman for the B.C. Government and Service Employees Union.
“More and more gang activity and
violent crimes are being dealt with in the courts,” he said. “I think it’s only a matter of time before we see a major incident occur in one of our court houses.”
Th e planned cut comes on top of past reductions in the ranks of sheriff s – as well as judges and other court staff – that have been blamed for lengthening waits for cases to get to trial and some of those cases being thrown out due to unaccept-able delays.
Almost 100 sheriff s – nearly 20 per cent of the workforce – have been lost to attrition during a four-year hiring freeze, mainly as sheriff s move on to higher-paying law enforcement jobs.
Judges have increasingly refused to run their courts in some parts of B.C. when there’s no deputy sheriff available to provide security.
Purdy said the downtown Van-couver trial of the Okanagan-based Greeks organized crime group is proceeding at the high-security court room built for the Air India trial, but full safety procedures are not in eff ect.
“Th ere’s no search gates set up,” he said. “I’m almost certain that’s due to a lack of staffi ng.”
Purdy predicts the new cuts will cause more court date cancellations and fuel further delays in the courts.
Court rooms have sometimes been closed in Kelowna, Kamloops,
Victoria, Nanaimo and parts of the Lower Mainland in recent months due to the lack of sheriff s.
Judges have increasingly spoken out about the shortage, saying there’s potential for volatile or dangerous situations to erupt in court without security.
Trial Lawyers Association of B.C. president Azool Jaff er-Jeraj said the shortage of sheriff s and judges causes a ripple eff ect through the system.
“Recent courtroom closures were caused by a shortage of sheriff s and this will only get worse as staffi ng cuts cause harm throughout the province,” he said.
“Courtrooms should not be
empty when there is a backlog of cases to be processed,” Jaff er-Jeraj said. “It erodes justice.”
February’s provincial budget approved cuts totaling $14.5 mil-lion for court services, prosecution services and the judiciary, despite a published warning from the pro-vincial court that more than 2,000 criminal cases are at risk of being quashed due to excessive delays.
“Our number one priority remains the safety and security of our courtrooms and our court facili-ties, but we are also living within a budget,” Attorney-General Barry Penner said in the legislature June 1, under questioning from the NDP.
Sheriff cuts endanger court security: UnionLonger waits for trial also a threat, lawyers say

A 19-YEAR-OLD Delta man was killed after the vehicle he was a passenger in crashed into a parked vehicle and a hydro pole in Harrison Hot Springs on Saturday.
Agassiz RCMP Sgt. Mike McCarthy confirmed Monday that alcohol and speed were definite factors in the crash, which sent the three occu-pants to hospital. One man died on the way.

When it comes to civic pride, this year should be one for the his-tory books.
Vancouver reaching the Stanley Cup fi nals has made B.C. Canuck crazy.
As Canadians, we are assumed born to love hockey. But in B.C. the pas-sion for the game is arguably showing more passionately now than at any other time in the team’s 40-year history.
People love their team and they’re not afraid to show it.Th ere are die-hard fans getting inked with the team crest, people taking
out loans to get a seat at one of the playoff games, and you can’t go a block in any community without seeing Canuck colours waving in the wind off vehicles, and even some houses.
Vancouver has made it to the fi nals three times now, but Lord Stanley’s cup has always managed to escape their grasp.
If they happen to score the winning goal in the deciding game, one can only imagine what the streets of Vancouver will be like on that fateful day. Indeed, the entire province will celebrate the likes that hasn’t been seen since the day Sidney Crosby scored that overtime goal to secure gold for Canada at last year’s Olympic Games in, yes, Vancouver.
Until then, those with a love for the boys in blue will continue to display their team pride every chance they get. Go, Canucks, go.
Even if you aren’t a true-blue Canuck fan, whether you’re cheering on the big bad Bruins or moping since your team was shut out of the playoff s, you have to admit it feels good to see the support and the positive vibes all around.
Aft er all, that’s the beauty of sports and the power of a winning team’s infl uence on a community, a province and, indeed, an entire country.

