    Provincial Statistical Office celebrates the 2019

    Civil Registration Month (CRM). This is in pursuant to

    Proclamation 682 declaring the month of February of every year

    as CRM affirmed by former President Corazon C. Aquino on the

    28th of January 1991.

    The Civil Registration Month this February 2019 was observed

    with the theme “Inclusive and Responsive CRVS: Working

    Smarter Through Innovation”, in consonance with the global

    advocacy of getting everyone registered and of promoting

    awareness on the importance of civil registration in the lives of

    every Filipino.

    The 2019 CRM and CRVS Decade celebration in the province

    lined up activities to highlight the month-long celebration which

    includes hanging of CRM streamers and tarpaulins, conducting

    quiz bee, slogan making contest, trainings, data/information

    dissemination and media interviews. Other activities related to

    the CRM celebration initiated by the different Local Civil Registry

    Offices (LCROs) and in coordination with PSA are mass

    HUMAN RESOURCE TRAININGS AND CAPACITY BUILDING

    Chief Statistical Specialist Reynor R. Fernando attended

    the 2019 Internal Audit Forum on February 21–22, 2019 at

    the Sequoia Hotel, Quezon City.

    On the first day, National Statistician Lisa Grace S. Bersales

    imparted her inspiring message to the participants. The topics

    discussed were Internal Control Standards for the Philippine

    Public Sector – Information and Communication, Salient

    Points of Republic Act 6713, Ease of Doing Business and

    Efficient Government Service Delivery Act of 2018, How to

    Build a Winning Culture and Work Life Balance.

    Concerns and queries were raised and answered after

    the discussion of every topic. Afterwards, a zumba was also

    held and attended by all the participants.

    Furthermore, Data Privacy Act of 2012, Management

    and Administration of Archival Records, Cybersecurity

    Threats in the Public Sector and Integrity Management

    Program were reviewed and talked about on the last day.

    Lastly, issues and personal encounters of the participants

    about the subjects were discussed during the open forum.#

    Statistical Specialist II Dante D. Dacquel and Assistant

    Statistician Joy Y. Lived attended the Training on Medical

    Terminologies on February 21–22, 2019 at the RSSO-I,

    San Fernando City, La Union.

    The training covered 10 units of the structured training

    course which includes building a medical vocabulary, basic

    term components, cardiovascular system, respiratory system,

    nervous system, urinary system, gastrointestinal system,

    female reproductive system, blood and lymph system, and

    endocrine system.

    Moreover, Anatomy and Physiology, common prefixes,

    suffixes and combining forms, common anatomical and

    diagnostic terms, and common causes of deaths of the

    aforementioned body systems were also briefly discussed.

    To measure the understanding of the participants, they

    answered practice exercises during and after the discussion

    of each unit.#

    attended the Training for Roll -out & Workshop on

    Budget Process, Accounting Process and HR Matters on

    March 26–27, 2019 at PSA – RSSO I Conference Room,

    San Fernando City, La Union.

    On the first day, documentary requirements of various

    government transactions, and budget and financial

    accountability were discussed. In addition, other matters

    such as COSW/JO BIR responsibilities, proforma entries on

    Trust Fund disbursements, and journal entry to take-up Tax

    Remittance Advice were also discussed.

    Lastly, the participants had the workshop proper

    on Data Entry under the supervision of the new

    RSSO-I Accountant III, Mr. Romnick C. Difuntorum.#

    for the employees and staffs on February 8, 2019 and March

    8, 2019 at the PSA Ilocos Sur Provincial Statistical Office.#

    A Quiz Bee on civil registration was conducted and participated by three teams consisting of two employees in each team from every unit, namely Administrative, Statistical and Civil Registration Services (CRS) units. There were three rounds with five questions each. The easy, average and difficult rounds were given one, two and three points

    respectively for every correct answer.

    Administrative team bagged the first place with 26 points. Statistical team with 25 points came in second and CRS team came in third with 22 points. The winners were

    awarded with cash prizes.

    A Slogan Making Contest was also conducted and participated by the same teams. The slogan could be in English or Filipino revolving around the 2019 CRM theme. Contestants were given

    one hour to finish their outputs.

    Civil Registration Services (CRS) team won the first place with their entry, “Civil Registration Through Innovation… Build And Help Us Rise A Stronger Nation”. Administrative team got the second place with, “Brand of Being a Filipino: Manifested Through Inclusive Registration, Sustainable Through Responsiveness And Smarter Decisions”. Statistical team came in third with their piece, “Everyone Belongs to CRVS, Innovation Leads to Success”. The winners

    The Opening Program was held on February 7, 2019 at

    the Ilocos Sur Provincial Statistical Office (PSO).

