CITY OF SAN FERNANDO—The National Housing Authorityhas yet to give 33,871 land ti-tles to families displaced by Mt.Pinatubo’s 1991 eruptions andlahar avalanches in Pampanga,Tarlac and Zambales, informa-tion obtained by Punto CentralLuzon showed.

Of the total 48,845 lots andhouses in 16 resettlements inthe three provinces, the NHAmanaged to hand 11,974 titlesduring the Arroyo administration.

ducing new titles, he said.Former NHA general manag-

er and now Mayor Edgardo Pa-mintuan aided the NHA in vali-dating legitimate settlers at theEPZA resettlement in AngelesCity, enabling the agency to pro-duce 175 land titles. Given byBinay last Sept. 10, these raisedto 536 the number of permanentsettlers at EPZA since 1994.More than 1,000 families awaitland titles there

The land titles of Pandacaquiand Pio resettlements in Pam-panga remained in the name ofdonors.

Sites used as resettlementsby virtue of presidential procla-mations have yet to be titled bythe Department of Environmentand Natural Resources or to beclassified as private lands.Suchare the cases of the resettle-ments in Floridablanca, Pam-panga; Balaybay in Castillejos,Zambales; and Dapdap in Bam-ban and O’Donnel in Capas, Tar-lac. Except for Balaybay, theNHA has given 1,960 titles inthose sites.

The land title of the Taugtogresettlement, which was expro-priated by government, in Boto-lan, Zambales is still in the nameof the local government.

CABANATUAN CITY – Two sus-pected hired guns allegedly alsoinvolved in strings of carnapping,akyat-bahay and robbery hold-up activities, were killed in ashoot-out with local lawmen whochased them after they held upthree students, police said onFriday.

Supt. Eli Depra, city policechief, identified one of the sus-pects as Alfredo Santiago aliasAlfie, 31, of Purok 8, BarangaySan Juan Accfa this city. Policehas yet to establish the identityof his companion.

Depra said Santiago is aknown gun-for-hire tagged in aseries of crimes in Metro Manilaand Central Luzon, involving rob-bery, carnapping, akyat-bahayand frustrated homicide. He alsohas pending cases before courtsin this city for falsification of pub-lic documents and reckless im-prudence resulting to multipleinjuries.

Depra said the encountertook place at around 1:45 a.m.along the Emilio Vergara High-way here shortly after Santiagoand his companion held up AlvinCando, 18; Xylene Clemente,20and Charles, 21, all students ofthe Nueva Ecija University and

Technology, along Mabini St.here.

Depra said the three stu-dents just came out of the near-by 7-11 convenience store justa few meters away from theNEUST compound when thesuspects declared the hold-upand took away their Honda XRMmotorcycle with license plate RI-8769 and an undeterminedamount of cash.

Moments after the incident,a mobile patrol of the commu-nity police assistance center ofthe Cabanatuan police passedby the area and when seen bythe victims reported their or-deal.

Depra organized the Compacteam and sent a flash alarm tothe special reaction team (SRT),counter-riding-in-tandem (CRIT)and the 3rd regional public safe-ty battalion (RPSB) teams to runafter the suspects.

They caught up with themalong the Emilio Vergara High-way. Instead of surrendering, thesuspects fired at the lawmen,triggering a brief firefight whichresulted to their deaths.

Lawmen recovered from theencounter scene a caliber 38home-made revolver and emptyshells, the motorcycle and themoney taken from the victims.

Ayon sa kaanak, ang biktima ay isinilang na may bingotnoong Setyembre 9.

Ngunit hindi ito matanggap ng ina kaya’t halos dalawangaraw pa lamang ay tinangka na itong patayin ng ina sa pam-amagitan ng pagsaksak ng gunting sa dibdib ng sanggol.

Naisugod sa opistal ang sanggol at nakaligtas, ngunit noongSetyembte 14 ay muli itong isinugod sa ospital matapos lasla-sin ng ina ang leeg.

Ayon sa isang 16-anyos na, pinsan ng sanggol, nagulat silang bigla na lamang umiyak ang sanggol at nang kanilang ting-nan ay duguan ito.

