The second stop included lunch and a tour of the landscape at R.F. Orchids; many folks browsed the retail displays and took home living souvenirs. The third and final stop was a fast moving dash through Costa Farms; a quick pace to ensure we were under cover when a torrential downpour overtook us! During the first morning of the workshop, registrant representatives presented new active ingredients and highlighted opportunities for existing products. Then the results of the Grower & Extension Survey were presented. Next we discussed the pros and cons for conducting efficacy or crop safety research on 36 current and potential new projects across entomology, pathology and weed science. To have these discussions flow smoothly, IR-4 staff created new handouts: Project Sheets summarizing the need, research and registrations to date, and 15 Product Lists outlining the key features of tools currently available for certain diseases and pests. The 31 project sheets were created to cover recently studied projects and potential new projects based on the annual Grower & Extension Survey and newly received project requests. Also, new projects for each discipline were raised as potential research avenues during the workshop. The moderators for each discipline included: Cristi Palmer (Pathology), Michelle Samuel-Foo (Entomology), and Edith Lurvey (Weed Science). The 2013 Ornamental HorticultureWorkshop, held in Coconut Grove,FL, embarked on a new way toestablish priorities for the 2014 to2015 biennial research cycle. Andit was the best way yet!

The workshop started with anoptional tour where about 2/3rd ofattendees boarded a bus at 7:30am. For the first stop, we visited theUSDA-APHIS-PPQ InspectionStation at the Miami International

Airport. The director, Pedro JuanMillan Garcia, was a gracious hostoutlining the functions of theInspection Station to ensure3propagative materials are free ofknown and unknown arthropod,microbial and mollusk hitchhikers.

Dear Friends,

By the time you read this it is likely that everyone will be starting their year-endactivities including reports and preparing for the holidays.

Not much has changed in IR-4 funding. We are operating on a broad federalgovernment Continuing Resolution. Since 2011, IR-4 funding has been reduced by9.5% while at the same time expenses have skyrocketed. The result is a leaner, smallerprogram with fewer resources going toward new research. Hard decisions were made innot replacing some vacant positions and scaling back research facilities.

Going forward, Congress has a lot of issues to reconcile before they deal with a fiscal year 2014Agriculture Appropriation Bill. It’s anyone’s guess when and if a consensus funding agreement will bereached. However, another round of Sequestration cuts will hit in January unless some agreement is forged.

The government shutdown in October resulted in lost research due to the furlough of USDA-ARSscientists. This jeopardized at least four field trials that need to be repeated. The shutdown also delayed somecritical review decisions by EPA.

We want to thank everyone who has completed the IR-4 Strategic Planning survey. We have hadnearly 500 responses. This is well above the level survey experts classify as good. We recognize that thosemultiple reminders were annoying but they did the job! Now the fun part begins; the process of going throughthe responses and drafting up the next Strategic Plan. Our goal is to get a DRAFT plan out for review andcomment in first quarter 2014. Thus everyone will have another opportunity to provide input to influence thefuture direction of IR-4.

I also want to thank everyone who participated in research priority setting for 2014. The cornerstoneevents were the IR-4 Food Use and the Ornamental Horticulture Workshops. Both of these workshops werewell attended with significant discussion on the specific projects. My personal opinion was that bothworkshops were the most successful in memory.

It has been a great year celebrating IR-4’s 50th anniversary. We’ve had many events to recognize thismilestone. One remaining task is the release of a special publication detailing IR-4’s 50 years of sustainedsuccess. We anticipate this will be published by the end of 2013.

After the priorities were finalized,the group talked about IR-4protocols and reports and ways toimprove them for the upcomingyear. The latter topic was led byMika Pringle-Tolson. Improvementsfor protocols include more explicit

use directions for timing andspecial parameters for testingincluding disease or pestspopulations. For reports, theimportance of including researcherobservations and conclusions washighlighted along with ensuringbatch numbers for tested registeredand experimental products arerecorded.