    ROII Concepcion R. Viloria welcomed the body in joining

    PSA as the office celebrates the 2019 Civil Registration

    Month and CRVS Decade. It was participated by PSA

    employees, some Local Civil Registrars of the province

    and clients of the CRS.

    Afterwards, CSS Reynor R. Fernando discussed about

    civil registration matters and emphasized the Presidential

    Proclamation No. 1106 declaring the years 2015-2024 as

    CRVS Decade.

    CSS Fernando also discussed the requirements and

    procedures in securing civil registry documents and the

    Data Privacy Act 2012. Furthermore, he notified the public

    on the increase in fees in requesting civil registry

    documents pursuant to Sec.12 of BIR Revenue Regulations

    No.4-2018, “Rules and Regulations Implementing the

    Documentary Stamp Tax (DST) Rate Adjustment under

    Republic Act. No. 10963, Otherwise Known as the Tax

    Reform for Acceleration and Inclusion (TRAIN) Law.”.

    During the open forum, clients raised their queries

    about the processes in fixing typographical errors in civil

    registry documents and processes in filing advanced

    transmittals. Different cases of a representative securing

    civil registry documents for the owner were also brought

    up. These were clarified and answered by CSS Fernando

    and ROII Viloria.

    SSII Melchor S. Bautista was interviewed by TVigan

    reporter Evelyn C. Rondaris on February 11, 2019 at the

    Ilocos Sur PSO. SSII Bautista enumerated the month-long

    activities for the 2019 CRM and CRVS Decade with the

    theme “Inclusive and Responsive CRVS: Working Smarter

    Through Innovation”.

    Moreover, SSII Bautista gave emphasis on the

    Presidential Proclamation No. 1106 declaring the years

    2015-2024 as CRVS Decade. He then asked the viewers

    to continue supporting PSA and its activities.

    ROII Concepcion R. Viloria was interviewed by TVigan

    Ilocos Sur PSO. ROII Viloria discussed the procedures in

    One of the programs of the Local Government Units

    spearheaded by the office of the Local Civil Registar is

    conducting Mass Weddings for free to couples from indigent

    families.

    CSS Reynor R. Fernando was invited to attend the

    mass wedding at Cabugao, Ilocos Sur on February 14, 2019,

    where he shared his inspiring message to the newlywed

    couples in the municipality. CSS Fernando also joined

    Mayor Josh Edward S. Cobangbang and other honorable

    guests in sharing their gifts to the couples.

    The municipality of Magsingal, Ilocos Sur also held two

    mass wedding ceremonies on the same day, February 15, 2019,

    and were held at St. William The Hermit Parish Church and

    San Lorenzo Ruiz Parish Church, Magsingal.

    CSS Fernando attended and imparted his message to

    the couples at the wedding reception. Afterwards, he joined

    Mayor Alrico A. Favis and other honorable guests in

    sharing gifts to the newlyweds.

    PSA Ilocos Sur conducted Training on the Basic Civil

    Registration and Vital Statistics Concepts and Procedures

    (CRVS 101) on February 28, 2019 at the Ilocos Sur

    Provincial Statistical Office.

    Standard concepts, definitions and procedures on civil

    registration were discussed as it aimed to present uniform

    concepts and procedures on civil registration. Participants

    were also informed about the correct requirements for

    every document type application, and persons responsible

    to report.

    Some issues on double or multiple registration were

    also raised. For example, in cases where a birth is both

    registered by a hospital representative and a family

    member separately, whichever record was registered first

    will prevail. However, it was emphasized that hospital

    representatives or solemnizing officers are responsible in

    registering vital events.

    Cases like presumptive death for a missing person in

    high seas for more than five years requiring Affidavit of

    Re-Appearance, changing of cause of death for benefit

    claims deemed void, denied petitions for children to live

    overseas, and other personal encounters were also tackled.

    This is the first among the series of trainings to be

    conducted about CRVS this year. At the end of the

    session, participants had a thorough understanding on the

    subjects discussed.

    On the same day, February 28, 2019, PSA Ilocos Sur

    held the 2019 CRM Closing Program. CSS Fernando

    concluded the month- long celebration with a short

    message. He expressed his warmest thanks to the staff for

    their active participation and continuous support to

    improved Civil Registration and Vital Statistics in the

    province, as well as the people of Ilocos Sur for their

    continuous support to PSA.#

    During the first quarter of 2019, there were 2,985 registered births in Ilocos Sur which is 7 percent higher than the registered births during the first quarter of 2018. The City of Vigan has 614 registered births which is the highest among

    the cities/municipalities in the province, while the municipalities of Del Pilar and Sigay only have 2 registered births.

