Kenya enters day five of the na-tional, dusk-to-dawn curfew, as

the number of Covid-19 cases in the country hits the 50 mark, with the Government tightening its stance on precautionary measures geared at miti-gating the impact of the deadly virus.

During this period, Ken-yans have confined them-selves to their homes as Government appealed to employers to release their employees early from their work stations to beat the curfew period.

“In the event they do not allow employees to leave early, then they should be prepared to accom-modate them at their own

cost,”said Health Cabinet Secretary, Mutahi Kagwe who announced eight more cases of Covid-19, bringing the total to 50 in the coun-try.

The CS announced plans to recruit 1000 additional medical staff as the country steps up its preparedness in the face of an unprec-edented global health crisis caused by the novel Coro-navirus.

On a weekend that the World Health Organization (WHO) issued safety advice to global citizens against smoking, alcoholism and consumption of alarming news on Covid-19, Kenyan churches remained closed, save for a few cases where police intervention was necessary to enforce the social distancing rule.

Some Churches were forced to go online in an effort to access their con-gregations, while majority simply remained closed as followers were advised to pray at home in line with the Government directive.

The Kenya Revenue Authority (KRA) and the National Social Security Fund (NSSF) informs the public that a unified payroll return has been developed for joint declaration and payment of Pay As You Earn (PAYE) and NSSF deductions. This is one of the initiatives under the Government of Kenya Ease of Doing Business agenda.

The PAYE/NSSF unified payroll return is ready for implementation and will be piloted on select employers prior to full roll out. There is progress to further incorporate joint declaration of National Hospital Insurance Fund (NHIF) and payment of the National Industrial Training Authority (NITA) levy through the KRA iTax system. These collaborations are aimed at reducing employers’ compliance efforts and costs.

Following this notice, KRA and NSSF hereby informs all employers in Large and Medium Taxpayers category that they are required to file their April PAYE and NSSF returns through the unified payroll return available on the KRA iTax system. Support structures have been enhanced in both institutions to ensure that employers are optimally supported to comply with this reform initiative.

Kenya Revenue Authority and Ministry of Lands & Physical Planning notifies all leasehold owners about the obligation to pay land rent annually as require under Sect 28 of the Lands Act.

KRA has observed that most leasehold owners only pay land rent on transfer or charge of their property. In this regard, leasehold owners are notified to pay all land rent arrears including interest accrued as prescribed under the Lands Act 2012.

KRA informs leasehold owners that audits are ongoing and demand notices that include penalties and interest, will be issued against those who have failed to pay as required by law.

The use of Alternative Dispute Resolution (ADR) mechanism in resolving disputes is anchored under Article 159(2) (c) of the Constitution of Kenya 2010. In conformity with this provision, Kenya Revenue Authority (KRA) embraced the use of ADR in resolving Tax and Customs disputes in the year 2015 and has made tremendous steps in this area. Section 55 of the Tax Procedures (TPA) Act, 2015 and Section 28 of the Tax Appeals Tribunal (TAT) Act allow parties to resolve their disputes through ADR and provide the timelines within which the disputes should be resolved.

Thus the use of ADR is not only time and cost effective but also serves to expedite the resolution of tax and customs disputes with KRA while preserving relationships. The process is voluntary, confidential, friendly, and results to a win-win outcome for the parties. Further, the ADR process is absolutely free.

KRA encourages taxpayers with tax and customs disputes to consider the use of ADR as a way of resolving those disputes. The KRA ADR Framework is available on the KRA website (www.kra.go.ke)

Kenya Revenue Authority informs the public that it is in the process of simplifying Stamp Duty payment process on the iTax system and thereby expediting the payments. Following the changes, it will no longer be conditional to present a Capital Gain Tax Acknowledgement Slip before Stamp Duty payment is processed. This reform is expected to improve the ease of doing business by creating efficiency in the process and promoting investments.

KRA emphasizes that transfer of property still attracts Capital Gains Tax which is payable by the transfer on or before the 20th day of the following month in which the transfer of property is effected.

The county government of Lamu has banned in-definitely, the sale of

Miraa and Muguka following a directive by the Lamu County Commissioner (CC), Irungu Macharia.

