The Bill & Melinda Gates Foundation Monday presented US$ 1 million award to the e-Library Nenasala Program (eLNP), in recognition of its work to provide free access to computers and the Internet to underserved Sri Lankans living in remote and rural areas. The government of Sri Lanka launched the program as a way to boost digital literacy and encourage economic development throughout the country based on its National Development policy "Mahinda Chinthana". The eLNP's centers, known as Nenasalas (wisdom outlets), have helped Sri Lanka increase its computer usage and IT literacy rate from below 10 percent in 2004 to almost 40 percent today, the Foundation said presenting the award. The Nenasala centers are equipped with modern computers and internet facilities and they are open to public for free use. Centers are located in rural areas to give residents increased access to high-quality equipment, training, and locally tailored information to help them improve their lives. The majority of the Nenasalas are located within religious institutions and the strategy has helped the government to earn the confidence and trust of Sri Lanka's rural residents, who have had little access to technology to date. (asianmirror.lk) Daya Somasundaram, Professorof Psychiatry at Jaffna University said thatsuiciderate in Jaffna has gone up in the aftermath of thethree decade long civil war in Sri Lanka.Statistics collected by Daya Somasundaram showthat in 2005, at the beginning of Eelam War IV(August 2005 to May 2009), the suicide rate inJaffna district was about 23 per 100,000population.In 2006, when the war began to intensify, it camedown to less than 20. As the war progressed in2007 and 2008, the rate declined further. And in2009, when the war was at its peak and Tamilsociety was under severe threat, the suicide ratewent down to almost 15 per 100,000.After the war, the suicide rate rose sharply, tocross 25 in 2011. It fell slightly below 25 in 2012,but only to rise in 2013 to the 2011 level. Duringthe 2002-2004 peace process also, the suiciderate had increased as compared to the earlierperiod when military operations were on.Explaining the phenomenon, Somasundaram toldIndian media that “during the war, frustrationswere better managed because there was a strongsocial support system cushioning the impact ofvarious kinds of traumas and stresses.Under the Lankan military siege, civilians clungtogether. But after the war, social cohesion andsocial support systems began to wear thin asfamilies got splintered. Economic deprivation,which continues to this day thanks tounimaginative government rehabilitation policies,created family splits and interpersonal issues.

After the war, an individual’s“social capital” dwindled, andwas no longer a fall back optionduring stressful situations”.Somasundaram recommendsthat the government shouldhelp increase the “socialcapital” of war-affected peopleby restoring pre-existing socialand familial networks, andmaking these groups the vehicle of rehabilitationschemes.“Since the traumas experienced during the warhad been collective, rehabilitation should also becollective”, he said. Against this background, evenmourning has to be collective, he insists.But government considers collective mourning bythe Tamils of their war-dead as a grave “securitythreat”. ‘Jaffna Suicide Rate Increased After End Of War’(colombogazette.com) Sri Lankan officials onMonday sought more time to exhume asuspected mass grave in a former war zone afterfailing to secure the services of forensic experts,the AFP news agency reported.The site in the eastern coastal town ofKalavanchikudy has been under investigationsince a resident petitioned the local court,claiming the remains of around 100 Muslimskilled 24 years ago at the height of Sri Lanka’sethnic war were buried there.The claims of a mass grave in the east of theisland follow the discovery of several similar siteselsewhere in the island’s war zone as well as inthe central part of the country.Digging was scheduled to begin on Monday but a

local magistrate allowed authorities to postpone itfor a second time, a local police official said.“There were difficulties in getting forensic expertsfrom Colombo,” said the official inKalavanchikudy, 330 kilometres (206 miles) eastof Colombo by road.“The excavation was rescheduled for November24.”He said it was the second time the excavation,initially scheduled to start on July 1, had beendelayed for that reason.Rights groups have accused Sri Lankanauthorities of failing to investigate what the UNcalls credible allegations of war crimes by bothsides.Some of the Tamil guerrilla leaders linked to

atrocities have defected to the governmentsince the conflict ended, and there havebeen allegations that the authorities weretrying to protect them.Sri Lanka’s 37-year ethnic war, which endedin 2009, mainly pitted the majority ethnicSinhalese, who are Buddhists, against theminority Tamils, who are mainly Hindus andlive in the north.Muslims, who account for around 10 percentof the population, largely avoided takingsides in the fighting.But there have been allegations that theTamil Tiger rebels carried out severalmassacres of Muslims in the east as part oftheir push to create a separate Tamilhomeland.

