1. INTRODUCTION
Based on the current situation of the country and the expected terrorist, the Wafa field Manager and the HSE Dept. are committed to ensure that all the employees are safe in case of any terrorist attack, according to the Company Emergency plane. Therefore, this emergency plane is prepared and designed to work only within the Wafa site resources and situation and all the employees (i.e. contractors and sub-contractors) are required to precisely follow the instruction mentioned in this plane. The company normal emergency plane should be followed as usual in any other emergency cases, such as fire evacuation, etc. All the employees have extra responsibilities in case of any terrorist attack.
This document contains general details that should be implemented by all the employees in the Wafa Field. Also, it is highly recommended to improve this plan by giving any suggestions from all the involved parties in order to increase its efficiency, which will be taken into consideration the revised versions.
It is now appropriate to review key components of planning for and responding to scenarios and/or a terrorism event. A key element of this is identifying local capacities for a response. Often this involves a meeting between contractors who, in the event of an incident, will have to work together to address the incident. Dedication and commitment are crucial to pre- and post-event planning.
Notice: All employees are encouraged to participate in preparing the Emergency Plan by sharing their ideas and suggestion in order to increase the efficiency of the plan. They can contact directly with the HSE Department via different contact methods or they can send their notices through their departments.
2. OBJECTIVES
The main aims of this document are:
Provide a clear process for evacuating staff from Wafa during times of unacceptable risk posed by deteriorating of security situation in order to minimise risk to human.
Ensure that all employees in Wafa Field have a clear understanding of the basic procedures and actions that should be undertaken (when necessary) in the event of an emergency evacuation.
3. RISK ASSESSMENT AND SCENARIO PLANNING
This ERP is based on an assessment of the credible potential risks (emergency situations) associated with the activities which include the intervention of terrorist groups to WAFA Field boarders. The principle risks and scenarios have been identified as:
Fatality Bomb threat/terrorism Missing Person
Based on these risks a series of checklists have been developed which identify the actions to be taken to respond to the risk. These scenarios are cross referenced to individual check lists in Appendix 1 of this procedure. They are applicable onshore.

4. EMERGENCY CLASSIFICATIONS
The emergency scenarios identified in section 3 (above) have been defined in terms of two levels of emergency in relation to the magnitude, the required provision of resources for the response, and the level of Company involvement. The level 0 and Level 1 were not mentioned deliberately in this procedure since they are not associated with the terrorist attack.
4.1 Level 2
An emergency which requires the involvement of the Company Emergency Response Team and equipment from national and/or international resources, in addition to facility/site resources.
The flow chart for a Level 2 emergency is shown in Figure 3.0
4.2 Level 3
An emergency that requires the involvement of Mellitah Oil and Gas BV E&P/NOC corporate, and other international resources. These are normally major incidents such as multiple casualty situations. These scenarios may have broader implications for Company and the NOC such as risks to reputation, legal, financial, licence to operate, etc.
The flow chart for a Level 3 emergency is shown in Figure 4.0
5. ORGANISATION, ROLES AND RESPONSIBILITIES
The principal roles and responsibilities of each emergency response party is summarised in the following sub sections:
5.1 Facility/Site emergency team
Emergency teams nominated at each facility/site are responsible for implementing the necessary local actions to respond to and manage the emergency. The facility/site must inform the Duty Company Emergency Response Coordinator and keep him informed of the actions taken, the status of the emergency and any support required from the overall Company Emergency Response Team.
5.2 Company Emergency Response Team
The Company Emergency Response Team is responsible for the coordination and implementation of the actions required to support the emergency teams at the various locations, and to manage any broader implications of the incident such as communicating with the national authorities, and the external organizations and managing the impact on the reputation of the Company.
The interface between the facility/site emergency team and the Company Emergency response team is illustrated in Figure 5.0.
The organisation and structure of the Company Emergency response team is shown in Figure 6.0 and the personnel on which the team is based is are listed in Figure 7.0

Manages the Wafa Field Emergency Response Team, and the overall response of the emergency support and associated site activities. Communicates with all major external authorities and agencies. Established a central emergency response room and mobilise the emergency team members; if required

Reports to the HSEQ Manager. Evaluates the HSE implications of the emergency. Establishes contact with external agencies (Security Department, contractor) and mobilises necessary support from these agencies.