Consequently, Mr. Irungu ordered that no vehicles fer-rying the two products will be allowed in the County with immediate effect.

The ban comes in the wake of a public outcry by local re-ligious leaders that Miraa and Muguka could be a conduit not only for hard drugs abuse but also for easy transmission of the dreaded coronavirus.

Macharia further stated that no Miraa or Muguka busi-ness will be allowed within the County until the threat of COVID-19 has been sur-pressed.

His orders come in the wake of similar directives in Mandera, Wajir and Garissa counties where Miraa and Mugukaenjoy a huge market within the four counties.

Speaking to KNA after a security meeting to strate-gize on the implementation of measures aimed at curbing the spread of COVID-19 within the County, the County Com-missioner who was flanked by the Lamu County Police Commander, Moses Muriithi, noted that the National and the County Government had put in place preventive measures to keep the virus at bay.

“We have also sought to move the Mkunguni market to Kibaki grounds which is a lot more spacious in comparison to the Lamu Fort precincts that have been in use by market traders, this is to avoid con-gestion and any likelihood to escalate the spread of Corona-virus in case of an outbreak,” the County Commissioner added.

He also urged members of the public to desist from spreading rumours on so-cial media, noting that the LAPSSET project has been at the receiving end with nega-tive publicity in regard to the handling of the COVID-19 cri-sis.

“LAPSSET contractors have taken it upon themselves to ensure workers contracted to the project do not move out of the facility to prevent the likelihood of contracting the deadly virus,” Macharia said.

He further said that the LAPSSET project will continue as planned by the Chinese Communication Construction Company (CCCC) provided adequate measures are taken to assure the national govern-ment that the Vision 2030 pro-ject is not at risk.

The CC further said, parents should ensure their children stay at home to avoid any ex-posure to the virus.

“Parents should note that this is not a holiday period for children but a time when they should manage and restrict their movements,” he said.

These sentiments were ech-oed by Lamu County Health Executive (CEC), Dr. Anne Gathoni, who said, that the County Government was also urging members of the public to reduce travel during this pe-riod under threat by the coro-navirus spread.

He also ordered the closure of all miraa shops, pool tables and banned market days to help reduce the movement of people from one area of the county to another.

UNIVERSITIES AND COLLEGESThe Kenya Universities and Colleges Central Placement Service wishes to announce that the online application system will open for the Second Revision of degree, diploma and certificate choices from Thursday, April 2, 2020 to Wednesday, April 15, 2020. The Second Revision will be open for all the applicants who, on competitive selection after the First Revision of Choices, have not secured any of their choices for placement to universities and colleges. The KCSE index numbers of these applicants are listed in the Placement Service website www.kuccps.ac.ke. We urge principals of the secondary schools whose former students’ index numbers are listed on the website to inform the affected applicants to revise their choices.In addition, students who did not apply through their schools and missed the First Revision of Choices may use this opportunity to submit their applications. The applicants will be required to select new choices from the degree, diploma and craft/artisan certificate courses with unfilled capacities, which are also listed on the website, and submit afresh.Applicants whose index numbers are not in the list on the website have already provisionally secured one of their choices, hence are not required to reapply. The outcome of their applications will be given after the conclusion of the placement processing.

Government officials in Garissa took the Coro-navirus sensitisation

campaigns to the streets of Garissa town in an effort to curb the spread of the deadly virus.

Led by Garissa sub-county deputy county commissioner, Samuel Njuguna,the officials, who included chiefs and their assistants, visited the Garissa livestock and open markets, where they emphasised the need for traders and customers to maintain the social distanc-ing rule and regular hand-washing.

“These two have been proven to limit the spread of the virus. We are here to emphasise the

same and urge each one of you to follow the instructions by the Ministry of Health,” Njug-una said.

Njuguna said the govern-ment will from time to time announce new measures where appropriate, but for the time being, ‘let’s all stick to the guidelines to stop the virus from spreading’.

The administrator an-nounced that all bars, hotels and eateries in the area have been closed indefinitely. He however noted that the hotels and eatery joints can prepare takeaway food while those who want to drink can buy their favourite brands from wine and spirit shops.