MALOLOS CITY—The Bulacanpolice is hoping for less politicaltension in the province with pos-sibly less candidates for the2013 elections.

This came as incumbentGov. Wilhelmino Alvarado is like-ly to go unopposed in the nextelections, but observers saidthat noting is final until the clos-ing of the filing of certificates ofcandidacy (COC) on Friday.

Senior Supt. Fernando Men-dez, police provincial director,said they are now assessing sit-uation in the province.

“There are no hotspots inBulacan, but we are still mak-ing assessment and will alsovalidate reports,” he said.

Mendez also said that therewill be less tension in the prov-ince if there will be lesser candi-dates.

As early as Sunday, Mendezdeployed more police officers in21 towns and three cities in theprovince as the filing of COCsstarted yesterday.

Although Alvarado did notconfirm that he will be unop-posed in his reelection bid, heappealed to Bulakenyos onSaturday to give incumbent of-ficials in the province anotherchance.

He also called for unityamong political leaders in theprovince to further ensureprogress and development.

PNP wishes forless tension withless candidates

Alvarado’s silence ismatched by the silence of thecamp of Rep. Joselito Mendozaof the third congressional districtof the province.

A former governor, Mendozahas long been rumored to stagea comeback next year, but asthe filing of COCs draws near,Mendoza’s camp became moresilent.

The irony, however is thatpolitical leaders allied with Men-doza said he will seek reelec-tion as congressman of the thirddistrict.

But said political leadersbegged not to be name or iden-tified as they were asked by theother party leaders “not to spillthe beans.”

This situation made allies ofAlvarado uneasy noting thatthere is no guarantee at this timethat Alvarado will run unopposed.

Lawyer Danilo Domingo,former Mayor of Malolos who isstaging a comeback said thatuntil the filing of COC is over,there is still a chance that Men-doza may stage a comeback forthe position of governor.

Others noted that the Liber-al Party held a convention forparty members in the provincelast June with Secretary MarRoxas of the Department of In-terior and Local government.

They noted that as an orga-nized group, the party can eas-ily reorganize to stage a cam-paign.

Bad joke“THE PARTY-LIST system has become a joke.”

So declared Commission on ElectionsChairman Sixto Brillantes in an interview with thePhilippine Daily Inquirer. What with veritably allparty-list representatives in the House propertied,moneyed and multimillionaires, and many of the289 groups seeking accreditation for the 2013elections with handpicked nominees who are eitherformer government officials or members ofpowerful political clans.

Indeed, Sir, the party-list system has long beena joke. A Big, Bad JOKE!

Republic Act No. 7941 or the Party-list SystemAct stipulates that only 12 marginalized andunderrepresented sectors can seek congressionalrepresentation. These are: labor, peasant,fisherfolk, urban poor, indigenous culturalcommunities, elderly, handicapped, women, youth,veterans, overseas workers and professionals.

Now, just about every aggrupation has beensectoralized – from retired soldiers to reformeddrug addicts, from liquefied petroleum gas dealersto money changers, from second-rate athletes tomovie extras – to seek some party list accreditation.

Indeed, what rights have jeepney drivers,security guards, plain employees and laborers toinvoke marginalization and be represented in theHouse by influential multimillionaires?

Other than the margins on the paper where theirprivilege speeches are written or on the SARO(special allotment release order) of their prioritydevelopment fund where they note the “commis-sioning” of their pet projects, what is marginalizedin these party-list (mis)representations?

Aye, the province of Pampanga takes premiumspot in this matter. What with the 1-2 spots in theTop Ten richest party-list representatives – perKontra Daya documents – claimed byKapampangans, roll the drums now — Rep.Catalina Bagasina of the Association of Labor andEmployees, the “richest party-list solon,” with anet worth of P133.938 million, based on herstatement of assets and liabilities for 2011; andRep. Juan Miguel “Mikey” Arroyo of Ang GalingPinoy with P99.954 million.

Yeah, Sir, the party-list system is a joke. Butthat joke is on the Filipino people. With the jokerslaughing their way to the House.

Election mathELECTION IS addition.

So the maxim goes and I remember then congressional aspirantCarmelo “Tarzan” Lazatin being asked why he took a certain “BoyPaltik” into his core campaign staff in 1987.