5.3 Contractors
The Wafa Feild Logistics Coordinator ensures that contractors at the facility/site related to the incident send a representative to the emergency response room to act as liaison between the Company Emergency Response Team and the contractor(s) organisation(s). The principal role of these representatives is to ensure that any actions taken or being considered by the contractor(s) management(s) are brought to the attention of the Duty Company Emergency Manager; particularly communications with external authorities and agencies. The representatives should also keep the relevant contractor(s) management informed of the status of the response and actions being undertaken by the Company Emergency Response Team as necessary. The contractor representatives are also responsible for the relatives/next of kin contacts for their employees.
5.4 Emergency Response Team, Call Out and Mobilisation
In order to ensure an effective response the Company Emergency Response Team must be available on a 24/7 basis, and be able to mobilise quickly. This is achieved by maintaining a duty Emergency Response Team Roster which is identified on bi - weekly basis as per Appendix 3.0 of this plan (posted in the lift lobbies of all floors), and contact details of are distributed to:

It is the responsibility of each duty Emergency Response Team member to ensure they are contactable via their home, office or mobile phone or pager. They should remain within one hour of the Company offices.
The Duty Company Emergency Response Coordinator provides the first point of contact from the facility/Field. In the event of any emergency situation the Concerned Emergency Response Manager on the facility/Field will inform or report to him.
On consultation with the Duty Company Emergency Manager a decision is taken on the need to mobilise all or part of the Emergency Response team. The Duty Company Emergency Response Coordinator mobilises the other team members as required or as instructed by the Emergency Response Manager.
Once requested to mobilise, the Emergency response team members proceed directly to the Emergency Response Room in the Company Head Office Floor 16. They then assume their roles and responsibilities as set out in 5.2 and Appendix 1.0 of this plan.
6. EMERGENCY RESPONSE ROOM
The Wafa Feild head office emergency response room is located in the Administration offices (Closed to the Fire Station), and known as the Meeting room. The emergency response room is equipped and provided with the necessary infrastructure, such as, computers, network connection, email services, telephone lines, screens, radio communications, master pid of the facility, document management system. To communicate with emergency room, please refer to corporate duty roster.

7. COMMUNICATION PROCESS
All the communication will be on Health and Security Group Channel on radio. The mobile phones could be used in case the radio was not available but try not to make the line too much busy with Emergency Response Team.
All employees are encouraged to contact their supervisors/coordinators with regarding any issues they might face prior they contact with Emergency Response Team.
8. TRANSPORTATION PROCESS
It is not allowed to use the normal vehicles without the permission of the Field Manager. Huge number of vehicles could cause misunderstanding by the Algerian army and it could be an easy target for the terrorist groups.
9. GENERAL ROLES AND INSTRUCTIONS (DO AND DO NOT RULES)
These are some of the recommendations that should be followed by all workers.
Do not panic and follow all the Emergency Response Team instructions. The field manager is the spokesman on behalf of all employees. Therefore, do not talk
too much with terrorist people and always use short answers and/or I do not know expression.
Always follow their orders and do not make any objections. Keep yourself with in a group and never be alone. Try to ensure that you have all your official documents (i.e. passport) with all the time. Go to the nearest master point when you hear the siren (Do not leave it and wait for
instructions). Inform the Emergency Response Team about any worker who is missing. Follow the Army instructions precisely. All employees should ensure that their contact details (mobile phone number, etc.) are
registered accurately in the daily attendance register.
10.DUTY ROSTER
A duty roster will be drawn up on a 2 weekly basis whereby the key members will be required to fulfil an emergency duty person role. The roster sheet template will be emailed to all Department by the HSE Department and the names/telephone numbers supplied back to HSE Dept..The list will be posted on all Emergency Room Notice Boards and copies are sent to Field Managers. Its also; the responsibility of ERT members to ensure that they receive copies and establish contact with ERT leaders
11.EMERGENCY RESPONSE ACTIONS AND PROCEDURES
Once the Emergency Response Plan has been activated, and the Emergency Response Team mobilised, individual team members assume their roles. The appropriate response activities are described in the following sections:

8.1 Scenario Checklists
For the major potential risks identified scenario checklists have been prepared which set out the actions, considerations and notifications, which are required for the Emergency Response Team members. These are essentially for Level 1 and 2 emergency scenarios. These check Lists are as Appendix 1.0. Emergency Response team members should refer to these check lists to determine the appropriate actions for a given scenario.
8.2 Emergency Response Team member checklists
The scenario checklists in Appendix 1.0, and the table in section 5.2, indicate the different roles of each individual Emergency Response Team member. These describe the response procedures and issues, which may require being considered and actioned in accident/incident situations. Team members should familiarise themselves with these checklists, and use them in the event of an emergency situation.
8.3 Event/Action Log Sheets
This is an important process for Emergency Response in terms of information management and is essential for reference, records and legal purposes. It is important that individual Emergency Response Team members maintain individual logs of key actions taken, information received and events. These log sheets are periodically passed to the Company Emergency Log Keeper (who is this guy?) who maintains an master overall log, and updates the information boards.
8.4 External Resources and Contact Details
In an emergency a number of external organisations, resources and organisations need to be contacted as set out in this plan. The main external resources include:
