1. Introduction

1.1 This document sets out submission requirements for the CVL Concept Design.

1.2 It supersedes the earlier version v4.0 issued on the 15th September 2017.

1.3 Appendix A sets out the TfW Plan of Works which details the seven stages

of project development from output requirements through to closeout. These

are referenced throughout this document. Each of the stages has a number of

deliverables associated with the successful delivery and closure of a design

development stage, once a TfW review of the required outputs has been

successfully completed and accepted.

1.4 The CVL designs will be submitted in three stages:

a) CVL Concept Design (as defined in this document):

You submitted completed CVL Concept Design documentation including

costing templates which set out an Outline Target Price (Section 2

below). TfW agreed with Bidders the Outline Target Price and

associated Optimism Bias and ‘froze’ the CVL Concept Design on 30th

June 2017.

b) Draft ITSFT

There are further elements of CVL Concept Design required in Final

Tenders and these were highlighted in draft form in the Draft ITSFT.

Responses to the Draft ITSFT were dialogued before issue of the ITSFT.

These elements are not under ‘change control’.

c) ITSFT (late 2017):

Bidders will submit final versions of the ITSFT products in their Final

Tender. Until submission of Final Tenders, Bidders can ask to change the

CVL Concept Design but this is subject to agreement with the Authority.

The full set of 20 CVL Concept Design products for the CVL Concept

Design shall be submitted in your Final Tender.

Changing after ‘freeze’

1.5 Once frozen, the CVL Concept Design including Outline Target Price could

only be changed by agreement with the Authority. Change has, however, been

permitted. Bidders have been able to modify the CVL Concept Design and

associated Outline Target Price, with Authority approval, once every six weeks

until Final Tenders are submitted. The Authority could take up to two weeks

to provide feedback on design maturity and Outline Target Price, so

recommended that any substantial changes were made early. Further details of

the change control process are contained within the document entitled "Core

Valley Lines – CVL Concept Design – Change Control Process", v5.0 dated

25th September 2017.

1.6 The Outline Target Price at the time of submission of the Final Tender must be

affordable in terms of the CVL Capital Budget set out in Volume 1 of the

ITFST. It was permitted for the Outline Target Price to exceed the CVL Capital

Budget so long as the CVL Concept Design is affordable by the time Final

Tenders are submitted.

1.7 The Authority reserved the right to modify the requirements for CVL Concept

Design during dialogue until issue of the ITSFT.

Submission Requirements

1.8 You should respond to each of the sections set out below for CVL Concept

Design Costings and CVL Concept Design Documentation.

1.9 You should submit all files in your CVL Concept Design in a zip file to

AWARD. The submission will be in accordance with the document entitled

"Core Valley Lines – CVL Concept Design – Change Control Process" (v6.0,

dated 25th September 2017).

AWARD Instructions for CVL CONCEPT Design Submission

To update your submissions;

a) You will access the Authority Query ('AQ') in the normal manner (either

by clicking the link in the email from AWARD or opening the ODP ITPD

portal and navigating to the AQ page in “Communications”).

b) You will have the option to upload a document to your response to the

AQ. Click on the “Upload” button and choose the following folder to

upload your zip folder to:

2. CVL Concept Design Costings

2.1 You should submit a set of CVL Concept Design costing templates as per

Appendix B: CVL Concept Design Costing Templates; following the

guidance set out in Appendix C: CVL Concept Design Costing

Templates Parameters and Appendix D: CVL Concept Design

Costing Templates Guidance Notes.

2.2 The structure of this document within Section 3 is generally aligned with the

CVL Concept Design costing templates, with the exception of the Schematics

and Layout Section which has been used as a location to capture details of the

general items that are required in association with the submission of the CVL

Concept Design.

