General Information

Charter and Registration

Incorporated in the State of New York, CEU is organized as a US-style graduate institution, governed by a Board of

Trustees. The university has an absolute charter from the Board of Regents1 of the University of the State of New

York, for and on behalf of the New York State Education Department. The language of instruction and

communication is English.

Recognition in Hungary

In Hungary, the Hungarian Parliament, on June 21, 2004, had passed an act establishing a Hungarian private higher

education institution under the name Kozep-europai Egyetem (translated as Central European University). And, after

the successful accreditation of the Kozep-europai Egyetem, approved by the Hungarian Accreditation Committee and

the Hungarian Higher Education and Research Council on April 9, 2005, the act on the state recognition of Central

In the United States, CEU is accredited by the Commission on Higher Education of the Middle States Association of

CEU’s central administration and all CEU departments and programs are based in Budapest, Hungary.

Credit Hour Explanation

One credit hour at CEU is equivalent to 600 minutes per semester, except for the Legal Studies Department, where one credit is equal to 700 minutes per semester.

Grade Point AverageSemester and cumulative grade point averages are calculated for matriculated students and are based only on CEU coursework. Averages appear on the transcript and are identified by “GPA”. The GPA is computed by dividing a student’s total CEU course grade points (Points) by the calculable CEU credits attempted (GPA Hrs).

Residency requirement: There is a minimum 32-month total residency requirement. For a maximum of two semesters (10 months) SJD students are entitled to, and also expected to, spend a minimum of one and maximum of two semesters at an academic institution abroad, possibly in the US or in Western Europe. If required by the thesis topic, this period may be spent elsewhere abroad, or in Hungary. The preferred schedule is to complete credit requirements in the first year and to concentrate on research and writing in the second and third years. However, there is no compulsory and uniform schedule - students must make decisions on all related issues upon consultation with their thesis advisors, and to submit these for approval to the program director.

Students must take at least 4 out of 10 credits from the program of their LLM major. Every year each student is expected to attend one of the scholarly workshops organized by the department. A related research paper allocates 1 credit in the three-year period.

Beyond these requirements, students are entitled to enroll in courses offered by the other programs of the Legal Studies Department as well as in courses offered by other departments and programs: Economics, Environmental Sciences, International Relations and European Studies, History, Medieval Studies, and Political Science. Enrollment is always conditional on permission from the relevant department or program director, as well as on consultation with the academic advisor. By the end of the second year SJD students are expected to have their research completed abroad, with the exception of minor additions to complete library work (abroad and at residence); to collect, organize and process practical legal materials required by the academic subject; and to make considerable progress in writing the thesis.
