By Norman PalihawadanaA Public Health Inspector was assaulted todeath with a wooden pestle yesterday near theSaliyapura Community Hall in Kantale while hewas inspecting the compound of a house.The assailant, a dismissed Civil DefenceForce member, was immediately arrestedby the Thampalagamuwa police.According to the police, PHI MohammedJaleel (52) had been on an inspection tourof the area accompanied by other workers.When they entered the compound of thesuspect, they found it in a neglected stateand Jaleel had warned the suspect thatlegal action would be taken against him ifhe did not clean up the place.The suspect got into an argument with thehealth official. When the PHI turned to

leave, the suspect rushedout with a heavy pestle andstruck him on the back of thehead. When he fell thesuspect struck him again.The other workers who hadaccompanied the PHI ran fortheir lives.

PHI Jaleel died prior to admission to hospital.The 38-year-old suspect was dismissed fromthe CDF about seven years ago for attemptingto shoot someone. He had even chased awayhis family recently and was living alone, thepolice said.

(dailynews.lk) The students of Udagama Vidyalayain Kottagoda, Hali-Ela who had to vacate their twoschool buildings due to a major landslide inFebruary last year and shift into the preaching hall(Bana Maduwa) of the Galgepitiya Purana RajaMaha Viharaya as a temporary measure will moveinto a modern two storeyed classroom building onJuly 12 due to the efforts made by ForeignEmployment and Welfare Minister Dilan Perera.Minister Perera who visited the school after thelandslide promised to relocate the school on a firmlocation free of landslide threats.He arranged with a Korean organization named'Blessing Flow World' (BFW) to provide the schoolwith a new building on a plot of land donated byKamalawathie Jayatilleke of Udagama Kottagoda.BFW sponsored the new school building project ata cost of Rs 40 million and construction was donewith the assistance of the parents under thesupervision of technologists with the approval of

the Geological Survey and Mines Bureau. The newschool building will be opened by First LadyShiranthi Rajapaksa on July 12 on the invitation ofMinister Dilan Perera.

The new school building of Udagama Vidyalaya,Kottagoda Hali-Ela built at a cost of Rs 40 million by

the Korean ‘Blessing Flow World’ organisation.

Week in 2012.“In addition, 16 stamps will be issued in the SigiriyaFortress premises” the minister said.A showroom selling replicas of artefacts wasopened at the Archaeological Department by the

Minister. (dailymirror.lk) Amid claims that the Army has noplans to acquire lands in Jaffna to establishcamps, the military said it would acquire only alimited extent of land to expand the Palaly Airportand the Kankesanthurai Harbour, which are beingexpanded.Jaffna Security Forces Commander MahindaHathurusinghe said this during a meeting withBritish High Commissioner John Rankin onMonday.Mr. Rankin who was accompanied by politicalofficer Asma Edris are in Jaffna on a two-dayvisit.He commended the Army’s role in helping ex-LTTE combatants and the war-affected civiliansin post war Jaffna and inquired about the alleged

acquisition of lands by the Army.Maj. Gen. Hathurusinghe rejected theseallegations and described them as exaggeratedreporting by the media with a hidden agenda.“Military presence in Jaffna has been graduallyreduced after the war ended in 2009 while theremaining troops are engaged in humanitarianactivities and development programmes. Likeeverywhere else in Sri the Army is essential fornational security and only a required number oftroops will remain in Jaffna. Troop reduction willbe based on the security situation. The Armydoes not want to face a security risk similar towhat happened in the 1980s,” Maj. Gen.Hathurusinghe said.

Army won’t acquire land in Jaffna

Sandun A Jayasekera(dailymirror.lk) The government has decided tospeed up the prosecution of all remaininghardcore LTTE cadres and rehabilitate thosewho have been charged with minor offences,acting Attorney General Palitha Fernando saidyesterday.He said the cases would be heard within threemonths and a four-member committee has beenappointed by the government to do this work.The committee headed by Additional SolicitorGeneral and Former Justice Ministry SecretarySuhada Gamlath comprises Senior StateCounsel Shavindra Fernando, Dilan Ratnayakaand Sudharshana De Silva.“The preliminary investigations carried out by the

Terrorists Investigations Division (TID) havefound some former LTTE cadres to haveallegedly committed serious war crimes such asbombing, killing civilians and attackingeconomically sensitive places while the othersare alleged to have committed minor offencesand can be considered for rehabilitation,” Mr.Fernando said.He said the investigations were not easy orsimple because many LTTE cadres maintainedlinks with the LTTE network and refused to grabthe opportunity offered by the government to berehabilitated.The Committee will categorize those requiring tobe prosecuted and others requiring rehabilitation.“The government is keen to complete theprosecution and rehabilitation process as soon

as possible because the internationalcommunity especially India are concernedabout it. Tamil National Alliance (TNA) leaderR. Sambanthan has held several rounds oftalks with the government on this issue andis also keen to have the prosecution processexpedited,” Mr. Fernando said.Rehabilitation and Prison Reforms MinistrySecretary A. Dissanayaka said 670 hardcoreLTTE cadres were held in remand prisonand while 700 LTTErs were to be consideredfor rehabilitation.