All in all, the 2013 IR-4Ornamental Horticulture Workshopwas successful in fostering gooddiscussions and finalizing researchpriorities.

in nutritional foods and preventativemedicine. Grown commercially forits seeds, this specialty crop is highin omega-3 fatty acids, soluble fiberand antioxidants. The seed andseed products including the oil areknown to have one of the highestsources of omega-3 fatty acidscompared to canola, soy or flax.Consumption of omega-3 has beenshown to provide many healthbenefits including improvedfunctioning of the immune andnervous system and a lower risk ofheart disease, cancer and stroke.Chia is currently sold as a dietarysupplement. Seeds are used insnack foods, beverages, sauces,salads, soups, cereal and flour. Chiasprouts are commonly consumed insalads and sandwiches. Chia is alsoused in the animal feed industries,including the equine industry.Because of these many benefits, themarket for chia is expected to growover the next several years.

Chia is currently not in a cropgroup. This means that residuetrials must be conducted on chia inorder to obtain a pesticidetolerance. However, chia is beingproposed as a member of therevised Seed Spice Subgroup 19C(seed, seed pods, arils). This meansthat in the future, residue trialsmust be conducted on theproposed representativecommodities celery, seed or dill,seed in order to obtain a pesticidetolerance on chia. It’s the beginning of the holidayseason: snowflakes are fluttering inthe wind, children are caroling inthe distance, twinkling lights areoutlining houses in theneighborhood and gingerbreadcookies are baking in the oven. Asyou sit down to relax with your cupof hot cocoa to watch A ChristmasCarol, you realize that a part of theholidays is missing. But what couldit be? Suddenly, you hear a familiarcommercial: “Ch-ch-ch-chia! ChiaPet…the pottery that grows! It’sfun and easy. Soak your Chia,spread the seed, keep it wateredand watch it grow! Grow a ram, acat or a puppy! Chia Pet is availableat all major retailers! Makes a greatgift!” Strangely, after thatcommercial, you say to yourself“the holidays must be close!”

Ah, the Chia Pet…a terracottafigurine in the shape of an animal,person, cartoon or tree thatcontains a grooved area where chiaseeds are planted. When sprouted,the chia resembles fur or hair. TheChia Pet is well-known. It’s beenaround since 1977 and everyholiday season, approximately500,000 Chia Pets are sold.

However, the “chia” of the Chia Pethas been around much longer.

Chia (Salvia hispanica), also knownas “lime-leaf sage” is an annual herbin the mint family (Lamiaceaeformally Labiatae). At maturity,plants reach approximately 1 m tall,contain opposite, serrated leavesthat are 4 to 8 cm long and 2.5 to5 cm wide and clusters of blue,purple or white spike flowers. Creamto grey seeds are oval in shape and2 mm long by 1 mm wide.Thousands of years ago, chia was amajor cultivated crop along withcorn and beans. It was an importantsource of food, medicine and oil inMesoamerican culture. Cultivationwas reduced after Spanishcolonization. However, the crop isstill cultivated in Argentina,Australia, Bolivia, Columbia,Guatemala, Mexico and Peru. Chiahas also reportedly been cultivatedin Southeast Asia. Because of itshigh oil and nutrition content andrecent breeding efforts to alterphotoperiod sensitivity, chia hasbecome a “new” specialty crop inU.S. Some are even describing chiaas the ‘it’ food of 2013.

Once considered a novelty product,chia seeds were mainly sold in healthfood stores. However, recently, therehas been an increasing interest inthis crop due to the budding interest

The Entomological Foundation ispleased to announced that DougWalsh is the recipient of the 2013Award for Excellence in IntegratedPest Management. He received theaward at the 61st Annual Meetingof the Entomological Society ofAmerica in Austin, TX onNovember 10, 2013.

