Malaysia proudly hosted the APEC Architect Project 7TH Central Council Meeting held between 10 to 11 October 2016 at the Impiana Hotel Kuala Lumpur. The APEC Architect Project meeting is held once every two years and in 2016, Malaysia was given the privilege to host the 7th Central Council Meeting.

The two day meeting was chaired by the President of the Board of Architects Malaysia, Ar. Dato’ Sri Dr. Amer Hamzah Mohd Yunus. Approximately 100 architects from the members economy countries as well as the local architects were present at this meeting.

Amongst the 14 member country economies who were the signatories of the APEC Architect Project, 13 economies were present which included Australia, Canada, People’s Republic of China, Hong Kong China, Japan, Republic of Korea, Malaysia, New Zealand, Republic of Philippines, Singapore, Chinese Taipei, Thailand and United States of America. Mexico was not present for this meeting. Indonesia and Vietnam was present as observers.

The main discussion of the meeting was the initiatives and effort put forward to increase the number of APEC Architects and the mobility of the architects within the members of economy. In addition, the member also tabled the report from each respective countries sharing information on number of registered architects to date, number of APEC Architects, practice issues, mutual agreements and guidelines of laws which governs the professional architects in each respective country.

The meeting had affirmed the reciprocal recognition framework based on the following criteria: 1. Complete mobility.2. Domain specific assessment. 3. Comprehensive registration examination.

4. Host economy residence. 5. Local collaboration. 6. No recognition.

Many other initiatives to promote the APEC Architect was highlighted, such as of sharing of information through the website, symposiums and road shows in efforts to increase the number of registered APEC architects in the respective member economies. At the end of the meeting, a handover of duties was conducted to the People’s Republic of China. They will officially be the new secretariat from 2017-2018.

The Minister of Works, Malaysia was the guest of honour at the special dinner organized on the 10 October 2016 for all the delegates from the APEC meeting. The following day, the APEC delegates were given a Kuala Lumpur Heritage Tour emphasizing on the historical buildings and structures in the city. Many prominent highlights of Kuala Lumpur were showcased during this tour.

A LAM Part 3 examination workshop was held on the 5th September 2016. In light of the recent developments, the Examination Council had decided to have this session to better prepare all applicants undertaking the exam in September. Over the years the Council had identified some areas of concern with regards to the examination outcomes. This initiative was put forward with the purpose of giving the applicants a clearer and much more precise method of approaching and answering the exam questions. Past year questions and samples answers were highlighted at this workshop. It is the objective of the Examination Council to guide and hopefully produce better prepared applicants taking the LAM Part 3 examination. Overall it was a very insightful session with many applicants present during the workshop.

Examination held in March 2017 will cater specifically for repeaters. Those who will be taking the September 2017 examinations for the first time will be introduced to the new format while repeaters will continue under the old format.

Commencing 2018, all examinations will be conducted under the new format.

BRIEFING AND VALIDATION SESSION WITH CAAEMA briefing session was conducted on 30 July 2016 by the members of the Council of Architectural Accreditation and Education Malaysia (CAAEM). The objective of this session was to highlight and to provide an insight to all parties concerned on the procedures and guidelines when undertaking a validation exercise. Representatives from various institutions and universities were present for this session. The talk was spearheaded by the Chairman of CAAEM, Ar. Dato' Sri Dr. Amer Hamzah Mohd Yunus accompanied by Ar. Mustapha Mohd Salleh, Prof Madya Dr. Syed Ahmad Iskandar Syed Ariffin and Ar. Zuraina Leily Awaludin. Much of the experience from the first validation at Monash University Australia were shared with the audience in hope of providing a better understanding of the entire purpose and rationale behind the validation initiative. Participants at the talk were very engaging during the Question and Answers session. Many issues were clearly defined and elaborated for the participants’ benefit.

A meeting between the Council of Architectural Accreditation Education Malaysia (CAAEM) and the Architects Accreditation Council of Australia (AACA) was held on 12 October 2016. It was a meeting organized to address and to understand the framework and process of architecture accreditation approaches between Malaysia and Australia. A lengthy and thorough discussion was held in order to facilitate educational interest for both countries. LAM had initiated its validation requirement to resolve the current demand and queries from the current architectural fraternity in Malaysia. As such the representative from ACCA namely the President, Richard Thorp and CEO, Kate Doyle were given a fair amount of information to assist them to further understand the rationale of this exercise. At the end of the meeting, many highlights were clearly conveyed which had put both parties at a positive juncture to move forward and to work closely on an understating which will be mutually beneficial for all.