UK hunts Lankanconvict(dailymirror.lk) The BritishPolice are hunting for aconvicted fraudster who hasbeen on the run for nearly sixyears and officers suspect hemay have returned to Sri LankaSri Lankan-born PonnutharaiSuresh, who is also known asSuresh Ponnutharai, has been

missing since September 2006 when he wasrecalled to prison.The 34-year-old, who has links to Ealing,Harrow, and Milton Keynes, was released onlicence in July 2006 after a jail term for affrayand fraud.But he was recalled to prison later that year fora breach of his license because he was wantedby police for conspiracy to steal.He went on the run and has not been seensince despite efforts to trace him. (island.lk) Media Minister Keheliya Rambukwella isexpected to come to an amicable settlement withan Australian hotel, which he sued after falling offits balcony in February this year.Rambukwella told The Island on Friday that hisMelbourne based lawyers were discussing theterms of settlement and he hoped to settle thematter shortly."I fell off the balcony and landed on a flower bedeight meters below; it is a miracle that I am still

alive," he said, adding that the injuries to his headand legs were healing slowly.The Minister said he had got locked out of hisroom while he was on the hotel balcony andslipped and fallen while trying to re-enter the roomthrough a window.Prior to returning home, Rambukwella underwenta string of operations to have his foot corrected.He was in Melbourne with his son who requiredtreatment for knee ailments, when the mishapoccurred.

Five forest fires countrywide

By Ravi Ladduwahetty(island.lk) Five major forest fires have beenreported countrywide during the last 24 hours. Themost serious one broke out in the KnucklesMountain range, where 150 acres of valuablePatna land were destroyed.The fire on the Riverstone Estate in Matalebordering the Knuckles range, in an area calledPatiala Pathana, which broke out at around 7.15pm on Friday night, had been doused with the helpof the Air Force around 4.30 pm yesterday, DeputyDirector (Media) of the Disaster ManagementCentre Lal Sarath Kumara told The Islandyesterday."This was a valuable area of Patna land and wefound it extremely difficult to douse the fire but we

managed to accomplish the task with the help ofthe Air Force, Army, Police and the villagers of thearea," Sarath Kumara said.Air Force spokesman, Group Captain AndrewWijesuriya, said that the SLAF had deployed an MI17 helicopter from the Minneriya Air Base. It haddone three sorties dropping water from thechopper’s 900 litre-capacity bambi buckets.Meanwhile, there were four forest fires in otherparts of the country One was at the 70th intersection, at Hingurakgoda, where 15 acres of forestland were destroyed. At Walapane, in the NuwaraEliya District, 20 acres of Pinus were gutted.Another fire raged at the 4 th Milepost on theBadulla- Mahiyangana Road. Tn HulangdawaSouth in the Moneragala District over 10 acres offorest were destroyed in a fire.

According to SLCERT, thousands of SriLankan Internet users will be among millionsworldwide who will face a total Internet blackoutfrom today, due to a malicious piece of softwarethat may infect their computers without theirknowledge. That is the warning from the Sri LankaComputer Emergency ReadinessTeam|Coordinating Centre (Sri LankaCERT|CC), which recently issued a statementappealing to Internet users to check to verify iftheir computers were infected.The web blackout from today will be enforced bythe FBI, which is shutting down several webservers through which infected users. It isshutting them down because of an investigationinto a sophisticated Internet fraud ring that usedthe servers to manipulate people’s webbrowsing, Sri Lanka CERT|CC said.The malware changes a user’s domain namesystem (DNS) settings, diverting all webrequests through servers that the FBI seized inNovember, but has been temporarily maintainingto ensure Internet services were not disrupted.This maintenance is to finish today, meaningcomputers still infected will face Internettroubles.Sri Lanka CERT|CC states it is likely that usersinfected will be unable to connect to the Internetwhen the temporary DNS solution is switched offin July.The ways in which users are most likely to beinfected by this malware is by opening malicious

However, Dr. Mendis’s brother andthe wife of had earlier informed the police that theyhad doubts about his death and had requestedthat an inquiry be conducted. This led to theKompannaweediya police to obtain a Court order

directing the JMO to conduct the post mortemexamination on the body of the well-known neurophysician. Later his wife Vinodani Mendis in heraffidavit had stated that she did not suspect anysort of foul play in her husband’s death.She said he had been receiving treatment at aprivate hospital in Colombo 2 for some threeweeks. On the basis of the affidavit, ColomboAdditional Magistrate Nishantha Peiris revoked theprevious order to carry out a postmortemexamination.

The rest of the work is progressing at arapid pace, Ports and Highways Deputy MinisterNirmala Kotelawala said"This will create a highmobility link betweenColombo and theBandaranaike InternationalAirport enabling motorists totravel to the airport in 20minutes," Kotelawala said.He said work is expected tobe completed by the end of2012. The Expressway willbe commissioned during thefirst quarter of 2013.The length of theExpressway will be around25.3 kilometres starting from the New KelaniBridge and ending at the Airport Access Road atKatunayake.The Expressway will have four to six lanes withthe width ranging from 26 metres to 33.5 metres.

The total estimated cost of the project is US $ 292million. Exim Bank of China is funding US$ 248. 2of the total cost. The government has spent US $45 million on the project.The deputy minister said the development of thecountry's road network is instrumental in

accelerating developmentprogrammes."The commencement ofthe construction of this longawaited project will providea number of benefits to thepeople. Among them arepromoting outwardmigration of public fromColombo, improving userbenefits to the rapidlyexpanding transport trafficand improving mobilityneeds of the industrialdevelopment areas in the

vicinity and the associated container traffic," thedeputy minister said."We have basically targeted to reduce prevailinghigh traffic congestion on the A3 road (Peliyagoda-Puttalama road)," he said.