The pair then held the gunman until police arrivedten minutes later.Nearly 300 Victorians were honoured in this year'snational bravery awards, announced by theGovernor General.They will be presented with their awards at aceremony next year.

then 3,000 kidney patients. Most patients werereluctant to seek medical attention as access tohospitals from where they lived was difficult. Dr.Jayasumana said that his research team had foundthat most onion cultivators had become victims ofCKD in the Matale district. The main reason hefound was that most onion farmers had got used to

using excess amounts of glyphosate for landpreparation. Then they had used various kindsof agrochemicals to reap better harvest fromonion cultivation. In Welugamuwa DS Divisionaround 658 CKD patients were detected andKonghawela around 200 CKD patients weredetected.Dr. Jayasumana added that once the CKD wasonly confined to the North-Central province butnow it had rapidly spread to the other provincesat an alarming rate. More families had lost theirbreadwinners who were affected by the CKD.The prevailing dry weather conditions hadaggravated the problem. Relief measures andhospitalization for the affected were being doneby the Special Projects Minister S.M.Chandrasena.The time had come to take strong action to banharmful agrochemicals from cultivations as thetreat of CKD spreading to all districts was realunless tangible measures were taken withoutdelay, he said.When asked about the water in the Mataledistrict, Dr. Jayasumana said that water theretoo had changed. The water was hard and wasmixed with harmful substances of variousagrochemicals used by onion farmers. TheResearch Team and the Special ProjectsMinistry had commenced an awarenessprogramme for the inhabitants in the area andadvised them to seek timely medical attention atthe nearest hospital. The Special ProjectsMinistry was monitoring the situation with healthofficials assigned.

Therewere possibilities of changes resulting fromintermarriages between the Veddahs and othercommunities. She observed that there werepossibilities of them being more vulnerable to noncommunicable diseases as a result.Prof. Chandrasekera, who is the Vice Chancellor,South Asian Institute of Technology and Medicine,

Malabe (SAITMM) said that a survey carried outon the Vedda population during a period of 15years spanning from 1993 to 1996 and 2008 to2009 had shown an improvement in theirnutritional status.Delivering the Susan George Pulimood orationrecently at Visakha Vidyalaya recently Prof.Chandrasekera said that the improvement of theirnutritional status during the period between 1993-1996 and 2008-2009 had been evident in the BodyMass Index (BMI) values of the adult the Veddahpopulation––85 percent of men and 70 womenamong them had a BMI values of over 18.5.BMI value of 18.5 is considered as the cut off pointof chronic dietary energy deficiency for adults. Shesaid that the survey had included an assessmentof medical, dental and oral health status of the SriLankan vedda population.

(dailymirror.lk) Radar guns to check speedingvehicles will come into operation after the signboards indicating the speed limits are put up, thePolice Headquarters said today.Clarifying the recent reports on speed limits,Police Spokesman Ajith Rohana said the trafficpolice would not be allowed to prosecute speedingmotorists without proper confirmation of a vehicle’sspeed.“According to some media reports police officerswill continue to prosecute drivers, who break

speed limits without using the speed guns. Thereport is misleading because motorists can’t beprosecuted without confirming the speed with theuse of a speed gun,” SSP Rohana said.A few days ago the Police announced that speedguns would not be used as evidence to chargereckless driving.In a 2008 judgement, the Supreme Court directedthe law on speeding should only be implementedafter sign boards indicating the speed limits areput up in a manner that is visible to road users.