    In addition, there were 1,141 registered marriages in the province, 15 percent higher than last year’s first quarter record of 988. The city of Candon with 138 registered marriages has the highest record while the municipality of Sugpon

    with only 1 record has the least.

    Furthermore, 1,237 deaths were registered in the province for the first quarter. It is 9 percent higher than the 1,132 registered deaths last year. Vigan City has the most number of registered deaths with 184 records while Sigay has

    the least with only 3 records.#

    Palay production posted a negative growth of

    12.26 percent for January to December 2018.

    Decrement on palay production was registered

    in the second semester owing to the effect of

    the occurrences of destructive typhoons during

    the peak reproductive stage of palay throughout

    the region attributed to lodging and submerging

    of palay for a couple of days. Total production

    for the year 2018 went down to 201,992 metric

    tons, which is 28,236 metric tons lower than in

    2017.

    Palay area for January to December 2018

    showed a growth of 1.37 percent. The

    increase might imply a positive impact from

    the negative growth of production in 2017 but

    strong winds brought by typhoons during the

    second semester further declined palay

    productivity despite the increment in area.

    Total palay area planted/harvested in the

    province rise with a total of 49,004 hectares,

    661 hectares greater than last year.

    Palay productivity for January to December 2018

    reached a 13.45 percent decrease indicating a poor

    performance as compared in 2017. Decrement on

    palay yield/ha was registered due to the effect of poor

    weather conditions, especially during the second

    semester of the year, wherein more occurrences of

    destructive typhoons and prolonged habagat brought

    lodged and submerged palay for a couple of days

    during and after the typhoons. Total average yield per

    hectare for the year 2018 went down to 4.12 metric

    tons per hectare, 0.64 metric tons lower than in 2017.

    For the year 2018, palay production of Ilocos Sur contributed 11.74 percent to the total palay

    production of Ilocos Region. The province is the third producer of palay in the region.

    Pangasinan produced the largest with 62.62 percent, followed by Ilocos Norte with 16.37 percent,

    and the last is La Union contributing only 9.27 percent.

    Ilocos Region produced 1,720,044 metric tons of palay for 2018 with a total area harvested of

    405,981 hectares. Among the four provinces comprising the Ilocos Region, Pangasinan posted

    1,077,039 metric tons of palay with a total area harvested of 253,005 hectares, the highest

    among the provinces of the region followed by the province of Ilocos Norte with 281,562

    metric tons and a total area of 66,053 hectares. Furthermore, Ilocos Sur had 201,992 metric

    tons of palay with a total area of 49,004 hectares. Lastly, La Union has the smallest production

    with 159,451 metric tons with a total area of 37,919 hectares.

    Of the total palay produced in

    the province, 61.96 percent

    were harvested from irrigated

    farms with a total area planted/

    harvested of 30,362 hectares.

    Moreover, 37.44 percent were

    from rainfed farms with a total

    area of 18,349 hectares and

    only 0.60 percent were from

    upland areas with a total of

    293 hectares.

    Corn production posted an 11.16

    percent increase for January to

    December 2018. Gain on corn

    production for the year was

    registered due to the effect of

    sufficient water from various

    water sources, sustained use

    of hybrid and OPV seeds and

    wider areas planted/harvested

    through-out the year.

    Corn area for January to December 2018

    reached a 9.82 percent growth which is

    more than double as compared with that in

    2017. There was an addition in area planted/

    harvested with a total of 17,419 hectares

    with a recovery of 1,558 hectares from last

    year’s area planted/harvested that was

    slightly affected by insufficient water in the

    1st semester and distressed by typhoons in

    the 2nd semester.

    Corn productivity for January to December 2018

    reached a 1.22 percent progress, 1.38 percent

    lower compared with that in 2017. Increment on

    corn yield/ha was registered due to the effect of

    sufficient water from various water sources and

    sustained use of hybrid and OPV seeds. Total

    average yield per hectare for the year 2018

    slightly went up to 5.71 metric tons per hectare,

    0.07 metric tons higher than in 2017.

    The province had a total area of

    17,419 hectares planted and

    harvested with corn in 2018. There

    were 81.95 percent yellow corn

    harvested with a total area planted/

    harvested of 14,275 hectares. On the

    other hand, 18.05 percent are planted/

    harvested with white corn with a total

    area of 3,144 hectares. The increasing

    area of both yellow and white corn in

    the province was attributed to the

    availability of seeds from the Provincial

    Government of Ilocos Sur (PGIS) and

    interventions from the Local Govern-

    ment Units (LGUs) and Department of

    Agriculture (DA).

