Cairo, 22 April 2014 Dear Sir/Madame;

The “Improving Energy Efficiency of Lighting and Other Building Appliances” (IEEL&A) hereby invites you to submit a Proposal to this Request for Proposal (RFP) for the above –referenced subject

Your Proposal must be expressed in the English language and valid for a minimum period of 90 days. This RFP includes the following documents:

Section 1 – This Letter of InvitationSection 2 – Instructions to Proposers Section 3 – Terms of Reference (TOR)Section 4 – Proposal Submission FormSection 5 – Technical Proposal Form Section 6 – Financial Proposal Form

Section 2 Instructions to Proposers

A. Introduction

1. Definitionsa) “Contract” refers to the agreement that will be signed by and between the (IEEL&A) project and the

successful proposer, all the attached documents thereto, including the General Terms and Conditions (GTC) and the Appendices.

b) “Government” refers to the Government of Egypt that will be receiving the services provided/rendered specified under the Contract.

c) “Instructions to Proposers refers to the complete set of documents with all information needed and procedures to be followed in the course of preparing their Proposals

d) “LOI” (Section 1 of the RFP) refers to the Letter of Invitation sent by (IEEL&A) project to Proposers.e) “Material Deviation” refers to any contents or characteristics of the proposal that is significantly

different from an essential aspect or requirement of the RFP, and: (i) substantially alters the scope and quality of the requirements; (ii) limits the rights of (IEEL&A) project and/or the obligations of the proposer; and (iii) adversely impacts the fairness and principles of the procurement process, such as those that

compromise the competitive position of other proposers.f) “Offers” refers to the Proposer’s response to the Request for Proposal, including the Proposal

Submission Form, Technical and Financial Proposal and all other documentation attached thereto as required by the RFP.

g) “Proposer” refers to any legal entity that may submit, or has submitted, a Proposal for the provision of services requested by (IEEL&A) project through this RFP.

h) “RFP” refers to the Request for Proposals consisting of instructions and references prepared by (IEEL&A) project for purposes of selecting the best service provider to perform the services described in the Terms of Reference.

i) “Services” refers to the entire scope of tasks and deliverables requested by (IEEL&A) project under the RFP.

j) “Supplemental Information to the RFP” refers to a written communication issued by (IEEL&A) project to prospective Proposers containing clarifications, responses to queries received from prospective Proposers, or changes to be made in the RFP, at any time after the release of the RFP but before the deadline for the submission of Proposals.

k) “Terms of Reference” (TOR) refers to the document included in this RFP as Section3 which describes the objectives, scope of services, activities, tasks to be performed, respective responsibilities of the proposer, expected results and deliverables and other data pertinent to the performance of the range of duties and services expected of the successful proposer.

2. General:1. IEEL&A project hereby solicits Proposals in response to this Request for Proposal (RFP). Proposers

must strictly adhere to all the requirements of this RFP. No changes, substitutions or other alterations to the rules and provisions stipulated in this RFP may be made or assumed unless it is instructed or approved in writing by IEEL&A project in the form of Supplemental information to the RFP.

2. Submission of a Proposal shall be deemed as an acknowledgement by the Proposer that all obligations stipulated by this RFP will be met and, unless specified otherwise, the Proposer has read, understood and agreed to all the instructions in this RFP.

3. Any Proposal submitted will be regarded as an offer by the Proposer and does not constitute or imply the acceptance of any Proposal by IEEL&A project. 4. IEEL&A project is under no obligation to award a contract to any Proposer as a result of this RFP.

3. Purpose of RFP: The purpose of this RFP is to request offers for Assessment of Household Appliances Energy Consumption Patterns as per attached ToR (section 3)

B. Solicitation Documents

1. Contents of solicitation documents

Proposers are required to complete, sign and submit the following documents:1- Proposal Submission Cover Letter Form 2- Technical Proposal (see prescribed form in RFP Section 5);3- Financial Proposal (see prescribed form in RFP Section 6);

Proposers must offer services for the total requirement. Proposals offering only part of the requirement will be rejected. The Proposer is expected to examine all corresponding instructions, forms, terms and specifications contained in the Solicitation Documents. Failure to comply with these documents will be at the Proposer’s risk and may affect the evaluation of the Proposal.

