CLARK FREEPORT -Clark Development Corporation(CDC) President-CEO Arthur Tugade and Clark Inves-tors and Locators Association (CILA) President ReneBanzon have signed a memorandum of agreement(MOA) to boost the productivity of persons with disabil-ity (PWD) from areas around this freeport.

The signing was witnessed by the officers of regis-tered PWD organizations in Angeles City and Mabala-cat.

The CDC said “the MOA formalizes the commitmentof both parties to join effort to go the extra mile inhiring persons with disabilities in Clark firms.”

“Both parties are to boost and achieve the objectivesof the government as embodied under RA 7277 knownas Magna Carta for Disabled Persons,” the CDC noted.

Under the MOA, both parties are to support the lawfor PWD “by pursuing initiatives and projects for therehabilitation of persons with disabilities to boost theirabilities to have a more meaningful and productive life.”

CILA is a duly registered non-profit non-governmentorganization formally established on February 22, 1996composed of locators and investors in this freeport forthe purpose of protecting the interest of its members,assisting locators to become globally competitive, andpromoting the CFZ.

The undertaking covered by the MOA is called “Per-

Sonny Lopez, CDC’s public relations chief whoinitiated the program said “the PWD in contiguous com-munities of Clark are very thankful to Atty. Tugade foradvancing and substantiating the program.”

During the signing, Tugade said ”I am serious inputting this MOA into action. A MOA is just pieces ofpaper until we bring life into it.”

“I am advising the physically challenged personsand those people around them to act normal. We arehelping the physically challenged persons not becausewe pity them but we believe in their abilities,” he said.

Tugade added, “We are being more aggressive inadvancing CSR matters. For one thing, I have specifi-cally pressed that provisions for hiring indigenous per-sons and PWD be included in agreements with newlocators. So far some are very willing.”

“Gusto ko rin baguhin ang pananaw na hanggangutility services at pa-vendor vendor na lang sila. Weshould give them meaningful jobs and preparations forbetter jobs,” he stressed.

He also said that “with the help of the MCAC LGUswe will prepare them so that they will be ready for theimpending influx of job opportunities”.

For his part, Banzon said “We will immediately dis-seminate the details about this MOA to all locator mem-bers and by the end of June, the implementation of this

MOA will be thoroughly discussed in the CILA generalmembership assembly.”

“We are contemplating on a special kind of jobs fairwhere we can really give opportunities to the PWD inareas contiguous to the CFZ,” he added.

SUBIC BAY FREEPORT – Top officials of the Demo-cratic Republic of Timor-Leste visited the Subic Bay Free-port last Saturday as part of the five-day state visit to thecountry of Timor-Leste Prime Minister Kay Rala XananaGusmão.

Subic Bay Metropolitan Authority (SBMA) ChairmanRoberto Garcia, along with members of the SBMA boardof directors, welcomed the delegation and briefed themon developments in the free port.

The delegation was composed of Jose Luis Guterres,Minister of State and of Foreign Affairs and Cooperation;Bendito Freitas, Minister of Education; Gastão de Sousa,Minister for Public Works; Mariano Assanami Sabino,Minister for Agriculture and Fisheries; Francisco Kalbu-di Lay, Minister for Tourism; Dirce Carolina de F. Soares,Director for ASEAN Affairs; and Julio Martins, NationalDirector of Finance of the Ministry of Foreign Affairs.

Garcia oriented them on the history of the Subic Free-port, its development into one of the premier free ports inAsia, its facilities, and the incentives given to investorshere.

The SBMA official also told the visitors how the Sub-ic agency was able to make a financial turnaround lastyear and recover from the net loss in the previous yearsthrough sound fiscal management.

The Timor-Leste officials said they were particularlyinterested on how the SBMA conserves the natural re-sources in the free port, particularly the forests and coast-al areas, and how the community takes part in environ-mental protection.

The delegation was also interested on how SBMApromotes eco-tourism, which they see as a potentialattraction for Timor-Leste, and how it promotes Subic asa shipbuilding center among other countries.

The Timor-Leste officials also toured the Subic Free-port after the briefing with Garcia.

Gusmão, who was unable to join the delegation dur-ing their visit to Subic, arrived in the country last June 5for a five-day state visit in connection with his country’sbid to join the Association of Southeast Asian Nations(ASEAN).

Gusmão has met with President Benigno Aquino atthe Malacañang palace and the two heads of state dis-cussed areas of mutual interest and cooperation in suchareas as education, trade and investment, infrastructure,and defense.

