The present big sector MDT chambers in the inner barrel station of the ATLAS muon spectrometer need to be replaced with a combination of sMDT chambers with thin-gap RPC chambers in order to provide high efficiency muon trigger in the barrel region. There are 96 sMDT chambers that need to be built and we propose to build half of them at the University of Michigan. The material cost is based on inputs from MPI for tooling and chamber construction parts and materials cost based on the real set up and constructing the sMDT chamber (for sMDT 7-8 for Phase I upgrade). We expect to use the same venter to make the purchasing of the materials through CERN central purchasing as what has been done for Run 1 MDT construction. Manpower estimate is based on manpower cost rate at Michigan, and our previous experience in building the MDT muon detector at Michigan. We have used a factor of two less manpower in the cost estimation compared the manpower

used for Run 1 MDT construction by taking into account that the BIS chamber size is more than a factor of 2 smaller, and should be easier to handle in construction. The construction clean rooms and infrastructure (such as granite table and electric tables and some other equipment, such as high precision He leaking detector) at Michigan for MDT construction can be used without additional cost for Phase II sMDT construction.

Risk Analysis

Risk of this construction project is very low since we built 32000 long drift tubes and 80 largest MDT chambers for the ATLAS Muon Spectrometer for the current running ATLAS detector. The quality of the MDT chambers built at Michigan is high and running reliably over the Run 1 and now in Run 2 operations. Moreover, Michigan kept the construction rooms and facilities and experienced engineers (Curtis Weavedyke, Tiesheng Dai and Bob Ball), and physicists (Bing Zhou, Dan Levin, Shawn McKee, Claudio Ferretti and Ed Diehl). In addition we have two young faculty members, Junjie Zhu and Tom Schwarz, that are heavily involved in Phase I and Phase II upgrades.

M&S Contingency Rules Applied

Rule 5: 40% based on our past experience with the present MDT construction at Michigan.

Labor Contingency Rules Applied

Rule 3: 30% contingency on labor for the sMDT chamber construction.