"The Expressway willhave 42 bridges and100 culverts to ensurethe smooth flow oftraffic. We havecompleted theconstruction of 30bridges and 87culverts," he said.A flyover, 480 metreslong, is being erectedin Hunupitiya. An 800metre flyover will alsobe built from theKatunayake junction tothe airport. There arefive interchange, thedeputy minister said.The project isimplemented byMetallurgical ChinaGroup Corporation.

Investigations have revealed that thetransaction was done despite strong objections bythe baby’s mother. When the child’s mother wasmaking arrangements to go abroad foremployment, her husband had suggested givingthe baby to someone for adoption.Disregarding his wife’s opposition the baby’sfather had made arrangements through anintermediary and the child was given to a couplefrom Jaffna in Kotahena on June 27.The father later disclosed that he had sold the

baby for Rs. 25,000 and forced the mother to signa letter to the effect that she had transferred thechild’s guardianship and the couple who boughtthe baby and returned to Jaffna. As the motherwas deeply grieved over the loss of her baby shehad complained to the Kotahena police, who actedfast to trace the suspects and the baby wasrestored to the mother.

Thebody is presently at theRagama Teaching Hospital mortuary.They have also asked the Government toconduct an impartial investigation into the causeof his death.The LTTE suspect was injured during theVavuniya prison incident that began on June 28,when three prison guards were taken hostage by32 LTTE suspects.TNA MP Suresh K. Premachandran told the

Sunday Times that the incident began when theprisoners went on a hunger strike protesting thetransfer of three prisoners to Boosa. The situationescalated to the hostage crisis after Prisonofficials forced the prisoners to end their fast.MP Premachandran alleged that the commandosfired at least 13 tear gas cannisters at theprisoners and they were badly beaten up.Following the incident, all inmates at theVavuniya prison were transferred to

"Howcan we expect the government to provide ussolutions to the ethnic question in the North andthe East through a PSC when it cannot negotiatewith the TNA independently and come to asolution?""The government was unwilling to go ahead withthe negotiations with the TNA," Premachandrasaid.Responding to a question whether the TNA wasstill pursuing its earlier stand on self-determination, he said that his party had told thegovernment on what basis power could bedevolved to the two provinces.

It is the duty of thegovernment to create such anenvironment before holding elections.Otherwise, we will be accused ofdepriving the displaced persons oftheir right to vote,” he said.“The people in the North had beenunder a repressive regime for almostthree decades. Grassroots levelorganisations have not beenestablished. Even for the SLFP, thereis no environment for a propercampaign. "I'm definitelyasking people to rise up," and "overthrow thegovernment by democratic methods," he said.Speaking to The Daily Telegraph he denouncedhis former commander-in-chief as a "dictator" andcalled on the international community to "de-recognise" the government.General Fonseka criticised British prime ministerDavid Cameron for meeting President Rajapaksaat a Jubilee lunch in London last month and saidthe international community must instead isolatehis government to stop its abuses."[They should] derecognise the government andgive protection to the people...if there is a dictatorviolating human rights and the democracy of thepeople, I think the world will have to take care ofthat.He cited a series of abuses by pro-governmentpoliticians including rapes and murders ofopponents and pointed to an incident in Februarywhen police opened fire on a crowd of 5000fishermen, including women and children,protesting against rising fuel prices. Onefisherman was killed and three were wounded.Two teenage girls were recently gang-raped bysuspected pro-government figures while twomembers of the JVP which supported hispresidential campaign were shot dead bymotorcycle gunmen last month."You have seen how it took place in othercountries and how those people were rescuedfrom tyrannical regimes. He was hailed by large crowds at ralliesthroughout the country but his popularity led to arift with President Rajapaksa and his brother, thedefence secretary Gotabaya.Gen Fonseka said although the victory was not hisalone, "I commanded the army to victory, I plannedthe operations and commanded the troops...Idefinitely feel proud," he said.He eventually resigned later that year andchallenged Mahinda Rajapaksa in the 2010presidential election. He was defeated in what hedenounced as a rigged ballot and was later jailedfor three years on corruption charges and strippedof his rank, medals and pension.He spent the next two years in jail where he washeld in solitary confinement "24 hours a day" anddenied contact with other prisoners, he said. Hisson-in-law disappeared amid rumours that thegovernment was seeking his arrest and has nowbeen missing for two and a half years, while hiswife was unable to rent or buy a home becausegovernment officials threatened potential sellersand landlords. "Now the intelligence bureau followme wherever I go, even to weddings," he said.He dismissed allegations that Sri Lankan troopscommitted war crimes but criticised thegovernment for failing to answer them fully. Hewas ready to face any accusations and denied hisarmy had targeted civilians sheltering in a no-firezone in the last stages of the war – estimates ofcivilians deaths range from 9,000 to 40,000.