“If you want to drink then

get your drinks from wine and spirit shops. No bars will be al-lowed to operate. Hotels can prepare and sell takeaway food only,” Njuguna said.

He urged those coming to Garissa town to shop ‘to do so and leave the town when they are through and avoid idling around’.

“We will not allow idling and crowding within the town.

When you are done with your business, please go home,” he added.

The administrator said the Garissa open market and live-stock markets will remain open but called on the traders to maintain high standards of hygiene. He said shops will also remain open.

“These are the drivers of our economy and for now they

will remain open,” the deputy county commissioner said.

“The traders should avail sanitisers and water for hand washing as these have been identified as the best practices to stop the spread of the virus,” he noted.

Faith Makena, a bodaboda rider said that they are having a difficult time in persuading their customers on new direc-tives.

“We are losing a lot of cus-tomers because they don’t want to change. There are those who insist to be in pairs to save on the fare although this has been stopped. We are losing customers but this the price we have to pay,” Makena said.

“Many Kenyans seem not to understand the effects of a full scale outbreak. People don’t seem to appreciate the impact of a complete lockdown. Let us follow the simple directives now before things get out of hand,” she said.

More than 600,000 people have been affected globally by the virus which first broke out in Wuhan, China in December 2019.

Going by the comments on social media follow-ing the confirmation of

the first coronavirus case in Kenya, my mind went back into a seminar on Nyumba-Kumi initiative, way back in 2017.

The facilitator said any unit from the village, organiza-tions, nations and the world at large is run by only 15 per-cent of its inhabitants, while the remaining 85 percent are just like wheelbarrows who cannot move beyond where they are pushed.

The World Health Organi-zation (WHO) on Wednes-day, March 11, 2020, declared the coronavirus outbreak a pandemic.

More than 156,000 people have been infected in more than 80 countries; by March 15 this is by the Center for Systems Science and Engi-neering of the Johns Hopkins University, Baltimore, Mary-land, USA.

5,800 deaths have been reported globally and over 3,000 of those who died oc-curred in mainland China. About 73,000 people have recovered so far from the dreaded disease.

Wuhan city in China’s Hubei’s Province was the ep-icenter of the highly virulent virus. Some countries such as Italy, the worst hit country in Europe, and Denmark have been put on lockdown.

Others have cancelled mass gatherings. The US re-cently suspended travel from continental Europe.

The serious 15 percent are burning the midnight oil taking all possible measures to contain the global threat while the remaining 85 per-cent are either completely oblivious of the dangers of the health hazard or are busy cracking jokes of the epi-demic on social media.

The worst lot is ‘the know it all’ who will criticize even precautionary measures given by health experts yet suggest none of their own.

I overheard some Kenyans in Chuka town asking, what is the relevance of frequently washing hand if the virus is airborne? Whoever told them what is in the air never lands on hands I do not know! Be-sides, don’t we prevent a lot of diseases by frequently washing hands? Why would

any serious person discour-age people from frequently washing hands with or with-out the coronavirus threat? This is among the 85 percent who simply walk to avoid being labeled idlers but have no definite destination.

Then there is this other lot looking for the slightest rea-son to proclaim the virus is in Kenya. Are they paid for breaking news? Probably, but if not, these are the worst idlers who only imagine any-thing is ‘James Bond fiction’, even when it is real, unless it has affected their brothers or sisters.

Yes, we heard of the locust invasion when it hit Mandera County, but the majority of us never looked at it as a threat until it hit TharakaNithi.

Countries in the developed world are restricting their citizens from their normal daily businesses and here we are blaming the epidemic on Reggae and the like.

Some farmers are busy using all forms of rudimen-tary means to scare away lo-custs from their farms while the majority of us are busy blaming the government for not coming up with a solu-tion to the pests’ invasion.

In such times of pending disasters, it is advisable to be proactive. At the national level, the government has refurbished the Mbagathi Hospital in preparation for any eventuality. The Thara-kaNithi County Government has created quarantine cen-tres in three major hospitals as a mitigation measure for any eventuality.