2. Clarification of solicitation documents

A prospective Proposer requiring any clarification of the Solicitation Documents may notify the procuring (IEEL&A) project in writing at the mailing address or fax number indicated in the letter of invitation of this RFP. (IEEL&A) project will respond in writing to any request for clarification of the Solicitation Documents that it receives earlier than two weeks prior to the deadline for the submission of Proposals. Written copies of the response (including an explanation of the query but without identifying the source of inquiry) will be sent to all prospective Proposers that has received the Solicitation Documents.

3. Amendments of solicitation documents

At any time prior to the deadline for submission of Proposals, the procuring (IEEL&A) project may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Proposer, modify the Solicitation Documents by amendment.

All prospective Proposers that have received the Solicitation Documents will be notified in writing of all amendments to the Solicitation Documents and will be requested to acknowledge in writing receiving these amendment.

In order to afford prospective Proposers reasonable time in which to take the amendments into account in preparing their offers, (IEEL&A) project may, at its discretion, extend the deadline for the submission of Proposals.

C. Preparation of Proposals

1. Cost of proposal

The Proposer shall bear all costs associated with the preparation and submission of the Proposal, the (IEEL&A) project will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the solicitation.

2. Language of the proposal

The Proposals prepared by the Proposer and all correspondence and documents relating to the Proposal exchanged by the Proposer and (IEEL&A) project shall be written in the English language. Any printed literature furnished by the Proposer may be written in another language so long as accompanied by an English translation of its pertinent passages in which case, for purposes of interpretation of the Proposal, the English translation shall govern.

3. Documents comprising the proposal

The Proposal shall comprise the following components:a) Proposal Submission Form

The Proposer shall submit the Proposal Submission Form using the form provided in Section 4 of this RFP.

b) Technical Proposal ContentThe Proposer shall structure the Technical Proposal as follows and shall fulfill the requirements mentioned in section 5 of this RFP :

Management Structure and Key Personnel – This should include the comprehensive curriculum vitae (CVs) of key personnel that will be assigned to support the implementation of the proposed methodology, clearly defining the roles and responsibilities vis-à-vis the proposed methodology. CVs should establish competence and demonstrate qualifications in areas relevant to the TOR. In complying with this section, the Proposer assures and confirms to IEEL&A project that the personnel being nominated are available for the Contract on the dates proposed. If any of the key personnel later becomes unavailable, except for unavoidable reasons such as death or medical incapacity, among other possibilities, IEEL&A project reserves the right to consider the proposal non-responsive. Any deliberate substitution arising

from unavoidable reasons, including delay in the implementation of the programme through no fault of the Proposer shall be made only with IEEL&A project 's acceptance of the justification for substitution, and IEEL&A project 's approval of the qualification of the replacement who shall be either of equal or superior credentials as the one being replaced.

Expertise of Firm/Organization – this section should provide details regarding management structure of the organization, organizational capability/resources, and experience of organization/firm, the list of projects/contracts (both completed and on-going, domestic and international if any ) which are related or similar in nature to the requirements of the RFP, and proof of financial stability and adequacy of resources to complete the services required by the RFP (see Section 6 for further details). The same shall apply to any other entity participating in the RFP as a Joint Venture or Consortium.

