HCV Program•HCV funding prorations
• 99% HAP• 75% Admin
• Many well run HCV programs are experiencing fiscal problems• MUST create and maintain budgets and
projections• MUST be aware of Admin Fees and program
costs• MUST know program factors such as per unit
costs, success rates, attrition rates, etc.
HCV Program• Our office will work with you on cost / leasing
projections• Don’t wait until it’s too late to make changes!
Some may take months to have an effect.• Boards MUST be knowledgeable on programs
and especially financial oversight. • Unfortunately some programs will not be able
to sustain “business as usual” due to financial conditions
• Possible repositioning actions, i.e., transfer to another PHA

RAD FY14 Omnibus Appropriations Act did not
include a provision to increase the 60,000 unit cap.
By December 31, 2013, the Department received applications for more than 176,000 units.
WI had one PHA (Antigo) with 84 units reserved in the first round.

RAD The RAD team at HUD will fully review and
provide contingent approval of applications meeting all applicable criteria in the current RAD Notice. HUD intends to honor the standing of current applicants in queue above the 60,000 unit threshold
PHAs are encouraged to continue to apply for RAD and will be reviewed in the order submitted.