The County Governor, Muthomi Njuki said there is no need for panic but even as the residents continue to frequently wash their hands as advised by the Ministry of Health, the County Govern-ment has gone a step further to establish the quarantine centres.

“We look forward to a fa-vourable containment of the virus in Nairobi,” said the Governor.

However, with all this mis-leading information from the 85 percent who have to be pushed, many of whom can-not move beyond where they are pushed, will the 15 per-cent working folks save the world from the deadly virus?

The Government will sus-pendMatatuSaccos in Nakuru county which

fail to comply with the Health Ministry’s regulations aimed at curbing the spread of Corona-virus.

County Commissioner, Erastus MbuiMwenda said, some public service vehicles (PSVs) have defied the national government’s directive to re-duce the number of travelers per vehicle.

The rule was mostly being flouted by 14-seater vehicles

which ply various residential estates in Nakuru.

On Friday, Kagwe directed 14-seater matatus to carry a maximum of eight passengers, 25-seaters to carry 15, buses whose sitting capacity is 30 and above to have 60 percent sitting capacity.

The county boss spoke when he jointly issued the County Covid-19 Situation Report with Governor Lee Kinyanjui. He advised members of the public not to board any vehicles car-rying passengers exceeding the Minister’s directive.

Kenyans jetting into the Country, he said, will be charged in court if they fail to comply with the self-quaran-

tine requirement.MrMbui said bars will re-

main shut until further notice while restaurants are to remain open but only for purposes of facilitating takeaway services.

licenses of supermarkets, ho-tels, bars and restaurants that disregard the advisory.

The governor stated that a special team comprising po-lice officers and the County enforcement unit had been formed to crack down on public vehicles that flout the regulations. “Some matatus are not even providing sanitis-ers, soap and water for their passengers as directed. We will arrest transporters who are yet to comply with the advisory,”said the governor.

The Kenya Youth Employment and Opportunities Project (KYEOP) is a Government of Kenya Project funded and implement-ed in collaboration with the World Bank. The Project aims at increasing employment and earnings opportunities for targeted youths by providing training, Work place experience, business financing and relevant labour market information. Expanding opportunities for youth also requires interventions that expand job creation and increase earnings for youth who are inter-ested in self-employment or wage employment, whether in the formal or informal sectors.

Under KYEOP sub-component 4.3, the KYEOP Project Coordination Unit will manage the process of raising awareness on government catalytic funds and AGPO. Anecdotal evidence, based on consultations with young people, suggests that a significant barrier to the access and use of these sources of financing relates to lack of information and understanding of the existence of the funds, requirements for accessing these funds, and the procedures for applying for these funds. To this end, the project will ensure it provides information on AGPO. As noted above, a comprehensive assessment of the barriers and constraints to young people making use of these funds will be undertaken and will inform future counselling and informa-tion-sharing on how best to access and use these resources.

The main objective of this Consultancy is to develop and deliver digital training on Government funds and opportunities for youth through mobile telephone technology. Delivery will be through mobile telephone technology (USSD, Apps, etc, with at least one platform usable on simple (non-smart) phones).

Ministry of ICT, Innovation and Youth Affairs (MIIYA) invites eligible consulting firms (“Consultants”) to (i) conduct needs assessment on the design and delivery for the targeted beneficiaries (ii) develop and/or adapt content that meets the identified needs; (iii) deliver the content to targeted beneficiaries through a toll free interactive mobile telephone platform operable for both simple and smart phones; (iv) revise content based on intervention feedback (vi) share regular reports on the number of youth using the platform and main usage, including per Government program (vii) develop final report.

The project targets unemployed young men and women of 18-29 years with no more than a secondary education who are unemployed or working vulnerable jobs. The project is implemented in a component approach which includes; 1) improving employability 2) support for job creation, 3) improving labor market information and, 4) strengthening youth policy development and project management.

The Services include In-Depth Financial Management and Management Information Systems Review for the KYEOP, the World Bank and all stakeholders to obtain reasonable assurances that the funds provided under the KYEOP are being used for the intended purposes. The review shall cover the period from inception of the project up to the date when the Consulting firm will be in place.

