What if you could change the world for someone?

In 1999, Mona Purdy traveled through Central America, and saw children literally paintingtar on the soles of their bare feet so they could run a race during their village’s festival. AnAmerican orthopedic surgeon who was also visiting the village told Mona that if these chil-dren only had shoes, he wouldn’t be in such big demand to perform amputations of children’sinfected limbs.

When Mona got home, she asked friends, family, and neighbors to donate any used or newshoes they had. She collected over 5,000 pairs and brought them to an orphanage in Guate-mala. Since then, Share Your Soles has donated tens of thousands of pairs of shoes to themost impoverished areas of the world, including Central America, South America, Africa,Southeast Asia, the Caribbean, Appalachia, American Indian Reservations, and needy areas ofurban America. In 2005, over 14,000 pairs of shoes were delivered to the victims of Hurri-cane Katrina.

Please join with the Kankakee County Solid Waste & Environmental Division on November15, 2006 in collecting new or gently-used shoes of all kinds. A drop-off box will be availablein the front entrance area of the County Administration Building from 8:30 am to 4:30 pm onNovember 15, 2006. All Kankakee County schools are being asked to participate as drop-offlocations as well. Call your area school in November to check if they are participating!

November 15, 2006 is also AMERICA RECYCLES DAY. Please commemorate this day bysaving your shoes from the landfill!

Drinking water watch provides online information on the quality of water produced bycommunity water supplies in Illinois.

The site allows citizens to directly access drinking water monitoring data. You can clickon a county map or enter the name of a community and pull up all the compliancemonitoring data for the supply and any violation information. Although water suppliersare required to directly notify customers of any violations of federal drinking waterstandards and provide an annual Consumer Confidence Report, the web site increases theaccessibility of information to the public.

AwardThe Momence Lions Club was presentedwith an “Excellence in Recycling Award” atthe May 2006 Kankakee County Boardmeeting. The Lions Club has been involvedin newspaper recycling for over 30 years.The newspaper is picked up by a hauler freeof charge and proceeds from the programbenefit the community in many ways, includ-ing a college scholarship fund, KidCareprogram, Christmas baskets, and the Gladi-olus Festival float and Run. In 2005, theLions Club collected 80 tons of newspaper,earning $ 4,002.50.

The newspaper drop-off site is located at thesoutheast corner of Pine and North Streets,just west of the old RR depot. The LionsClub invites the general public to recycle oldnewspapers at this location. Please bringonly loose newspapers.

Kankakee County Happenings• Kankakee County government has

achieved a 25% recycling rate 4 monthsafter starting an in-house recyclingprogram for paper, plastics, aluminumcans, glass, and cardboard.

• A two-sided copying and printingpolicy has been implemented at allcounty office buildings.

• The County has implemented an in-house battery recycling program. UsingBattery Solution Inc.’s “Pail Mail”

program, the following types of dry-cell batteries are collected in a5-gallon bucket and then shipped to Battery Solutions for recy-cling: alkaline, nickel cadmium, nickel metal hydride, mercury,zinc-air, lithium, lithium ion, button cells (silver, mercury, zincair), lead-acid cylinder type, and lead-acid gel type.

Each year, billions of batteries are disposed into landfills in theUnited States. This constitutes 88% of the mercury and 54% ofthe cadmium deposited into our landfills. For information onstarting a battery recycling program at your place of business callone of the following recyclers:

Illinois set to ban lead in

consumer goodsIllinois is ready to become one of the 1st states to ban the sale of many consumer goods thatcontain lead. Legislation introduced by Representative Harry Osterman (D-Chicago) willstrengthen existing laws by banning the sale of candy, food, dietary supplements, clothing,accessories, jewelry, and decorative items intended for use by children if the lead content isgreater than 0.06 percent by weight. This legislation passed the General Assembly earlier inApril of 2006 and it is believed Governor Blagojevich will sign it into law.

Lead exposure can cause behavioral disorders, stunted growth, organ damage, and evendeath at high enough levels. Several recent incidents have highlighted the dangers of lead,including the death of a 4-year old boy in Minnesota who swallowed a lead-filled trinket,and the 2004 recall of 150 million pieces of kids vending machine jewelry contaminatedwith lead.