By Waruni Karunarathne(thesundayleader.lk) Over 1.7 million people havebeen affected by the drought in several parts of thecountry, the Disaster Management Centre stated onFriday.According to the figures released by the DMC,1,750,575 individuals had been affected by droughtas of last Friday (15) in 14 identified districts.According to the data, 128,193 individuals in theUva Province, 200,762 in the North CentralProvince, 374,215 in the Eastern Province, 561,216in the North Western Province, 106,420 in theSouthern Province and 379,769 in the NorthernProvince were severely affected by drought.Meanwhile the Disaster management Centre saidthat it had dispatched water bowsers to 11 droughthit districts on Friday.

Deputy Media Director of the Disaster ManagementCentre, Sarath Lal Kumara, told The SundayLeader that, 11 water bowsers had been sent to theDistricts of Ampara, Anuradhapura, Batticaloa,Jaffna, Mullaithivu, Kilinochchi, Mannar,Monaragala, Polonnaruwa, Trincomalee andVavuniya.“We handed over the water bowsers to theDivisional Secretariats. We have spent Rs 50million on this exercise,” he added.According to him, the Disaster Management Centrewill provide another 17 water bowsers in the nearfuture covering all the drought affected districts.“We have identified 14 drought hit districts. Twentyeight water bowsers will be distributed among allthe districts and each district will receive two waterbowsers,” he added.

Karunanidhi and the Tamil Nadu Chief MinisterJayalalithaa seeking a direction to the Centre toretrieve Kachatheevu Island from Sri Lanka.A Bench of Justices H.L. Dattu and S.S. Bobde,posted for final hearing the two petitions, afterhearing senior counsel R. Venkataramani for Mr.

Karunanidhi and State Additional AdvocateGeneral Subramonium Prasad for Ms.Jayalalithaa.The Centre had already rejected the demandsaying that Kachatheevu Island could not beretrieved from Sri Lanka as demanded by thepetitioners. It had said the question of retrieval didnot arise as no territory belonging to India wasceded nor sovereignty relinquished to Sri Lanka.The Centre said “Kachatheevu Island was amatter of dispute between British India and

Ceylon (now Sri Lanka) and there was noagreed boundary. The dispute relating to thestatus of this island was settled in 1974 by anagreement and both the countries examinedthe entire question from all angles and tookinto account historical evidence and legalaspects. This position was reiterated in the1976 agreement. No territory belonging toIndia was ceded nor sovereignty relinquishedsince the area in question was in dispute andhad never been demarcated.” Therefore thecontention of the petitioners that Kachatheevuwas ceded to Sri Lanka was not correct andcontrary to official records.Ms. Jayalalithaa in her petition highlighted thesufferings of fishermen from Tamil Nadu whoinadvertently strayed into the island. She saidthat because of the hostile attitude of the SriLankan navy, fishermen feared to go fishingas they were either killed or taken into custodyif they entered Katchatheevu. Ms. Jayalalithaasaid Katchatheevu was historically part of theRamnad Raja’s zamindari and later it becamepart of the Madras Presidency. The island hadalways been of strategic importance andspecial significance for fishing operations inthe area. In or around 1921, Sri Lanka startedclaiming territorial rights over the islandwithout any justification and notwithstandingsuch claims it continued to be part of India.

The conspiracy was reportedly

planned overseas including in Sri Lanka,Malaysia and the Maldives.India has alleged that a diplomat at the PakistaniHigh Commission in Colombo is managingPakistani intelligence (ISI) activities in India fromSri Lanka and he had been involved in and wasplanning attacks in Chennai and other cities.Pakistan has reportedly called the diplomatback.Responding to the allegations Pakistan recentlysaid the allegations is an attempt to "create awedge" between Pakistan and Sri Lanka.The Sri Lankan government, despite objectionsfrom the UNHCR, recently started deportingPakistani asylum seekers back to Pakistansaying that the influx of asylum seekers, mostlyPakistanis has resulted in serious law and order,security, as well as health related issues for theauthorities.

