Message from Councillor Ward Sutherland

Mandatory Face Masks Thank you for the overwhelming supportand vote of confidence that you havegiven me. I wanted to make sure thatwhen I cast my vote, I was not onlylistening to you, but that what I wasdoing was the right thing for allCalgarians. Public Health shouldn’t be apartisan political issue. This is about ourCalgary and its economic future. Thechart below shows the spread of COVID– 19 throughout Calgary (current as attime of my writing this). Currently we’renearing 600 active cases in the Calgaryzone, even higher than when theProvince imposed the initial lockdown. There are many strongly held opinionsout there about the value of wearing amask, both for and against, and I truly

appreciate that so many of you took thetime to write and share what yourconcerns were. My own family has beenaffected by the pandemic and I share thefrustrations it has brought to youreveryday lives, just like it has to mine. The vote for mandatory masks on transitand in indoor spaces puts us in line withlegislation passed in Ottawa, Toronto,and Montreal. I believe CEMA Chief TomSampson when he says he believes asecond wave of the virus is upon us, andthat he “thinks we’ve all taken a stancethat we’re going to do everything wecan”. I understand that masks are notnecessarily going to be the “cure”, but ifeveryone (who can) wears them, Ibelieve it will help flatten the curve,

help protect the more vulnerable andsusceptible, and will help us get back toour daily routines, including getting outand supporting our retail outlets who sodesperately need our support. I am on the COVID Business SupportTaskforce, comprised of over 40different stakeholders, includinglandlords, retail outlets, the hospitalityindustry and many other businesses.They have overwhelming ASKED formandatory masks! They cannot affordto be shut down again; it could be theirlast time if they are. We need theeconomy to move forward and we needto support our local businesses to get itgoing. When most people are wearingmasks, it encourages people to go out(they feel safer) and contribute to ourlocal economy. Masks for Albertans Program Free masks are available at AlbertaA&W, McDonald’s Canada and TimHortons restaurant locations. Masks canbe picked up in restaurant at thecounter or at the drive-thru windowwhile supplies last.

COVID-19 - Face Coverings Bylaw The new bylaw comes into force on August 1, 2020.

For the safety and protection of ourcommunity, the City of Calgary haspassed a Face Coverings Bylaw for thewearing of face coverings or masks inindoor public areas and public vehiclesstarting on Aug 1, 2020. The bylaw mandates that face coveringsbe worn on public transit and publicvehicles (for hire) and in all publicindoor spaces, including City of Calgarybuildings. The bylaw was based on thefeedback from 2,000 local businessesand City of Calgary operations. Under the bylaw business operators orowners are required to display signagein public entryways of the business orvehicle. The City of Calgary has downloadable signage available tobusinesses and operators on Calgary.ca/covid19. What will the bylaw require? - The bylaw mandates that facecoverings be worn in the followingplaces: - Public transit, such as buses, shuttlesand CTrains. - Public vehicles for hire, such as taxis,Ridesharing businesses, Vehicles for hire- Public indoor spaces, such as malls,grocery stores, retail businesses,churches- City of Calgary facilities, such as

recreation centres, City Hall, City ofCalgary buildings. Education Our primary focus is on educatingCalgarians on the importance of wearingface coverings in indoor public spacesand public vehicles, rather thanenforcement. Click here to view the Facecoverings Bylaw: Business and OperatorsGuide. Failure to wear a face covering whererequired or failure to display prescribedsignage can result in a penalty of $100to $200. Under the bylaw, business operators andowners are required to display signage inpublic entryways. What are the exceptions? Exceptions to the face coverings bylawinclude: - Children under 2 years of age- People with underlying medicalconditions or disabilities inhibiting theirability to wear a face covering- People who are unable to place, use orremove a face covering safely withoutassistance- People who are eating or drinking at apublic premises that offers food orbeverage services

- People engaging in an athletic orfitness activity- People who are caregiving for oraccompanying a person with a disabilitywhere wearing a face covering wouldhinder the accommodation of theperson’s disability (for example, theability to lip read)

- People who have temporarily removedtheir face covering where doing so isnecessary to provide or receive a service(for example, a visit to the dentist)- Please note: Proof is not required ifsomeone has an exception. Businessesare also not expected to deny servicesas not everyone is required to wear aface covering.