Youth Garden Grant ProgramApplications are now beingaccepted for the 24th annualYouth Garden Grant Pro-gram. Applications are dueNovember 1, 2006. Thisprogram has helped more than 1.3 million youngsters learn life lessons from working ingardens and habitats. Schools, youth groups, community centers, camps, clubs, treatmentfacilities, and intergenerational groups throughout Kankakee County are eligible to apply.Applicant must plan to garden in 2007 with at least fifteen children between the ages of 3and 18 years. Areas considered for support include educational, environmental, or socialprogramming; leadership; community support; sustainability; innovation, and need.Each winning program will receive educational materials from the National GardeningAssociation and a gift card (amount to be determined) from Home Depot. From promotional mailings to outdated material, many people have no shortage of uselessCDs. Fortunately, there is also no shortage of ideas for ways to put CDs to reuse in the class-room!!

• Using fishing line or craft wire, string CDs together to spell out words in a glitzy sign,perfect for your technology or computer room, or school special events!

• Decorate for a dance by hanging CDs back-to-back from the ceiling to catch and reflectlight.

• Create fraction manipulatives for math classes.

• Decorate CDs with markers or glitter and jewels in art class to create mobiles, Christmasornaments, or even picture frames.

• Create a fishy classroom decoration:- You will need 2 old CDs, colored construction paper, googly eyes, fishing line, hot glue,

and permanent markers- Cut top and bottom fins, tail, and fish lips from construction paper- Glue a long loop of fishing line to base of top fin. Glue fins, tail and lips to the wrong side

of one CD. Let set.- Place lines of hot glue near base of fins, tail, and lips, and

glue top CD in place, making sure to align CDs care-fully.

- Glue googly eyes in place on each side of fish.- Fanfold a piece of construction paper approxi-

mately 6” wide. Insert folder paper throughhole in the center of CDs and fan out.

- (Optional) Draw designs on the CDs withmarker.

- Hang the fish from the ceiling and dazzlevisitors!

Manteno High School Recycling

Program Breaks New GroundManteno High School recently became the 1st high school in Kankakee County toimplement a recycling program. Thanks and appreciation are due to Mr. Swaford,biology teacher, for getting the program together. The program started with the2005 school year. Mr. Swaford raised money to purchase the recycling bins with afundraiser whereby students could attempt to hit Mr. Swaford in the face with apie!!!! Kankakee A&J offered the school used recycling bins at a discount of only$5 per bin. The total cost of the bins was $200.

This program provides for recycling of all grades of paper, including cardboard.Aluminum cans and plastic drink bottles are soon to be added to the program.

The high schools’ Key Club has been enthusiastically enlisted to empty the recy-cling bins during their homeroom period. The recyclables are transported to acentral recycling dumpster for once-a-week pickup.

There are two hazards associated with

gas cylinders:• Chemical – the cylinder may contain toxic, asphyxiating, or flammable

gas.• Physical – the gas may be under high pressure (up to 2200 psi) and sud-

den release of the gas can cause the cylinder to become a deadly missile-like projectile.

SAFETY• Always secure a cylinder in a storage rack. NEVER LEAVE CYLINDER FREE-STAND-

ING!!!!• Never store Oxidizers (Oxygen) in the same area as a flammable gas like Hydrogen or

Methane• Never use oil or grease on a cylinder valve – it may ignite or explode• Store cylinders away from heat sources.• When transporting cylinders, close all valves, remove the regulator, and install the valve

cap.• Never let the cylinders contact live electrical equipment or grounding cables.• If you cannot open the valve with your hand, do not use a wrench or other tool, simply

do not use the cylinder.• Never rely on the color of the cylinder for identification since color varies with supplier.

Likewise, labels on caps have no value because caps are interchangeable.

DISPOSAL• When purchasing compressed gas cylinders, buyers should make certain they can be

returned to the manufacturer once empty.• Order only as much gas as you need.• Leave a slight residual pressure (75-100 psi) to prevent contamination with atmo-

spheric gases. Call vendor for pick-up.• If cylinder contained an extremely or acutely hazardous material, the empty cylinder

must be treated as a hazardous waste.• If not a hazardous/flammable/explosive gas, use the entire product. Bleed all the pres-

sure from the cylinder in a fume hood. Make it obvious the cylinder is not pressurizedby removing the valve stem, puncturing or drilling a hole in the side, or sawing thecylinder in half. Place cylinder into metal recycling bin.

ABANDONED CYLINDERS• Treat an abandoned cylinder as FULL unless proven otherwise.• If contents are clearly identifiable, call the vendor.• If contents are unknown, cylinder must be sampled and fully characterized BY A PRO-

FESSIONAL BEFORE transport.• Cordon off the area with safety tape.• Call a professional service to sample and dispose of cylinder.

Program

The Illinois Alternate Fuels Rebate Programstarted in 1998 and over $2.5 million inrebates have been issued through 2005. Allbusinesses, local governments, organizations,and individuals in Illinois are eligible toapply for a rebate. Rebates may be issued toany applicant for up to 300 vehicles. There are 3 types of rebates available: (1) Forthe incremental cost of an alternate fuelvehicle purchased from a dealership orsimilar vendor (2) For the cost of the con-version of an existing vehicle to operate withan alternate fuel, and (3) a rebate for the costof purchasing alternate fuels. For all rebates,the vehicle, conversion system, or alternatefuel must be purchased from an Illinoisvendor or company.

Open Burning

OrdinanceAn amended open burning ordinance was recently passed by

the Kankakee County Board. The following rules apply for firesand open burning located on unincorporated property:

• Landscape waste fires must be located at least 1000’ from a municipality that has bannedopen burning

• Landscape waste fires must be located at least 50’ from a property line• Landscape waste fires must be located at least 50’ from a structure such as a garage,

building, shed, fence.• Only dry landscape wastes may be burned• A competent person must be present at all times• Burning is not permitted on public roads, alleys, sidewalks, right-of-ways, easements• Burning is not permitted between 11 pm and 7 am, seven days per week• Burning of waste other than landscape waste is prohibited at all times, unless you have a

permit issued by the Illinois Environmental Protection Agency to operate an incinerator.• Local fire departments are not authorized to issue permits for the burning of waste.

If you live in a municipality, call your city or town hall to inquire about your specificburning ordinance.

Open Dumps

Cleaned Up!The Kankakee County Solid Waste & Environmental Division has been delegated by theIllinois Environmental Protection Agency to conduct open dumping and open burninginspections in response to citizens’ complaints. These two photos show the “before” and“after” photos of a site located in unincorporated Bourbonnais Township. Construction anddemolition debris waste had been illegally dumped on private property to avoid disposalcosts. The waste included lumber, metal, drywall, roofing shingles, cardboard, and otherrelated debris.

When investigating an opendump, potential witnesses areinterviewed in order to identifythe actual “dumper” and materi-als are inspected for evidenceleading to the perpetrator. Atthis site, materials were sampledfor the presence of asbestos butresults were negative. TheCounty pursued enforcementaction under the Illinois EPAdelegation agreement for “caus-ing or allowing” open dumpingof waste at an unpermitted site.The potential fine for non-compliance is $50,000 per day.

The waste was removed to anIllinois EPA permitted disposalfacility and receipts document-ing proper disposal were submit-ted to verify this. The site waseventually returned to compli-ance.

The Solid Waste Division hasperformed over 200 inspectionssince beginning administrationof the Delegation Agreement in2005.

LEAD ACID BATTERIESThe best way to manage your lead acid battery is to leave it with the service station or retailfacility where you purchase a new one. Since 1990, when lead acid batteries were bannedfrom landfilling, retailers are required to accept for recycling, used batteries from customers,at the point of transfer, in a quantity equal to the number of new batteries purchased.

The retailer must then dispose of the battery by delivering it to (1) a battery wholesaler or itsagent (2) a battery manufacturer (3) a collection or recycling facility (4) a secondary leadsmelter permitted by either a federal or state environmental agency.

Tires were banned from landfill disposal in 1995. Tires do not readilydecompose or degrade. The accumulation of used and waste tires isa threat to public health and safety due to fire hazards, disease-spreading mosquito habitat, and the encouragement of additionalopen-dumping of other types of waste at abandoned tire piles.

REMEMBER: When you purchase new tires from a tire retailer, astate fee is included in the price of the new tires. Therefore, the

retailer MUST take back your old tires if you are buying new ones, ina quantity equal to the number of new tires being purchased. As of July 1, 2003, pursuant toPublic Act 93-0032, this fee was raised from $1.00 per tire to $ 2.50 per tire.

Part of this fee is paid to the Department of Revenue and deposited into the Used Tire Manage-ment Fund, part of this fee is retained by the retailer, and part is paid to the Emergency PublicHealth Fund.

General construction and demolition debris includes bricks, concrete, masonry materials, soil,rock, wood, wall coverings, plaster, drywall, plumbing fixtures, non-asbestos insulation, roof-ing shingles, glass, plastic, electrical wiring, metal, etc.