(colombopage.com) Aug 17, Colombo: There areover 10,000 quack doctors in Sri Lanka practicingwestern medicine without qualifications, the tradeunion of government doctors Government MedicalOfficers Association (GMOA) has found.An investigation conducted by a team of doctors ofGMOA led by Dr. Haritha Aluthgama has identified10,400 fake doctors who are currently operating inthe country without proper qualifications orlicenses swindling the unwary public.The investigation has found that 26.4 percent ofprivate dispensary doctors are quacks. In theGampaha town alone 35 percent of the doctorsare unqualified to treat public, the national newsagency Lankapuvath reported.The findings come in the wake of the recent deathof a female doctor during a cosmetic surgeryprocedure provided by an unqualified doctor whohas operated a plastic surgery clinic in Colombo.

The Sri Lanka medical Council (SLMC), theAryurvedic Medical Council and the HomeopathicMedical Council are the only three medicalcouncils in Sri Lanka that provide certificates ofapproval to those who have qualified in medicine.Many of the fake doctors take the registrationnumber of registered doctors who are currentlyresiding abroad, the investigation has found.The quack doctors prescribe drugs to patientscausing severe damage and sometimes deathbecause they do not have the required knowledge,experience and qualifications, the GMOA says.The health authorities say these illegal practicesby the quacks endanger the lives of the public,especially of those who are suffering fromspreading diseases such as dengue. Thesepatients need special medications and prompttreatment, they point out, warning the public toseek treatment from qualified doctors.

Butthere can’t be two Muralitharans as much as therewill never be another Bradman.But Herath has more or less fitted into the role ofthe great man’s shoes and is keeping Sri Lanka’sflag flying high with his left-arm orthodox spin thathas flummoxed some of the best batsmen in theworld. Since Muralitharan retired in 2010 Sri Lankahas won only nine of the 39 Tests played losing 13and drawing 17 and Herath has played the leadrole in five of the victories.Sri Lanka had to go through 15 winless Testsbefore they were able to record their first win in thepost-Murali era. That win was fashioned out by

Point-blank: The unsung hero

(sundaytimes.lk) Two Sri Lankan nationalsdrowned at sea in the Italian town of Capaci, inthe province of Palermo, at the lido Poseidon,Italian media reports said.The men who were brothers, drowned while athird person was rescued and taken to a hospitalin the Province of Palermo in Sicily, Italy.The 44-year-old man and his brother, 38, diedwhile another relative was saved.The three individuals were bathing about ahundred feet from the shore when they foundthemselves in difficulty due to the sea turningrough for the mistral wind.

The largest of the three began to go under, thebrother tried desperately to save him but hedisappeared in the waves while the third familymember was rescued by a Coast Guard patrolboat Mondello.The body of the man of 44 years was recoveredimmediately while his brother was identified froma helicopter in the afternoon by the police atabout twenty meters from the coast.The patrol of the Port of Mondello is currentlyengaging in the process of trying to retrieve it.But the operations are hampered by weatherconditions.

Peiris stated that theChairman of the PresidentialCommission of Inquiry intoDisappearances and MissingPersons had informed thePresident that in view of the largenumbers of representations thathad been made to the Commission, and thecomplex legal issues that have arisen as aresult, that it was necessary to seek legal advicefrom persons especially knowledgeable in thisfield,” said Wickremesinghe.“Will those who have made representations tothe Commission be informed of the complex

legal issues and be given an opportunity tomake representations regarding these issues,and will the Attorney-General as the principalLegal Officer of the Government also beinformed of these complex legal issues, and begiven an opportunity to express his viewsregarding the issues that have allegedly

arisen?” he queried.In response, Prof. Peiris statedthat almost 16,000 people camein front of the Commission, and itis required to obtain internationalexpertise on the respective areashighlighted in the statementsgiven. “The Government has aresponsibility to obtain suchexpertise rather than cross

examining the Commission. In solving the Tamilissue, the Commission holds the right to recallevidence. We only consider the final report. TheCommission itself has the right to choose theparameters used for the investigations. If theyrequest the Attorney-General’s help, theGovernment could provide that,” said MinisterPeiris.