M.Hisbullah had to forfeit his chance in favour ofSivanesathurai Chandrakanthan, alias Pillayan,due to the intervention of President MahindaRajapaksa.The last time the UPFA received 105,341 votes inthe Batticaloa district and won six seats. In theAmpara district it obtained 144,247 votes and woneight seats and in the Trincomalee district 59,298votes and four seats for a total of 308,886 votes(52.21%) and 20 seats including 2 bonus seats.The UNP received 58,602 votes in the Batticoloadistrict for4 seats, 121,272 votes in the Amparadistrict for 6 seats and 70,858 votes in theTrincomalee District for 5 seats for a total of250,732 votes and 15 seats (42.38%).The Peoples Liberation Front (JVP) got 9,390votes to obtain one seat and the Tamil DemocraticNational Alliance (TNDA) obtained 7,714 votes to

obtain one seat.The voter turnout was 65.78 per cent. Radhakrishnan(thehindu.com) Elections to Sri Lanka’s northernprovincial council will take just over a year fromnow. “We want to hold elections in September2013,” President Mahinda Rajapaksa told TheHindu. “We are working towards it [the elections] ina systematic manner.”In an interaction at his official residence, TempleTrees, here, Mr. Rajapaksa said there were manyissues to be resolved ahead of holding ofelections. The primary one related to the electoralrolls. People who fled when the Tamil Tigers werein power and during the war were still coming inand staking claim to their land and property afterthe defeat of the Tamil Tigers in May 2009. Thesepeople too had to be accommodated in the rolls.The last rolls were more than 30 years old andhad no relation to the current eligible voters in theprovince.The second issue was the completion of therehabilitation and resettlement process. This wason with international support and was expected tobe completed soon. Livelihood issues too werebeing addressed.The holding of elections hold the key to movingforward on the question of granting Tamils thepolitical space they lacked. In fact, this shouldhave been possible soon after the India-Sri Lankaaccord of 1987 (later called the 13th Amendmentbecause the Sri Lankan Constitution wassubsequently amended to include this provision),which also had a clause on devolution of powers.Ironically, the amendment benefitted all the otherregions — albeit in a very limited manner — andall the provinces, barring the North, had a

provincial council.On the issue of glaring visibility of the Army in allwalks of life, Mr. Rajapaksa said he had instructedthat the Army should be visible only whenrequired.Mr. Rajapaksa refused to accept that the Indianvote against Sri Lanka in the United NationsHuman Rights Council was because Colombo didnot implement the promises it made to the Councilin 2009. Insisting that his government had workedon all the promises that were delivered and wasserious about fulfilling all undertakings that weregiven, he said he had even said that he was willingto go beyond the 13th Amendment.Clarifying for the first time what the plus was, Mr.Rajapaksa said this was the creation of a Senate.“I said 13th Amendment plus. Then Shankar [ShivShankar Menon, Indian National Security Adviser]remarked if I meant the creation of a Senate, and Isaid yes.”Mr. Menon had met Mr. Rajapaksa on June 29 onpost-Geneva issues. India is the chair for theUniversal Periodic Review at the UNHRC thatcomes up in November.Mr. Rajapaksa made it clear that the creation of aSenate and the fleshing out of a solution neededto come from Parliament. “This is [where] theParliamentary Select Committee is important,” hesaidWhen The Hindu brought to his notice the plight offive fishermen from Tamil Nadu, who were beingheld in a Jaffna prison since November 28, 2011,he said he would first ascertain the facts of thecase. Yvonne Jhonssen was murderedon the steps of the Royal park apartments onthe 1st of July 2005.Earlier the Colombo High Court sentencedShramantha to 12 years rigorousimprisonment and a fine of Rs.300,000.Details in the Judicial Medical Officers (JMO)report state that Yvonne Jhonssen died offatal strangulation. According to the JMO,Dr.M.P.A.A. Abeysinghe, Yvonne had 48injuries on her horrendously mutilated body.The Attorney Generals department appealedthe verdict given by the High court andmoved court to convict the accused for theoffence of murder.

First of all, tellus a bit about your new role.

First of allChin, thank you forinterviewing me forNewslanka.I've always enjoyed workingwith you in support of the SriLankan community. Theethnic community is one of adiverse nature and I have been blessed to workalongside great people in the ethnic markets andcertainly plan to keep supporting it whereverpossible.I certainly hope everyone will stay in touch, as thenew project will have high commission holidayswhich will benefit the community and open up newopportunities to see a different part of the world.The new role is very exciting and will not only open

up new opportunities for me, but also for the traveland tourism sector to experience what the FalklandIslands have to offer.When the opportunity presented itself to me, I

thought, just do this, it will be anexciting adventure.I plan to strengthen current and newpartnerships with cruise line andexpedition voyages and mainlandtours.To create a high profile brandawareness of what we have to offer.We will be working to develop newhotel products and infrastructure tosupport an increase in numbers inpreparation for an oil boom.We would love to welcome ourSriLankan brothers and sisters to visitus.

My Initial plans involve workingvery closely with my current air links,cruise and travel partners to developseveral standing adventure and natureholiday experiences. There are somany varieties of birds and penguinsthat it would be a fantastic holidayexperience.

People are just unaware of what a lovely anddynamic experience a holiday in the FalklandIslands would provide, one with life long memories.

We are focusing on developing strategicpartnerships which will boost our numbers. As Imentioned I am keen to develop standard andbespoke holiday packages with very attractive

incentive programmes for agents, which can bemarketed around the world through a largenetwork of travel agent partners. Basically this willbe achieved by making travellers aware of themany opportunities for adventure and natureholidays.

One of my favourite areas is niche marketing.I will be looking at reachingout to ethniccommunities, EMEA markets, singles, retirees,groups and incentives and specialty groups, butalso developing anincentives and teambuilding experiences forexecutive corporatetravel.

It goes withoutsaying travel agents will play a big part in mystrategy. I'm working on a lucrative compensationplan at the moment to encourage learning andincentives which will include FAM trips andhopefully get the UK's top mainstream and ethnicagents out for a week with me for an educationalagents experience.I've worked on agent side so I'm clearly aware ofthe necessity and benefits which come from strongagency relationships. I'm looking forward towelcoming our first FAM trip aroundJanuary/February 2013.