Proposed Methodology, Approach and Implementation Plan – this section should demonstrate the Proposer’s response to the Terms of Reference by identifying the specific components proposed, how the requirements shall be addressed, as specified, point by point; providing a detailed description of the essential performance characteristics proposed; identifying the works/portions of the work that will be subcontracted; and demonstrating how the proposed methodology meets or exceeds the specifications, while ensuring appropriateness of the approach to the local conditions and the rest of the project operating environment. This methodology must be laid out in an implementation timetable that is within the duration of the contract.

c) Financial ProposalsThe Financial Proposal shall be prepared using the attached standard form (Section 6). It shall list all major cost components associated with the services, and the detailed breakdown of such costs. All outputs and activities described in the Technical Proposal must be priced separately on a one-to-one correspondence. Any output and activities described in the Technical Proposal but not priced in the Financial Proposal, shall be assumed to be included in the prices of other activities or items, as well as in the final total price.

4. Proposal currencies

All prices shall be quoted in Egyptian Pounds L.E .

5. Period of validity of proposals

Proposals shall remain valid for sixty (60) days after the date of Proposal submission prescribed by the (IEEL&A) project, pursuant to the deadline clause. A Proposal valid for a shorter period may be rejected by the procuring (IEEL&A) project on the grounds that it is non-responsive.

In exceptional circumstances, the (IEEL&A) project may solicit the Proposer’s consent to an extension of the period of validity. The request and the responses thereto shall be made in writing. An Proposer granting the request will not be required nor permitted to modify its Proposal.

6. Format and signing of proposals

The Proposer shall prepare two copies of the Proposal, clearly marking each “Original Proposal” and “Copy of Proposal” as appropriate. In the event of any discrepancy between them, the original shall govern.

The two copies of the Proposal shall be typed or written in indelible ink and shall be signed by the Proposer or a person or persons duly authorized to bind the Proposer to the contract. The latter authorization shall be indicated by written power-of-attorney accompanying the Proposal.

A Proposal shall contain no interlineations, erasures, or overwriting except, as necessary to correct errors made by the Proposer, in which case such corrections shall be initialled by the person or persons signing the Proposal.

7. Submission of Proposalsa) The Financial Proposal and the Technical Proposal Envelopes MUST BE COMPLETELY

SEPARATE and each of them must be submitted sealed individually and clearly marked on the outside as either “TECHNICAL PROPOSAL” or “FINANCIAL PROPOSAL”, as appropriate. Each envelope MUST clearly indicate the name of the Proposer. The outer envelopes shall bear the address of IEEL&A project as specified in the Letter of Invitation and shall include the Proposer’s name and address, as well as a warning that state “not to be opened before the time and date for proposal opening” as specified in the Letter of Invitation . The Proposer shall assume the responsibility for the misplacement or premature opening of Proposals due to improper sealing and labeling by the Proposer.

b) Proposers submitting Proposals by mail or by hand shall enclose the original and each copy of the Proposal, in separate sealed envelopes, duly marking each of the envelopes as “Original Proposal” and “Copy of Proposal” as appropriate. The 2 envelopes shall then be sealed in an outer envelope. The number of copies required shall be as specified in the Letter of Invitation. In the event of any discrepancy between the contents of the “Original Proposal” and the “Copy of Proposal”, the contents of the original shall govern. The original version of the Proposal shall be signed or initialed by the Proposer or person(s) duly authorized to commit the Proposer on every page. The authorization shall be communicated through a document evidencing such authorization issued by the highest official of the firm, or a Power of Attorney, accompanying the Proposal.

Note, if the inner envelopes are not sealed and marked as per the instructions in this clause, (IEEL&A) project will not assume responsibility for the Proposal’s misplacement or premature opening.

c) Deadline for submission of proposals

Proposals must be received by the( IEEL&A) project at the address specified under clause 14 Sealing and marking of Proposals no later than Sunday 4 May 14:00 , Cairo local time The ( IEEL&A) project may, at its own discretion extend this deadline for the submission of Proposals by amending the solicitation documents in accordance with clause Amendments of Solicitation Documents, in which case all rights and obligations of the procuring IEEL&A project entity and Proposers previously subject to the deadline will thereafter be subject to the deadline as extended.