Purely a domestic mechanismPillay’s parting statement betrayed UNHRC bias(dailynews.lk) Two new members - AvdashKaushal and Ahmer Bilal Soofie - have beenappointed to the Advisory Committee to theCommission on Disappearances raising itsmembership to five.Disclosing this to Foreign Correspondentsbased in Sri Lanka at Temple Trees yesterday,President Mahinda Rajapaksa said theappointments were made on the request of theChairman of the Commission MaxwellParanagama who said it would be useful tohave the advice of international experts for theproper functioning of the Commission.President Rajapaksa said the Commission hasalready received nearly 20,000 complaints andis looking into them.The President clarified it is a domestic inquiryand the mandate of the Advisory Committee isto provide advise as and when requested by theCommission.He said Sri Lanka did not recognise the OHCHRinvestigations panel and the government wouldnot cooperate with the panel as the ‘probe isunacceptable’.President Rajapaksa extended the term of theCommission investigating disappearances in theNorth and East until February 15, 2015.Last month, the President named a three-member international advisory panel comprisingSir Desmond de Silva, Sir Geoffrey Nice andProfessor David Crane to advise theDisappearances Commission. The members ofthe panel Desmond de Silva and Nice are from

Britain while David Crane is a US national.“The Advisory Committee has been broadenedas it is useful to get legal advice from the region.This is another step to strengthen the domesticinquiry machinery,” President Rajapaksa said.Asked about certain criticism leveled againstsome Committee members, the Presidentpointed out that there were many seriousallegations against some members of theinvestigations panel appointed by UNHRC.He said the fact that the UNHRC panel is biasedis evident from the recent statements made bythe outgoing High Commissioner on HumanRights.The decision not to disclose the names ofpersons who give evidence before the Panel istotally unfair as Sri Lanka will not get anopportunity to cross examine them, ExternalAffairs Minister Prof. G L Peiris said.“They are judges in their own cause. We do notrecognise the jurisdiction or authority of thisinvestigation in the first place,” he said. “SriLanka could not accept such a prejudicedinvestigation. The UNHRC has not been knownfor its consistency and they changed decisionsdue to political reasons. Many membercountries are disillusioned over this,” theminister said. When a journalist pointed out thatthe OHCHR Panel would hold investigationsoutside Sri Lanka and produce a report, thePresident said that the intention of those whowanted such an investigations is to get a one-sided report.“However, we continue to engage with the UNsystem. We have not walked out like some

By Shamindra Ferdinando(island.lk) The Tamil National Alliance (TNA) hasurged the Geneva-based United Nations HumanRights Council (UNHRC) to expand its ongoinginquiry to investigate atrocities committed bysuccessive governments against Tamil speakingpeople since 1974.The UN recently launched the inquiry under thesupervision of British national Sandra Beidas,formerly with the London headquartered AmnestyInternational.In a letter dated August 17 addressed to outgoingUNHRC Chief Navanethem Pillay 33 members ofthe TNA-run Northern Provincial Council (NPC) aswell as the UPFA controlled Eastern ProvincialCouncil (EPC) have asked the UN agency toascertain whether Sri Lanka committed genocide.They have requested the UNHRC to set upinvestigation in Tamil Nadu due to Sri Lanka’srefusal to cooperate with the UN investigation.The five-party TNA alliance consists of the ITAK(Illankai Thamil Arasu Kadchchi), TULF, TELO,PLOTE and EPRLF. Three of them are formerIndian trained terrorist groups.Provincial Councillors referred to the burning ofthe Jaffna library during JRJ regime in 1981 asone of the atrocities committed against the Tamilcommunity. They also demanded investigation intosetting up of Sinhala settlements in the northernregion also during the UNP regime.Among the signatories are former members of

