Two teams of ecologists were contracted to assess the
ecological impact of Naval oprations.Fishermen placed small craft in the path of the maneuver

Federal agents arrested 21 protesters (including two

The first tangible product of the MOU was a Defense
Department grant to create the Vieques Economic Develop-ment Corporation (VEDCO). This v,on-profit corporationworked withPentagon consultants operating underPresidentReagan’s Office ofEconomic Adjustment (OEA).
The immediate strategy was to pressure the Top Tendefense contractors to establish plants in Vieques. Wedtech,
General Dynamics, Sperry, Grumman,United Technologies,Newport News Shipbuilders and others were drafted and
indeed a number of plants and projects were ina,gumted.A Puerto Rican admiral (now retired Diego Herondezl
look comtx: andatRosieRoads, thepress focussedonViequeand there was talk of 500 jobs being created, maybe 1000.OEA announced commitments for $38 million to suppodevelopmentactivities. In December 1985, the San Juan Starreported Vieques on route to "zero unemployment". Inadditional to the already created 366jobs, there wouldbe300more at a jewelry industrial park, another 100 in the Carib-

Meanwhile real estate is moving as visitors snap up choice
sites for second homes. Guesthouses, bars, restaurants and
rental homes are happening in almost every neighborhood.And, even as the word manufacturing seems to be disap-
pearing from the future hopes lexicon, the word
ECO-TOURISM is resounding.

En nuestra ultima edici6n publicamos la carta de 1961,en lacualeIGobernadorMufiozMarEn convencealPresidenteKennedy para que abandonara un plan de defensa paraevacuarlapoblacidn civil,yas{convertira Viequescompletoen una base militar.
El Proyecto WoolnorEn el 1962 la Woolnor Corporation, f’manciado por la
rama brifftnica de la familia Woolnor, intent6 convertir lacosta sur de Vieques en un proyecte turstico de gran escala,para competir con los proyectos de Rockefeller en PuertoRico e Islas Vfrgenes. La compafifa, dirigida por TomO’Connor, tom6 control de la Casa del Franc6s, compr6 elHotel El Convento en San Juan y anunci6 planes para unhotel de lujo, ur campo de golf de 18 hoyos, una marina yvillas en ventas. Pero despu6sdegastar alganos $600,000enestudiosdeviabilidad,lospermisesparaextenderel aeropuertocivil (en propiedad del Navy) fueron denegados. Segfinfuentes de la compafiia no habrfa garantfa de acceso a6reo, nisi se consmwese su propio aeropuerto.
El proyecto fue abandonado.EasementEn el 1964 un grupo de estudiantes del estado de Coin-
Agentes Federales arrestaron a 21 de los protestantes(incluyendo dos viequenses) por traspasar en una playa deCamp Garcfa. La mayorfa pidi6 clemencia, pero algunos semantuvieron l-trmes para enfrentar sentencia.
El maestro Viequense, Ismael Guadalupe cumpli6 anasentencia de seis meses y jur6 continuar la lucha.
