t. Rev. Robert M. Wolterstorff, the first bishop of the Episcopal Diocese of San Diego, died on April 24, 2007. Margaret Anne Cargill, a philanthropist with strong ties to San Diego and St. Paul’s Senior Homes & Services, died on August 1, 2006.

One of eight heirs to the Cargill fortune, she was a major donor to several local non-profit organizations, including St. Paul’s Senior Homes & Services. Though Miss Cargill was quiet in her approach, she made her presence felt in the community. She gave more than $200 million in donations, but on the condition of anonymity. “We were sworn to secrecy,” says Cheryl Wilson, CEO of St. Paul’s. “We never referred to her, or her foundation, by name. eight long years, you are invited to join us on December 7th as we celebrate the grand opening of St. Paul’s PACE.

It’s easy to understand how St. Paul’s Board of Directors embraced this model of care. They liked how it gives frail seniors in need of nursing home care, the choice to remain in their homes. The Board recognized PACE as a long-term solution to meet the needs of San Diego’s burgeoning senior population.

We confidently submitted our original application for a PACE license to the Office of Long Term Care (OLTC) in 1996, but when they placed it on indefinite hold due to the state’s budgeting constraints, many of us thought we may never see a resolution.

With several key grants from the community, we were able to sustain

our effort. Then a grant from The California Endowment supported our advocacy efforts in Sacramento, which played an instrumental role in the OLTC resuming their review of PACE applications.

It took several years before our application was taken up again, but we persevered. When others would have thrown in the proverbial towel, our Board of Directors held to their vision and St. Paul’s staff remained determined in spite of numerous obstacles.

We are so grateful to the all of the donors who have contributed over $4.5 million dollars to our capital campaigns and our present effort to fundraise for operational reserves. With your support of “St. Paul’s PACE”, each of us is bound through the vision and mission to improve the lives of thousands of seniors in the years ahead.

This year also marked Ben Calas’ 15th anniversary with St. Paul’s, a milestone in its own right.

Ben works with Norris at St. Paul’s Manor where he is the Assistant Supervisor in Housekeeping. Together they ensure the safety and cleanliness of all the St. Paul’s facilities.

their family members. The market features seasonal produce, breads, condiments, potted herbs, bedding

plants, indoor and outdoor plants to refresh patio gardens and made-to-order strawberry shortcake with whipped cream.

he John A. McColl Family Health Center is a training site for several

healthcare programs in San Diego. Throughout the year, an average of 125 students, on track for an RN, LVN or CNA license, receive their clinical training here.

The majority of their class work is done off-site at their respective school, but some teaching is done here at the health center by their instructors. The main emphasis for the students is hands-on training and shadowing St. Paul’s staff to assist in caring for our Residents. They learn about the total daily care we provide. The students also spend a good deal of time talking with our Residents on a one-on-one basis, collecting medical histories, and learning about the Residents themselves. Oftentimes the Health Center is a student’s first exposure to nursing homes or with seniors in a healthcare setting.

St. Paul’s prides itself on its reputation in the community, and having so many students perform their clinical training at our facility is a testament to the quality of care that our staff provide.

Grand Opening of St. Paul’s PACE Program

here are several recent developments to report with Community Eldercare of San Diego’s application for a license to operate a

Program of All-inclusive Care for the Elderly (PACE). CESD (an affiliate of St. Paul’s Senior Homes & Services) has received word that the Office of Long Term Care in Sacramento has approved our PACE application. The application is now under review by the Centers for Medicare & Medicaid Services (CMS). Once it is approved, a contract will be drafted between CESD, the State of California and CMS for authorizing service delivery and reimbursement.

Locally, tenant improvement plans were submitted to the city for renovating the first floor at 111 Elm Street, the clinic site of PACE. Those plans were returned with only minor changes. CESD has begun renovations.

CESD expects to be operational December 10, 2007. Prior to opening its doors for service, a grand opening will be held on December 7 to celebrate and bless the center, and to thank our many donors.

St. Paul’s fundraising efforts for PACE have been extremely successful. We have already raised over $3 million to purchase, renovate and equip the PACE Center at 111 Elm Street in central San Diego. We are now
