1 TERMS OF REFERENCE Todmorden Wellbeing Network: Tackling Isolation Fund Sub- Group These are the Terms of Reference for a sub-group of the Todmorden Wellbeing Network focussed on Tackling Isolation amongst older people (60+) in the Todmorden Ward 1 . Purpose of the group The purpose of the sub-group is: to be at the heart of decision making about how a micro- commissioning fund of £2940 is spent – this fund is to develop local solutions to address loneliness and isolation in communities and build community capacity through strengthening existing local provision. to agree priorities for funding to ensure that the target beneficiaries of the fund will be older isolated or lonely individuals in the Todmorden Ward or preventative interventions that will improve social opportunities and access to local activities for all adults aimed at improving well-being. to share relevant community information and assist the co- ordination of activity which aims to address loneliness and isolation within the Todmorden Ward. Term These terms of references will be effective from the date they are agreed by the sub-group and can be reviewed at any time. The sub-group is currently expected to operate until March 2020 whilst the Tackling Isolation project is “live” across Calderdale. Membership of the sub-group 1 Similar groups are being established for the Calder & Luddendenfoot Wards (combined into a single group) and the Ryburn Ward.

Todmorden Wellbeing Network: Tackling Isolation Fund Sub-Group

These are the Terms of Reference for a sub-group of the Todmorden Wellbeing Network focussed on Tackling Isolation amongst older people (60+) in the Todmorden Ward1.

Purpose of the group

The purpose of the sub-group is:

Membership of the sub-group

Self-nominations were invited via the Todmorden Wellbeing Network and the Staying Well team has also invited other relevant individuals / organisations.

Membership of the steering group will be made up of no more than 10 people and will ensure a good mix of people who live, work or volunteer in the local area.

Membership will be reviewed regularly.

Current membership is 8 members.

Structure of steering group

1 Similar groups are being established for the Calder & Luddendenfoot Wards (combined into a single group) and the Ryburn Ward.

Todmorden Wellbeing Network: Tackling Isolation Fund Sub-Group

It was agreed that Graham Mynott would act as chair of the group, however this decision could be revisited and a new chair could be elected in the future.

Hebden Bridge Community Association (as the accountable organisation for the funds being distributed) will support the group in administering and minuting meetings.

If any member wishes to add an item for the meeting agenda please contact Tricia Astwood or Graham Mynott (contact details at the end).

All meetings will be held in Todmorden – venues may vary but will be accessible.

All members of the sub-group are allowed to vote on any related issues and members with an interest in issue must declare it before any vote is taken.

Group meetings

Frequency of meetings will be monthly until October 2018 when this will be reviewed.

Members will be notified of meetings by email or phone a minimum of 1 weeks prior to the date unless there are extraordinary circumstances requiring a meeting in less than 1 week days/weeks.

For a sub-group meeting to take place there must be a quorum of 4 members.

Accountability

Hebden Bridge Community Association have a contractual agreement with North Halifax Partnership (NHP) for the delivery of the Tackling Isolation project in the 4 Upper Valley Wards. NHP in turn are responsible to the ultimate funder, the Community Foundation for Calderdale for the overall project.

Accordingly this sub-group whilst reporting to the Todmorden Wellbeing Network is accountable to Hebden Bridge Community Association in its role of Staying Well management across the Upper Valley.

Reporting

The sub-group will report progress back to each Todmorden Wellbeing Network meeting and / or circulate information via email using the current Network mailing list operated by Healthy Minds.

Todmorden Wellbeing Network: Tackling Isolation Fund Sub-Group

Background : The Tackling Isolation project

The Community Foundation for Calderdale are investing £150k across Calderdale in a range of local voluntary sector projects which are aimed at tackling isolation across three themes: Befriending; Access; and Micro-commissioning services. There is also a programme of network support to help all of the themes work together in each part of Calderdale.

The Staying Well delivery partners led by North Halifax Partnership along with Halifax Opportunities Partnership and Hebden Bridge Community Association are responsible for the network and the micro-commissioning services. Hebden Bridge Community Association (HBCA) are responsible for the 4 Upper Valley wards: Todmorden, Calder, Luddendenfoot and Ryburn.