CAAEM had recently conducted several validation visits in 2016. Amongst the universities which participated in this validation exercise were Deakin University Australia, Robert Gorden University, University of West England, Oxford Brookes University and University of East London. The teams were given a walkthrough with regards to the campus facilities, academic resources and a special session with Malaysian students. On the Overall, it was a good session with all parties exchanging their notes for consideration and on-going improvement. Local universities and Institutions of higher learning such as Lim Kok Wing University College of Technology, Universiti Teknologi Mara (UITM) at Puncak Alam and Taylors University were also visited by CAAEM in line with their ongoing accreditation exercises.

REGISTRATION OF ARCHITECTURAL TECHNOLOGISTAND INSPECTOR OF WORKS

In recent development in line with the amendments of the Architects Act in November 2015, two new professional registrations have been introduced as part of the ongoing development within the architectural community. The process of setting up a thorough guideline and criteria for registration of Architectural Technologist and Inspector of Works has begun taking place and is in the midst of a final stages of implementation and enforcement. The committees involved had been running a series of discussions with relevant stakeholders to ensure that the process will be clear and relevant to all parties concerned. An official announcement will be posted on the LAM website once the official registration process is ready for the public’s perusal.

DATO’ SRI AWARD FOR Ar. DATUK Dr. AMER HAMZAH MOHD YUNUSIn conjunction with His Majesty, The Sultan of Pahang’s 85th birthday, Ar. Datuk Dr. Amer Hamzah Mohd Yunus had recently been conferred the “Darjah Kebesaran Sultan Ahmad Shah Pahang, Yang Amat Di Mulia – Peringkat Pertama, Sri Sultan Ahmad Shah Pahang (SSAP) (Yang Membawa Gelaran Dato’ Sri) on 24 October 2016. This is indeed a special occasion and a special honor for Ar. Dato' Sri Dr. Amer Hamzah Mohd Yunus. LAM and all of its members would like to congratulate Ar. Dato' Sri Dr. Amer Hamzah Mohd Yunus on this recent achievement. Congratulations!

Tan Sri Ar. Esa Mohamed had recently been conferred the PAM Gold Medal Award by Pertubuhan Arkitek Malaysia (PAM).It was a joyous and prestigious event held at the Grand Hyatt Hotel Kuala Lumpur on the 8th October 2016. The event was graced by His Majesty, The Sultan of Johor. Tan Sri Ar. Esa Mohamed was given a lifetime recognition by PAM for his works in architecture and urban planning. Much of his dedication and commitment for the betterment of the architectural community can be seen both locally and internationally, such as his appoint-ment as the UIA president, involvement in local projects such as the KLIA Airport, Sungai Buloh Hospital, Datai Bay Resort, University Malaysia Pahang and others. Various other awards were also attained through his professional career. LAM is proud to acknowledge and congratulate Tan Sri Ar. Esa Mohamed on his milestone achievement.

INTERIOR DESIGN SCENE IN MALAYSIA. JULY – DECEMBER 2016The Malaysian Institute of Interior Designers had its third council elected into office in June 2016 to serve the council term from 2016-2018. In his second term of office, President of MIID, Ar. Chris Yap Seng Chye highlighted four (4) major areas in which MIID shall be focusing on during his tenure i.e. legislation of Interior Design and increasing awareness of the profession; working with affiliated professions and the industry; education; and regional affiliations.

On legislation and increasing awareness of Interior Design, MIID will work closely with Lembaga Arkitek Malaysia (LAM) or Board Of Architects Malaysia to promote the awareness to the public and private sector about the role of Interior Designers in accordance to the Architects Act 1967 and Architect Rules 1996.

To this effect, MIID had successfully organized its REKA Session 21 on 17th November 2016, held at the Dewan President, PAM Centre to provide an insight into the requirements affecting Interior Design consultancy services for interior design as well as to identify related issues and concerns in the Interior Design industry as implied in the Architects Act 1967 and Architect Rules 1996. The talk was presented by MIID’s President, Ar. Chris Yap Seng Chye with Ar. Jasmeet Sidhu, LAM Board Member, giving the keynote opening remarks to start off the talk.

The year 2016 had also been an active and eventful one for MIID as it continues to address the industry’s main issues and concerns as the deadline for registration of Interior Designers draws nearer. This included the very first Interior Design Professional Registration Assessment (Pemutihan), which took place at Aloft Hotel Kuala Lumpur on 9th September 2016, involving examiners from LAM and senior MIID members.

