Dear Mr. Gardner:

The Westmark Group (Westmark) was contracted by Republic Services of Southern Nevada (RSSN) toconduct quarterly surface gas monitoring for the Sunrise Landfill located in Clark County, Nevada. Thepurpose of the monitoring is to assess the landfill for elevated concentrations of organic vapors, includingbut not limited to, methane gas. Authorization to perform this work was provided by Mr. Tom Gardnerwith RSSN. This report presents the results of this monitoring event for the First Quarter of 2004 whichwere completed on February 17, 18, and 24, 2004 and on March 1 and 4, 2004.

1.0 WEATHER CONDITIONS

Prior to initiating monitoring activities, the general weather conditions for Clark County, Nevada wereobtained by Westmark and documented in the project records. The weather conditions recorded for thefirst quarter monitoring event are presented in Table 1.0.

2.0 CALIBRATION OF LANDFILL GAS MONITOR

A SEM 500 Gas Monitor was used to complete all surface monitoring activities at the landfill. This airmonitoring instrument is a flame ionization detector (FID) which measures concentrations of organicvapors in parts per million (ppm). The instrument was calibrated prior to starting work activities using a

standard calibration gas containing 500 parts per million (ppm) of methane in air. A copy of thecalibration form for this monitoring event is attached for your records.

3.0 SURFACE GAS MONITORING AND RESULTS

Westmark personnel traversed the entire surface area of Sunrise Landfill at approximately 30-meterintervals utilizing the SEM 500. A Trimble Global Positioning System (GPS) unit was used to create amap identifying the specific path traveled by Westmark personnel during this event. A copy of the map isincluded with this report.

Selected locations were monitored at 5 to 10-centimeters above the landfill surface. The results of themonitoring activities completed along the surface of the Sunrise Landfill showed all of the monitoringlocations were below the established action level of 500 parts per million (ppm) for organic vapors asestablished by the Environmental Protection Agency (EPA) for landfill gas emissions.

Upon completion of the landfill surface monitoring activities, Westmark personnel collected one (1)effluent air sample from a sample point on the Thermal Treatment System The sample was collected in atedlar bag and submitted to Air Toxic Ltd. to be analyzed for British Thermal Units (BTUs). A copy of theanalytical data will be forwarded to you upon receipt from the laboratory.

This report has been prepared for the exclusive use of Republic Services of Southern Nevada. Thefindings presented herein are based upon observations of our field personnel and points of investigation.Our services were performed in accordance with the generally accepted standards of practice at the timethis report was written.
