1. Welcome:

The Chair welcomed everyone to the meeting. Apologies received are noted above.

2. Minute of Last Meeting (19 June 2019):

No comments made. The minutes were adopted as a true record, proposed by A Davidson and seconded by V Johnstone.

3. Co-option of G Burnett:

As G Burnett was unable to attend, this item will be postponed to the August meeting.

4. Police Report:

There were no police representatives available to attend, however the report was previously circulated by e-mail. Members requested if this could be done for every meeting. The report was as follows:

Community Council Report - PeterheadThis report covers progress we have made in dealing with your priorities for your Community Council area during the period from 19 June 2019 – 16 July 2019.

STORM Incidents created – 937. Crimefiles created – 146.

Antisocial behaviour, Violence and Disorder:  There have been 20 assaults reported resulting in 13 people being charged/warned.There have been 14 reports of antisocial behaviour resulting in 11 people being charged.

Acquisitive Crime:There have been 41 reports of theft by shoplifting resulting in 20 people being charged.There have been 0 reports of theft by housebreaking.

Road Safety & Road Crime:There have been 2 reports of careless driving resulting in 1 people being charged/warned.9 parking tickets issued.

Misuse of Drugs:17 people been charged in relation possession of drugs.2 people charged for concerned in the supply of a controlled drug.

5. Blueskate Peterhead – Craig Duffy and Calum Milne

Craig and Calum attended in Tev’s absence and provided a summary of Blueksate Peterhead’s progress so far and their aims for the future of the Skatepark. They have established a committee, Facebook page and secured a grant from Shell Small Grants earlier this year. They are currently looking for funding streams (it was noted that Buchan Development Partnership may be able to help with this) and will host a community consultation during the Scottish Week activities on Thursday 25th July.

Skateboarding is becoming more popular (it is being added to the 2020 Olympics) and a majority of towns across Aberdeenshire have had the same idea to refurbish or replace their existing parks. There have also been multiple in Aberdeen which have been recently completed or have secured funding from Aberdeen City Council and other funders including Torry, Westburn, Kincorth and Cults.

Questions & Answers Materials - The new skateparks in Aberdeenshire are made of concrete, which is

what Blueskate are aiming to use as well. Costs - Blueskate have been in contact with various companies but are working

to get three distinct quotes – the costs would be in the region of £200,000 to £300,000+.

Location - There are no plans to move the Skatepark as the majority of people are happy with where it is away from houses and easy to access from Meethill Road.

Usage – There are at least 10 people using the Skatepark after suppertime every day. In Summer there is even more people, especially when it is sunny.

Other Groups - Blueskate keep in touch with other groups like Broch Skate Club and Doric Skateboards.

Fundraising Efforts – Blueskate plan to attend open days / do fundraisers in fu-ture including things like raffling off a Blueskate branded skateboard.

It was noted that Blueskate would have a better idea about the interest in a new park after their survey during Scottish Week, and it is hoped that local businesses and com-panies could get involved in supporting them. Members with suggestions for funding avenues/etc are asked to email Craig at [email protected]. Another suggestion was for Blueskate to research the SUEZ Scottish Landfill Communities Fund as one criteria is about restoring land for usage. Members thanked Craig and Calum for at-tending.

NB: It was queried that the Skatepark might be on a site which has been allocated for housing. In Aberdeenshire Council’s Local Development Plan 2017, there is a Site OP2 in Wester Clerkhill which has been allocated for a housing development of 250 houses. However, the Skatepark is on Site P2 which is “a protected site to conserve Dales Park and its setting” – see map below. 6. Matters Arising7. Updates from previous actions and feedback

It was agreed to take these items together as they would deal with the same matters.

Peterhead Community CampusThe full Aberdeenshire Council meeting which took place on 27th June 2019 discussed the above and councillors provided the following updates: Councillors at the meeting acknowledged that the Kinmundy site is the preferred site for the

Community Campus. Two engagement sessions for the public took place earlier in the year regarding the preferred site

and the majority of attendees also chose the Kinmundy site. It is assumed that council officers will now test / check the ground at the Kinmundy site and

reporting any issues to the Area Committee. There will be further engagement with parents and schools regarding options for the education

campus, as well as engagement regarding sport and leisure facilities. A phased approach was mentioned as the entire project (i.e. the campus and community / sport /

leisure / recreational facilities) cannot be delivered within the allocated funding. Regarding primary school provision, the report included the following potential options:

-600 places at Kinmundy (replacing capacity at Dales Park and Meethill)-300 places for replacement Peterhead Central (on current Academy site)-70 places for provision for pupils with Additional Support Needs (replacing Anna Ritchie)

Members shared concerns that they would like to see a guarantee that the existing leisure/recreation facilities will still be usable during construction of the community campus, and there were worries about the existing facilities becoming worn down or unusable, similar to worries about Ugie Hospital. Councillors advised that they share the same concerns and agreed to provide updates regarding progress of the campus when available.