We are looking at many opportunities at themoment and we do have a new cruise productwhich I can't reveal at the moment but we willmake sure Newslanka readers get the news themoment I can share.We are preparing and planning the infrastructure towelcome travellers from all walks of life, offeringproducts from inexpensive to luxuryaccommodation to ensure the needs of all of ourvisitors are met.

July 11, 2012 (LBO) - Sri Lanka is holding itskey interest rates at which money is injectedinto the economy at 9.75 percent amid risinginflation, though credit and money supplygrowth is starting to slow, the Central Banksaid.The monetary authority said Sri Lanka hadmet end-June targets under an InternationalMonetary Fund program.The only serious target (performancecriterion) for the last tranche of 450 millionUS dollars under a 2.5 billion US dollarbailout was an end month level for foreign

reserves.Sri Lanka had reservesof 5,815 million USdollar by end May, theCentral Bank said.Sri Lanka's inflation rose9.3 percent in June 2012from a year earlier, withrupee depreciatingsharply from 110 to 133levels in the period,pressured from highcredit growth andsterilized foreignexchange sales.Loans grew steeply lastyear as credit togovernment rose 44.7percent up to May andcredit to stateenterprises rose 107.7

percent mainly due to loans taken tomanipulate tariffs by energy utilities.The Central Bank also printed more than 200billion rupees to inject rupee reserves in tothe banking system, driving credit, the tradedeficit and current account deficit of thebalance of payments to unsustainable levels.In February energy prices were raised, theexchange partially floated to reduce the needto sterilized interventions, more credit, moredomestic demand andfurther foreign reservelosses.The Central Bank saidgrowth in broad moneydefined as M2b fell to 20.9percent in May 2012, from29.9 percent in April 2012.Private sector credit fellfrom a peak of 35.2 percentin March 2012 to 33.5percent in May 2012."In the meantime,provisional data shows thatthe growth of importexpenditure has beenshrinking sharply in the firstfive months of the year,thereby narrowing the tradedeficit, compared to the highlevels recorded in 2011," thecentral bank said in its Julymonetary policy statement."With weaker global

demand, most international commodity pricesare also on a declining trend, which should,on a net basis, further ease pressure on thecountry’s imports this year, although thecontinuing sluggish global economic recoverymay affect export earnings as well."Sri Lanka however was holding policyreverse repo rate at 9.75 percent and therepo rate at which excess liquidity at 7.75percent.

Kithuljaggery's two local contenders,coconut palm jaggery and palmyrahjaggery, cannot match its distinctivesweetness. White refined sugar is apale imitation.The fishtail palm, called kithul inSinhala and koondalpanai in Tamil,belongs to the family Caryota urens,a native of tropical Asia. It flourishesin Sri Lanka, India, Myanmar andNepal. Growing to heights of 20metres, it proliferates in the luxuriantforested areas of Sri Lanka's low-country wet zone, especially in theSabaragamuwa Province and inmixed species perennial gardens inthe central highlands.For lovers of sweets, it is the kithulflower that holds the magic. It is onlywhen the palm has reached its maximum heightafter a period of about 20 years that it begins toblossom; florets bearing budding cascades offlowers that will eventually turn into hard cherry-sized fruit, begin to appear at the topmostintersection of branch and trunk. The palm is mentioned in numeroushistorical records including the Ummagga Jathaka.The islanders learned early that they could harvestthe flow of sugarysap, called thelijjain Sinhalese, inthe floret and turnit into a headyliquor calledtoddy, or boil itdown into adelicious treacleor jaggery(hakuru inSinhalese).They refined theart of makingjaggery that theywere able toprepare five different varieties of the sweet: sudu(white) hakuru, a rare, soft and sweet pale jaggerymade of refined sap; the rock-like wax or iti hakuru,prepared with slightly fermented sap; madolhakuru, which is soft and easily soluble; the grainyweli hakuru, traditionally prepared by pouringtreacle into a pouch made of areca nut leaves anddrying it over a fireplace, and the very commonkithul hakuru, infused with subtle woody and

smoky flavours.Kithul jaggery is a food fit for royalty. It is said thata certain monarch from the Kandyan period had aspecial fondness for sudu hakuru.An old man famed for his sweet and soft suduhakuru was tasked with keeping the King happywith a supply of his favourite sweet. One day, the

King asked him how hewas able to preparesuch delicious suduhakuru. The mananswered: "Oh, King, thehakuru is prepared on afull moon night, underthe shelter of a whitesheet and on a floorcovered with white, in agolden pot, over a fire ofwhite sandalwood andstirred with a silverspoon."Intrigued, the Kingdisguised himself as acommoner and visitedthe man's house situatedin a jungle. He found theman preparing thehakuru in a simple mudhut. Dressed in a simplesarong, he was stirring

the liquid with a spoon made of coconut shell overan ordinary wood fire.When the King revealed his identity, the mantrembled. He fell on his knees and said, "May youattain Buddhahood, Oh King... for is it not said, thateverything is but an illusion."Pleased with the man's reply, the King pardonedhim and was able to enjoy a continuous supply ofsudu hakuru. Like the old man, Upali Ranjith, aprofessional tapper for 30 years, lives in a humblehome in a village bordering the Sinharaja Forest.He makes a living tapping clusters of privately-owned trees deep in the forest. In return, he gets aday's wages and two thirds of the thelijja that he