parliament Dharmalingham Sithadthan,Gnanamuththu Krishnapillai and M. KanagalingamShivajilingam.Northern Provincial Councillor Ananthi Sasitharan,wife of one-time hardcore LTTE cadre in charge ofTrincomalee district Velayutham Sasitharan aliasElilan too, signed the petition.However, Northern Province Chief Minister andretired justice C.V. Wigneswaran wasn’t amongthe signatories.A senior government official told The Island thatDharmalingham Sithadthan of the PLOTE hadbeen one of those who could shed light on India’sCongress Party subverting Sri Lanka leading toviolence. The official pointed out that Sithadthanhad publicly accused the India’s premierintelligence agency, the Research and AnalysisWing (RAW) of assassinating two TULF MPs,including his father V. Dhamalingham in 1985. Theother victim was M. Alalasundaram.Dharmalingham alleged that the TELO carried outthe assassinations at the behest of the RAW.Sithadthan could also explain his group’s role inthe attempt to assassinate the then MaldivianPresident Gayoom in November 1988. Theattempt was made by Indian trained PLOTEterrorists who launched a sea-borne assault onlyto be thwarted by Indian troops. Responding to aquery, the official said that a comprehensiveinvestigation would expose those responsible fordestabilizing Sri Lanka for strategic reasons.

(dailymirror.lk) The National Freedom Front (NFF)said today Sri Lanka’s Constitution should bereplaced with a new Constitution instead ofamending it following the compromise it hadreached with the Sri Lanka FreedomParty (SLFP) on NFF’s 12-point actionplan.NFF spokesman Mohamed Muzammiltold a news conference that there shouldbe a new Constitution as well as a neweconomy to develop the country.“Our present constitution is 36 years old.It had been criticized by government andopposition political parties. The entire societyanticipates a new Constitution. Some suggestthat the Constitution should be amended but ouropinion is that the entire constitution should bechanged by replacing it with a new one,” he said.Mr. Muzammil said the party would go door todoor informing people on their 12-proposals and

the proposed Constitution.Commenting on the party’s proposed neweconomic system, he said the economy should bechanged giving prominence to agriculture and

industries.Mr. Muzammil said President MahindaRajapaksa and the SLFP had given theirapproval to the 12 proposals submitted bythe NFF.“President Rajapaksa appointed acommittee to go through our proposals.They were the representatives of thePresident as they were appointed by him.

(ceylontoday.lk) Ravindra Udayashantha,Chairman of the Kolonnawa Urban Council(KUC) and chief suspect in the allegedassault of KUC Deputy Chairman SureshKodagoda, was ordered to be remanded till22 August after he surrendered to courtsyesterday.The Deputy Chairman of the KUC hadmade a complaint with the KolonnawaPolice on 2 August claiming that he wasassaulted by a group of thugs including the KUCChairman. He had been admitted to the IDH

Hospital and later transferred to the NationalHospital.

SSP Ajith Rohana, Police MediaSpokesman, said Police had taken promptaction and arrested five persons on 5August, suspected of being involved in theassault. However, KUC ChairmanRavindra Udayashantha had beenabsconding.Yesterday, Udayashantha had surrenderedbefore the Hulftsdorp Magistrate with hislawyer. Courts then ordered he be

remanded till 22 August.

He claimed that in someinstances people are being paid to provideevidence for the investigation led by the Office of

the High Commissioner for Human Rights(OHCHR).Speaking further the Minister said the biggestchallenge faced by Sri Lanka is the pressure beingexerted by some countries on the human rightsissue.He says the Government is being compelled touse a lot of resources to ward off the challenges it

is facing, mostly everysix months when theUN Human RightsCouncil convenes.The Minister claimedthat some countries,without naming thosecountries, had told himwhen he attended theUN Human RightsCouncil session inGeneva, that Sri Lanka

(ft.lk) UNP Leadership Council Chairman KaruJayasuriya has stated that he is completely inagreement to give Sajith Premadasa “duerecognition” in the party in order toget his full support in the UvaProvincial Council Election.He was responding to mediareports claiming that Pre-madasahad demanded the deputyleadership of the party in order tosupport it in the Uva polls.Jayasuriya has also mentioned that theLeadership Council has never got such a requestfrom Sajith Premadasa. That commissionhad cost Rs 11,626,751.39, the minister said.