3. CVL Concept Design documentation

Schematics and Layouts

3.1 You should respond to each of the items below in the format indicated:

a) Design development status sheets, in Microsoft Excel format, as per

Appendix E: CVL Design Development Status Schedule;

b) High level programme, in both Micrsoft Project and .pdf format, indicating

what you consider to be the key activities at this stage of the development

of your solution, the programme summary shall be at a maximum size of 10

pages of A3 and shall have a minimum font size of 11 point, your high level

programme shall specifically include;

i) Preliminary Design and Discovery Period including relevant sub-

activities detailed below:

- Surveys

- Designs

- Development and sign off of Final Target Price

- Discovery

- Regulatory approvals for Infrastructure Manager

- Other regulatory approvals

- Infrastrucure Manager readiness

ii) Development of Network Rail agreements (access, connection etc.)

iii) Development of primary TWAO

iv) Development of other powers/consents

i) Electrified track;

ii) Non-electrified track;

iii) Existing stations, highlighting any recommended for closure;

iv) Proposed new stations;

f) Set of 5-mile sections or scale drawings in .dwg or .pdf format, for your

infrastructure improvements showing track layout, indicative trackform

type, line speeds, noting any improvements, existing structures, overbridges

and underbridges, extents of electrification and summarising proposed

platform amendments and structural amendments;

g) Design development commentary in Microsoft Excel format, as detailed in

the per Appendix G: Design Development Commentary;

h) Completed Accessibility Model Template for the train service you plan to

operate by December 2023, in Microsoft Excel format, to allow the

Authority to undertake an ERDF compliance check, as per Appendix H:

Accessibility Model Input proforma; and

i) Completed Appendix I: CVL NR Boundary Schedule in Microsoft

Excel format. Indicative details to be supported by embedded sketches

where available showing the boundary requirements for the transfer of

each Network Rail Asset associated with your solution (It should be noted

that a detailed set of drawings is required at Final ITSFT).

Railway Control Systems (1.01)

3.2 You should respond to each of the items below:

a) Submit Level crossings data sheet, in Microsoft Excel format, Appendix J:

CVL Level Crossing Schedule which has been pre-populated with

information on the existing level crossings made available by Network Rail

and from the previous Valley Lines Electrification study, which is also

available in the Data Room. Bidders will need to record the impact of their

solution on each crossing including any change in the risk profile; and

b) Railsys Model input parameters table, in Microsoft Excel format, as per

Appendix K: Operational & Traction Power Simulation Input

Parameters.

Train Power Systems (1.02) and Electric Power and Plant (1.03)

3.3 You should respond to each of the items below:

a) 1:500 plan, in .dwg or pdf format, of the proposed substation locations,

including main grid substations and DNO substation footprints including

access requirements set against red line CVL ownership boundary;

proposed electrification, which can be submitted as separate drawing within

the same product item pack for item a) above; and

c) Traction Power Simulation input parameters, Microsoft Excel format, as

per Appendix K: Railsys & Traction Power Simulation Input

Parameters.

Permanent Way (1.04)

3.4 You should respond to each of the items below:

a) Schedule of capacity/infrastructure improvements, in Microsoft Excel

format, as per Appendix L: CVL Infrastructure Improvements

Schedule;

b) 1:1000 scale alignment plans, in .dwg or .pdf format, for new switches &

crossings at or in close proximity to Cardiff Queen Street & Cardiff

Central (5 mile plans or scale drawings are to show signals for new

switches and crossings at other locations);

c) Typical cross sections in .dwg or pdf format, for new track, this should

include rail profile, minimum ballast depth, formation treatment, indicative

track drainage, safe walking routes, electrification details, including details

on your assumptions for wire heights, electrical clearances and

construction tolerances and any additional metro utility details. One

drawing per type, scale as required to show a satisfactory level of detail;

and

d) Route diagrams, in .dwg or .pdf format, including switches, crossings,

stations and any line speed restrictions.

Buildings & Property (1.06)

3.5 You should respond to each of the items below:

a) The stations schedule included within Appendix M, has a number of

columns to assist the Authority in defining it’s minimum station

requirements and to assist as a requirements capture tool. Bidders shall be

expected to populate, in Microsoft Excel format, Appendix M: CVL

Stations Schedule with information on the platform dimensions and to

provide general details of any new facilities to be provided at the stations as

part of their solution and indicate if this is proposed to be funded via the

Outline Target Price, Operating Budget or through the RV Mechanism.

Civil Engineering (1.07)

3.6 You should respond to each of the items below:

a) Appendix N: CVL Structures Schedule has been pre-populated with

information on the existing structures which has been made available by

Network Rail and from the previous Valley Lines Electrification (VLE) study.

Bidders will need to record the impact, in Microsoft Excel format, of their

solution on each structures detailed within Appendix N. The schedule

provides the soffit clearances as per the NR VLE Reports and has been

updated with supplementary information taken from the D Gauge survey

commissioned by the Authority while known underbridges and viaducts

have been added using Network Rail’s asset information records. No other

updates are envisaged other than if information becomes available on the

principal owner of the structures.

Extendibility

3.7 Extendibility is a Final ITSFT submission requirement. The Authority asks that

you submit outline responses as part of CVL Concept Design submissions but

these will not be frozen on the 30/6/17.

3.8 You should respond to each of the items below:

a) Outline response, in Microsoft Word format, maximum page length 8

pages in the same format as the Design Development Commentary format

as detailed in Appendix G to include the following extendibility scenarios;

I. Direct services from Cardiff Central or Cardiff Queen Street

to the Flourish via on-street running from Cardiff Bay station,

as indicated on the attached plan, included on Appendix O;

II. Aberdare to Hirwaun, including any proposed new stations,

through conversion of the freight line branch which once

served Tower Colliery;

III. Extension of the Coryton Line from Coryton Station to

Longwood Drive close to Junction 32 of the M4 Motorway

using the former railway corridor and via the new Velindre

Hospital with two new stations at Velindre Hospital and

Longwood Drive; and

IV. Link south from the vicinity of Cathays station operating on-

street along Park Place to terminate south of A4161 in the

vicinity of Park Place/Greyfriars Road with an intermediate

station at the National Museum.

Appendix C: CVL Concept Design Costing Templates Parameters

1.1 Detailed below is the basis of pricing for the CVL Concept Design Costing

Templates for the CVL Capital Works to be used by Bidders. This will assist the

Authority in ensuring a consistent approach to pricing across all Bidders.

1.2 These notes contained within this Appendix sets out the parameters of the

following:

a) Cost of dealing with Statutory Authority apparatus;

b) Betterment of structures / highway interfaces;

c) Land costs;

d) Works to upgrade the existing asset condition / works to structures not

affected by electrification;

e) Works at stations;

f) Park and Ride facilities;

g) Third Party costs;

h) Network Rail / TOC / FOC costs;

i) Optimism Bias;

j) Inflation;

k) VAT, and

l) Utility relocation for on-street running in extensions.

1.3 Whilst it is the Authority’s intention to work with the ODP to refine the

project costs prior to the establishment of the Agreed Target Price, the

Authority requires at tender stage a high degree of confidence that the

proposed solution is deliverable within the capital works budget of [redacted]

million. To this end, it is the Authority’s intention that exclusions from the

pricing are kept to an absolute minimum. Unless expressly stated in this

Appendix, it is assumed that the prices submitted by the Bidders shall represent

the full cost of delivering the proposed solutions.

Statutory Authority apparatus

1.4 The Authority has issued to Bidders information relating to existing utilities at

over / under-bridges. Whilst it is accepted that the timescales will not allow

Bidders to obtain budget prices from the relevant utility company, the

information is deemed sufficient to enable Bidders to submit budget prices

based on their own experience.

1.5 Where additional utility network connections are proposed in the Bidder

solutions, appropriate allowance is to be made in the cost templates.

Betterment works at structures / highways interfaces

1.6 Where structures are being reconstructed in order to achieve gauge clearance,

Bidders are to assume that a like for like structure is to be provided, provided

that the existing structure is compliant with the relevant design standards

(DMRB). The cost of upgrading non-compliant structures to meet the

requirements of DMRB shall be included in the cost templates.

1.7 Betterment works required as a consequence of the closure of level crossings

are to be included in the cost templates.

Land costs

1.8 Bidder solutions may require the acquisition of additional land beyond the

boundaries identified within the ownership of either Network Rail or Welsh

Government.