collects from the trees.His wife transforms thisproduce into jaggery ortreacle. She boils thewatery thelijja into athick syrup in a largepan, adds crushedherbs into it, and sets itaside for a few days.The liquid forms into athick dark gold treacle.To make jaggery, sheboils the treacle threetimes, then pours it intococonut shells thathave a little hole at one

end. The mixture hardens in a day and she is ableto pop it out of the shell by pushing it through thehole in the coconut. She wraps the jaggery in aspecial smooth leaf called "hakuru kenda". Theprocess is not as easy as it sounds, because thetrick in making the best hakuru is to know how tostir it and when to take it off the fire.Kithul tapping is a hazardous occupation. The palm

grows very tall, and its smooth bark has littlegrip. In the past, the task was dominated by a

special skilled caste of tappers who made a livingfrom it. Today, it is a general occupation of villagersdwelling on the outskirts of forests. Often, a villagewould have a small group of tappers who tap allthe palms in the neighborhood. In recent years,government initiatives have been set in place toinvigorate the industry and get more rural folk to

take up tapping as an occupation.A skilled tapper respects his trees. He would nevertap the first flower of the palm, because its seedsmake the best kithul saplings and the palm mustbe propagated. He also cleans out the ridges onthe trunk left behind by branches as a mark ofrespect. He twists a ladder of bamboo fibre aroundthe tree to help his climb and erects a platformbeside the flowers. He begins tapping with thesecond flower from the top when it is about twomonths old, priming it by warming its base,removing part of its sheath, and tying a poultice of

herbs on it to stimulate the flow of thelijja. Hemakes a deep incision into the flower, which willthen, he says, "shed a tear" because it is losing thenutrients it has collected from the sky and earth.He sets up a pot at the base of the floret to collectthe thelijja. A master tapper can make a singleflower produce thelijja for two months, and each

palm will yield up to seven flowersin a lifetime.Tapping is done in either themorning or the evening, but neverat noon when the supply of sapdrops. The supply increases duringthe rains. Often, wild animals andbirds help themselves to some of it;Upali does not mind this becausehe says they have to eat as well.Sri Lanka's indigenous system ofmedicine - ayurveda - treats kithuljaggery as a very rich food, whichcan make you gain weight in ahealthy way. Ayurveda posits that ifyou are thin and weak, you will gainweight by eating kithul jaggery, butnever gain weight in excess. Richin calcium, minerals, salts and fibre,this sweet is slower to digest, thus itdoesn't provide the rush of energythat refined sugar delivers. Like itsSouth American counterpart,panela, it is said to be a source ofiron and vitamins.Kithul jaggery is the sweetener ofSri Lankan gastronomy. It is kithuljaggery and no other that takespride of place as the perfect sweetaccompaniment to the auspiciousdish of milk rice on festiveoccasions. It is the sugar substitute

to be nibbled on with a cup of herbal tea, thesweetener with congee and the honey in the richdessert wattalapam. More recently, it has becomethe flavour of modern sweet treats like cake andice cream, available in large supermarket chainsand confectionery stores.Undoubtedly, kithul hakuru is the nobility of SriLanka's original sugars. From forest to gourmetdining, it has marked a trail of incomparablesweetness across the land.

Ms Panagoda stressed theimportance of a sustained media campaign

supportive of the proposed social integrationstrategy.When The Island pointed out that the latestinitiative, too, had failed to tackle destructivestrategies adopted by the Tamil Diaspora andthe TNA, the ministerial advisor said that thegovernment couldn’t drop projects due to thepremise that some weren’t receptive to them.Nanayakkara said that the government shouldexplore every opportunity to win hearts andminds of Tamil speaking people.Recalling how President Rajapaksa’s resolutepolitical leadership brought the war to asuccessful conclusion on May 19, 2009, theofficial said that the country was now fightingon a different front. The Canadian government

had provided substantial assistance in supportof the ongoing initiative, he said. The TNAshould throw its weight behind thegovernment’s efforts to provide relief to thoseaffected by the war, he said. Instead of workingwith the State for the benefit of the Tamilspeaking people, the TNA was actuallyundermining government efforts, he said.Nanayakkara commended slain EPRLF MPSam Tambimuttu’s son, Arun, SLFP organizerfor the Batticaloa District, for being a pragmaticpolitician. Tambimuttu could be an example toothers, he said, while reiterating thegovernment’s commitment to promote nationalreconciliation.

Herath whowas the Head of the Educational andCultural Division in Sri Lankan HighCommission carrying the honor ofreliquary (Dhathu Karaduwa) in to thetemple. A pirith chanting was held inthe afternoon in a beautiful pavilion(mandapa) at the temple. EightVenerable monks attended thechanting ceremony, venerableNaranvita Soratha Nayaka Thero, thechief incumbent of the GampolaNaranvita Purana Viharaya, venerableAbagasduwe Gnanavimala Thero, thechief incumbent of Valimadaabagasduwa Sri Visudharamaya andvenerable Kalatuwawe PangnasaraNayaka Thero the chiefincumbent ofDhathukanda PuranaViharaya, VenarableDediyawala VimalaThero head ofLetchworth BuddhistVihara, VenarableTeldeniye Amitha Therohead of LeicesterBuddhist Vihara,VenarableBambarakotuwe AnandaMangala Thero and VenerableSuriyawawa Kusala Thero alsoparticipated in this ceremony. Morethan 250 devotees participated in theevent with great devotion and took partin the ceremony until it finished.

The temple opened on the 7th July2011 and the temple has held anumber of various religious, culturaland social services within this first year.The temple held its first KatinaCeremony in October 2011 after theevent full Vassana retreat. AthulaDassana Buddhist temple celebratesevery full moon poya day, devotees gettogether to observe the eight preceptsand participate in other religiousactivities.On the 1st of January 2012, people

came to the temple carrying milk rice(kiri ahara) early in the morning andoffered the Buddha Puja and the almsto the Mahasanga. On that day thetemple organised a Nawa ArahadiBuduguna Puja and on January 2012,a pirith chanting was organised toinvoke blessing to the devotees in theNew Year.On the 4th of February the templecelebrated Sri Lankan Independence

Day; Dr SunilKariyawasam gave aspeech. The templewere organisedcelebrate the NewYear Rituals forspecially introducethe Sri Lankan cultureto the children whowere living in theLondon. A Dhammaschool for childrenbegan on the March

2012, currently there are more than 20children studying both Buddhism andSinhala.The Sri Lankan New Year celebrationsfor children were held on the 22nd ofApril 2012, where the rituals and

traditional games wereundertaken giving priority tothe children who had littleknowledge of our traditions.The temple celebrated Vesakday on the May where theyundertook many religiousactivities. In preparation forthis day, devotees made alarge Vesak Lantern whichwas surrounded by 60 small

lanterns. A month of June a Posonpoya sil programme was held; peopleobserved the eight precepts and spentthe day in the temple dedicating theirlives to the triple gems. Free foods(Dansela) were given on the same day,where we also gave blessings to hermajesty the queen on her DiamondJubilee. In preparation for this specialday a 15ft high replica of the Mihintalain Sri Lanka was built.The Athula Dassana Buddhist templehas part taken in various religious

activities in the pastyear; this hasenabled the templeto becomeestablished. Ven.WandurambaKassapa Thero isvery grateful andgives his blessingsto all the devoteeswho havesupported him tomake the templesuccessful.

By Shira KirkhopeAn anniversary is a joyful occasion, a celebrationof achievement and an opportunity for friends,family and well-wishers to gather to congratulateand to reminisce.The 10th Anniversary Celebration of Scotland'sBuddhist Vihara was no exception and despite twoprevious days of dreadful weather and traveldisruptions, a largegathering of Sri Lankandevotees who had comeall the way from Dundee,Aberdeen, St. Andrews,Stirling, Edinburgh andGlasgow as well as UKguests joined VenerableRewatha Nayaka Theroand a Sangha of 10monks and 2 nuns tocongratulate him on awonderful achievement.The ceremony began in the Vihara on the eveningof Friday, 29th June with Maha Pirith Chanting bythe 10 monks. This took place in an elegant andbeautiful Mandapa (pavilion) built by devotees inthe traditional Sri Lankan style and sited in theshrine. The most Venerable KeppitiyagodaGunawansa Nayaka Thero administered the fivePrecepts before the Maha Paritta chanting.A sermon on the significance of chanting wasdelivered by Dr. Kassapa Thero OBE and Parittaand Maha Pirith Dasana were lead by VenerableAmitha Thero of Leicester Buddhist Vihara andVenerable Soratha Thero of Jethavana Vihara,Birmingham, respectively. This was a beautifulexperience for new Scottish Buddhists as well asthose born into the Buddhist traditions. It was alsoa special occasions for others who were simplyvisiting.

The ceremony continued next day, Saturday 30thJune, at Partick Burgh Halls, Glasgow.It was a delightful ceremony full of warmth andlight-hearted moments creating an atmosphere ofaffection and happiness. Ven Rewatha NayakaThero, who took on the role of Master ofCeremonies, introduced each section of theprogramme with a brief explanation and some wittyremarks.

The Keynote Speech was given bythe much respected Ajahn SisterChandasiri, originally a resident ofEdinburgh, who ordained as a nunin the Thai Forest tradition, 30years ago. She gave a veryinteresting account of her life andher spiritual developmentspeaking of the value ofmindfulness in everyday life andimparting her good wishes for thefuture of the Vihara. The subject of

mindfulness was expanded later on in theprogramme by Alistair Kelly,one of our regularmeditators, who gave an inspirational talk on theimportance of the “Present Moment”.Brian Cox, acclaimed actor and rectorof Dundee University and Bob DorrisMSP both spoke in an entertainingfashion interspersed with anecdotesof their friendship and respect forVen. Rewatha Nayaka Thero. Theyboth emphasised how Scotland'sBuddhist Vihara had become an assetto the local community as well ashaving a great influence on manyaspects of Scottish life.Mr M.R.K. Lengala, Deputy HighCommissioner for Sri Lanka in theU.K. passed on his own good wishesand read a message of congratulation

from His Excellency Mahinda Rajapaksa, Presidentof Sri Lanka.Among the special guests were Dr Sirisena,advisor to Scotland's Buddhist Vihara. The SriLankan High Commission in London wasrepresented by Mr Lenagala ,the Acting HighCommissioner, Mr. Chaminda Kularathne, Head ofImmigration and Mr Padmanadan, Head ofInternational Relations.Currie High School in Edinburgh was representedby Mr & Mrs C. Walton, Depute Head Teacher, Mr& Mrs P. Farren, Senior Deputy Head Teacher, Mr.Robertson, Principle Teacher history and RME andMr and Rev Duncan Lead Teacher RME. Dr.Kenneth Hutton represented the Buddhist CollegeUK and University of Glasgow.The vote of thanks at the end of the ceremony wasdelivered by Mr. Dhammika Siripala.We must also commend the skills of the youngdrummers and dancers who provided a traditionalaccent for the ceremony and of course, the arrayof delicious Sri Lankan dishes provided for lunch.Not to be forgotten is the enormous amount ofwork done by the organising committee whoseattention to every detail made this such a

memorable occasion.We give our grateful thanks to our MagnificentMillenium Maryhill Monk (who loves alliteration) forgiving us another Marvellous Mudita Moment!