The treaty with the Yale First Nation in the Fraser Canyon was hastily approved as the B.C. legislature ad-journed for the summer last week.
Th is treaty was by far the most signifi cant work of the legislature session, and it may make or break the hugely expensive B.C. treaty eff ort. Yet it received all of four hours of debate during the abbreviated spring legislature session and will probably get little attention when it reaches the House of Commons for fi nal approval.
A few eyebrows were raised when Chief Justice Lance Finch of the B.C. Court of Appeal entered the legislature to give royal assent to the treaty and a handful of other bills. Th is would normally be the duty of Lt.-Gov. Steven Point, but he was on a four-day visit to promote literacy at reserves in the Quesnel and Williams Lake area.
I’m advised by the lieutenant-governor’s staff that this trip had been scheduled for some time, and his absence had nothing to do with the treaty awaiting his signature. It is purely a coincidence that Point is a
former tribal chair of the Sto:lo Nation, which sent a delegation to the legislature to protest the Yale treaty just before it was tabled.
Th e only substantive scrutiny of the treaty, and the only vote against it, came from independent Cari-boo North MLA Bob Simpson. He stressed that he supports the Yale’s right to a treaty, but detailed the Sto:lo’s objections.
Th eir central objection is that the 150-member Yale band is an arbitrary creation of the Indian Act, a splinter group of the larger Sto:lo Nation. Th e treaty formalizes the Yale’s control over key canyon fi shing and rack drying sites that were vital to survival for thousands of years.
Ottawa outlawed transfer of native hereditary property rights in its notorious potlatch law of 1884, and native fi sh sales in 1888. Th is disrupted whatever order had been imposed by Sto:lo clans on the fi shing
sites. Some Sto:lo people were moved south to reserves in the Fraser Valley, where they were expected to abandon their traditional ways and become farmers.
Sto:lo Nation president Joe Hall put it to me this way: “I don’t want to be like Donald Trump and look at people’s birth certifi -cates, but the Yale are a Sto:lo band. Th ey would have been chased out of there a long time ago if they weren’t.”
In the treaty debate, Simp-son put it to Aboriginal Rela-tions Minister Mary Polak that the federal and provincial governments have resorted to a “fi rst-past-the-post” system to force progress on treaties.
He said the tiny Yale community gets a huge advantage by completing a treaty, while some Sto:lo bands remain at an early stage of negotiations and still others aren’t in treaty talks.
Polak cited a section that is now standard
in modern treaties. It protects the consti-tutional rights of other aboriginals where a court upholds a claim to Yale territory, which they will soon own as fee-simple property.
Polak insisted the Yale treaty will ease tensions in the disputed fi shing sites, where violent incidents have taken place. She argued that exclusive access to the main areas of dispute was long ago included in the Yale’s original reserves. Th e treaty will provide a process for temporary access by other people, native and non-native.
We will see if she is right, perhaps as early as this summer.
Th ere are two regions of B.C. where the encroachment of European settlers led to shooting wars with aboriginal people. One was the Cariboo-Chilcotin and the other was the Fraser Canyon.

