` Donations to our Welfare Trust are exempted u/s 80 G of IT Act For Restricted Circulation Only Good Governance - Transparency and RTI In our regular meeting on October 07, 2016 the chief guest Mr. Samir Mathur, IAS (Retd.) and his wife Mrs. Arti Mathur were heartily welcomed by President Rtn. Amarjit Singh. Samir Mathur PP Rtn. Gurdip S. Deep introduced Mr. Samir Mathur as a close friend. He is a product of St. Stephan College, New Delhi and London School of Economics. He taught in Delhi University before joining IAS in 1980, following his family tradition. He held many responsible positions before retiring as the Additional Chief Secretary (Home), Haryana. He is presently a Member of State RTI Commission, Govt. of Haryana. In his talk Mr. Samir Mathur’s opening remarks were, “As I stand close to the symbol of Rotary, I feel that this wheel represents the movement of energy which is rotating on its own axis as a symbol of great contemplation and vision. Whatever I have learnt about Chandigarh Midtown, I am most impressed of both the movements of this club, that is, contemplation and vision.” Mr. Mathur said he wondered why the word ‘governance’ is used in democracy. Governance means to be governed. The sound of being governed does not give a happy feeling. We have the concept of governance, the governed and the governor. He said, “When we are talking about good governance we are not talking about a passive situation or about some government above us. As we are a democracy in its widest and purest sense, irrespective of the kind of talk and debate that may go on, but as citizens each one of us identifies being a free citizen of a free country.” He talked about participative governance with emphasis on democratic engagement, in particular with common people. Participative governance or citizen engagement is a positive approach as there are so many talented people, and they have government recognition too. These people know what they are talking about or what they are experiencing. Participative governance is effective for economic development and can be more advanced and widespread, and can be useful for countering inequalities. This can lead to good quality of life. Explaining about transparency Mr. Mathur said this is the right of the people which is part of the constitution. Right to information is the fundamental right with the same kind of sanctity, sacred-ness and protection as other fundamental rights, which guarantees us free right to speech and expression. Under Right to Information Act, 2005 any citizen of India may apply for information from a public authority, a Government or a State body, which is required to be replied by the information officer of the concerned department within thirty days, to the satisfaction of the applicant. In case he fails to do so he shall be liable for heavy penalties. The RTI Act is considered to be as one of the finest and strongest tool given to the people of India to seek information from government establishments, and also make them answerable to the common man. Good Governance - Transparency and RTI

In our regular meeting on October 07, 2016 the chief guest Mr. Samir Mathur, IAS (Retd.) and his wife Mrs. Arti Mathur were heartily welcomed by President Rtn. Amarjit Singh.