Temporary Face Coverings Bylaw Q&A with The City of Calgary

Should the decision of mandatoryface coverings be the Province’sresponsibility? • The Province of Alberta would be inthe best position to mandate thewearing of face coverings or masks bythe general public. However, the ChiefMedical Officer of Health for Alberta hasindicated that mandatory face coveringscould be a policy implemented by localgovernments based on localcircumstances. • Since the province has not yetenacted a mandate, Council has theauthority through the MunicipalGovernment Act to enact bylaws withrespect to safety, health and welfare ofpeople and the protection of peopleand property along with enactingbylaws related to businesses. Why this approach of mandatingface coverings, why not continuededucation? • The City continues to educationCalgarians on the three critical

measures to help prevent the spread ofCOVID-19. Even with continuededucation and strong recommendationfrom all orders of government, only 35per cent of Calgarians report ‘always’wearing face coverings in public orconfined spaces. This is lower than thedesired critical mass of 80 percent ofcitizen that are regularly wearing facecoverings that is required to containcommunity spread. Are Calgarians supportive of thismeasure? • 74 per cent of Calgarians eitherstrongly or somewhat support makingface masks/coverings mandatory. Theapproach is intended to keep businessesopen and to help mitigate a potentialresurgence. Why now? • Right now is the ideal time to takeaction, as the Government of Alberta isreporting increasing numbers ofCOVID-19 cases across the provincedaily.• The wearing of face coverings is anadditional measure that can be taken tohelp mitigate a potential resurgence asbeing experienced in other parts of theworld.

• The World Health Organization,Centers for Disease Control andPrevention, the Public Health Agency ofCanada and Alberta Health all indicatethat the highest risk activities are thosethat take place indoors and in spaceswhere people spend extended periodsof time in close proximity with poor aircirculation. In a few short months, wewill see additional challenges as coolerweather limits our ability to gather andengage in activities outside.• The bylaw mandating the wearing offace coverings will not only restoreconfidence in the community who don’tfeel safe when those around them arenot wearing masks, it also serves as avisual reminder that the pandemiccontinues to remain a health risk. • As mentioned by Dr Bhardwaj on July20, when we began considering thisbylaw it was expected that the summerwould be when Calgary wouldexperience lower incidence of COVIDtransmission, with people on vacationand outdoors. However, with the latestnumbers coming in over the course ofthe past week and a half, The City of

Calgary supports the direction from Dr.Bhardwaj and Chief Sampson toimplement this bylaw as soon aspossible. What is considered a publicpremise? • People will be expected to wear a facecovering in any part of an enclosedspace to which the public can readilyaccess. The bylaw excludes premises forwhich there is an enrolment ormembership requirement such asschools and educational institutions.• The rule of thumb is, if the public doesnot have access to it, it will be exemptunder the bylaw. Will businesses be responsible formaking sure people are complyingwith the bylaw? • The bylaw will require businesses todisplay a prescribed sign at a locationthat is visible to a person immediatelyupon entering the public premises orpublic vehicle.• The business is not expected to evict acustomer or refuse service to peoplewho are not complying with the bylaw. What is the complianceresponsibility for citizens? • Calgarians must wear a face coveringin a public indoor space or a publicvehicle, unless the person is separatedfrom others by an installed screen,shield or other barrier (e.g, plexi glass). Will individuals need to wear aface covering if physical distancingcan be achieved? • Yes. Physical distancing in indoorpublic spaces is inconsistent andunpredictable and part of why thistemporary bylaw is necessary. Who will be responsible forenforcement? • The focus of this bylaw is oneducation first, with enforcement as alast resort option to be deployed onlyas needed. The approach is largelyaround communication and educationfor the public to better understand thatwearing face coverings is the right thingto do.• Shared enforcement responsibilitiesare between Community Peace Officers,the Calgary Police Service, LiveryInspectors and Calgary Transit PeaceOfficers.

Who all exempt from the bylaw? • The bylaw will not apply to very youngchildren under 2 years of age; peoplewith an underlying medical condition ordisability which inhibits their ability towear a face covering; people who areunable to place, use or remove a facecovering safety without assistance;people who are eating or drinking at apublic premises that offers food orbeverage services; people engaging inathletic or fitness activity and peoplewho are caregivers for or accompanyinga person with a disability, wherewearing a face covering would hinderthe accommodation.• Proof of exceptions will not berequired. How is enforcement in businessespossible for people who haveexceptions? • Employers, operators or proprietorsare not expected to enforce this bylaw.The bylaw was drafted to minimize thechance of conflict and provide a safeenvironment for all.• Those exempt will not be required toprovide proof of exemption.