The JVP Leader demanded to know whether thereports of said commissions would be presentedto Parliament, but the Minister Gunawardena saidthat those commissions had been appointed underthe powers vested in the President by thePresidential Commission Act which did not make itcompulsory for those reports to be publicised.The Minister said there were so many otherdocuments that could not be publicised but itwould be better if the government and Oppositionsought a common approach to amend the existinglaws so that everybody could have access tothose documents.Speaker Chamal Rajapaksa said there was norequirement for those commission reports to bepresented to Parliament, but action should betaken to make new laws to make it compulsory.

By Maneshka Borham(nation.lk) The Indian government is to requestpermission from their Sri Lankan counterparts onbehalf of their fishermen in order allow them to fishin Sri Lankan waters for a short time period.Speaking to The Nation, Visiting Chairman ofIndia's Bharatiya Janata Party's (BJP) Committeeon Strategic Action and Former Union Minister Dr.Subramanian Swamy said the government willmake such a request, as bottom trawling of Indianfishermen has destroyed the sea belonging toIndia. “Therefore we will meet our counterparts inorder to discuss and make this request” he said.According to Dr. Subramanian Swamy thegovernment hopes to repopulate their waters withfish thereby resolving the ongoing fishermenissue. He also clarified that the Indian governmentwill respond to the request made by the SriLanka’s Ministry of Fisheries and Aquaticresources to have a top level discussion regardingthe fisheries issues in due time. “The response will

come,” he said adding that the delay is notbecause of the Central government of India isunder pressure from the state government of TamilNadu regarding the matter.“We are under no pressure from the Tamil Nadugovernment” he said. Dr.Swamy also said thatwhile Chief Minister of Tamil Nadu JayalalithaJeyaram has expressed doubts as to the legalityof handing over of Kachchatheevu to Sri Lankashe is welcome to have her opinion regarding thematter.However according to him the hand over wasdone legally and in a proper manner. “At the timeTamil Nadu Chief Minister and DMK leaderKarunanidhi was consulted by the then PrimeMinister of India, Indira Ghandhi before such ahand over and he agreed to this” he said furtheradding that while an agreement was signed, it isthe final say in this regard. “It is the affidavit of thegovernment of India and it is the final position”.

So it isnot viable for them to come here.” Abeywardenesaid.He said there are about 16,000 job vacancies inthe BOI zones and the zones which registeredunder BOI.Abeywardene said the BOI plans to supply basicinfrastructure of water and electricity with landand factory if the investor is ready to go rural.“We will invest for the factory also in the land weprovide. The investor can start paying the land

and factory cost later within an agreed timeframe work,” Abeywardene said.“With this we are planning to expand thefactories in to the remote areas. Sri Lanka’sbasic infrastructure facilitation has been 70percent completed. Many goalscoring opportunities were missed with aimlesskicks.How ever St Peter's striker Isuru Sampath scoredthe first goal in the 54th minutes to give the leadfor his team.Twelve minutes later Aqeel Ahammed , with abeautiful kick taken from out side the goal areawhich hoped into the goal through the hands ofopponent goal keeper equalized for Zahira. Fanswent roaring and the game got even competitive. Agood pass from a mid fielder helped Aqeel to takea kick similar to the earlier one , but this time firedinto the net through the St Peters defense. It wasthe final minutes of the game and Peters werestunned.Two yellow cards were conceded by ZahirianAzeem Azmy and Zulfikar Ahammed. St Peter'splayed well and organized until the last fewminutes.

