H appy New Year to all! As we get a warm start to 2013, I thought I would reflect on what has transpired in our City during 2012. Financially, it is an honor to report that the City of Madeira

Beach’s millage rate decreased for Fiscal Year 2013 and we returned $188,000.00 back into our General Fund. Our City Manager and your Commission accomplished this without cutting any City services and we have increased law enforcement presence to make our fair City a safer place to live and work. Our City continues to move forward with many projects. For example, the City Seawall Project, which started in 2012, is scheduled to be completed in March of this year and will result in 100% of the City owned seawalls being replaced. The Beach Walkovers Project began in January 2013 along with the new automated parking pay stations. Both of these beach projects should be completed by April. In addition, you can see the new Beach Access signs along Gulf Boulevard as well as on the beach! It is my goal to continue to beautify our parks, rights-of-way and to fund City-sponsored events to bring us together as a community. In the past year, the City has repaired and replaced some areas of storm water pipes, with more work scheduled for 2013. The repaving of some City roads will also begin in this calendar year. Over the next several months you also will see the Florida Department of Transportation (FDOT) working on new crosswalks along Gulf Boulevard. As your Mayor, I will continue to work with the FDOT to make Gulf Boulevard more pedestrian friendly. I have already obtained the department’s agreement to repave Gulf Boulevard, which is scheduled to begin in January 2014.

It has been a great year for me representing the City of Madeira Beach.

I have the privilege of being your delegate on the Barrier Island Governmental Council (“Big C”), the Pinellas County Mayors Council, and, more recently, the Emergency Medical Services Advisory Board. I accepted the EMS board position in order to give our beach communities a louder voice regarding our EMS services. I am also happy to announce to you that in this past year I have been appointed by our County Commission to be one of two elected officials on the Pinellas County Tourist Development Council (Pinellas County “TDC”). In the past two years as your Mayor, I have made it a point to make sure Madeira Beach is heard and recognized. Finally, I would like to welcome to our City family, our new Code Enforcement Officer, Deputy Don Klase. The City recently chose to have the Pinellas County Sheriff’s Department handle the City’s code enforcement issues. A new program, initiated by our City Manager, is the volunteer program which staffs the City Hall help desk. I’d like to say thank you to all the residents of Madeira Beach who participate in the program and donate their time and skills. Your hard work is evident and the program has proven to be a total success.

Happy New Year! The last year has certainly been a whirlwind of activity within the walls of city hall! We welcomed our new Finance Director and Community Development Director, Mr. Vince Tenaglia and Ms. Lynn Rosetti respectively. Also, a new but familiar face can be found in the fire department. Last March, Chief Derryl O’Neal agreed to return to Madeira Beach and lead our Fire Department. With these new hires, City Hall became fully staffed and functional after an exodus of key personnel prior to 2012.

The Island of Bimini welcomed the proposal with open arms. A delegation was sent to the Island of Bimini to do the formal introduction to the island’s government and in turn, they sent a delegation to participate in the King of the Beach fishing tournament where the City Commission held its first outdoor commission meeting to formally adopt a resolution solidifying the Sister-City relationship with them. The City looks forward to sending another delegation in 2013. If anyone is interested in participating in the delegation, please contact the City Manager’s Office at 727-391-9951 ext 228. More information on this trip will be forthcoming in the next couple months and information will be posted to the City’s website. We’re looking to do a humanitarian type of visit this time around. Many of the residents there are in need of the simple things in life such as shoes, blankets, medicine, etc. Again, if you can help out or would like to participate in the visit, please contact my office. The Board of Commissioners (BOC) has diligently been proceeding with the issues that surround it’s deteriorating city hall and fire station. Originally, the BOC was considering a 2-phase approach with the replacement of the city hall and fire station being phase 1 and remodeling the ball fields and replacement of the Recreation Center in a second phase. The city hosted a town hall meeting and citizens were educated on the issues surrounding why the city is more or less forced into new construction versus remodeling the existing city hall and fire station. Due to FEMA regulations, the city would only be able to spend $400,000 on remodeling because it would exceed the 50% rule. Anything in excess of that dollar amount would be in violation. Due to the age and deteriorating condition of the building’s systems, remodeling would significantly exceed 400k. The attendees at the meeting seemingly understood that the city was “painted into a corner” and the solution was obvious. At the same meeting, citizens spoke in favor of phase 2 immediately. The BOC directed staff to proceed with both phases. Last week, the BOC became more concerned with the funding options for the project along with other infrastructure projects such as stormwater repairs and road rehabilitation. Although the combination of phase 1 and 2 may still be possible, the BOC is also considering other options for proceeding forward. An update on this situation will be provided in the 2nd quarter issue of this publication.