    For the year 2018, corn production of Ilocos Sur contributed 16.08 percent of the total corn production of Ilocos Region. The province is the second producer of corn in the region while Pangasinan produced the largest with 65.75 percent. Moreover, Ilocos Norte came in third with 11.26 percent, and La Union was the last, contributing 6.91 percent only to the regional output. Ilocos Region produces 560,885 metric tons of corn in 2018 with a total area harvested of 95,087 hectares. Among the four provinces in the region, Pangasinan posted

    357,890 metric tons of corn with a total area harvested of 58,817 hectares, Ilocos Sur with 99,476 metric tons and a total area of 17,419 hectares, Ilocos Norte with 64,592 metric tons and with a total area of 11,692 hectares, and La Union with 38,927 metric tons with a total area of 7,159 hectares.

    CSS Reynor R. Fernando attended the regular monthly

    general assembly meeting of Ilocos Sur Association of Civil

    Registrars on January 17, 2019 at MelSol Hotel, Bantay,

    Ilocos Sur.

    They discussed the celebration of the 2019 Civil

    Registration Month, the National Convention and Congress,

    updates and concerns on civil registration, and other

    C/MCRs and PSA concerns.#

    Ilocos Sur PSO joins Vigan City Grand Parade

    PSA Ilocos Sur employees actively participated in the

    Grand Parade on January 25, 2019. This is an annual event

    wherein the City of Vigan commemorates the anniversary of

    the cityhood and the Feast of the Conversion of St. Paul.#

    AAII Mary Claire U. Ragasa attended the Tax Briefing

    on new issuances of the Bureau of Internal Revenue on

    February 7, 2019 at the 4th Floor BIR, Quirino Blvd.,

    Bantay, Ilocos Sur.

    The briefing aimed to maximize in format ion

    dissemination on the Bureau’s new Revenue Regulations,

    Revenue Memorandum Orders and Revenue Memorandum

    Circulars particularly Revenue Memorandum Circular No. 51-2018,

    and ensure compliance thereof.

    Issues and concerns regarding the significant changes

    about the registration and compliance requirements of

    individuals under a Job Order or Service Contract

    Agreement with the departments and agencies of the

    government, instrumentalities, Local Government Units,

    State Colleges and Universities, including the Government-

    Owned and/or -Controlled Corporations and Government

    Financial Institutions were also raised.#

    SSS Jeanet te M. Marzan attended the meeting

    organized by the Sangguniang Panlalawigan at the

    Provincial Library of Ilocos Sur on March 29, 2019.

    The meeting aimed to discuss local capacities to

    prepare Local Public Transport Route Plans (LPTRPs)

    which will be the basis for LTFRB’s issuance of franchise

    to public utility vehicles.

    PSA Ilocos Sur provided data on Population Trends of

    the province which will serve as their aid in coming up with

    comprehensive LPTRPs.#

    Social Responsib i l i ty

    In celebration of the 2019 National Women’s Month, PSA Ilocos Sur PSO conducted a Coastal Clean-up at Puro,

    Magsingal, Ilocos Sur on March 22, 2019. It was followed by a Gift Giving to the senior citizens of the barangay.

    Thirty less fortunate senior citizens received a bag of goods each, as it is PSA’s way of expressing their appreciation to

    the senior citizens’ contribution in the community. Afterwards, a short program was held where the elders shared their

    stories to the audience. The happiness and gra t i tude of the recipients were visible in their faces, and PSA Ilocos Sur

    employees considered it as their reward in the said activity.

    The officials of barangay were appreciative in PSA’s effort to protect the environment, and for choosing their barangay to

    conduct such significant activities. They are looking forward on the next project of the provincial office.

    In the future, PSA Ilocos Sur also hopes to share more blessings to the whole community of barangay Puro.#

    Ilocos Sur Provincial Statistical Office employees were recognized and awarded after the successful implementation of

    the Ilocos Sur in Figures (ISIF) Web-Based Database on January 21, 2019 at the Ilocos Sur Provincial Statistical Office.

    The ISIF: An Enhanced Database for Local Level Statistical Information in the Province is SSS Jeanette M. Marzan's

    Leadership and Management Certification Program (CPro) Action Learning Project (ALP) output which commenced from

    October 8, 2018 and ended on January 8, 2019.

    As part of SSS Marzan’s gratitude to her Project Team Members, they were individually awarded with a certificate and a

    flash drive. The awarding ceremony was specially attended by the Project Executive Sponsor, OIC-Regional Director

    Atty. Sheila O. De Guzman and Administrative Officer IV Marivic M. Garcia of the Regional Office, where they joined

    SSS Marzan in giving the tokens of recognition.

    Project Team Leader Marzan also shared the purpose of the CPro which is to manifest the five leadership competencies

    and corresponding behaviors during the implementation of the project. She emphasized how a team is necessary for these

    to be manifested and the Ilocos Sur team has contributed greatly in serving its purpose.#