MUCH LIKE Linus waiting every Halloween for the Great Pumpkin to descend to the pumpkin patch, Surrey and Langley commuters live through the annual tease that has been the widening of Fraser Highway.
It was in 2004 when Surrey-Tynehead MLA. Dave Hayer published with much fanfare a news release titled Transportation Infrastruc-ture Work in Surrey Full Steam Ahead.
In part, the release stated: “Constituents are pleased with the progress the B.C. government is making in improving traffi c fl ow in Surrey.”
Th e Surrey-Tynehead MLA thanked Surrey-Cloverdale MLA Kevin Falcon for his work as transportation minister in securing funds for the “long overdue” project to widen the Fraser Highway east and west of 160 Street.
“Th e Surrey Chamber of Commerce, my constituents and I eagerly await an announce-ment to four-lane more of this route from 168th Street to Langley,” Hayer said.
Eager indeed! It’s been seven years Dave. We’re still waiting.
Th e City of Surrey sign announcing the construction of the north side of the Serpen-tine River bridge stands tauntingly beside a bridge to nowhere completed last summer.
Th ere’s no sign announcing whether further work has even been tendered, much less teas-ing us with yet another projected completion date.
Meanwhile, Surrey and Langley residents continue to fi ll the trough of TransLink through gas taxes and levies, and may soon have the added indignity of an additional car-bon levy for Lower Mainland residents.
Th is is absurd. It’s bad enough municipal and provincial planners did not have the foresight and common sense to design an interchange at the intersection of two provin-cial highways.
They can hardly complete a road widen-
ing. Meanwhile, residents have sat through what is approaching a decade of daily congestion and numerous accidents at this intersection.
Bear in mind this widened goat path will be wholly insuffi cient when paupered commuters desperately search for route alternatives to the daily blood donation in the guise of bridge tolls.
When will constituents say enough? Per-haps we should just continue to hope things will improve as we pay our municipal taxes in the coming weeks, or fi ll up at $1.40 a litre, or cast ballots at our municipal elections this November, or idle in our vehicles beside the weed-lined mounds of top loaded soil lining the Fraser parking lot, or...heck, even Linus wasn’t this naive.
Paul SandhuSurrey
I HAVE TO agree with letter writer Ron Teljeur (letters, May 27).
Th e tolls on the new Port Mann and the Golden Ears Bridges are a fi nancial burden only for those of us who cannot aff ord to live on the north side of the river.
I feel that every bridge in the Lower Mainland should be tolled one dollar each way. Th at way, every driver no matter where they live or work, will help to pay for all the infrastructure that needs to be replaced or repaired. Stop putting the onus on those of us south of the Fraser to pay for it all.
Sherry JungSurrey
Surrey needs ward
systemI HAVE LIVED in Surrey for many, many years.
In 1965 Reeve R.J. Harvey had a council of 10 to help him run the municipality.
Today we have a mayor and eight councillors, plus a couple of managers, city clerks, deputies and assistants. And if you hadn’t noticed, the population of Surrey has mushroomed, and there has been a building boom which has eaten up most of the spaces that were here when I arrived.
Have you ever tried to contact a councillor about something in your area – if indeed you know where you live? I tell people I live in Newton – but I have to vote as a Port Kells resident, and the newspapers in the box on my block are the Peace Arch News and the Cloverdale Reporter.
We are such a large city, wouldn’t it be sensible to get back to something like the old ward system, where one councillor represented one area, and we redesigned our maps and knew who to talk with about issues in our area?
One councillor I fi nally nailed down said there were as many as 5,000 emails coming in – no wonder I was ignored. With our city centre moving to the Whalley area in the next few years – what better time to do a reorganizing of the electoral boundaries and to getting a few more councillors on board?
Sheila GairSurrey
THERE APPEARS to be a growing trend to have ‘professional’ managers of business associations, rather than hiring experienced business people who built up their own businesses.
Th ese new leaders are usually well-educated in the theory of business but rarely have ever created one themselves.
Th is is exemplifi ed by the present executive director of the White Rock Chamber of Com-merce and the CEO of the Surrey Board of Trade. Th ese two smart ladies are pushing the pro-HST line that only benefi ts big business – the type of company that is not typical of these organizations.
Big businesses that do not sell directly to the
B.C. public do benefi t from the HST, as their customers have not had their pockets picked. Th is is true for both big resource companies (foreign buyers) and the giant construction companies who get their contracts directly from the B.C. government.
It is not a coincidence that these two groups form the core of the Smart Tax Alliance (spend-ing millions to keep the HST) and also are major contributors to the B.C. Liberals.
It is a tragedy that not enough owners of small businesses in B.C. do not challenge the pro-HST spin that is being put out by their nominal leaders.
It is small business that is the real economic
engine in Canada; they employ more than 90 per cent of the employees and have to operate ina truly competitive market.
Th e small drop in their expenses off ered by the HST is no consolation for the signifi cant drop in their sales because of the reduced cash left in the pockets of the consumers aft er they have paid all these ever-growing taxes.
Consumers will be $2 billion poorer with the HST compared to the PST. Th is means that most small businesses collectively will be $2 billion poorer.
Small business people – do not be conned.Herbert Spencer, PhD

I WOULD like to comment on the many let-ters regarding the treatment and the lack of hospital beds at Surrey Memorial Hospital.
Th is isn’t something new.A city of 500,000 people needs at least
2,000 beds to provide service and care to its residents. I know this, as I have worked in the system.
When I lived in Calgary in the late 1970’s, there were 2,500 beds serving a population of 550,000 residents.
Someone needs to take action with both the federal and provincial governments – that would be our locally elected federal and provincial politicians.