d) Late Proposals

Any Proposal received by ( IEEL&A) project after the deadline for submission of proposals, pursuant to clause Deadline for the submission of proposals, will be rejected.

e) Modification and withdrawal of Proposals

o The Proposer may withdraw its Proposal after the Proposal’s submission, provided that written notice of the withdrawal is received by the ( IEEL&A) project prior to the deadline prescribed for submission of Proposals.

o The Proposer’s withdrawal notice shall be prepared, sealed, marked, and dispatched in accordance with the provisions of clause Deadline for Submission of Proposals. The withdrawal notice may also be sent by telex or fax but followed by a signed confirmation copy.

o No Proposal may be modified subsequent to the deadline for submission of proposals.o No Proposal may be withdrawn in the Interval between the deadline for submission of

proposals and the expiration of the period of proposal validity specified by the Proposer on the Proposal Submission Form.

E. Opening of Proposals

a) Opening of proposalsThe ( IEEL&A) project will open the Proposals in the presence of a Committee headed by the project Manager of ( IEEL&A) project.

b) Clarification of proposalsTo assist in the examination, evaluation and comparison of Proposals, ( IEEL&A) project may at its discretion, ask the Proposer for clarification of its Proposal. The request for clarification and the response shall be in writing and no change in price or substance of the Proposal shall be sought, offered or permitted.

c) Preliminary examination

The ( IEEL&A) project will examine the Proposals to determine whether they are complete, whether any computational errors have been made, whether the documents have been properly signed, and whether the Proposals are generally in order.

Arithmetical errors will be rectified on the following basis: If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If the Proposer does not accept the correction of errors, its Proposal will be rejected. If there is a discrepancy between words and figures the amount in words will prevail.

Prior to the detailed evaluation, the ( IEEL&A) project will determine the substantial responsiveness of each Proposal to the Request for Proposals (RFP). For purposes of these Clauses, a substantially responsive Proposal is one which conforms to all the terms and conditions of the RFP without material deviations. The ( IEEL&A) project determination of a Proposal’s responsiveness is based on the contents of the Proposal itself without recourse to extrinsic evidence.

A Proposal determined as not substantially responsive will be rejected by the ( IEEL&A) project and may not subsequently be made responsive by the Proposer by correction of the non-conformity.

F. EVALUATION OF PROPOSALS

The evaluation team shall review and evaluate the Technical Proposals on the basis of their responsiveness to the Terms of Reference and other documentation provided, applying the evaluation criteria, sub-criteria, and point system specified in the Data Sheet (Each responsive Proposal will be given a technical score. A Proposal shall be rendered non-responsive at this stage if it does not substantially respond to the RFP particularly the demands of the Terms of Reference, which also means that it fails to achieve the minimum technical score indicated in the Data Sheet. In the second stage, only the Financial Proposals of those Proposers who achieve the minimum technical score will be opened for evaluation for comparison and review. The Financial Proposal Envelopes corresponding to Proposals that did not meet the minimum passing technical score shall be returned to the Proposer unopened. The overall evaluation score will be based either on a combination of the technical score and the financial offer, or the lowest evaluated financial proposal of the technically qualified Proposers. Overall Score = Technical Score *0.7 + Financial Score *0.3

G. Award of Contracta) Award criteria, award of contract

The ( IEEL&A) project reserves the right to accept or reject any Proposal, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without thereby incurring any liability to the affected Proposer or any obligation to inform the affected Proposer or Proposers of the grounds for the Purchaser’s action Prior to expiration of the period of proposal validity, the ( IEEL&A) project will award the contract to the qualified Proposer whose proposal after being evaluated is considered to be the most responsive to the needs of the ( IEEL&A) project as per the ToR and activity concerned.

b) (IEEL&A) project right to vary requirements at time of awardThe ( IEEL&A) project reserves the right at the time of award of contract to vary the quantity of services and goods specified in the RFP without any change in price or other terms and conditions.

c) Signing of the contractWithin 30 days of receipt of the contract the successful Proposer shall sign and date the contract and return it to the (IEEL&A) project.