This award, which is sponsored bySyngenta Crop Protection, is basedon outstanding contributions whichhave a direct relation to integratedpest management (IPM). Dr.Douglas B. Walsh received his BSin biology from the University ofCalifornia, Santa Cruz in 1985 andhis PhD in entomology from theUniversity of California, Davis in1998. Doug was hired as anassistant professor at WashingtonState University in 1998. He iscurrently a professor of entomologyat WSU, holding a 50% organizedresearch/ 50% extension academicappointment. Doug is the researchdirector of the Environmental and

Agricultural Entomology Laboratorylocated at the Irrigated AgricultureResearch and Extension Center inthe Yakima Valley near Prosser,Washington. He is the extensionintegrated pest managementcoordinator for Washington Stateand the Washington state liaisonrepresentative to the USDA IR-4Program. Doug has an extensiveand varied IPM research andextension program, assistingregionally important commoditiesincluding hops, alfalfa, grapes,mint, and livestock. Doug alsodirects environmental impactstudies on alfalfa leafcutting andalkali bees, the key pollinators ofalfalfa produced for seed. Doug'sefforts in IPM have resulted in thereduction of over 100,000 poundsof insecticide use in the PacificNorthwest annually. Doug serveson various advisory boardsincluding the National Alfalfa andForage Alliance, Salmon Safe, andLIVE (low input viticulture andenology) programs. Doug has

served the Pacific Branch of theESA as President in 2010,Executive Committee Member(2007- 2009) NominationsCommittee Chair (2010- 2011)Representative to the NationalAwards Committee (2006-2009)and Awards Canvassing Chair(2001-2006 and 2011). RecentlyDoug was selected to represent thePacific Branch on the ESAGoverning board from 2014through 2016. Doug accounts hissuccess as a scientist to thementoring he received from theUniversity of California, exceptionalcolleagues, hard working staff andgraduate students, loving friendsand family, and rock solid supportfrom Washington State Universityand the commodity organizationshe serves.

Excellence in IPM Award

The 2013 IR-4 Food UseWorkshop (FUW) was held Sept.17-18, in Albuquerque, NM.Through a pre-workshop on-lineproject nomination process, IR-4stakeholders selected the mostimportant projects for discussion atthe workshop. Out of more than500 researchable projects, about200 were given at least one “A”nomination and these were thefocus of workshop deliberations.This year IR-4 stakeholders selecteda total of 46 priority “A” projects tosatisfy some of the most critical

pest management needs of U.S.specialty crop grower stakeholders.

Those “A” priorities form the coreof the 2014 food use field/labresearch program. Upgradedprojects (from IR-4 Regionalupgrades and Priority UpgradeProposals) were added to this planin October. The 2014 slate ofresidue studies, efficacy/crop safetytrials and field trial/analyticallaboratory assignments wasfinalized per discussions betweenIR-4 regional and headquarters staffat the annual National ResearchPlanning Meeting Nov. 6-7.

IR-4 will continue to fund a smallefficacy and crop safety (E/CS)research program in 2014. Theprimary focus will be on field trialsrequired by product registrantsbefore new uses supported by IR-4residue studies can be added tolabels. If sufficient funds areavailable, additional E/CS trials willbe conducted to address thehighest priority needs (“H+”priority) as identified at the FUW.

PHP Program

The application of pesticides toclothing, bed nets, and otherfabrics has become an increasinglyimportant approach to repelling andkilling blood-sucking arthropodsover the last twenty years, and IR-4Project staff are researching novelmethods to measure pesticideconcentrations on treated fabrics.This is important because, evenwith modern technology for bindingchemicals to fabrics, theconcentration and effectiveness ofpesticides on treated garments ornets drops with time due tofrequent washing and hard use.

Conventional chemical assays candetermine pesticide levels withgreat precision, but destroy treatedgarments in the process. Bioassayswith caged mosquitoes measureeffective pesticide levels but are notpractical for field use. Since it isgenerally impossible to determinethe concentration of pesticide onfabrics by appearance, texture, orsmell, it is critical to developnon-destructive field methods formaking these measurements.