Would it be correct to assumepublic meetings, such as condoboard meetings, would be exemptfrom the bylaw? • A meeting such as a condo boardmeeting would not be included in thedefinition of a public premises, asmembers of the public would not haveaccess, therefore participants would notbe required under the bylaw to wearface coverings. Are vehicle for-hire companies likeUber and cab companies includedin the transportation that mustfollow the bylaw? • Passengers of Transportation NetworkCompanies (TNCs) and taxis require aface covering as both are defined underthe bylaw as a public vehicle. In thebylaw, a ‘public vehicle’ includes a bus,LRT vehicle, taxi and any vehicle that isused to transport members of thepublic for a fee. Drivers that areseparated from their passengers by aninstalled screen, shield or other barrieror not required to wear face coverings. Are there any instances wheremasks would need to be worn inan outdoor setting in Calgary? Ifso, where?

• The bylaw only applies to enclosedspaces, but face coverings are stronglyrecommended in outdoor settingswhere it is difficult or impossible tomaintain physical distance. Does this bylaw apply to gym/sports centre/fitness studios inCalgary? • People actively engaging in athletic orfitness activities in gyms, sports centresand fitness studios would be exemptfrom the bylaw. However, if the facilityis accessible to the public, people whoare not engaging in such activitieswould have to wear a face covering. Will children and staff who attenddaycares and school be mandatedto wear face coverings? • People will be expected to wear a facecovering in any part of an enclosedspace to which the public can readilyaccess. The bylaw excludes premises forwhich there is an enrolment ormembership requirement such asschools and daycares. Because daycaresand schools are available to members ofthe public, it would be consideredprivate and therefore the bylaw wouldnot apply.

The City begins preparing 2021Property Assessment Roll

Though COVID-19 has brought uniquechallenges to the process, CityAssessment is confident that they candeliver market value assessments forthe purpose of equitable taxdistribution. The City of Calgary iscurrently preparing the legislatedannual process of the 2021 PropertyAssessment Roll. City Assessment staffare reviewing real estate data collectedfrom various sources including AlbertaLand Titles and from property ownersdirectly to determine market valueassessments on more than 500,000Calgary properties. This annual processbegins with the provincially setvaluation date of July 1. COVID-19 impacted real estate marketconditions are trending differently thanthe previous year. In the beginning ofthe COVID-19 pandemic, real estatemarket conditions experienced a rapidtransition into a state of uncertainty.The number of real estate transactions

have significantly declined over the pastmonths and it is expected market valuewill decrease within certain propertytypes in the 2021 Assessments based onthe legislated 2020 July 1 valuationdate. From Assessment's early analysis, theaverage residential property owner canexpect values to decrease in 2021. Thebiggest change in values may occurwithin the non-residential class, whereassessors are anticipating significantdecreases for hotel properties as thetourism industry is one of the hardestsectors hit by COVID-19. Preliminaryanalysis is also showing decreases inretail and office properties, whereasindustrial properties are remainingrelatively stable. property owners and/or their agents before final values aredetermined and assessment notices aremailed in 2021.

While The City is noting these trends, itis important to remember that now isthe time for further analysis. In thecoming months Assessment will becollecting and reviewing more marketdata information and trends.Assessment has sent out more than12,000 direct information requests tonon-residential and multi-residentialproperty owners and are awaiting theirrental, vacancy, income and detailedsales transaction information. Thatinformation will be used to determinepreliminary values which will be sharedthis fall with owners. We alsoencourage property owners to go onlineto Assessment Search and update theirproperty details to ensure the data usedto determine assessment valuesremains current. During the Pre-RollConsultation Period, which occurs in thefall, City assessors exchange furtherdata and trend information with non-residential and multi-residentialproperty owners and/or their agentsbefore final values are determined andassessment notices are mailed in 2021. Calgarians interested in knowing their2021 property values are encouraged tokeep up-to-date by:

• Taking a look at the real estate salesinformation around the July 1 valuationdate. Consider looking at MLS houseprice listings to compare similarproperties to yours.• Logging on to Assessment Search, atcalgary.ca/assessmentsearch, andreview the real estate data on file at TheCity. The City offers market value realestate information such as the last threeyears of sales transactions for free tohelp Calgary property owners betterunderstand property assessments.Access is easy - sign-up for a myIDaccount and begin.• Making sure the information we haveon your property is up to date, whichyou can conveniently access throughyour Assessment Search account.