Failure of the successful Proposer to comply with the requirement of Clause 24 shall constitute sufficient grounds for the annulment of the award and in which event the ( IEEL&A) project may make the award to the next lowest evaluated Proposer or call for new Proposals.

Terms of Reference (TOR)

For

Assessment of Household Appliances Energy Consumption Patterns

1. Background :

Energy efficiency and conservation has become one of the most important policy tools for addressing existing and anticipated power shortage in Egypt. UNDP-GEF Improving Energy Efficiency of Lighting and other Building Appliances is a national- level project executed by the Ministry of Electricity and Energy. The Project’s aim is to facilitate a comprehensive transformation of the Egyptian market towards the use of more energy efficient electrical appliances at a level where cost-efficiency is proven. The project aims to strengthen the regulatory and institutional framework, develop monitoring and enforcement mechanisms, and provide training to public authorities and other relevant stakeholders. One of the primary components of the Project is to facilitate a comprehensive market transformation of the Egyptian market towards the use of more energy efficient electrical appliances at a level where cost-efficiency is proven. This is to be achieved through the combination of regulatory tools comprising minimum energy performance standards (MEPS) and information labels, enhanced public awareness, capacity building and attractive financing mechanisms.

In 2003 the UNDP-GEF Project in collaboration with the Ministry of Energy & Electricity and the Ministry of Industry, initiated the Energy Efficiency Standard and Label (EES&L) Program. The program began with the identification of five household appliances with high-energy consumption levels. This first project phase comprised identification of energy consumption patterns and designing of standards and labels for room air conditioners, refrigerators & freezers, clothes washing machines & water heaters. The program is currently in its next phase of identifying the second set of household appliances for specification of minimum energy performance standards and labels. Currently, MEPS are under preparation for dish washers and electric fans, a second round of appliances is targeted and includes: TVs and their accessories (such as digital TV decoders); Information and communication appliances (ICT); Stand-by power; External power supply (EPS), Electric motors used in the residential and/or commercial/industrial sectors.

In continuation of the EES&L scheme there is a need to strengthen and expand the implementation and enforcement of the appliance standards and labels developed. For this purpose a comprehensive study based on household survey is needed to assess the existing and projected energy consumption level and patterns of appliances currently and projected to be in use over the next few years.

2. Study Objectives:

The main objective of this assignment is to to assess annual and seasonal energy consumption patterns by household appliance use aiming at identifying the scope for inclusion of more household appliances in the

EE S&L program to assess the energy savings achieved from the program as already implemented and improve the database for establishing a permanent market monitoring system.

3. Scope of Work:

The scope of work primarily comprises a market survey of residential households classes in Greater Cairo identifying the energy consumption pattern for all electrical household appliances. The scope of activities includes but is not limited to the following:

a) Review of studies and surveys on household appliances use conducted previously in Egypt and globally

b) Analysis of results of NREA’s energy efficiency testing laboratories

c) Based on the objectives of the assignment and the review of previous studies and surveys conducted in Egypt and globally, construct a survey questionnaire that derives the following information and data comprehensively;

o Survey Respondents’ characteristics: The socio-economic characteristics of households surveyed; including indicators such as

income levels, education levels, living conditions (size of house, number of vehicles owned, average electricity consumption, etc.)

Rural / urban disaggregation and identification. Group of electricity consumption as per Electricity Distribution Company’s (EDCs) tariff

classeso Types of and average energy consumed by household appliances by survey sample identified above.