IR-4 began work in this areabecause of a request from the U.S.military for assistance withregulations which prohibit fieldretreatment of factory-treatedclothing, including U.S. militaryuniforms. While it is consideredsafe to reapply permethrin up toevery six weeks on most clothingfor periodic outdoor use, regulatorshave questioned whether excessivefield retreatment of factory-treated

garments could expose wearers tounacceptable skin contact anddermal absorption of pesticide.Thus, changing the labels to allowretreatment will likely requiremethods to determine if thepesticide levels on garments havedropped to the point whereretreatment is needed because ofdropping effectiveness, and is alsosafe. In addition, there aresignificant questions about whethertreated nets continue to functioneffectively throughout their lifespan,and sensitive non-destructivemethods might clarify when a netneeds to be replaced.

In addition to bioassays, where thefabrics are exposed to living insects

or ticks, other indirect approachesto estimating concentration includetracking the number of washings fora garment, or time in use, as proxyindices for pesticide level.Unfortunately, data collected onused uniforms indicates that neitherof these variables coincidesperfectly with pesticide level.Therefore, recent research has alsoevaluated two other approaches –colorimetry and electromagneticspectra. Colorimetry refers to colorchanges when specific reagents areused to react with small areas onthe fabric and the color intensityshows the chemical concentration.

Electromagnetic spectra in theinfra-red (IR), ultraviolet (UV), orX-ray ranges reflect the atoms orbonds in specific compounds, andmay be used to “fingerprint”chemicals, so that the absorption ofradiation energy at specificwavelengths can be used tomeasure concentrations.Because of their rapid bioactivity(killing insects before they can bite),low mammalian toxicity, anddurability, pyrethroids are thepesticides of choice for treating

Using Google Earth to calculate distance

With the advent of the smart phone andfree mapping tools like Google Earth, fieldresearchers have powerful tools forverifying permanent markers and for makingdetailed plot maps. This Tech updatecovers using a smart phone to verify yourpermanent marker with your smart phone.

You’re standing at a permanent marker andyou record this point on your smartphone’s GPS app. Now what? Howaccurate is your smart phone in locatingthis point? In this example we’ll confirmthe location of an irrigation valve which wasused as a permanent marker for a Californiaartichoke trial.

How close is your GPS reading to yourlandmark?

What’s the actual distance difference?Use the Google Earth ruler selectingthe two points and you’ll see that thephone coordinates were off by ~16feet, but clearly close enough forsomeone to find the valve.

How to send a set of Google Earthcoordinates to your desktop computer.

1) Use your phone or gps handheld torecord a waypoint located at yourpermanent marker, here’s a screencapture from a Samsung phone:2) Use the export function to send theway point (#1 in this example) in KMLformat, usually this is sent via email ona phone, but probably a data stick or

external cable for a handheld GPS.

3) The email will have the an attached fileof the point you’ve marked, which whenyou double click the attachment will askyou to open in Google Earth (note youneed to download and install Google Earthbeforehand) You should then see a map ofyour site with this point mapped. At thispoint use the ruler tool to compare howyour GPS coordinates vary from the actualpoint located on Google Earth, as shownabove. For verification purposes severalwaypoints taken over several hours ordifferent days would give a good idea ofhow close your GPS is depending on thenumber of satellites it fixes at any onetime.

fabrics, and the most commonlyused are permethrin (used onmilitary uniforms and, increasingly,on civilian clothing and bed nets),and deltamethrin andalpha-cypermethrin, which are usedonly on nets. While these materialsare in the same chemical class andact in a similar manner on insects,differences between the chemicalsmay be significant in which testmethods work best.For example,X-ray fluorescence is very effectivefor measuring compounds withbromine atoms, such asdeltamethrin, but less sensitive forthe chlorine atoms in permethrin.Colorimetric methods have beenwell-validated, on the other hand,for chemicals with the cyano bondin deltamethrin, but have beenmore challenging for permethrin.