The rationale of the assignment is to complement regular project financial management monitoring mechanism through a more thorough review and independent assessment of financial management systems including procurement arrangements and in-ternal oversight and accountability arrangements for monitoring of budgeted allocations to ensure compliance with objectives. Given that some of the resources under the project are transferred to beneficiaries, the review will also focus on the fiduciary arrangements at the County and beneficiary levels.

Murang’a residents have thanked the county administration for

waiving tariffs charged on do-mestic water consumption for a period of a month.

Reacting to Governor MwangiwaIria’s announce-ment last week that after consultations with water com-panies, residents will be spared

paying for water for a period of a month, the residents said the waiver will help greatly in the fight against the spread of the deadly virus.

They also commended the county government for se-curing chemicals needed for water purification to subsidize production costs for the water companies.

While making the an-

nouncement, WaIria said the water services which have been disconnected due to un-paid bills will be restored at no cost to ensure residents have water this period the country is fighting to stop the spread of Covid–19.

“We have agreed with local water companies to provide 200 litres to all residents con-nected with piped water on a daily basis. This will ensure high levels of hygiene are at-tained as we fight the spread of coronavirus,” added the gov-ernor.

He noted that in many mar-kets, traders have embraced the precautionary measures by ensuring provision of water for

customers coming to buy their goods.

Earlier in the day, high ca-pacity water tanks were dis-tributed to all major towns to ensure continuous water sup-ply at trading centres.

The tanks, procured by the county government were dis-tributed to water companies to be installed in major trading centres within the county.

Residents were advised to use the water which is mixed

with detergents and preserved in the tanks only for washing hands and not for other pur-poses. WaIria asked locals to follow directives issued by the government to spare the coun-try from being put under total lockdown.

“I appeal to people to cut short travelling and stay at their homes. I also ask our people to stock food in their homes so as to be ready for any stringent measures the government may opt to take aimed at containing the spread of Covid-19,” he added.

WaIria said all measures will be employed to discourage people from traveling unless on emergency cases.

BOARD

The Technical and Vocational Education and Training Authority (TVETA) is established under Section 6 (1) of the Technical and Vocational Education and Training (TVET) Act, 2013 (hereafter referred as the Act).

The Authority is mandated to among others:i. Regulate and coordinate trainingii. Accredit and inspect programmes and coursesiii. Advise and make recommendations to the Cabinet Secretary on all matters related to trainingiv. Determine the National Technical and Vocational Training objectivesv. Promote access and relevance of training programmes within the framework of the overall National Socio-Economic

Development plans and policies.vi. Prescribe the minimum criteria for admission to training institutions and programmes in order to promote access,

equity and gender parityvii. Establish a training system which meets the needs of both the formal and informal sectors as provided under the Actviii. Inspect, license, register and accredit training institutionsix. Advise on the development of schemes of service for trainersx. Assure quality and relevance in programmes of trainingxi. The Act provides for appointment of a Board consisting of a chairperson and eight members which shall be the Governing body of the Authority. In pursuant to the provisions of Section 8 of the Act, 2013 the Selection Panel invites applications from suitably qualified Kenyan citizens to fill the following vacant positions in the TVETA Board.

a) Vacancies for positions of members of the TVETA BoardFor appointment as a member of the TVETA Board, a person shall: -a) Possess at least a Bachelor’s degree from a university recognized in Kenyab) Have proven knowledge and experience of more than fifteen (15) years in matters relating to any of the following;

• Technical and Vocational Education and Training• Legal matters• Financial matters, or• Any other area of competence related to the functions of the Authority

c) Have served in a Senior Management position in a public or private organization for a period of more than five (5)years

All open air markets in the entire Kwale County

were closed last week by the County Government to avert the spread of the coronavirus pandemic.

The county authorities said, open-air markets and market days will remain suspended in a bid to adhere to the national government’s directive that people should maintain so-cial distancing of at least one-meter to curb the spread of the virus.

The coastal devolved unit

confirmed its first coronavi-rus case of a foreign national a week ago who is under medi-cal care at the Msambweni Sub County hospital.

The county public health de-partment has also started scal-ing up disinfection of hospitals and other public facilities

Governor Salim Mvurya who is also the chairman of the county emergency response team said, public sensitiza-tion and awareness campaigns on Covid-19 have been scaled up in all the 20 wards of the county.

He said his administration, in collaboration with the na-

tional government, will be strengthen all measures aimed

at controlling the coronavirus pandemic in the region.

The governor said the county response team on Covid-19 will be raising the level of pre-paredness and health protec-tion measures for the residents.

“All tuk tuks (three wheeler taxis) will strictly carry one passenger as opposed to three and observe prescribed hy-giene standards,” he said.

He called on the residents to take precautions and follow di-rectives issued by the relevant health authorities.

“People should use the

hand washing facilities which we have installed in strategic places in the county and use sanitizers and obey other pub-lic health safety guidelines,” he said. The county boss also welcomed the move by the national government to close down the Kenya-Tanzania border at the Lunga Lunga crossing point.

“In the wake of the closure of the border crossing point, we urge the security agencies to increase surveillance on the same,” he said.

Health ministers from the East African Com-munity member states

(EAC) have unveiled a raft of measures to control the spread of theCOVID-19 in the regional economic bloc.

Conducting its 4th Extra-Ordinary Meetingthrough video conference, the minis-ters directed all partner states to continue implementing mandatory quarantine for 14 days for all travellers to the re-gionand avoid imported cases by applying strict screening procedures at all entry points.

They noted that as of 24th March, 2020 the region had re-ported a total of 91 COVID-19 confirmed cases (Uganda-14, Kenya-25, Rwanda-40 and

Tanzania-12), with no con-firmed cases from the Republic of South Sudan and the Repub-lic of Burundi.

The ministers called for con-tinued suspension of EAC re-gional face-to-face meetings and urged EAC Organs and institutions to utilize Modern Technology such as video-conferences, Webinars and Skype Calls until normalcy returns.

Multilayer mechanismIn a joint statement issued

after the meeting, the council further directed Partner States to implement 100% exit and entry screening by applying the multilayer mechanisms to avoid loopholes such as transit of passengers.

Additionally, the council re-solved to facilitate free move-ments of goods and services in the region. To facilitate smooth border crossing of goods in the region, the States are to guar-antee that trucks or vehicles have only two or three crew members per vehicle.

The ministers laid emphasis on the health of crew mem-bers and in the event that upon screening any is found to be at high risk or positive to COVID-19, the truck will be decontaminated before it is allowed to continue to its final destination and the crew members quarantined for 14 days according to the set na-tional guidelines.

Crews for cargo planes and vessels will be determined by

the specifications of the air-craft or ship and set interna-tional guidelines.

“Truck drivers are required to declare their final destina-tions and are urged to stop only at designated points along the transport corridors so as to limit chances of spread

of COVID-19 during transit,” read part of the statement.

All the Partner States, the statement directed, should es-tablish a surveillance system to monitor crew health and enable contact tracing. Any affected crew will be quaran-tined at a government desig-

nated hotel for the period of their stay.

They urged member states to support local companies, to facilitate local production and availability of key consuma-bles, products used in COVID -19 response, including hand sanitizers, medical products and soap.

The Council further directed Partner States to provide addi-tional contingency and emer-gency funds to address gaps in prevention and other inter-ventions to mitigate the impact of COVID-19. They urged the EAC Secretariat and each Part-ner State to mobilize resources, invest in public health systems to ensure resilience and health security.

The Ministry of Industriali-zation, Trade and Enterprise Development has set up a Business Emergency Response Center to mitigate the adverse effects of the Covid-19 on businesses in Kenya.

In a press statement to MyGov, the Ministry’s Cabinet Secretary, Betty Maina said the center, domiciled at the State Department for Trade’s Tele-posta Towers offices in Nairobi, will receive feedback from all businesses on the impact of Covid-19 on their operations.

The center, to be manned on a 24 hour basis, will ana-lyze the impact of the virus on businesses and propose inter-ventions for the different sec-tors.

“The center has been estab-lished pursuant to President Uhuru Kenyatta’s Executive Directive on the need to insti-tute a raft of measures aimed at protecting Kenyans from the effects of the virus,” read the

statement from the CS.She said the center will also

disseminate the Government’s Covid-19 mitigation measures that require action from the different business sectors.