ANGELES CITY – The ClarkDevelopment Corp. (CDC) saidthe BB International Leisure andResort Development Corporation(BBI) will submit its Timeline ofDevelopment next month.

CDC President and CEOArthur Tugade said a ground-breaking ceremony will also beheld by BBI in July for the devel-opment of an 80- to 100-hectarehotel and water park in theirleased site of about 200 hect-ares at the area of Gate 14 nearFontana. He also said the archi-tectural design of the project aswell as the engineering plan isnow on-going.

Fast running out of lands tolease, the CDC has initially giv-en a July deadline for the take-over of idle lands leased to loca-tors that are not being developedincluding the BBI.

Last month, Robert Serrano,leader of the Aeta communitythat were displaced by BBI said

We have become menial to the world.Militants are not wrong in damning the IMF-World Bank as having

a stranglehold on our economy.And then, we are so pathetically wimpy in defending the national

territory.April 16 last year, we wrote here:

Chinese hegemony

“IN A state so insignificant our commerce would be a prey to thewanton intermeddlings of all nations at war with each other; who,having nothing to fear from us, would with little scruple or remorse,supply their wants by depredations on our property as often as itfell in their way. The rights of neutrality will only be respected whenthey are defended by an adequate power. A nation, despicable byits weakness, forfeits even the privilege of being neutral.”

So wrote in 1787 Alexander Hamilton, pen-named Publius, of the then fledgling United Statesin The Federalist No. 11, titled The Utility of theUnion in Respect to Commercial Relations and aNavy.

We are now that nation, most despicable atour weakest, forfeiting not just neutrality but ourvery own territory. Sabah is but a generationremoved from today, still relatively too recent tobe forgotten.

And last week, it was the Scarborough Shoal.The Chinese intrusion into the sandbank is

but the latest of that country’s infringement uponour territory, the area well within the Philippines’200-nautical-mile exclusive economic zone, asrecognised by international law.

To China, the shoal is but a part of its irredentistclaim to all of the South China Sea, includingwaters abutting the coasts of Vietnam, Malaysia,Brunei and the Philippines, not to mention Taiwan,which it has always regarded as its province.

To many, China’s Scarborough affair has foundan analogy in the stranger who barges into ahome, rapes the wife, and then proclaimsownership over the whole household. With the manof the house kept outside, a weakling reduced towhining.

Come to think of it, this is the second timethat we, as “a nation despicable by its weakness,”have forfeited territory to the China bully.

In February 1995, it was discovered that Chinahad already occupied the Mischief Reef in thedisputed Spratly Islands and set up structureswhich the Chinese said were meant to sheltertheir fishermen working the waters in the area.

Mischief Reef, claimed by the Philippines asPanganiban Reef, is 150 miles west of Palawan– well within the Philippines’ 200 mile exclusiveeconomic zone too, while it lies a very distant620 miles southeast of China.

Still, China had its way. No matter theprotestations of the Philippines and Vietnam, nomatter the alarms in the ASEAN over China’sterritorial aggressions, diplomatically termed“assertions.”

A powder keg in the South China Sea, so werethe disputed Spratly’s considered in many“strategic studies” since. The Scarborough Shoalnow providing an added fuse.

Defused last Friday, April 13, was the tensionat the Scarborough Shoal.

After days of stand-off seven Chinese vesselsincluding their marine survey vessel, the ZhungguoHaijan 75, left the area by noon, and around 7p.m., five more vessels pulled out leaving onlyone in the shoal. So reported Lt. Gen. AnthonyAlcantara, Northern Luzon Command chief.

“Wala nang tension [There’s no more tension].”So was Alcantara quoted as saying, underscoringthat the Chinese pull-out was “apparently the resultof the negotiation by our foreign department withthat of the Chinese counterparts.”

So all’s well that ends well?Not quite, from this corner.The quote from that little red book I have

consigned to memory – of the Great Helmsman’scounsel to the youth: “China is yours as well asours, but in the long run it will be yours” – gravelybothers me.

Paraphrased thus: “The Philippines are yoursas well as ours, but in the short run, they will beours.”

Chinese hegemony here. Or haven’t you yetnoticed who rules and reigns in this country, fromits economics to its politics? Sy, Tan, Go, Kong,Wei. Co-Wang-Co.

SO WHAT has happened since?Filipino fishermen are totally excluded from the

Panatag Shoal, the Chinese having appropriatedit as their own territory.