While it may be possible to solvethese technical challenges andmeasure permethrin on fabricsprecisely with X-rays or colorimetry,the IR-4 team has worked primarilywith hand-held mid-IR scanners.Our initial results have beenpromising using treated anduntreated uniforms, as well asgarments that have been treatedand then repeatedly washed, andwill be presented to the military andCDC soon. In addition, we arebeginning to explore the potentialof UV florescence. While it is notclear whether any of thesetechniques alone will answer theneed for sensitive determination ofconcentrations of all pesticides onall fabrics, it is clear that the need issignificant, and it seems likely thatsome combination of these

The Coffee Berry Borer (CBB) is aworldwide beetle pest of coffeewhich until recently had somehowmanaged to miss the state ofHawaii. In spite of worldwideresearch efforts the current controlstandard for CBB is theorganoclorine insecticideendosulfan. Endosulfan uses arebeing phased out in the US andIR-4 would not pursue any projectswith this active ingredient. With aconfirmed CBB infestation in SouthKona on the big Island of Hawaii in2010, the coffee crop in Hawaii isnow threatened and new controlstrategies are of key importance.

Coffee is currently grown on over6000 acres on all of the majorHawaiian Islands. This worldwidecrop was brought to Oahu in 1813by Francisco de Paula Marin andthe current crop yields 6-7 millionpounds of green coffee beans.

The IR-4 project team in Hawaii hasbeen involved in screening trials toevaluate new active ingredients forcoffee berry borer control and alsoconducted Cyazypyr residue trialsin 2012. In addition to this workon a new active ingredient, the IR-4group is currently conducting are-registration trial for pyrethrin +piperonyl butoxide (PBO) on coffee.Pyrethrin is an organic insecticide(formulated alone without PBO)which has a fit in organiccoffee production for thequick knockdown of CBB andother larval pests.

Even with these criticalefforts, the outlook andresearch work needed to findconsistent CBB control isfraught with difficulties. (See:

http://www.ctahr.hawaii.edu/site/CBB.aspx). Beyond the basic biologyof this pest, the IR-4 groupexercises care to insure that theirresearch efforts and travel todifferent islands does not spreadCBB beyond the current infestationon the Big Island.

On a recent field visit for one of themany pyrethrin+PBO/coffee fieldapplications, IR-4 University ofHawaii researchers Mike Kawateand James Kam met with KauaiCoffee management personnel todiscuss the status of IR-4 projects.The discussion at Kauai Coffeefocused on CBB work and growingconcerns on Kauai regarding theuse of restricted materials such asGramoxone (paraquat).

Kauai does not currently have aCBB infestation, but Kauai Coffeevice president Wayne Katayama andfarm manager Greg Williamsexpressed their interest andconcern about this new invasivepest. Along with discussions aboutthe difficulty of CBB control (thefemales lay eggs inside the coffeeberry which then develop inside theberry, protected from sprays) MikeKawate explained the difficulty ofconducting residue and screeningtrials for CBB.

on numerous materials for coffeepests but the team is currently notconducting efficacy testing untiltheir Kauai pyrethrin+PBO trial iscomplete. There is a standingquarantine for coffee materialoriginating from Kona, and sinceany CBB efficacy work would becompleted on Kona the IR4 group

Like many land grantinstitutions the University ofHawaii struggles to meetgrower needs like the CBBinfestation set against thebackdrop of budget cuts,

restrictions. These restrictionsinclude pesticide application bufferzones, notification requirementsand mandatory pesticide reportingrequirements. Growers like KauaiCoffee do not use GMOs in theiroperations but their use ofrestricted materials like Gramoxonewould fall under the measure 2491regulations.

The reach of this local regulationhas growers concerned about theloss of valuable crop productiontools. In the case of Kauai Coffeethe loss of Gramoxone for chemicalsucker control would be asignificant blow. Kauai Coffeemanagement was anticipating thispotential loss when they queriedMike Kawate about other potentialcompounds which could replaceGramoxone. Mike and the Hawaiiteam will have their hands fullworking on projects as complicatedas CBB and additional projects suchas finding a coffee suckeringreplacement.