The center, she added, will receive information from the general public on adverse business actions such as price increases on essential com-modities and business com-pliance with Government directives.

The Kenya Bureau of Standards (KEBS) is a statutory organization of the Government of Kenya established by the Standards Act Cap 496 of the Laws of Kenya in July 1974. The Mandate of KEBS is to provide Standardization, Metrology and Conformity assessments services through promotion of standardization in commerce and industry, provision of testing and calibration facilities, control of the use of standardization marks, undertaking educational work in standardization, facilitation of the implementation and practical application of standards, maintenance and dissemination of the International system of Units (SI) of measurements.

Teams charged with aware-ness campaigns about

Covid-19 have been asked to focus on the less informed citizens in the remote parts of Marsabit County.

Governor Mohamud Ali also announced the readiness of the county in the event a coronavirus case was reported where special wards with a 56-bed capacity have been set up across the county.

Speaking when he toured the Marsabit Level 5 hospital

to check on preparedness in the wake of the pandemic, Ali said given the remoteness of some parts of the county and illiteracy levels among locals, it was important for aggressive sensitization campaigns to be directed to such areas.

The governor who expressed satisfaction on gains made so far towards warding off the disease in the region, under-lined the importance of con-tinued vigilance and appealed to residents to observe high standards of hygiene.

He announced the establish-ment of fully equipped isola-tion wards at Marsabit County Referral Hospital and all sub-

county hospitals.Besides the Marsabit County

Referral hospital, which has separate male and female wards with a 10 bed capacity each, Kalacha in North Horr constituency 10 beds, Moyale 10 beds, Laisamis 5 and So-lolo mission hospital 11, are all ready.

“With God’s grace,Marsabit County has no case so far and that calls for sustained prepar-edness against the pandemic,” said the governor.

He further announced the

closing down of all county government offices save for those providing essential ser-vices and urged for sustained social distancing.

Governor Ali called on those manning entry points along the Kenya- Ethiopia border and neighboring counties to be strict and ensure nobody escaped screening for signs of the virus. Marsabit County Commissioner, Evans Achoki asked residents to observe instructions to stay at home adding that the ongoing sensi-

tization campaigns against the disease would be sustained.

The county commissioner also asked residents to pre-pare themselves for the night curfew saying the presidential directive would be effected to the end.

He also emphasised the need for public service trans-port providers to adhere to set sanitary standards and carry the prescribed number of pas-sengers or else have their li-cences revoked and culprits prosecuted.

Residents ignoring directives aimed at containing the spread of coronavirus will face dire legal con-sequences.Murang’a County Commissioner (CC), Mr. Mohammed Barre, said some residents are still attending burials and other social gatherings without following laid down pre-cautions. Since last week, he said, security officers were forced to disperse several burial gatherings which were attended by more peo-ple than the number required.“It’s clear that the government has

said burials to be attended by not more than 15 people, but its worry-ing to see funerals being attended by even 200 or more people. We will not tolerate this,” warned the Commissioner. A Multi- Agency team comprising the National Police Service (NPS),

General Service Unit (GSU) and Kenya Coast Guard Service (KCGS) has taken charge of ferry operations at the Likoni channel in Mombasa.

Coast Regional Commis-sioner (RC) John Elungata said, the take -over forms part of new measures to restrict movement at the crossing channel to curb the spread of the novel coronavirus (Covid-19) pandemic.

Mr. Elungata said the secu-rity personnel at both sides of the channel will ensure pas-sengers adhere to the social distancing rule and wearing of

masks and other facial cover-ings while crossing the channel that connects Mombasa Island to the mainland south.

The RC who toured the Likoni crossing channel was accom-panied by the Regional Police Commandant Rashid Yakub, Kenya Ferry Services Manag-ing Director,BakariGowa and the Director General of the Kenya Coast Guard Loonena-Naisho among other senior government officials.

Elungata urged Mombasa residents to remain at home and only cross the ferry when it is extremely necessary.