“Anjan tiradur ya mu, tanggapan taya uling makasaup ya kinglaban (Even a slingshot is most welcome as it can be of help in ourfight).” So was his reply, proven right with his subsequent electionto the House, the first of his non-stop victories at the polls, to date.

More than addition, election is multiplication.The saying – reformed – is best instanced in the Iglesia ni Cristo

bloc voting practice which is known to create some bandwagoneffect among the electorate.

It is also the principle behind the pyramiding-type of campaigningwhereby a recruit is tasked – and paid – to recruit two others whoare in turn tasked – and paid – to recruit others in a continuingprocess of recruitment, put in a mathematical equation, thus:1X2X4X8X16X32X64X128X...ad nauseam, if not infinitum.

Preconditioned on those beliefs, I listened toan old political observer dissecting the contest forthe Angeles City mayorship. He did not want to beknown. Not so much out of trepidation his politicalprognostications be readily rendered false with theelection results, as by the certainty that he wouldbecome a much sought-after political prophet withtheir certitude. As he revelled in anonymity, hecannot handle the least tinge of celebrity.

So, from the deepest background, hepostulates: Lazatin is “llamado” over re-electingMayor Edgardo Pamintuan.

Qualify, I say.He does more than that. He also quantifies.One. Lazatin has never been without the INC

bloc. That is some 8,000 votes, he reckons. Easilytranslating to 12,000 with the bandwagon effect.

Two. Lazatin has his own network of barangayworkers – with family size as premium for hiring –conservatively estimated at 15,000.

Three. Lazatin’s alliance with theNepomucenos brings a windfall of not less thananother 15,000.

That totals to 42,000 votes already in Lazatin’scolumn even before the start of the campaign.

Simple extrapolation now: Angeles City has148,843 registered voters as of 2010. Assume that70 percent will vote in 2013. that would total to104,190.

What percentage of that total is 42,000?A whopping 40.31 percent. All Lazatin needs

is 10 percent or 11,400 votes for the win. Easilyaccomplished with his storied “carpet bombing”– whatever that means, however it takes.

So, by writing all this here, am I – at thisearly – already trending?

Not quite, says the local media’s ZaldyAmpatuan look-alike, convinced and confident ofPamintuan’s “overwhelming edge” over Lazatin,which he puts at “doblado.”

“EdPam as sitting mayor is the reigningchampion. And the champion is most likely theodds-on favourite over the challenger,” he adds.

Using the same math, Zaldy A does his ownquantification.

One. Pamintuan has no less than 22,000 card-bearing members of his Partido ABEKapampangan, easily increasing to 30,000 withthe bandwagon effect.

Two. Pamintuan has the youth vote – by virtueof age vis-à-vis the very senior Lazatin – with amost conservative strength of 20,000.

That’s all of 50,000, already supersedingLazatin’s electoral stock.

And then Zaldy A posits in turn: Election isalso subtraction.

Vice Mayor Vicky Vega-Cabigting by aligningwith Pamintuan over her long-time patron Lazatintakes a large chunk off their shared voters, put ata minimum of 15,000, given her winning marginsin all elections she ran in.

So concluded Zaldy A: Pamintuan need notengage Lazatin in carpet bombing runs. He hasall the numbers already tabbed and tagged.

Election is addition. Election is multiplication.Election is subtraction. Interesting equations there.

Lest we forget though, election is division too.Suffice it to say that a simple quotient easily

invalidates all the sum, product and difference ofthe other arithmetical operations.

Isn’t it always said, and done so truly: Divideand conquer?

“GOBERNADORA FOR LIFE.”Ganito ipinakilala ni Vice Gov-ernor Yeng Guiao si GovernorLilia Pineda sa mga kasapi ngKambilan, ang panlalawigangpartido pulitikal na itinatag nggobernadora, bago ang kanilangoath-taking noong Lunes.

Hindi rin makakatulong sagobernadora ang ganyang pa-hayag ni VG Yeng dahil hindinaman nagpapakita o tahasangnagpapahayag si Ginang Pine-da na ganyan ang kanyang as-pirasyon sa buhay.

VG Yeng, sana nagwi-wish-ful thinking ka lang.

