The guide for the volunteer

Today in Donetsk People's Republic, unfortunately, there is no law on volunteer

work. Work of volunteers is supervised at once by several departments: it is

In spite of the fact that the authorities regularly declares shortage of specialists, we

recommend to volunteers before poisoning in Donetsk People's Republic, to

contact with responsible people from Donetsk People's Republic (the authority or

civil society) and to be defined in what implementation of the project, you would

Employment in non-state sector is not regular; it depends on the specific

humanitarian project to which you are connected or which you offer to the

Republic. Pay attention that in the Republic there is no deficiency of unskilled

labor, there is an acute shortage of work because of a rupture of economic

relations and a withdrawal of capital (money and the equipment).

Volunteer groups and humanitarian projects need:

But for such work you, first of all, need to learn Russian. Dont come and start

learning, but first start learning, and then to come. Don't forget that Donbass is

not school of Russian and not Bridal Fair, it is a zone of a humanitarian disaster.

As it was already mentioned above, there is no specific law or regulation on

volunteering in Donetsk People's Republic meanwhile isn't present. However,

according to established practice, volunteers can expect to free accommodation and

part - for free meals.

Moving in free hostels is carried out according to a place of work of the volunteer.

Priority is given to the refugees and displaced persons.

If you couldn't settle in the hostel, rent apartment the prices of rent simply

ridiculous: 40-60 euros a month for the one-room apartment with all conveniences

Driving directions to DPR:

We recommend to go to Donetsk People's Republic through the territory of

Russia. For this purpose you probably will need to receive the visa in the Russian

Federation, but it is more reliable variant, than to drive on the territory of the self-

proclaimed republic through Kiev. Theoretically entrance through Kiev is possible

under cover of the journalistic certificate and official accreditation for work in the

so-called anti-terrorist operation zone (ATO). If you have no official papers and

accreditation, at best you should return to Kiev, at worst you will be robed by

police of Ukraine.

More expensive, but more reliable is the route Moscow Rostov Donetsk:

A) there is a through bus service "Moscow-Donetsk" (2 times a week)

B) it is possible to reach at first Rostov (as by bus, and by train), to spend the night

there and further to go to Donetsk (by bus). 3 times a day there are Rostov low-cost

buses, and also taxi buses. Tickets for the most popular - a morning low-cost-flight

often have to buy in advance. Pay attention that on bus station of Rostov tickets to

Donetsk (Russia) and to Donetsk (Ukraine) are offered. You need the "Ukrainian"

Donetsk. When crossing border you explain to the Russian frontier guards and

frontier guards of DPR that you are a volunteer.

Gua de voluntariado en el Donbass (lengua espaola)

Hoy en da en la Repblica Popular de Donetsk, lamentablemente, no hay ninguna

ley ni poltica concreta con respecto al voluntariado. El trabajo de los voluntarios

est subordinado al Centro de Control de Recuperacin (http://cuv.su/), al Comit

Estatal de Suministro Humanitario (http://vk.com/gkgo_dnr), y al Ministerio de

Trabajo y Poltica Social ([email protected]).

A pesar de que el gobierno suele denunciar la falta de especialistas, nosotros

recomendamos a los voluntarios que antes de ir a la RPD, establezcan un contacto

con las personas responsables de la RPD (del sector gubernamental o de la

sociedad civil): los voluntarios deben tener muy claro para qu proyecto ellos

vienen a trabajar al Donbass. Debido al caos post revolucionario en la joven

Repblica las expectativas con frecuencia no se corresponden con la realidad.

Viniendo al azar, usted se arriesga a gastar su tiempo en vano. Tengan en cuenta

que miles de voluntarios rusos (que hablan ruso) tambin quieren ayudar, es decir

que los voluntarios extranjeros deben encontrar su rincn natural que a veces es bastante limitado.

Qu tipo de trabajos pueden realizar los voluntarios?

En el sector estatal

Conforme a los datos del Centro de Empleo y del Fondo de Seguridad Social de la

RPD, la mxima escasez de empleados se registra en el sector de la sanidad y la

medicina:

- Ministerio de la Salud

Obviamente, a causa de las actividades blicas las profesiones mdicas ms

solicitadas son cirujanos, anestesistas, traumatlogos, mdicos de ambulancias

A) mdicos de prctica general para los centros de la atencin primaria

B) paramdicos

C) terapeutas

D) pediatras

Se necesitan educadores sociales, instructores de juventud y pedagogos, para

trabajar en campamentos regionales de recreacin de nios. El problema es que la

infraestructura de los centros an no est restaurada (hoy en da hay 7 casas de

colonias que se consideran restaurables, tericamente el Ministerio de la Juventud, Deporte y Turismo va a necesitar de varios profesionales educadores,

etc.).

La sociedad civil

En primer lugar se necesitan:

- gerentes, gerentes y ms gerentes, capaces de ofrecer a la Repblica sus

proyectos factibles.

Tambin se necesitan:

- capataces

- obreros no especializados

- descargadores

- etc.

La ocupacin de este tipo no es regular y depende de un proyecto humanitario

concreto, al cual usted est asignado o que pueda usted ofrecer a la Repblica.

Fjense que en la RPD no hay dficit de mano de obra, sino un dficit terrible

de trabajo, a causa de la ruptura de las relaciones econmicas antes establecidas y

la fuga de capitales (retirada de dinero y maquinaria).

Adems los grupos de voluntarios y proyectos humanitarios ya formados siempre

buscan a:

No obstante usted, para cualquier trabajo ms o menos serio, ante todo, tiene que

aprender el idioma ruso. Primero aprender y luego venir, no al contrario. No se

olviden de que el Donbass no es una escuela de la lengua rusa y no es una feria de

novias, es una zona con una catstrofe humanitaria. Por supuesto, si usted habla

ingls, es una ventaja, sin embargo incluso en este caso va a necesitar de un

intrprete del ingls al ruso, porque el nivel del dominio del ingls en el Donbass

es ms o menos como en Espaa o en Francia, es decir, bastante bajo.

Tambin queremos advertirles que los e-mails de los organismos del gobierno

pueden variar, usted debe consultar la actualizacin de los contactos mediante sus

amigos en las redes sociales. Pidan y se les dar; busquen y encontrarn; llamen y se les abrir.

Alojamiento

Repetimos una vez ms que an no tenemos ninguna ley, ni norma legtima sobre

el voluntariado en la RPD. No obstante, basndonos en la experiencia, se puede

decir que los voluntarios pueden contar con alojamiento y alimentacin gratis.

Alojamiento:

El alojamiento en los hostales sociales se realiza de acuerdo con el lugar del

trabajo de cada uno. Aunque la prioridad sean los refugiados y desplazados,

algunos voluntarios desocupados y intiles logran alojarse en el centro de Donetsk,

privando de tal manera a los refugiados de la vivienda en el centro. En parte es una

cuestin de talento personal suyo para las relaciones sociales.

La cuestin del alojamiento se tramita en el Comit del desarrollo de la sociedad

civil y de la defensa de los derechos humanos:

Si usted no consigue alojarse en un hostal social, puede alquilar un apartamento,

los precios rondan los 40-60 euros al mes, en un apartamento en el centro con

todas las comodidades. Les recomendamos esta opcin, de tal manera no van a

privar a los refugiados de la vivienda y adems invierten un poco en la economa

de la regin.

Alimentacin:

Conforme al mismo derecho no escrito los voluntarios tambin reciben

alimentacin social igual que los refugiados, desplazados o estratos sociales que se

quedaron sin ingresos (1-3 veces por da, depende del comedor social).

El permiso para la alimentacin social se puede solicitar en el Departamento de los

refugiados del Ministerio del trabajo y poltica social:

Viaje a la RPD:

Si usted es un voluntario imprescindible, tiene proyectos srios y contactos, es

usted una persona que habla ms o menos ruso, que quiere ayudar al Donbass, le

recomendamos ir a la RPD por el territorio de Rusia. Es muy probable que usted

tenga que solicitar una visa, pagar por ella y esperarla un tiempo. No obstante esta

opcin es ms segura que entrar a la repblica autoproclamada de Donetsk desde el

territorio de Ucrania. Tericamente pueden venir por Kiev bajo la identidad de un

periodista con una acreditacin oficial para el trabajo en la zona llamada ATO (operacin anti terrorista). Pero si usted no tiene ni carnet de periodista, ni permiso

para trabajar en la zona ATO, en el mejor de los casos le harn volver a Kiev, y tambin es muy probable que la polica de Ucrania le roben todo lo que lleva

encima.

El camino Mosc Rostov en el ro Don Donetsk es ms caro, pero al mismo tiempo es 100% seguro.

A) hay rutas directas de buses: Mosc Donetsk (2 veces por semana)

B) se puede ir primero a Rostov en el ro Don (en bus o en tren), pasar all una

noche en el hostal y luego seguir de Rostov en el ro Don a Donetsk (en bus). Los

buses low-cost salen de Rostov en el ro Don a Donetsk 3 veces por da. El low-

cost ms popular es el de la maana (a las 9.00), es mejor comprar los tiquets para

este bus un da antes. Atencin: en la estacin de buses de Rostov en el ro Don

venden los tiquets a Donetsk (Rusia) y a Donetsk (Ucrania). El suyo es Donetsk

(Ucrania) (la RPD formalmente aun no est reconocida por Rusia). Cruzando la

frontera explique a los guardafronteras de Rusia y de la RPD, que usted es un

voluntario y que se dirige a Donetsk.