He said the multi- agency team will continue to moni-tor the situation with a view to resuming normal services as soon as possible. President Uhuru Kenyatta last week an-

nounced that the KCGS and the NPS will take charge at the vital crossing channel when he announced new measures aimed at curbing the spread of the deadly virus that has

caused havoc across the world. The President has also issued

a nationwide curfew from 7 pm to 5 am effective last Friday in a move aimed at slowing the spread of the pandemic.

“To comply with the presi-dential directive, ferry services will now operate from 5.30 am to 6.30 pm effective Friday” said Elungata. The Regional Administrator said, during morning and evening peak hours, MV Jambo, MV Kwale, MV Likoni will be available for passengers while MV Kilindini will be availed for motor vehi-cles. “The ferries are usually packed to capacity and avoid-ing close contact becomes near impossible and that is why we are cutting down the number of passengers per trip” he said.

He urged ferry users to maintain some distance from one another while on-board to prevent transmission of the highly contagious virus.

“To aid the social distance required, the public is urged

to strictly adhere to directives of the security personnel” he said adding that, hawking on both sides of the ferry crossing is banned.

Elungata said all cargo trucks from south coast des-tined for upcountry will not be allowed to cross using the ferry but will be diverted at the Kombani junction in Kwale.

He said Kenya Ports Author-ity (KPA) will be providing daily list of ships in port and list of vessels expected and re-spective shipping agents and contractors that will be re-quired to provide services to the ships on daily basis.

“KPA staff, shipping agents and transporters of cargo to and from port of Mombasa will be exempted from the curfew directive,” said Elungata.

Employees of Mwatate Sisal Es-tate in Taita-Taveta County are staring at massive job lay-

offs after the National Environment Management Authority (NEMA) shut down the sisal factory over improper effluence discharge.

The fate of workers at the sisal farm hangs in balance as union officials and the farm management scramble to find a formula to mitigate the plight of employees following the sudden closure.

The county chairman of Kenya Plantation Workers’ Union, Mr. Rich-ard Juma said, the direct casualties of the closer were 1,200 casual work-ers who had to be laid off as soon as NEMA orders were received a week ago.

Speaking to KNA, Mr. Juma said the closure had a ripple effect because it affected the section at the heart of the sisal processing plant.

He stated that the effluence was produced by the decorticator ma-chine which had to be shut down. A Decorticating machine is responsi-ble for cutting and processing of sisal leaves to produce fibres that are used for manufacturing of materials, ropes and clothes.

“When the machine is closed, it af-fects all other departments. Cutters in

the field cannot bring in any sisal for processing and workers in the drying section also have nothing to dry,” he said.

The ripple effect of the closure will affect over 5,000 workers in various departments in the expansive farm.

Mr. Juma said his office and the sisal farm management was work-ing on a formula to ensure workers’ rights were not violated. The union official however disclosed that a sec-tion of workers had started resuming work this week as the management frantically works to adhere to pre-scribed environmental standards.

He the management was consider-ing allowing employees on perma-nent terms to take paid leave until the firm resumes normal operations. The union leaders also intend to negotiate a package for workers on casual and temporary basis.

“We are having a meeting on Thursday and hopefully, we will find a common ground for our chal-lenges,” he said.

NEMA County Director Edith Kalo confirmed that the factory was closed last week following flagrant disregard of safe disposal of effluence from the processing plant. She added that her office has issued several warnings to the company to comply but nothing had been done.

“We have sent warning letters and

notices to the company for over five years. They did not comply leaving us with no choice but to close it down,” she said.

She stated that the untreated efflu-ence from the plant was hazardous and posed a threat to people, animals and environment.

She however said the firm had started complying with some of the directives. One of the steps was hir-ing an environmental expert who was advising the management on the pro-cedures of management of effluence.

Ms. Kalo said her office was work-ing closely with the firm to ensure they fulfilled the safety standards regulations.

“We are pleased at the pace with which the firm is complying with NEMA requirements,” she added.

MrJumaexpressed optimism that the issues would be resolved soon to allow workers resume work and avoid crowding in their centralized settlements. He lamented that almost all workers lived in the same neigh-borhood which posed a risk to all.

“With Covid-19, so many people living in one place with their children is a health risk. It’s better if they are working in their various departments where they don’t interact,” he said.
