After a few years of intense activity and partnership building withorganizations both in and outside of the sector, the BCRPA began to lay afoundation for the future. The nature of the BCRPA’s work began to shiftfrom action to strategy. Some key initiatives included: exploring alternativedelivery models for training and professional development; expanding ourmembership to include the full range of service providers; becoming moreissue focused and building on our advocacy work.
As a first step, we embarked on an ambitious review process which beganwith a core services review. Members ranked communication, educationand advocacy as the top three priorities for the association. Members alsosuggested that the Association restructure its special interest branches;become more issue based; broaden its reach beyond municipalities toinclude allied- and private-sector service delivery agencies; and to buildstrategic partnerships and affiliations.
Another notable beginning was Vancouver Whistler winning the bid to hostthe 2010 Olympic and Paralympic Games. The BCRPA has been andcontinues to be an avid supporter of the Games. As evidenced by ourunwavering commitment to building an active, healthier BC, the BCRPA iswell positioned to assist the provincial government in its strategy to makeBC the healthiest, most active region to ever host the Olympic andParalympic Games. In addition, through our involvement in several wellnessand physical activity initiatives, the BCRPA is well aligned with themandate of 2010 LegaciesNow - the sports and community developmentarm of the 2010 Winter Games.
The Association initiated and completed several key projects this year: asponsorship program review, Competencies and Standards Review Project,the Fitness Compensation Survey, the first phase of the Provincial FacilitiesAssessment Study and the Fees and Charges Pilot Project. These projectsprovided the necessary baseline for further planning and future strategicactions.
These and other great beginnings are part of our plan to evolve the BCRPAso that we can continue to be relevant, sustainable and support you, ourmembers, as you work to make a positive impact in your community.
We would like to thank our members, sponsors, supporters and volunteersfor an amazing year. Without you, none of these great beginnings wouldhave been possible. A sincere thanks also to the staff and volunteers of theBCRPA Foundation for your invaluable fundraising work.

PLAN FOR CREATING HEALTHY ACTIVE COMMUNITIES
The BCRPA made a positive, qualitative impact on the development of an active, healthier British Columbia through itsleadership in both international and local wellness initiatives.
Leading the Way to Healthier Living The BCRPA coordinated the BC edition of the World Health Organization’s Annual Move for Health Day. This event raisedawareness and promoted physical activity as an essential element for health and well being. Together with input from keystakeholders in the physical activity and chronic disease prevention sectors, the BCRPA developed a toolkit that wasdistributed widely to communities, health care workers and educators throughout BC.
The Association’s Executive Director was appointed chair of the BC Healthy Living Alliance. Formerly the Chronic Disease PreventionAlliance, one of the group’s first tasks was to rename itself to the BC Healthy Living Alliance. Following this, the BCRPA led a seriesof province-wide discussions with several government and non-government organizations. An action plan will set the stage forcontinued collaboration.
The Association represented the parks, recreation and culture sector on the Action Schools! BC Advisory Council. The councilis developing customized school action plans to increase physical activity and develop healthy living habits in BC’s school agedchildren. The BCRPA assisted in the development of a sustainability model for this project and will play a supportive role in theprovince-wide implementation of the project scheduled for September 2004.
Creating a Provincial Legacy In keeping with its commitment to increasing physical activity and improving the health of all BC residents, the BCRPAcontributed to the Active Communities Working Group. From this work, a tactical plan to support and develop activecommunities across the province was developed. The plan has now been approved by 2010 LegaciesNow for funding andimplementation by the Association.

PLAN FOR BUILDING THE SECTOR The BCRPA, through its work in the areas of research, education and advocacy, is working to position the parks, recreation andculture sector to play an intrinsic role in the province’s plan to develop and sustain an active and healthy BC.
Communicating the Benefits, Building the Sector The BCRPA premiered its new multimedia presentation on the benefits of parks, recreation and culture at its 2003 AnnualSymposium. Together in partnership with the Union of BC Municipalities, the Association distributed copies of the CD ROM tomayors and councillors throughout BC.
The BCRPA continued to provide its members with a wide range of training and professional development opportunities - includingthe introduction of the new Playground Safety Awareness Course.
To assist municipalities in their review of their parks and recreation fees and charges, the BCRPA piloted a survey of Lower Mainlandmunicipalities. Results of the Fees and Charges Pilot Project were shared with survey respondents and the project template may beused by other regions for similar projects.
Expanding our Commitment to the HealthyDevelopment of ChildrenAs the authorized resource and training provider of HIGH FIVE, the BCRPA began offering the highlyanticipated, Principles of Healthy Child Development training. By early 2004, 40 people were awardedHIGH FIVE certifications. In addition, the Association continued working with a provincial task group todevelop best practices for recreation programs for children aged 6 – 12. This builds on the work startedin 2002 on programming standards for children aged 5 and under.

PLAN FOR COLLABORATING WITH OUR PARTNERSThe Association extended its reach through strategic partnerships with agencies both in and outside of the parks, recreation andculture sector.
Seeking Efficiencies at the Regional LevelA Memorandum of Understanding (MOU) on a collaborative service delivery model was signed with the Recreation FacilitiesAssociation of BC (RFABC). The MOU provides the Association with the continued responsibility for parks and commissions relatedtraining and the RFABC for arena operations.
Making a Difference at the National LevelIn addition to continuing to assist in the development of a national vision for the parks, recreation and culture sector, the BCRPAwas also invited to contribute to the Canadian Parks and Recreation Association’s (CPRA) Children and Youth Living in PovertyInitiative. This program is working to enhance the quality of life of children and youth living in poverty by increasing their access toand participation in recreation. In the spring of 2004, the BCRPA will be hosting a consultation to evaluate a new toolkit developedto assist recreation practitioners and volunteers deliver programs and services in a way that meets the needs of children, youth andtheir families living in poverty.
The Association partnered with Class Software Solutions Inc. to submit a bid to host the 2006 National Parks and RecreationConference and Trade Show in Vancouver.

PLAN FOR SHAPING THE FUTURE The BCRPA initiated and completed several projects that provided leadership and laid the groundwork for future growth anddevelopment.
Setting the Stage The BCRPA partnered with 2010 LegaciesNow and the BC Ministry of Community, Aboriginal and Women’s Services to completethe first phase of the Provincial Facilities Assessment Study. This study produced an inventory of four types of publicly-ownedcommunity recreation facilities throughout BC. Data from the study will be used to help municipalities promote their facilities tointernational teams looking for training facilities prior to the 2010 Olympic and Paralympic Winter Games.
The Competencies and Standards Review Project identified the appropriate competencies and standards for parks and recreationprofessionals throughout BC. Using the survey data, the BCRPA identified training gaps, analyzed trends and providedrecommendations to address gaps.
Providing Leadership and SupportBuilding on work started in 2001, the BCRPA launched its first Commissioners’ Workshop in early 2004. This workshop wasdeveloped to provide recently elected commissioners with the tools, information and resources they need in their new role.
In response to feedback received on the need to examine trends and issues affecting the delivery of fitness programs, the BCRPAinitiated planning and development of its inaugural BCRPA Fitness Conference. Scheduled for October 2, 2004, the conference willalso provide delegates with valuable training and networking opportunities.
A fitness compensation survey and report was completed. The survey results enabled fitness leaders and employers to see howtheir compensation packages compare to industry averages. Also, in keeping with the Association’s commitment to continuousimprovement, several new updates and changes streamlined the Fitness Registration program.
The Association developed an Annual Symposium Policy and Toolkit for communities hosting BCRPA’s Annual Symposium. Full ofuseful templates and best practices, the toolkit will assist host communities plan and deliver successful symposiums.