They passed well , quick enough topenetrate oponents goal area. Theproblem was their strikers lackedtarget. Isuru Sampath , the goalscorer for St Peters seemedmissing a couple of good chancesas well.Their skipper , Thisitha Lakmal dida good job defending his net,probably saved a couple of shotsfrom Zahirian, he was the ease forPeters goal keeper.On the other hand Zahira did notplay to a plan until they scored agoal. They got better with theequaliser. Both teams were unableto convert any of the corner kicks orthe free kicks taken near the goalarea. In overall it was an excitingfinal especially from the Peterites ,who have improved in footballduring recent times. and the SSC will have meant as much to theplayer as much as to his fans, and the emotion hasat times been writ plain across his face.Sangakkara appreciates the support he gets too,but he's always been that littlemore aloof. Cricket is his job,and he is a consummateprofessional. Maybe he wouldnot mind bowing out without allthe fanfare. He has spokenabout "leaving the game whileyou're on top" since he was stillyears away from retirement, sowhat better time to leave thanafter a series in which he hasbeen the top scorer, with histeam probably going to end upwinning 2-0.Thankfully for Sri Lanka's fans,Sangakkara eased their worriesafter play when he said he hadno immediate plans to leaveTests. "We won't be playing Testcricket in Sri Lanka for a longtime from now until probablyJune," he said. "Waving the batwas just…. I didn't have anythingin mind. There are two one-day series in Sri Lankaand the World Cup in Australia and New Zealand.After the World Cup I will take a decision about myfuture, after speaking to the national selectors."Though fears have been allayed for now, the day-long rumour Sangakkara caused with a minor,

spontaneous action revealed something of the SriLanka fan's mentality. On Saturday, the SSC matchhad not been particularly well attended whenJayawardene came to the crease for the final time.

When the audience had arrived inforce on Sunday morning, all theygot was nine more runs from SriLanka's most celebrated pair.The crowd stayed the whole day, andeven swelled in the afternoon, asthey cheered the two Jayawardeneslip catches more enthusiasticallythan the other five wickets. Still,many cursed themselves for missingthe bulk of that final innings. SriLankans have developed a globalreputation for being perpetually late,and many in Colombo had woken upto Jayawardene's departure a daylate. As some in the stands spent theday in wistful regret, a wave of thebat from Sangakkara was enough toincite panic.The sense of panic had beenintensified maybe by what hashappened north of the Palk Strait,and currently in England, since

India's beloved old guard stepped down. Asidefrom Angelo Mathews, the young men lining up toreplace the old stars have not been convincing yet.Even beyond that, could any young players evermean to Sri Lanka what "Sanga" and "Mahela"have been? It is one thing to be good at cricket -

even great at it - but few people, in any walk of life,have captured the imagination of a country ascompletely as Jayawardene and Sangakkara. Theyare not so much celebrities as old, familiar friends.Every time they exchange their soul-brotherhandshake mid-pitch an entire nation feels a littlebetter.Maybe the loss fans feel when they have bothstepped aside will not be complete until Sri Lankaeventually take the field without either of them. SriLankan goodbyes are so often long and drawn out.Perhaps the saddest moments will be when thedoor is finally closed, and fans confront thehaunting quiet of cricket without them. It may bethe same for the team itself, Sangakkara said."It's hard to say what it's like, what it will be like thenext time you play a Test match without Mahela,"he said. "I think it will really sink in in our next Testsin New Zealand. Right now I think the guys are justcoming to terms with the fact that Mahela is goingto retire, but I think that all the emotions will allcome out when we next take the field without himin the ranks. That's when you can really explainwhat you feel and you can really take stock of whatthe team is like and the dressing-room atmosphereis like without Mahela in it."On day four, even with the joy of nearing a 2-0victory over Pakistan, the Sri Lanka public wereforced to begin contemplating a new reality. Theywill support their team through everything, as theyalways have, but a future without both thecountry's top-order darlings will take some gettingused to, whenever that arrives.