As you can see by the picture on the front cover, the City of Madeira Beach is proceeding with “branding” the City and giving it some visual identity. By the time of this publication, in addition to the banners over the FDOT bridge to Treasure Island, you’ll also see new signs identifying the City’s beach walkovers both from Gulf Boulevard as well as from the beach. This signage project is being conducted in tandem with the actual replacement of all the beach walkovers to make them safer and more appealing. On March 12th, there will be a municipal city election in Madeira Beach. At the time of publication, Mrs. Patricia Shontz is the lone candidate for the BOC in District 4. In District 3, challenger Elaine Poe is running against incumbent, Nancy Oakley. We wish everyone involved in the election the best of luck and I personally look forward to working with the new BOC starting in April when the new commission is sworn in on April 9th. On a personal note, this marks the anniversary of my first year as City Manager with the City of Madeira Beach. A huge thanks goes out to the BOC, my department head team and staff, and the citizens of Madeira Beach for making it as an enjoyable inaugural year as possible. In one year, we’ve been able to tackle our “fair share” of issues and the positive progress has just begun. I look forward to working with the BOC and my team to continue on this course in year two!

Crabby’s Fishing Corner ....Inshore: With cold fronts still moving through the area in February and March, and with lower water temps fish will be more active on the warmer sunny afternoons. Your best bets are to target redfish, trout and sheepshead. They will be located around grass flats with nearby

deeper channels where they can seek refuge when a cold front comes through. Other good areas are canals and docks (older the dock the better) located in areas with slower moving water, fast currents are less productive in the winter. Trout and redfish are very susceptible to a slow worked jig with a natural colored body tipped with a piece of shrimp. Also a live shrimp under a float drifted just off the bottom will produce some bigger fish. Redfish are bottom feeders and for them a small chunk of mullet or ladyfish soaked on the bottom is an easy meal and won’t be passed up. Use a small circle hook and when a fish picks it up just let them swim away and slowly reel for more hook ups. Sheepshead are more of a patient angler’s fish. Barnacles, oysters, small crabs and shrimp are all good baits. Use a large enough split shot to get to the bottom and make sure to keep your line tight. When you feel anything different reel as fast as you can, this will get the slack out and with the quality of hooks now you don’t need an elaborate hook set.

Offshore: We are blessed in our area to have such a variety of species and structures that produce plenty of action all year long. Due to the closed season on red grouper and gags there are fewer fish for the table. That does not mean there are not plenty of other opportunities. In more shallow water white grunts, porgies and hogfish are readily available in depths from 20 to 100 feet. Locate hard bottom areas that show signs of life on your bottom machine and anchor up. For the grunts and porgies use a tandem circle hook chicken rig laced with squid or even better octopus chunks. Drop to the bottom and when you feel tapping just start reeling them up, hook sets are not required. Tackle can be lightened up to add a little sport and there is nothing better for the kids than some non-stop grunt fishing action. Further offshore amberjack are still in season. For keeper size AJ’s a further run and a live well full of hand size or larger live baits is the key. You will need G.P.S. numbers for some artificial reefs, wrecks, or springs in 80 to 300 feet of water. Sixty to eighty pound gear is required with a good size circle hook. When someone is hooked up, leave only one line in the water because other AJ’s will follow the hooked fish, too many lines will end up tangled. Drifting will help you pull a larger fish away from the structure where you can play them out. They are extremely hard fighting and stubborn fish which is why they get the nick name Reef Donkey.

The season is here and the weather is great for boating. There are many exciting events coming to your Madeira Beach Municipal Marina in 2013. We will be hosting the Old Salts nautical flea market on March 16th. This is also the same weekend as the City wide garage sale. If you have any nautical gear for sale or if you are looking for equipment for your boat make sure to mark this date on your calendar.

On march 23rd the marina will host the 2nd Annual Great American Grunt Hunt.

This is the Family Fun Fishing Tournament of the year. The fishing will be followed by a weigh-in and community fish fry at the City Marina. Registration forms can be found at the marina, local retailers and online at www.SquidInkPro.com. The Shipstore and Fuel Dock at the City marina are open 7 days a week for your convenience from 7:00 am till sunset or later. The fuel dock features a new pump out that we would encourage all vessels to use to properly dispose of waste. The marina is also the location to drop off any used oil you might have. Just check–in with the dockmaster in the shipstore and we will be glad to assist you. We also can have virtually any part, marine product, or fishing tackle next day delivery and sometimes the same day delivery to the marina, no more driving around to find the correct part. Happenings in Madeira

HOlIday Isles madeIra On Sat., 11/10, 2012, Holiday Isles Lodge held their annual Veterans Boat Parade at the Elks Lodge docks and bay. About 10 boat participated and judging was held at the lodge after the parade. The U. S. Navy team from NOSC Tampa Navy Base brought over their 40” boat for the children to board and look over. The Mayor of Madeira, Travis Palladeno, presented our leader, June Boring, with a “key to the city” for our donations to the City for the 9/11 Memorial at the Friday dinner at the Elks Lodge on Nov. 29th, 2012.

