1. 9J?ening of the Regional Committee Meeting Address by retiring Chairman
/J.t is customary for the retiring Chairman to deliver a short address
at the opening session of a new Committee Meeting. Usually the retiring
Chairilla.n reviews the work carried out by the previous Committee and draws
~ttention to major points of progress resulting from the previous Committee's
deliberations.
The Chairman of the 1953 Regional Committee Meeting -was Dr. Takemune
Soda, Chief, Hedical Affairs Bureau, Ministry of Health and Welfare, Tokyo,
Japan;J
2. Election of New Officers (Chairman, Vice-Chairman and Rapporteurs)
/_The officers of the Regional Committee Neetings are the Chairman, the
Vice-Chairman, the Rapporteur for the English language arrl the Rapporteur for
the Frenal. language. The officers of previous Regional Committee meetings were:

3. Address by the incoming Olainnan
/Jt is customary for the incoming Chairman to give a brief address
to the Committee. It is, however, not essential that the address be given
as the third item on the agenda. It may, should the Chainnan wish, be post
poned to a time later in the session~
4. Adoption of the Agenda
@hould representatives wish to propose new items for the ag3nda,
these should be submitted within twenty-four (24) hours after the opening of
the session and Will constitute a supplementary agenda ~ be presented for
adoption at the next plenary meeting of the same sessiofJ..J
5. Technical Discussions
5.1 Designation of Moderator.
/fhe function of the moderator :is to guide discussions along
the lines of the agenda, to §SSist the members to adhere to the schedule for
discussions, to ensure that ~1.1 members so desirous are heard, and to endeavour
to effect a full and balanced disquisition of the theme chosen.

Dr. 0. R. McCoy, Representative in Japan of the Medicine and Public Health Division of the Rockefeller Foundation. The subject of the 1953 Technical Discussions was ''Health Planning".J
5.2 Acceptance of the Schedule for Technical Discussions (WP/RC5/RD2)
/jhe theme of the Technical Discussions for the Fifth Session of
the Western Pacific Regional Committee is:

6. Brief Statements by Representatives on the ilnplementa tion by Governments of the Various Resolutions passed during the Fourth Session of the Refional Committee.
See attached document WP/RC4/22 Rev. 2)
,L'Ifepresentatives will be asked to give a verbal report in open
session. These statements are for the infonna tion and gtii.dance of all Member
States of the Region. The statements form a progress report on the carrying
out of Regional Committee dec:is ions;J
?. Acknowledgment by Chairman of Brief Reports received from Governments on progress of their Health Activities.
LGQvernments have been asked to submit written reports in advance
of the session. It is important that these reports be received in good
time asrthey are to be circulated during the Committee meeting. Wr:it ten
reports are requested as it will obviously be time-consuming for representatives
to make adequate reports verbally during open session. The Chairman will make
an announcement to acknowledge receipt of such reports .:J
8. Report of the Regional Director
/Jhis report, document .WP/RCS/2, will be distributed to Goverrunents
before the Session. The document states in detail the work of the World Health
Organization, Regional Office for the Western Pacific, during the period 1 July
1953 to 30 June 1954. It is thus a complete hist.ory of regional activities
during that period.
It is important that representatives study this document before the
meeting as Committee members will be asked to give full consideration to the
Regional Director's annual report in open session~
9. Review of the Approved Regional Programme and Budget for 1955 in the light of present budgetary adjustments and consideration of amendments proposed by Member Countries.
~en the Programme and Budget was first presented to the Fourth
Session of the Regional Committee in 1953, it was based on a tentative alloca
tion of ¢637,755 from the regular fund and ¢816,853 from the Technical Assist
ance Fund.
Since the Director-General's proposed budget for 1955 was reduced by
$'8ll.,J.OO at the Seventh World Health Assembly, and s inca the contribution to
the Technical .Assistance programme of the United Nations did not reach the
amount anticipated, new allocations were given to the Western Pacific Regional
Office to the amount of $547,000 and $550,000 from regu.lar and TA funds,

respectively. The latter amount includes $110,000 as Priority II allocation.
The Programm·e and Budget for 1955 as presented in document 1tiP/RC5/4 has been
adjusted in accordance with WP/RC4/Rl2 within the amounts allocated.
10. Proposed Programme and Budget Estimates for the Financial Year 1 January to 31 December 1956.
~ince the Director~eneral does not contemplate proposing to the
Eighth World Health Assembly an increase in the 1956 budget, the tentative
allocations received from him for 1956 are practically the s arne as those for
1955. It is probable that many projects will continue from 1955 into 1956.
In addition, certain costs not preyiously incurred by the Organization now
represent an additional obligation. Therefore funds available to meet new
requests from Member Governments are considerably reduced. Consequently, the
Regional Director is obliged to put all Government requests which cannot be
accomodated in the 1956 proposed programme in a supplementary list for the
consideration of the Cormnittee.
11. Proposal submitted by Member Countries
11.1 Fiji
11.1.1 Endemicity of insect-borne virus diseases in the Western Pacific
in relation to their importance arrl control.
[Representatives are asked to study the recommendation, put forward
by Fiji, that experts in the Region be asked to prepare papers on the public
health aspects of·the problem for the consideration of the Expert Committee
on Virus Diseases, or that a Seminar for fifteen participants with three con
sultants should be held at a future date to prepare a report on this subject.J
12. Resolutions of Reguonal Interest Adopted by the 13th and 14th Sessions of the Executive Board and the 7th World Health Assembly.

13. Time, Place and Duration of next two Sessions
The Fourth Regional Committee, considering that the Organization has
a limited sum only available for Committee Meetings and that the extra
expenses over and above those normally incurred when Meetings are held at
Regional Headquarters must be borne by the host govenmment, reaffirmed the
principle of rotation approved by the Committee at its Third Session.
The Singapore Government has invited the Regional Committee to hold its
6th Session in Singapore in 1955.
In accordance with the principle of rotation mentioned above, it is
expected that the 7th Session will be held in Manila in 1956.
Representatives are asked to consider the desirable duration for future
Regional Committee meetings with a view to effecting economy in both time and
money.
14. Consideration of the Report and Recommendations presunted by the Te~hnical Dis cuss ion Group .
[Following t4e practice of World Health Assemblies, the report and
recommendations of the Technical Discussion group will be presented in plenary
session for approval and adoption~
15. Adoption of the Summary of Decisions Made and Resolutions Jq~proved by the Fifth Session of the Regional fummittee.
{fhe various decisions made and resolutions passed by .the Regional
Committee will be prepared by the Secretariat as a separate document for final
approval in the last plenary session~
16. Other business.