Defibs Gillian has looked into potential sources for training including the Scottish Ambulance Service and Scottish Fire and Rescue Service. Noted that a subgroup of anyone interested would be good to take the project forward in future including chasing funding avenues. The Rescue Hall is still the preferred choice for the training, and it was suggested to contact NHS/Restart a Heart about possible support. Gillian, Theresa, Sianan and John will form the subcommittee – anyone else interested can join as well.

Chapel Street Working GroupThe last meeting was in June and there have been no further updates since. Cllrs Norman Smith, Anne Allan and Dianne Beagrie are on the group. Cllr Calder advised there should be an update/interim report coming to the Buchan Area Committee’s August meeting. Noted that a big problem currently is that traffic regulations are not being enforced which is a big issue, especially during times of high pedestrian traffic like Scottish Week. Noted that while Chapel Street being open to traffic may confuse people, the regulations regarding Marischal Street are very clear – delivery vehicles are allowed to load before 11am and after 4pm. Between those times, there should be no traffic driving up or parking on Marischal Street, including blue badge holders.

Developer Obligations (Planning Gains) There has been no response regarding the email sent about the previous usage of developer obligations or if it is possible for PCC to tap into this money. Secretary to chase up.

Community Council Induction/Refresher TrainingMaureen Stephen has advised that there are plans to organise two training events for new Community Councillors or those who feel that refresher training would be useful, probably in September. If anyone is interested, please reply to the Secretary’s email to be forwarded to Maureen by 30th August.

Oor Wullie – Bloo Toon LoonThe Oor Wullie that Central School decorated was a miniature one which is separate to the main trail of full size Wullies. The “Bloo Toon Loon” is currently in Cornhill Library and will be returned to Central School after the trail is over.

8. Correspondence The following were all circulated by e-mail beforehand. New Post Office in Blackhouse Terrace – noted that this is a huge piece of

that meetings always happen at 2PM and the Licensing Forum are looking for more volunteers, especially younger people. Upcoming meetings are on4th September and 13th November.

Community Council Networking Day 28th September in Kemnay – the Civic Pride Group will be presenting re their hard work as an example of best practice in the area. Anyone else who wants to attend can complete a booking form and return it to Maureen Stephen by 30th August.

9. Financial ReportThere has been 1 transaction since the last meeting of £495, leaving £696.35 in the account. The administration grant for 2019/20 has been applied for and documents are now with the area office.

10. Planning SubcommitteeThere were no major applications this month though there has been press coverage about the unauthorised demolition of Wellington Place Farm House, west of the A90. 11. Transport and Infrastructure Dual Peterhead - Would like to see more members join the subgroup as there are only 3 PCC members currently. There will be a stall at Scottish Week where Bruce and Lisa will be collecting money, giving out Dual PHD stickers and asking attendees to sign a petition. Members agreed to pay the £30 charge for the stall. Sianan and Graham also volunteered to man the stall. There have also been two additional letters of support for Dual Peterhead including one from ASDA Peterhead and one from GMB Trade Union. All the letters received so far have expressed their support for the group. 12. AOCB

AGE Peterhead are currently collecting signatures for the AGE UK petitioning regarding the issue of TV licenses being stopped for those over 75 unless they are on certain benefits. If anyone is interested in signing the petition, they can drop into AGE Peterhead on Thistle St (opposite SemiChem) between 10am to 12pm and 2pm to 4pm on Mondays to Fridays.

Angela Kydd (Clinal Professor in Nursing, RGU) will be attending the August meeting to speak about an “Ageing Research Network” that she is setting up and how PCC members can get involved. A draft paper regarding what the vision for the network is will be circulated with the August agenda.

Ugie Hospital – Mark Simpson will be contacted and invited to a future meeting regarding providing an update on Ugie Hospital.

Waste/Recycling Pilot – It was suggested to contact Mintlaw Community Council regarding any feedback they have waste/recycling kerbside collection pilot that has been ongoing in Mintlaw. The pilot involves a 3 weekly collection cycle like so Week 1 – General waste bins and food waste Week 2 – Recycling (blue lidded bins) and food wasteWeek 3 – Recycling (blue lidded bins) and food waste.

13. Next Meeting

The next meeting is scheduled for Wednesday 21st August 2019 at 7pm in Buchan House.