1.9 The cost associated with additional land acquisition is to be included in the cost

templates.

Asset condition

1.10 It is acknowledged by the Authority that information relating to the condition of

the existing assets is limited and that considerable work will be undertaken

during the Design and Discovery phase to assimilate information relating to the

existing assets.

1.11 Bidders are to include all costs associated with transforming the existing assets

in order to deliver their proposed solution. The existing assets and the

transformation works are to be fully compliant with the appropriate Railway

Group standards, ROGS or any such derogations in place as agreed with the

Regulators.

1.12 Bidders are not required to include allowances for general upgrades to the

existing asset, for example, structural repairs to bridges unaffected by the

works. Such works will be considered under the scope of the Operation,

Maintenance and Renewals works [subject to final confirmation at ITSFT].

Stations

1.13 Bidders shall identify in the ITSFT CVL Stations Schedule (Appendix M) the

works which shall be funded from the capital budget and those works to be

funded through the Railway Operational Budget or Residual Value Mechanism.

The cost of capital works proposed at each station shall be included in the cost

templates.

Park and Ride facilities

1.14 Where Bidders are proposing to utilise the capital works budget to enable the

construction of park and ride facilities, these costs shall be included in the cost

templates.

Third Party Costs

1.15 Bidders are to include for all costs relating to third party agreements, including

all IDP costs including liaison and management costs. Such costs are to be

included in the relevant section of the cost template for the ODP Programme

Manager and Railway Group Elements.

1.16 This relates to third parties including, inter alia, ORR, Network Rail, Local

Authorities, Natural Resources Wales, CADW, DNO, Statutory Authorities

and Landowners.

Network Rail / Possession Costs

1.17 In relation to works outside of the CVL which are not included in the asset

transfer, Bidders are to include for all costs relating to Network Rail asset

protection, Network Rail project management, Network change, depot change,

station change, TOC / FOC compensation, possession management and charges.

1.18 In relation to works within the CVL, allowances shall be made for the charges

set out in 1.17 above in relation to works and investigations to be undertaken in

advance of the asset transfer.

1.19 Furthermore, for the period following the commencement of rail operations by

the ODP and the transfer of the CVL assets to Welsh Government, the ODP

shall determine whether the ODP and IDPs will incur charges relating to asset

protection, TOC / FOC compensation and possession charges. Any such costs

and charges shall be included in the cost templates.

Optimism Bias

1.20 It is the Authority’s intention to apply a consistent level of optimism bias across

all bidders. It is proposed that works to the Core Valley Lines will attract a

minimum optimism bias of 44%, consistent with the approach taken to the

development of the business case. Bidders may apply a higher percentage based

on their assessment of risk and pricing confidence.

1.21 Non-CVL works will attract a minimum optimism bias of 55%. Bidders may

apply a higher percentage based on their assessment of risk and pricing

confidence.

1.22 Costed options will attract an optimism bias of 66%.

Inflation

1.23 The base date for the pricing of the Infrastructure Development Capital Works

is Q2 2017. Bidders are required to include appropriate allowance for future

price escalation.

1.24 For the purpose of benchmarking the Bidder capital works estimates, the

Authority intends to calculate the impact of future price escalation based on the

RPI forecasts in the following published indices:

1.25 2018/19 to 2034/35: DfT WebTAG databook March 2017 – Table A5.3.1

1.26 The annual percentage values for future price escalation derived from the above

index are as set out in the table below:

Appendix G: Design Development Commentary

1.1 As part of the submission of the CVL Concept Design Documentation you are

required to submit a Design Development Commentary that informs the

Authority on how the development of your design solution has been achieved.

1.2 This Appendix details a structured template to allow you to provide a response,

the response shall be no longer than 23 pages of A4 using the format and font

structure contained within the template contained at the end of this Appendix.

The summary of which is detailed below;

• One side constitutes one printed side of A4 with 2cm margins all

round.

• Header and footer styles should be preserved for all pages apart

from the title page. Populate footer with your bid name

• For main text the minimum font size to be used will be 11pt Arial

and the font type will be standard (i.e. not 'narrow') with minimum

line spacing of 13pt.