The reality for Field ResearchDirector James Kam is that eachapplication involved pre-shippinghis equipment and test substanceahead of time to another island(The University of Hawaii IR-4group is based on Oahu), flying inthe dark to Kauai, making theapplication in the early morning andthen flying back to Oahu. This workis conducted in sunny Hawaii, butthe rigors of field research fromseat 4B are a constant challenge forthe Hawaii group which alsoincludes Field Research DirectorJulie Coughlin. The coffee in thisparticular trial ripened a bit late thisseason and James’ planned tenapplications will now stretch into atotal of sixteen applications.

If the challenges of CBB andtropical agriculture were notenough, Hawaii and specificallyKauai is facing a rise of anti-GMOsentiment that is embroilingconventional growers. What startedas a local anti-GMO ordinancetargeting GMO corn seed breedershas spread to an anti-pesticide,anti-conventional agriculturemeasure.

Technical Service Award: Letitia S. Adams-Waters (Tish) wasappointed in November 1991 byMs. Yoh Jau, the previous IR-4Southern Regional LaboratoryResearch Director. As a chemist inthe Florida IR-4 Laboratory, Tish’sprimary responsibility is residuesample analysis. Tish demonstratesvery solid knowledge of analyticalmethods, possesses great skills inGC, GC/MS, LC/MS/MS and hasacquired experience in troubleshooting of these instruments.Additionally, she has responsibilitiesfor monitoring the temperature logsin their lab freezers at UF. Shealways conducts laboratory workunder GLP and SOP requirementsand pays full attention to laboratorysafety. Tish has attended numerousprofessional, regional and nationalIR-4 conferences, trainings,workshops and webinars. Herdedication, hard work andprofessionalism have been veryimportant to the laboratory atUniversity of Florida and hassignificantly contributed to both theregional and national IR-4 program.

A native of Miami FL, Reed Olszackreceived his BS in Horticulture fromthe University of Florida. He has animpressive history working with thetropical fruit industry that datesback to 1976 when he worked asthe Tropical Fruits ProductionManager for JR Brooks Tropicals inHomestead, Florida, a position heheld on to for 20 years. He hasserved as President of the TropicalFruit Growers of South Florida(TFGSF) and as a member of theboard of TFGSF for 20+ years.Reed also has a long history with

IR-4 as well, having served on thecommodity liaison committee (CLC)representing the interests oftropical fruit growers.

In 2009, he moved into the Fieldresearch director (FRD) role at theIR-4 field reach center at TheUniversity of Florida, TropicalResearch and Education Center, inHomestead FL. Reed is clearly anexpert on tropical fruit production.He is very well respected in theindustry and his advice is sought bymany producers throughout southFlorida. In 2012, he was critical tothe reinvigoration of the IR-4 Fieldresearch center in Puerto Rico, andhis dedication and work above andbeyond his normal FRD duties, sawhis arise as a logical choice forrecognition at this year’s IR-4Southern Region meeting inOrlando FL.

Meritorious Service AwardDr. Ric Bessin is an extensionprofessor in the department ofEntomology at the University ofKentucky in Lexington KY. Hisappointment is 100% extension andhe has responsibilities in field andspecialty crops. Ric currently servesas the extension IPM coordinatorfor Kentucky where he works withstakeholders to maintain an activepest management program forarthropod pests of fruit, vegetablecrops, and field crops. He hasassisted with the prioritization ofIR-4 entomological researchprojects requests at regionalmeetings and has conducted IR-4efficacy trials in Kentucky as part ofthe IR-4 Southern region program.Dr. Bessin also serves on theexecutive committee of theEntomological Society of America.Ric has served as IR-4 Liaison for

Kentucky for more than 9 years andis a dependable resource forhelping to evaluate new and existingentomology project requests (PCRs)for the IR-4 Southern region.