On the Education agenda, the future of Interior Design education will also be a prime focus during Council Term 2016-2018. Activities such as MIID’s recently concluded MIID Dulux Interior Design Students’ Saturday 2Puluh:5 themed IDMOJI was well received and involved the participation of close to 900 students from Interior Design schools throughout Malaysia. This year’s event marks the second time MIID’s Students’ Saturday was held as one of the key events of the Dewan Bandaraya Kuala Lumpur Design (KUL Design) Month in October 2016.

On regional affiliations, MIID is proud to inform that during the Asia-Pacific Space Designers’ Alliance (APSDA) General Assembly in Adelaide, South Australia held in October 2016, MIID had obtained the full mandate of all the member institutes consisting of India, Indonesia, China, Australia, New Zealand, Hong Kong, Singapore, Japan, Korea, Philippines, Thailand and Malaysia to formally register the APSDA in Malaysia. This was the result of 2 years of hard work by MIID involving hosting of international level meetings and travelling to different cities for meetings. APSDA had been a body of loose alliance for over 18 years. Ar. Chris Yap Seng Chye holds the position of Protem Chairman of APSDA, being the one responsible to kick-start the formalization process. MIID Deputy President, Mohamad Faisal Ghazali holds the position of Protem Secretary General in the APSDA line-up.

As a conclusion to the 2016 year, the MIID Annual Ball and Awards Night 2016, with over 1000 attendees, witnessed the conferment of MIID Fellow Memberships to LAM President, Ar. Dato' Sri Dr. Amer Hamzah Mohd Yunus and LAM Past President, Dato' Ar. Nur Haizi bt. Abdul Hai as a recognition for their contributions to the causes of the MIID and the Interior Design Profession. On this note, LAM extends its warmest congratulations to both recipients of the MIID Fellow Membership.

The Board of Architects Malaysia (Lembaga Arkitek Malaysia) would like to inform that with effect from February 2015, the provisions of the Architects’ Act, 1967 (Act 117) new amendments governing the legislation of Interior Designers have come into force.

Under Part VA of Act 117 entitled ‘Special Provisions Relating to Interior Designers’, all Interior Designers (Section 27A) and Interior Design Consultancy Practices (Section 27E) must be registered with the Board of Architects Malaysia in order to provide Interior Design services and in order to be entitled to recover any professional fees thereof.

Section 27E: Interior Design Consultancy Practice provides, inter alia, that an Interior Designer, unless registered with the Board of Architects Malaysia as a sole proprietorship, a partnership or a body corporate and has been issued a certificate of registration, shall not:

a) be entitled to provide interior design consultancy services for interior works as listed and described in Section 27E.

b) be entitled to recover in any court any fee, charge, remuneration or other form of consideration for interior design services rendered.

Interior Design practitioners are advised to take note of and heed the above provisions of the Law.

Lembaga Arkitek Malaysia ingin memaklumkan bahawa bermula bulan Februari 2015, peruntukan di bawah Akta Arkitek 1967 (Akta 117) bagi pindaan yang merujuk kepada undang-undang rekabentuk dalaman telah berkuatkuasa.

Di bawah Bahagian VA Akta 117 bertajuk ‘Special Provisions Relating to Interior Designers’, semua Perekabentuk Dalaman (Seksyen 27A) dan Praktis Perunding Rekabentuk Dalaman (Seksyen 27E) mesti berdaftar dengan Lembaga Arkitek Malaysia jika menawarkan perkhidmatan rekabentuk dalaman serta untuk membolehkan sebarang tuntutan fi professional dibuat.

Seksyen 27E: Praktis Perunding Rekabentuk Dalaman menyatakan, antara lain, seseorang Perekabentuk Dalaman, kecuali mereka yang berdaftar dengan Lembaga Arkitek Malaysia sebagai praktis perseorangan, praktis perkongsian atau badan perbadanan, dan telah diberi sijil pendaftaran, tidak boleh:

a) menawarkan perkhidmatan perundingan rekabentuk dalaman bagi kerja-kerja rekabentuk dalaman sebagaimana disenaraikan dan diterangkan di dalam Seksyen 27E.

b) berhak menuntut didalam sebarang makhamah fi, caj, saraan atau sebarang pertimbangan untuk perkhidmatan rekabentuk dalaman yang telah diberi.

Pengamal Rekabentuk Dalaman dinasihatkan untuk mengambil maklum dan akur dengan peruntukan undang-undang di atas.