• Minimum font size for any text in tables will be 11pt Arial

(standard, not ‘narrow’). There will be no minimum font size set

for graphs.

• Bidders are encouraged to use a simple presentation style, avoiding

colour photographs and other high cost elements of production as

this will not add value to the substance of the Bid.

• Bidders are encouraged not to pack text and graphics so tightly as

to make the response hard to read.

• Appendicies A, B and C as detailed in the Table of Contents

contained at the end of this Appendix are not included within the

page count detailed above.

1.3 The content of this document will be considered as a response to items B1, B7,

B10 and B11 on the Authority – Infrastructure Plan of Work Slides, Stage B. It

is recognised by the Authority that further data may become available during

the design and discovery phase that may warrant a revisit to aspects of the

design solution at the time that this design commentary is produced.

1.4 You are expected to define your approach and respond to each section of the

Design Commentary Structure. Outlined below are the specific sections of the

your solution, including details of your rolling stock plans, power solution,

signalling solution. In addition you shall summarize the key timescales for

delivery, your infrastructure modifications, changes to structures and level

crossings as well as key facts associated proposed works at stations, this

section shall not exceed three pages.

1.6 Introduction to the design development commentary

You should introduce your design development commentary and define the

importance that this document holds within the delivery of your solution,

including how this document is placed within the Authority Plan of work stages.

You shall also indicate where design works will be delivered, i.e. in house, in

Your solution will have particular characteristics that are associated with

securing operational outputs, you shall define these particular characteristics by

asset class and use this section to high the key benefits of these.

1.14 Schematic of the CVL route summarising the solution

You shall provide an A4 schematic, in .dwg or .pdf format, of the CVL route

summarising your solution as at the date of this document.

1.15 Design philosophy

You shall define the design philosophy that you have adopted to explain what

you are expect to accomplish with your solution and explain what you consider

your design will accomplish. The Autority are seeking to understand at this

stage of concept design development, if any gaps exist between expectations

(Authority minimum requirements) and the current concept design.

1.16 Design approach

Within this section you shall define the design methods that have been adopted

to arrive at the current concept design solution and explain how the key

are considered to be design solutions that require new standards or new

techniques to be utilised in the solution by the ODP or IDP’s.

1.18 Design approvals

Explain the design approvals that you consider are required and form part of

the approvals process associated with your design and delivery solution.

1.19 Options considered to date and discounted

You shall within this section provide details of options that you have

considered by asset class and explain why they have not been progressed to

the final solution. This shall be at a summary level at this stage, a more detailed

explanation will be expected at part of the close out of Stage Gate B as per the

Authority Infrastrucutre Plan of Works.

1.20 Unresolved design choices

You shall provide a summary status of elements of your concept design, by

asset class of elements that remain unresolved and require to be closed out

prior to the completion of Stage Gate B.

1.21 Designers risk assessments

You shall provide a summary of what approach you have adopted for the

production of the Designers risk assessments and within an Appendix to the

Design Development Commentary include a precis of the risks and their status,

the Appendix will not form part of the page count on the Design Development

Commentary.

1.22 Assumptions Log

You shall provide an Assumptions Log, including the position on the current

status of these assumptions, within an Appendix to the Design Development

Commentary. The Appendix will not form part of the page count on the

Design Development Commentary.

1.23 Programme risks

You shall define any remaining programme risks associated with the design that

remain with your solution.

1.24 Capital construction costs budget position

Provide a high level summary of your current capital construction costs which

will provide the Authority with the current position against the [redacted].

Schedule 3A of the ODP Grant Agreement requires that any part of the

existing signaling system which is to be used after CVL Transformation must

either be renewed as part of the CVL Transformation (and included in the

Budget Envelope) or must be expected to be maintained without renewal for at

least 10 years after the Start Date (subject to Material Discoveries provisions).

1.25 Next steps of development prior to submission of Final ITSFT

of each of the key components of the design and where these components

would expect to be at the time of the submission of the Final ITSFT. This

summary shall detail the person responsible, where appropriate, from a