Kumpirmado na ang Pineda-

Pineda tandem sa 2013, gayanang isinulat ko sa column naito. Ang tanong: Kaya ba ni Den-nis, kilala rin sa palayaw naDelta, na magbigay ng check

na may lamat na ang alyansang mga Pineda at Hizon. Si Bud-dy Dungca at Vice Mayor JunCanlas ang piniling kandidato ngKambilan, hindi si Mayor JomarHizon at ang ina niyang si Mrs.Lolita Hizon. Bakit hindi kumiki-bo ang mag-ina?

Clark airportang solusyon

HAWIG NA UGALI. Humigit kumulang sa P137 bilyon ang nawalasa Pilipinas noong 2011 dahil sa malala at lumalala pang trapikosa Kalakhang Maynila, ayon sa ulat ng Rappler.com na kung saanang pag-aaral ay isinagawa ng National Center for TransportationStudies.

Dagdag pa ng ulat na kasinghalaga nito ang dalawang buwanna padala ng mga overseas Filipino workers at 1.4 porsyento ngkabuuang pondo ng bansa.

Walang pwedeng sisihin sa lumalalang daloy ng trapiko saKalakhang Maynila kung hindi ang pamahalaan, ang mga nagingpangulo at ang kasalukuyang pangulo ng Pilipinas.

Matagal ng isinusulong na maging pangunahing paliparan angClark International Airport o CIA upang mapunta dito ang malakingbulto ng mga sasakyan na dumadaan sa Kalakhang Maynilapapuntang Ninoy Aquino International Airport o NAIA.

Subalit nananatiling bingi ang ating mga lidersa isyu bagamat alam ng marami na ito angpangunahing solusyon sa nasabing problema.

Matatandaan na ipinangako ito ni datingpangulong Gloria Macapagal-Arroyo sa kaniyangtalumpati at sinabing magiging pangunahingpaliparan ang CIA sa loob lamang ng isang taonat ang “old NAIA 1” ay isasara. Subalit makaraanlamang ang ilang buwan ay nag-iba na ang ihipng hangin.

Naalala ko tuloy ang isang kasabihangKapampangan, “ing manako kasaman ne ugaliing kalupa ng mapanako.”

TURISMO. Maliban sa gaganda ang daloy ng

trapiko sa Kalakhang Maynila ay dadami din angmga turistang pupunta sa Pilipinas kung magigingpangunahing paliparan ang CIA.

Madaming sa kanila ay gustong lumapag saCIA kagaya ng libo-libong mga OFWs (sa GitnangSilangan) na umuuwi sa Hilaga at Gitnang Luzon.Anila, bukod sa walang problema sa trapiko aymas ligtas at maganda ang seguridad kesa saNAIA.

Mula sa CIA ay madali ng makakapunta angmga turista sa ibat ibang mga tourist destinationsng bansa kagaya ng Davao, Puerto Prinsesa saPalawan, Cebu at Boracay dahil sa mga budgetairlines. Mula sa Clark naman ay makakalabassila patungo sa ibang mga bansa kagaya ngMacao, Hongkong, Singapore, Korea, China,Vietnam at Malaysia.

Higit sa lahat ay makakabuti ito sa ekonomiyang Lungsod ng Angeles, San Fernando atMabalacat at ng iba pang karatig bayan atprobinsya.

Madaming pwedeng matutunan at mapulot na

konsepto sa CNN Freedom Project to end modernday slavery. Maaaring magpasimula ng maliliit naproyekto na kung saan makikinabang ang publikolalo na ang mga babae at bata.

Sigurado ako na hindi tayo mauubusan ng mgakonsepto na naiiba ng konti sa nasabing CNNproject at mas angkop sa bawat lugar sa Pilipinas.Sana ay mapasimulan ito ng ibang mga local atnational TV stations at media organizations saibat ibang mga probinsya o rehiyon.

filed a petition praying that after due notice, publication and hearing,judgment be rendered ordering the Civil Registrar General and the LocalCivil Registrar of Floridablanca, Pampanga to issue an order correctingthe marriage contract of the petitioner so that his citizenship in his marriagecontract should read as “American” instead of “ Filipino”.