Typically, this article is devoted to reminding us about fire and life safety issues; however, not this time. We will not discuss smoke detector batteries, home safety drills or how to prepare for a tropical storm. We have already covered these issues previously. Instead, this time our topic will be about wellness/fitness and how we can stay fit. Fitness can be a key component to not needing your Fire Department.

Annually, your Madeira Beach Fire Department responds to just under 2000 calls for help and assistance.

Approximately 80% of these requests are for some type of medical care. Statistically, this is the same as all other Fire Departments nationwide. According to “On-Target Living”, everyone needs to make fitness & nutrition an essential part of their lives. Good physical condition equals fewer reasons to call 911 for medical problems. Question: What is better than having an advanced life support fire department that responds and arrives to more than 95% of their calls within 4 minutes? Answer: not needing to call 911 to start with.

By the way, that impressive 4 minute response time is the average response time for your Fire Department.

Leading by example, your Fire Department has a wellness/fitness program already in place. Every day, your firefighters stretch their muscles and complete a series of exercises designed to strengthen them physically and improve their cardiovascular endurance. To be able to provide the highest level of service, we must be fit.

The public is invited to participate in our morning fitness program on a limited basis. Once a week (Monday) at approximately 0730 hours, you can join the Fire Department’s Fitness Program. You must pre-register by calling the administrative office at 391-3400, sign a medical release and be ready to get a little messy. Fitness programs last approximately 30 minutes and vary from cross fit exercises to climbing stairs. You are only required to perform to your level of comfort. It’s about being fit and having fun.

No matter what program you select, get started. There is no time like the present to improve your health. But remember, your Fire Department is always here to render aid when needed and you should never hesitate calling 911. It is better to call and not need us than to need us and not have us responding. Stay healthy!

Accomplishments

• I have had the privilege of being instrumental in passing the Abatement of Drugs and Prostitution Ordinance and the Chronic Nuisance Property Ordinance of Madeira Beach.

• I work with data, not drama. I have worked closely with our deputies to provide them with useful information. I work day and night on crime stats in order to keep our Neighborhood Watch and City advised of what is occurring throughout our community.

• This year I was awarded the Leadership Award for our community by the Pinellas County Sheriff’s Office.

• I have recently been appointed to our city’s Planning Board.

• I was pleased to be asked and happy to respond to a request from our City Manager to work on a volunteer program for the City and can now proudly say the program is completed and fully staffed 5 days a week.

• I am a life time member of our library and have worked on several functions.

Fl. Because of the problems associated with chronic nuisance and drug activity

in rental housing, we are writing to you and other rental owners to invite you to

a seminar, the landlord training program, on how landlords and property

managers can keep illegal activity out of their units. To date, thousands of land-

lords and property managers have attended the Landlord training program in

other areas of the country. Now that the program is being offered for landlords

in your neighborhood, we urge you to take advantage of it.

This program is part of an effort to stop chronic nuisance and drug activity in

residential neighborhoods. While we use the Chronic Nuisance Ordinance

(Chapter 34 article VI the “City of Madeira Beach Chronic Nuisance Property

Public Education and Outreach on Stormwater Impacts Education for Homeowners

DescriptionChlorinated water discharged to surface waters has an adverse effect on local water quality. Swimming pools are a major source of chlorinated water discharged into sanitary and storm sewer systems. An average swimming pool holds 19,000 gallons of highly chlorinated water, which is toxic to wildlife and fish.

Applicability

Many pool owners drain their swimming pools to reduce maintenance. Instead of discharging pool water to the storm sewer system or directly into a waterbody, such as the intercoastals or the Gulf of Mexico, these individuals should investigate alternative discharge options.

Design Considerations

The following Best Management Practices, or BMPs, are procedures that should be used to prevent pollutants, such as contaminated wash water and construction materials, from entering our storm drains and polluting our waterways.

There are different options available to homeowners to prevent sending chlorinated pool water into storm drains. Discharge the chlorinated water to land where it will not drain to local surface waters.

• Dechlorinate the water before draining the pool.

• Before draining, allow water to sit in the pool for several days to dissipate the chlorine. Test the water to ensure chlorine has dissipated before draining. The City of Madeira Beach has kits to test the Chlorine in the water. The City will come and test your water at no cost to the homeowner.

• If the only option for draining pool water is to discharge directly into the environment, water quality must comply with the applicable water quality criteria.

• Pool water must sit for at least 2 days after the addition of chlorine or bromine or until chlorine or bromine levels are below 0.1 mg/l.

• The pH balance of discharge water must be between 6.5 and 8.5 before it is discharged.

• Algaecide such as copper or silver can interrupt normal algal and plant growth and should not be used.

• Total suspended solids must be below 60 mg/l. Suspended particles should be allowed to settle out, and the water should not appear murky. Settled material should not be discharged with pool water. Drain water to vegetated areas such as a lawn or garden.

• Discharges to the environment should be directed over a land surface so that some level of filtration by soil particles can occur. The water quality requirements listed above also apply to land-applied water.
