SVHC update

• Objective

– to include all relevant currently known SVHCs on candidate list by 2020 - should exclude substances better dealt with through restriction

• Process

– Screening

– Risk Management Option (RMO) Analysis

• “Benefit” Industry stakeholder visibility

– Annual reports

– Public ‘Activities Coordination Tool’ (ACT) - PACT >>>

- “SVHC Roadmap 2020”

SVHC roadmap

• Disocyanates

– 2,4'MDI, TDI 2,6, m-TMXDI, TODI, NDI, 2,2'MDI, H12MDI, TDI 2,4, 4,4' MDI, IPDI, HDI

– Annex XIV back up option

– considering consumer uses separately

- Suggested for restriction

www.era.co.uk 9

SVHC roadmap

• DOTE also reaction mass of DOTE and MOTE:

– already restricted by REACH

• from supply to the general public

• in articles intended to come into contact with the skin

• in two-component room temperature vulcanisation (RTV-2) moulding kits

- Suggested as SVHCs

www.era.co.uk 10

SVHC roadmap

• cadmium fluoride

– used to make alloys

• cadmium sulphate

– used in the process for electroplating cadmium (for which there are some allowed uses such as high reliability)

– cadmium compounds are already regulated through various legal instruments

- Suggested as SVHCs

www.era.co.uk 11

SVHC roadmap

• lead and lead compounds

– used in electronics out of scope of RoHS

– various specific lead compounds are already restricted or SVHCs

– Also suggested for measures though other legislation

• drinking water

• food contact

• occupational exposure

- Suggested as SVHC and for other measures

www.era.co.uk 12

SVHC roadmap

• acrylonitrile

• mercury, mercury compounds

• nitric acid

- Suggested for other measures

www.era.co.uk 13

SVHC roadmap

• copper II sulphate compounds

• HDDGE

• NA3NTA

• PTBBA

• DTBHQ

- Suggested for no further action

www.era.co.uk 14

Proposed SVHCs

• DEHP, DBP, DiBP, BBP

– plasticisers

• Cadmium fluoride and cadmium sulphate

– to make alloys/articles

• UV-320 and UV-328

– ultraviolet light absorber/stabilisers.

• DOTE and reaction mass of DOTE and MOTE

– tin containing polymer stabiliser

- Uses

www.era.co.uk 15

REACH and in-service maintenance

• No “repair as produced” principle exists

– but under discussion

• Restrictions apply to articles from any source

– no consideration of spare parts

• SVHCs requiring authorisation for continued use beyond sunset date

– risk of early phase out

– switch supplier?

- Spare parts