A comprehensive list of appliances used by the household members and household staff including but not limited to those already covered by EE S&L program

Details of energy consumed by each appliance; use of all appliances used in day to day operation of household: the frequency of use (number of times in a day, week, month), duration of use (in minutes /day / week / month)

Classify domestic appliances according to: type, number, rate of energy consumption, average annual energy consumption and nominal efficiency.

d) Define the survey sample to include households such that it is representative of the socio-economic, rural-urban characteristic of Egyptian population and electricity consumption group as per EDCs tariff groups. The sample size is to cover 5 governorates (Cairo,Giza, Alexandria, Ismalia, Minia)and should be greater than 5000 households 1000 households per governorate and should be distributed among electricity consumption groups the percent of each group of the total electricity consumption in residential sector and divided between rural and urban areas accordingly the percent of each group at the governorate level.

Evaluate the existing and projected trend in appliance demand by households; identifying new appliances expected to come in to greater use over the next 5 years.

Establish the contribution of each electrical appliance in the peak demand period per EDC’s tariff group and on the national level

Establish the contribution of each home electrical appliance of electricity to electricity consumption per EDC’s tariff group and on the national level

Define the average market price of each appliance. Identify the appliances with potential energy savings on the national level and recommend the

energy saving options while providing analysis on the economic impact of these savings. Assess the energy savings from the implementation of the S&L program for the 10 appliances

currently covered under ESS&L program.

4. Deliverables :

The deliverables include the following, all to be presented in English language and a summary in Arabic Language including a hard copy and soft copy:

1. Inception report outlining:

a) The findings of previous studies and surveys conducted on energy consumption of household appliances, including the methodologies used.

b) List of home appliances that will be covered by the survey to identify the top 15 electricty consuming applainces.

c) The methodology of survey conduction and the verification of data process to be followed for this assignment.

d) The questionnaire to be used for this assignment with details of information and data targeted to be acquired through questionnaire.

e) A work-plan with detailed timeline for survey conduction, verification of data, compilation of data and analysis.

2. An excel-based database of all quantitative information collected in the survey.

3. An excel sheet estimating electricity consumption per appliance for the top 15 electricity consuming home appliances on the national level, projections of the electricity consumption in the next 10 years as per numbers and electricity consumption per appliance and electricity savings and carbon dioxide emissions avoided or increased depending on the market progress towards or away from energy efficient appliances

4. Draft report presenting the analysis of the data collected through the survey covering:

a. Comparison with previous statistics on household appliances energy consumption patterns, outlining changes in trends in appliance use and projected trends in appliance consumption.

b. Analysis of average energy consumption of all household appliances, including those currently covered under the EES&L program.

c. Identification of and energy consumption pattern of new appliances not covered under the EES&L program.

d. Recommendation of priority list of appliances to be included in the EES&L program based on selection criteria and justification and quantitative analysis of economic and energy savings from inclusion of recommended appliances under EES&L program.

e. A comprehensive quantitative impact analysis of the EE S&L program as implemented with the six electrical appliances covered and trends of market progress based the analysis of results of NREA’s energy efficiency laboratories for the last five years

f. Practical recommendations for reduction of electricity consumption in the residential sector that can be translated into implementable programs

g. Relationship and trend analysis of appliance use, average total energy consumption, average energy consumption disaggregated by appliances and socio-economic characteristics of households sampled.

5. A power point presentation to client and other stakeholders on the findings of the survey and survey results, including the methodology followed for sample definition and survey conduction.

6. Final report capturing changes, recommendation and feedback from stakeholders on the draft report and presentation of findings.

SECTION 2 - APPROACH AND IMPLEMENTATION PLANThis section should demonstrate the Proposer’s responsiveness to the TOR by identifying the specific components proposed, addressing the requirements, as specified, point by point; providing a detailed description of the essential performance characteristics proposed; and demonstrating how the proposed methodology meets or exceeds the requirements.

2.1. Approach to the Service/Work Required: Please provide a detailed description of the methodology for how the organisation/firm will achieve the Terms of Reference of the project, keeping in mind the appropriateness to local conditions and project environment.