The ceremony began by invitingdistinguished guests to light the traditional lamps.In addition, red, white and blue candles, distributedduring the passing of the Olympic Flame throughBirmingham, were lit and the audience invited torecite the “Torch Faith Pledge” to grow incompassion and righteousness and enrich the livesof those living in the city.The service began with paritta and a blessing ofthe country and its ruler; this was followed bychanting by representatives of the Order ofBuddhist Contemplatives and Sokka GakaiInternational, and by a devotional song from theBuddhist Women's Groupof the Dr AmbedkarBuddhist Association inGreat Britain ofWolverhampton. Dr. JagjitTaunque, the Queen'sofficial representative, waspresent to pass on her

thanks and to receive on her behalf thepresentation of a Buddha-rupa by committeemembers of The Midlands International BuddhistAssociation and its associated charity, TheInternational Buddhist Relief Organization.In welcoming the afternoon's many guests andfaithful friends, the Maha Vihara's incumbent, Ven.Dr. W. Kassapa OBE, pointed out that we also hadother reasons to celebrate Her Majesty's Jubileeyear. In April Chevalier William Ozanne, theCatholic Archbishop's long-serving InterfaithAdvisor had received a Papal knighthood. In Maythe Deputy Lord Lieutenant's wife, SatinderTaunque, was created a Lord Lieutenant in her ownright and, that same month, Michael Wilkes, LordMayor of Birmingham for 2009-10, was created anAlderman. In the Queen's Birthday Honours inJune, the Maha Vihara's Secretary, Yann Lovelock,

was awarded a British Empire Medal for hisservices to Community Cohesion and Inter-FaithRelations, while 31-year-old local Councillor,Waseem Zaffar, received an MBE for his voluntarywork. We were pleased to note that all have beenassociated with the Maha Vihara.Yann Lovelock, acting as Master of Ceremonies,then introduced the afternoon's other speakers, DrTaunque, Alderman Wilkes and Councillor Zaffar,all of whom mentioned the Queen's inspiringexample and the Maha Vihara's record of service tothe local community. This was followed by aSharing of Merit ceremony, during which Yann andthe Maha Vihara's Community Outreach Officer,Mrs.Manjula Senanayake, poured out the nectar ofblessing into a bowl. The afternoon closed with anEnglish tea offered to all present, with curry on theside for those who find English food too bland!

Communications Professionals.Three annual reports of Smart Media clients wereplace among the top 100 Annual Reportsworldwide and two ranked in in the Europe,

Middle East and Africa (EMEA) top 50.Six annual reports had been ranked on amongthe top 50 in Asia Pacific.Smart Media had bagged 5 Platinum awards, 13

Golds and 11 Silver awards. Twenty two of itsannual reports were included in a list of 25 SriLankan firms.This year, LACP has attracted over 5,500entries from more than 25 countries in one ofthe world's two largest and most prestigiouscompetitions for annual reports.Smart Media said it has clients in Bahrain,Hong Kong, Oman, Qatar, Sri Lanka and theUAE.

Dilshan wasnominated by his employers John Lewis wherehe is a Finance and Audit administrator.He was nominated for his role as a CoachingChampion and Mentor for John Lewis's Partnersin Sport program (in association with SportsCoach UK). Through this program over 500

individuals have gone ontoachievecoachingqualifications in a sport oftheir choice funded byJohn Lewis.Most of theseindividuals are presentlyengaged in volunteercoaching children in theircommunities.Dilshan himself is a level 1rugby coach and a level 2,referee coaching agegroup rugby in the UK.-Further in associationwith national sports store'Up and Running' Dilshanis working on an initiativeto source old surplusrunning clothing to beshipped and distributed tojunior athletes in ruralschools in Sri Lanka. (island.lk) The ’91 Rajans of Dharmaraja CollegeOBU will stage Kandy’s immensely popular‘Rally with Rajans’ motor rally for the thirdconsecutive year on July 14 to coincide with theschool’s 125th anniversary celebrations.This year’s rally will begin at the top floor of theKandy Municipal Council’s (KMC) four storiedcar park near the Kandy City Center ShoppingComplex and will end at the Dharmaraja CollegeSwimming Pool Complex.The first vehicle will leave the KMC car park at12 noon, whilst the remaining vehicles will be ontrack after a gap of two minutes each.The 2012 rally track will exceed 90 kilometres inlength, with a grueling mix of both on road andoff road driving. Furthermore, competitors willnot be given a rally route but will need tonavigate their way by referring to a ‘specialinstructions’ leaflet in which the majority ofinformation provided will be in time and/ordistance units.All rally drivers and navigators will be subject to

a thorough medical check-up prior to the event,and will be briefed on the rules and conditions,time and distance calculations and appropriatesafety practices to follow.The awards presentation and closing ceremonywill take place later in the evening at Queen’sHotel, Kandy, followed by dinner.The ‘Rally with Rajans’ motor rally is the onlyannual motoring event in the Kandy region.