Clean C&D is not considered waste ONLY if:• it is used as fill material outside of a setback zone if the fill is placed no higher than the

highest point of elevation existing prior to the filling immediately adjacent to the fill area,and if covered by sufficient uncontaminated soil to support vegetation within 30 days of thecompletion of filling or if covered by a road or structure; or

• it is separated or processed and returned to the economic mainstream in the form of rawmaterials or products, if it is not speculatively accumulated and, if used as a fill material, it isused in accordance with the above condition within 30 days of its generation; or

• it is solely broken concrete without protruding metal bars used for erosion control; or• it is generated from the construction or demolition of a building, road, or other structure and

used to construct, on the site where the construction or demolition has taken place, amanmade functional structure not to exceed 20 feet above the highest point of elevation ofthe property immediately adjacent to the new manmade functional structure as that elevationexisted prior to the creation of that new structure, provided that the structure shall be cov-ered with sufficient soil materials to sustain vegetation or by a road or structure, and furtherprovided that no such structure shall be constructed within a home rule municipality with apopulation over 500,000 without the consent of the municipality.

This means that construction of berms, land contouring, etc. with clean construction anddemolition debris above the immediately surrounding grade is now unlawful.

Clean C&D is recyclable and should not take up valuable landfill capacity!!!!!!!! Call a localquarry to inquire whether they accept clean construction and demolition debris as fill. Due tonew legislation passed in 2005, quarries accepting such materials must receive interim authori-zation from the Illinois EPA and must use a photo ionization detector to monitor incomingloads.

What is householdhazardous waste?Household hazardous waste is defined as anydiscarded household product that may betoxic, corrosive, explosive, or flammable.Common examples include paints, stains,cleaning solvents/products, automotivefluids, pool chemicals, batteries, mercury andgarden fertilizers/pesticides.

Handled improperly (never pour householdhazardous waste into storm sewers or ontothe ground!) or disposed in your regulargarbage pickup, these items pose an environ-mental threat to people and wildlife.

The Partners for Paint Program

can be summarized like this:

• The paint retailer must be prepared to accept, prepare and store waste paint. The retailermay set conditions such as maximum volume containers or oil-based paint only.

• Usable latex paint would be poured together into five-gallon containers provided by theIEPA.

• Unusable latex paint and oil-based paints are poured into fifty-five gallon drums pro-vided by the IEPA.

• Empty paint cans are set aside and when dry, cans are placed in recycling bin.• When drums are full, retailer contacts IEPA for pre-arranged transportation.• The retailer must display and IEPA/Paint Partner sign in the store. The retailer may

advertise his/her participation in the program. The retailer must agree to send all drypaint cans to a scrap yard or recycling center, keep minimal records on the number ofparticipants and paint amounts, and share information with the IEPA.

• The IEPA will assist the retailer with questions and problems.• The IEPA will be listed as the generator of record on the special waste manifests.• The IEPA pays the cost of paint disposal.

Economic Opportunity’s Recycling Grants Program funded projects to createand retain at least 93 jobs in the recycling industry.

WHITE GOODSItems that fall under the classification of appliances, or “white goods: include refrigerators,freezers, ranges, water heaters, air conditioners, humidifiers, and other similar domestic andcommercial large appliances.

These items that have not had their components removed were banned from landfill disposalon July 1, 1994. These components contain mercury switches, chlorofluorocarbon (CFC)refrigerant gas (Freon) and polychlorinated biphenyls (PCBs).

The only landfills permitted to receive

these appliances are those that:• Participate in the Illinois EPA’s Industrial Material Exchange Service;• Remove the white good components prior to sending to a landfill; and• Have an Illinois EPA approved operating plan and permit for white goods disposal

When purchasing a new appliance, request that the store take back your old one.

Contact your local waste hauler to find out if the appliance can be picked up at the curb or ifa pick-up can be arranged.

Check local scrap metal recycling sites to see ifthey will take your appliance.

The knowing venting of HFC (Hydrofluorocarbon)and PFC (Perfluorocarbon) refrigerants during themaintenance, service, repair, and disposal of airconditioning and refrigeration equipment(appliances) remains illegal under Section 608 ofthe Clean Air Act.

Technicians who perform maintenance, service,repair, or disposal on white goods are required topass an EPA-approved test given by an EPA-ap-proved certifying organization to become certified.

Recycling OrdinanceIn February of 2006, the Kankakee County Board passed several amendments to the SolidWaste Ordinance. Due to lagging recycling rates, the Ordinance now places recycling condi-tions on the licensing of waste haulers operating within municipalities. The main points of theamendments are:

• A hauler providing residential service within a municipality with a population of over 2,000people must provide curbside recycling services.

• A hauler providing residential service within a municipality with a population of over 500people must provide a recycling drop-off site at a minimum but may elect to provide curbsideservice.