Cauguiran quoted theJICA study as concludingthat “of the above six op-tions only DMIA proved tobe developable in a rela-tively short period of timebecause of its readilyavailable significant landarea. Other sites wouldrequire long lead timesbefore land could be re-formed for developmentbecause of various rea-sons including negotia-tions over compensation,land reform, etc.”

He said the JICA study

also concluded that “in or-der to ensure that the fu-ture DMIA compares wellwith other Asian gatewayairports there is a need tosignificantly improve ac-cessibility between DMIAand Metro Manila. The dis-advantage of its remote-ness could be overcomeby offering a short traveltime between Metro Ma-nila and DMIA through theprovision of a modern Air-port Express Rail Link.”

“We believe, just likethe findings of JICA, thatgiven the right political wingand unity of purpose of ourentire national and localgovernment bureaucracy,the full development of DMIAincluding the necessaryaccessibility infrastructurecan be completed within aperiod of seven years,”Cauguiran noted.

Pamintuan vehementlydenied the accusations ofhis political ally-turned-ri-val Lazatin that there wereextortion, harassment andviolence done to traders.

“It has all the signs andshades of politics. Thereis no kotong (extortion)done on traders in ourcity,” said Pamintuan, whois set to face Lazatin inthe 2013 mayoralty race.

“In fact, Lazatin hadbeen telling people beforethat I don’t get and evenreturn bribes from inves-tors,” he added.

Pamintuan said Agnewand his lawyer identified asa certain Atty. Lauder cameto his office a couple ofmonths ago to request themayor to open his club ear-lier closed due to local firestations violations.

“After they (Agnew andlawyer) said the club al-ready complied with therequirement, I asked mystaff to open the bar,” saidPamintuan.

City police Director Sr.Supt. Rodolfo Recomonosaid he had detailed secu-rity men for Agnew after theincident.

Recomono disclosedthat he asked for an audi-ence with Agnew on Sun-day “so that he can tell methings I may not know thatwe can use in our investi-gation.” He added thatAgnew failed to arrive at aset meeting.

“It could likely be busi-ness-related or personalgrudge. But we have toestablished the real mo-tive,” said Recomono.

It could be recalled thatin September last year, anassociate of Agnew andfellow retired Royal UlsterConstable and his Filipinalive-in partner were killedinside the house theyshared with Agnew inBarangay Amsic here.

David Balmer, 54, andElma de Guia, 26, werefound dead in their bed-room in the house in Jo-sefaville 2 Subdivision.They had bullet wounds inthe head and differentparts of their bodies.

Agnew was among theperson questioned by po-licemen but he was notcharged related to the twinmurder.

MISMONG si Luis Manzano ang nagbigay ng statement dispelling the rumorna nagkalabuan na sila ni Jennylyn Mercado. Dawit nga kasi si Jennylyn sapaghihiwalay nina Paolo Contis at Lian Paz at ito ay labis na ipinagtataka niLuis. So as soon as nagkaroon siya ng pagkakataon, si Luis na mismo angnagpasinuggaling sa malisyosong kuwento.

“Once and for all, hindi po. Hindi ko alam kung saan nanggaling ang isyuna 'yon. Wala pong 'labuan' issue. Kahit noong lumabas pa yung alam natingissue, never po kaming nagkalabuan, not even for a single day. So kahit akoay nagulat na mayroon pang 'on the rocks na lumabas,’ we are still together,”paliwang ni Luis.

Dagdag pa niya, “Para sa akin, at the end of the day, the fact that we're stilltogether, Jen and I are okay, kumbaga iyon na iyon. Some things were blownout of proportion.”

Luis however admitted that he contacted Lian to shed more light on theissue.

"Sa mga lumabas nga, the only truth is yes, tinawagan ko nga. Tinawaganko talaga si Lian. Pero siyempre, kung may mga lumabas na kwento, I wantto hear all sides of the story as much as possible," sabi niya.

Natuwa rin siya na mismong si Paolo nagsalita rin clearing Jennylyn'sname.

"Nagsalita na si Paolo. Parang may nabasa ako na parang (nakakahiya) raw. Sa akin, enough na iyon. Hindina nga lang sa akin, more of para ma-clear yung pangalan ni Jen..." .