The Chinese have intruded into – and damaged– the Tubbataha Reef, after the USS Guardiandevastated it.

The Chinese have been sighted closing onAyungin Shoal.

In February, Sabah was seared into thenational consciousness anew when the heirs ofthe Sultanate of Sulu tried – so vainly, and sobloodily – to reclaim it.

Meanwhile, it is reported that Japan will providepatrol boats to the Philippines to help the countrybolster its capabilities in the face of China’sgrowing presence in regional waters.

And the United States has provided thePhilippines with two warships - the BRP Gregoriodel Pilar, already doing the rounds of the Philippineseas, and the BRP Ramon Alcaraz that has sailedover the weekend from its North Carolina berth onthe way to the Philippines.

BCDA President andCEO Arnel PacianoCasanova said the BCDAremitted a total of P2.309billion worth of dividends tothe national governmentcovering the period Janu-ary to December lastyear.

He noted that “the rev-enues generated for theAFP Modernization Pro-gram would also beef up

the search and rescuecapabilities of the AFP tohelp our countrymen dur-ing natural disasters andcalamities.”

Under Section 3 of theRepublic Act No. 7656, allGOCCs are required todeclare and remit at least50 percent of their annualnet earnings as cash,stock or property dividendsto the national govern-ment.

DAR had earlier ac-cused the farm workers ofbeing in conflict amongthemselves in the choiceof auditing firm.

But in commenting onthe DAR petition, KMPand Ambala noted thatHLI, as the party to beaudited, “is deprived of theright to choose the audit-ing firm to audit its ownbooks. This is to maintain

the independence of theaccounting firm and regu-larity of the accounting pro-cess.”

Contrary to the DAR’sclaim that the farmworkerswere divided on the issue,KMP and Ambala main-tained that they had previ-ously already chosen theOcampo, Mendoza andLeong Lim Co. (OMLL) asthe auditing company oftheir choice.

“The DAR did not ap-prove of the farmworkers’choice because of HLI’sobjection and instead filedthe (clarification) petitionbefore the Supreme Court,”KMP and Ambala said.

They stressed that “itis not Ambala that delaysthe process but DAR,”adding that “clearly, DARby its actuations showsthat it is biased in favor ofHLI.”

KMP and Ambala alsolamented that while theDAR seemed to zero in onthe choice of auditing firm,

it has failed to look intoreports that the LandBank of the Philippines(LBP) has issued valua-tions for only 3,396 hect-ares instead of the 4,335hectares of hacienda landsthat the SC ordered for landdistribution.

They also noted thatthe valuation as almostP70,000 per hectare asland reform “compensa-tion” for the President’sfamily, contrary to the1989 valuation estimatingonly about P40,000 perhectare.

The KMP and Ambala,however, have insisted thatthe President’s family de-served no compensationfor land reform at the haci-enda, as they noted his-torical information that thefamily had signed agree-ment with creditors thatthey were supposed tohave turned over the landsto the farmworkers wayback in 1967.

As we all know, sina Angel, Toni and Bea ay pawang mga successful ang love life ngayon at lahat ay nasatamang edad na para mag-asawa.

Ngayong June daw ang anniversary month nila at six yearsna sila ni Direk. Wala pa raw talagang wedding plans at saynaman daw ng mommy niya, ang pag-aasawa raw ay hindipinaplano at dumarating na lang. So, hinihintay na langdaw niyang dumating.

Kahit 6 years na sila ni Direk Paul ay marami pa rinsilang restrictions. Up to now ay hindi pa pala silaallowed na lumabas ng bansa nang sila lang.

“Napagod na rin akong magpaalam. Nag-attemptna rin ako minsan, nabigo lang ako. Sabi kasi ngmommy ko, kapag kasal na kami, malaya na rawkaming mag-travel, gawin ang lahat ng gustonamin. Pero hangga’t umuuwi daw ako sa bahayng mommy at daddy ko, kailangan ko rawmakinig sa batas nila.”

Tagaytay pa lang daw yata angpinakamalayo nilang narating. Puwede rawsilang lumayo basta’t kasama ang parentsniya.

Sa anniversary nila ay wala pa rawsilang plano at hindi niya rin alam kung

ano ang ibibigay niyang gift. Bakaraw time na lang ang ibigay niya.

“Bibigyan ko siya ng oras paranaman magkasama kami,” sayniya.