• Haulers providing residential service within a municipality must collect the following materi-als for recycling: newspaper, newspaper inserts, junkmail, phone books, aluminum cans,steel and/or bi-metal cans, cardboard, colored & white paper, magazines, glass bottles andjars, HDPE # 2 & PETE # 1 plastic containers, and any other specific materials recycled bythe hauler.

• Haulers must provide a brochure to all residential customers listing materials accepted andwhether single stream (commingled) recycling is allowed.

• Is is unlawful for any hauler to dispose of collected recyclables in a landfill or other finaldisposal facility.

• Owners/managers of rental and non-rental residential multi-family dwelling units locatedwithin a municipality with over 2000 people must provide recycling services to their tenants.

• Owners/managers of rental and non-rental multi-family dwelling units located in unincorpo-rated areas must provide recycling services to the units.

• All haulers of waste and recyclables must submit annual reports to the County Solid WasteManager on tonnages collected.

• Failure to comply with the Ordinance may result in suspension or revocation of the haulinglicense.

This Recycling Ordinance may be amended in the future to require convenient, curbsidereusable recycling bins or carts so that residents do not have to purchase or leave their home toattain recycling bags (which go into a landfill!).

NEWSThe Illinois Supreme Court recentlygranted the Illinois Pollution ControlBoard's Petition for Leave to Appeal(PLA) the 3rd District Appellate Court'sDecision in Town & Country Utilities,Inc. and Kankakee Regional Landfill,LLC vs. The Illinois Pollution ControlBoard; County of Kankakee; Edward D.Smith as State's Attorney of KankakeeCounty; City of Kankakee, Illinois CityCouncil; Byron Sandberg; and WasteManagement of Illinois, Inc. 3rd District,No. 3-03-0025; Supreme Court Nos.101619, 101652. The Illinois PollutionControl Board in PCB 03-31, 33, 35,reversed the City of Kankakee's decisionto grant siting approval to Town &Country on January 9, 2003 based onCriterion (ii) of Section 39.2 (a) of theAct (protection of public health andsafety). In a non-precedential order onSeptember 7, 2005, the 3rd DistrictAppellate Court, with one Justicedissenting, reversed the Illinois PollutionControl Board's decision, therebyreinstating the City of Kankakee's grantof landfill siting approval.

Kankakee County also filed a PLAwith regard to the 3rd District's decisionto affirm the Board's ruling that the Cityproceeding was fundamentally fair.The Supreme Court also granted theKankakee County PLA and consolidatedthe two appeals.

In the meanwhile, the Waste Manage-ment landfill located on Route 45(Kankakee RDF) is currently undergoingpermitted closure activities includingplacement of final cover materials andvegetative soils. Certification of closureof the landfill is expected prior to January 2007.

MailEveryday your mailbox probably contains offers ofpre-approved credit or insurance. While these offers giveyou numerous choices and some Americans welcomethese opportunities, many others prefer not to receive thismail which is inevitably thrown into the garbage.

Your rights as a consumer includes the ability to “opt-out,”or prevent consumer credit reporting companies from usingyour credit file information for pre-approved offers of credit or insur-ance. You can reduce the amount of waste you throw away by doing the following:

First, contact the Direct Marketing Association and register with the name removal file bysending your name(s) and addresses as they appear on your mail to:

You may request to Opt-Out from pre-approved offer lists for 5 years or permanently.Opting out will not end all solicitations from all local merchants, religious and charitableorganizations, professional and alumni associations, and politicians. To eliminate thesesources of “junk mail,” write directly to each source.

In addition, when ordering from catalogs, always look for a box on the order that states“please do not sell my name” or a similar statement. Be sure to check this box.

America Recycles Day 2005In commemoration of America Recycles Day 2005, KankakeeCount presented an award to two area businesses committedto recycling.

Martin Whalen Office Solutions, Inc. and The Country Table Catering Businesses re-ceived “Recycler of the Year” awards and a desk clock made out of recycled bicycle partsat the November 2005 meeting of the County Board.

Martin Whalen has been recycling for 4 years. They purchased a cardboard bailer toprepare cardboard for recycling, which is picked up for no charge by the hauler. Theyalso recycle aluminum cans, laser printer fax cartridges, copier drums, and pallets. Their efforts have resulted in a cost savings due to diversion

of particulary the cardboard from landfill disposal.

The Country Table has been involved in recycling for 11 years and is a family effort. Cardboard ispacked for shipping to Malone’s Pallet Repair and disposal located on Route 17 in Kankakee whereit is also bailed. Other recycled materials include tin cans, glass bottles, plastics, and aluminumcans. Leftover food meeting health standards is donated to the Salvation Army.

The dedication shown by these two companies is an example to us all.