‘Marvellous service’ at SMH
I JUST want to say what marvellous service we received recently from Surrey Memo-rial Hospital, ambulance, police and fi re-men.
Our one and only great granddaughter died at four months (crib death). Police escorted us to the hospital, the social worker was wonderful. Aft er doing everything to revive her, the doctor reported.
We were allowed into the room to see her with no time restraint.
I hear so much complaining about all our city services that I wanted to state our complete appreciation. Nothing could have been done better.

A SURREY student’s mom who had a portable tent fall on her during a track meet two years ago has fi led a civil suit against the Surrey Board of Education, the city, two teachers and two anonymous defendants.
Tanya Williams claims that on June 1, 2009, she was watching her son, a student at Rosemary Heights Elementary, at a district track meet in Bear Creek Park near 88 Avenue and 137 Street.
In her suit fi led last week, she says two teachers from the school, Cheryl McIlhargey and Marjie Bentley, had erected a tent
over some raised, tiered bleach-ers. Williams was seated on the bottom row of the stands.
Suddenly and without warn-ing, it’s alleged, she was struck on the head by the tent as it collapsed.
Williams says she sustained a traumatic brain injury, with cognitive dysfunction, anxiety, headaches, injuries to the cervi-cal spine, low back and right hip.
Th e lawsuit claims she “has sustained and will continue to sustain pain and suff ering, loss of enjoyment of life, loss of amenities and loss of earnings” and continues to receive medical treatment for her injuries.
Williams is seeking damages including loss of past and future income, loss of earning capacity and past and future health care costs, as well as any legal costs.
Among many things, she says the defendants failed to ensure the bleachers were safe, didn’t supervise park users, did not take steps to ensure the erected tents were safe for use, failed to provide permanent safe covered areas and didn’t warn that erect-ing temporary structures could be unsafe.
Th e allegations have yet to be proven and the defendants have not yet fi led a response.

IF THEY’RE not dis-rupted by a strike at Canada Post, more than three million voting packages will be sent out in mid-June so voters can have their say on the Harmonized Sales Tax.
Voting packages will be sent out the week of June 13 to Vancouver Island and B.C. Interior locations, Elections BC officials said in a media briefing Mon-day.
Packages will be mailed to Lower Mainland homes the week of June 20, in an effort to have all delivered by June 24.
Canada Post employees have given notice that they may go on strike by Friday. If a strike disrupts the province-wide ballot on the HST, Elections BC will extend its return period as nec-essary to give voters time to consider the choice.
Assuming no disruption in postal
service, ballots must be completed and returned to Elections BC by July 22.
They can be mailed in or returned to one of 60 Service BC offices around the province.
Assistant chief elec-toral officer Anton Boegman said Elec-tions BC has allowed until Aug. 25 to count and verify every returned ballot, and announce a decision.
Voters will mark a ballot yes or no to the referendum question:
“Are you in favour of extinguishing the HST(Harmonized Sales Tax) and reinstating the PST (Provincial Sales Tax) in conjunc-tion with the GST (Goods and Services Tax)?”
The ballots are to be marked and placed in a privacy envelope. That envelope goes inside a registration envelope that voters must sign and fill in their date of birth. That envelope goes into a postage-paid return envelope to be mailed or dropped off at a Service BC loca-tion.
Elections BC is also setting up five collec-tion centres for ballotsin the Lower Main-land, at Capilano Mall in North Vancouver, City Square Shopping Centre in Vancouver, Lougheed Town Centre in Burnaby, Semiahmoo Shop-ping Centre in Surrey and Willowbrook Shopping Centre in Langley.

Sean Keane of White Rock Christian Academy temporarily leads Matthew Swanson of Sutherland and Kef fri Neal of Fleetwood Park during the men’s 800m race at the B.C. Track and Field Championships in Burnaby Saturday.
by Rick Kupchuk
LESS THAN 200m away from the finish line in his last race of his high school career, Keffri Neal surprised himself on his way to a second gold medal at the B.C. High School Track and Field Championships Saturday in Burnaby.
On the back stretch of the men’s 800m fi nal, the Fleetwood Park runner wasn’t able to overtake front runners Matthew Swanson of North Vancouver’s Sutherland Secondary, and fellow Surrey athlete Sean Keane of White Rock Christian Academy.
But heading into the
fi nal turn, the Grade 12 student overtook his two rivals, and hung on for the win in the men’s 800m event.
“Coming down the straight, I found some-thing,” said Neal. “It was enough to win the race. It defi nitely felt good to beat those guys. Th ey’re really good runners, so it’s always nice to win the race.”
Neal earlier won the 1,500m race, his time of 3:50.16 tying the provincial record set by Ryan Hayden of Van-couver College in 2000. Neal ran that race less than two hours before competing in the 800m, making the double-gold performance that much sweeter. It also earned him the Most Inspira-tional Athlete award.
“It feels great. In Grade 8 and 9, I didn’t even make provincials,” he said. “I didn’t make the 800 fi nal in Grade 10, then won a silver medal last year. So a double-gold this year feels awesome.”

HST will be reduced from 12% to 10%.After listening to British Columbians, the government has proposed an HST reduction from 12% to 11% by 2012, then to 10% by 2014. This proposed change will take effect if the province votes to keep the HST in the referendum. If B.C. votes to return to the GST + PST system, the combined rate will remain at 12%.
Transition cheques for families & seniors.Under the proposed change to a 10% HST rate, the average B.C. family will be $120 better off annually than under the old 12% GST + PST system. And to help transition to the lower rate, the government will provide $175 for every child under 18 and every senior with income under $40,000.

THE FIELD events at Swangard Stadium last weekend were domi-nated by local athletes, two of whom had multiple-medal perfor-mances.
Asianna Covington, a Surrey resident, captured three medals at the B.C. High School Track and Field championships in Burnaby.
Covington also won three medals last year. But instead of a gold and two bronze medals, she earned two gold and a silver.
A student at Little Flower Academy in Vancouver, she defended her provincial championship in the women’s shot put with a throw of 11.67m, and won gold in discus with a throw of 41.61m, almost fi ve metres fur-ther than the runner-up.
Lord Tweedsmuir Secondary’s Sam Ken-nedy edged Covington for the gold medal in the hammer throw. Ken-nedy’s eff ort of 51.91m was 30cm further than Covington’s.
Serena Graf of Seaquam Secondary in North Delta won the jav-elin event, her best throw of 40.58m more than three metres better than the second-best eff ort.
Graf was second in shot put behind Cov-ington with a distance of 11.22 m.
Jessica Tan of Fraser Heights won the bronze medal in the women’s pole vault, clearing the bar at 2.80 metres.
Hayley Stewart of Lord Tweedsmuir won the bronze medal in long jump with a leap of 5.53m, just 18 cm behind winner Georgia Ellenwood of Langley Secondary. Stewart placed second in last year’s event, also fi nish-ing behind Ellenwood.
On the track, Surrey Christian won the silver medal in the men’s 4x400 race, fi nishing behind only Oak Bay. Ross Browne, Adam Karra-sch, Scott Hargrove and David Malamura posted a time of 3:32.84.
Konrad Piaseczny of Holy Cross high school earned a silver medal in the men’s long jump. He jumped 6.63m, one centimetre behind Nick Fyff e of Vancouver College.

in 1:52.28, less than a second better than the runner-up Keane and Swanson.
Aft er taking an early lead in the 800m fi nal, Neal was passed on the outside by Swanson, who picked up the pace and held the lead for the next 200m. Keane also overtook Neal, who was sud-denly playing catch-up.
“I was going to try to go sub-55 in the fi rst lap, and with 300 (metres) to go try to kick in front of them. But Matthew came out of nowhere, and I couldn’t fi nd the strength to pass him on the back stretch. I did on the front stretch.”
Over the next few weeks, Neal will concen-trate on running 800m races prior to heading south of the border in late August to attend the University of Kentucky on a track scholarship.
He chose the Leving-ton school over several
other major U.S. universities.
“Kansas, Arkansas, Penn State,” he said, listing some of the off ers he turned down. “And a bunch of other places I eliminated without even
looking.“I went to for a visit to
Kentucky, and I enjoyed everything. Th e facility, the school, the people, the track team. It was a great environment, it helped me pick that school.”