IR-4 North Center Region— by Satoru Myazaki

Technical Service AwardJhony Mera manages the appliedfield pathology portion of the OSUVegetable Pathology Program ledby Dr. Sally Miller. A significant partof this program is the evaluation offungicides for efficacy on a varietyof vegetable crops. Jhony isresponsible for field trials at threelocations in the OSU-OARDCsystem, from initial planningthrough reporting. This involvesmany long hours at the computerand in the greenhouse and field. Heinteracts directly with growers andcrop protection industry personnelto insure that trials are conductedas designed. He is an excellentsupervisor to summer interns andother field staff members, andsomehow manages to make longdays in the hot sun a positiveexperience for them. For IR-4,Jhony has worked primarily withefficacy projects. These studieshave been conducted efficiently andeffectively, despite drought,flooding, unseasonably cooltemperatures, unseasonably hottemperatures, insect pests andmany other issues. Jhony has anexcellent understanding ofproduction requirements for manyvegetable crops, techniques forinducing disease and evaluation ofprotocols. Some of his recent IR-4projects include establishment ofefficacy of acibenzolar againstbacterial spot in peppers,propiconazole against severaldiseases in radish and quinoxyfen

against bacterial spot in tomato.Jhony is one of the most highlydedicated technical staff membersin vegetable pathology today.Through his tireless efforts, he hashelped to move numerous cropprotection products forward tobenefit vegetable growers in Ohioand throughout the North CentralRegion.

Meritorious Service AwardHannah Mathers has earned anational reputation within the greenindustry for her contributions topest management, particularly inthe realm of weed control. As theOSU Extension State SpecialistHannah has, for several years now,provided leadership with the greenindustry as the Chair of the OSUNursery Short Course (NSC). TheNSC and the affiliated CentralEnvironmental Nursery Trade Show(CENTS) attracts more than11,000 attendees from across theUnited States. One of Hannah’sparticular and innovativecontributions to NSC has been theestablishment of a Spanish-speakingprogram, complemented by asummer green-industry bus tour.Hannah and her team haveconducted 393 experiments for theIR-4 program since 2002, leadingto registration of SureGuard,BroadStar, Tower, FreeHand andShowcase. Results of IR-4 trials area popular and common theme inmany of her extensionpresentations, of which more than70 have been at meetings outsideof Ohio. Clearly Hannah has beenan excellent ambassador for theIR-4 Program. Hannah has alsoprovided leadership in developmentof new technologies; includingherbicide treated mulches forlandscape weed control, andherbicidal treatments for control ofliverworts. As the consummateacademic Hannah is very active inthe department’s teaching program,

and has pursued her own unique lineof fundamental research; the linkagebetween glyphosate use and reducedwinter hardiness/ bark cracking inapple and shade trees.

Northeast Region Awards—by Edith Lurvey

Technical Service AwardsZvonko Jacimovski has been animportant contributor to IR-4 since2008, when he joined the researchteam at Cornell University. He hashad primary responsibility for theIR-4 field research program at theCornell Field Research Center,conducting up to 20 residue trials ayear, as well as efficacy/crop safetystudies as needed. Zvonko is wellorganized and detail oriented whichresults in well documented FieldData Books, submitted in a timelymanner. His books are always amongthe first to arrive in the RegionalCoordinator’s office. He regularlysubmits books where there are noGLP findings. In fact, he oftenreceives compliments from the QAauditors on the quality of his books,which also reflects on the proficiencyof his fieldwork.

Zvonko is a pleasant co-worker,willing and cooperative. His workfulfills the distribution requirementsfor most of the crops in EPA RegionI, and leads to registrations for pestmanagement tools in New York, thenortheast and the nation.

Roxanne Fish joined the field side ofthe IR-4 program in 2010, comingover from the analytical laboratorywhen it closed. Although herbackground was chemistry, with herknowledge of GLPs, she was able topick up Field Data Book qualitycontrol review quickly.

Her assistance to the Regional FieldCoordinator has been invaluable.Roxanne has conducted the majorityof the 2012 Field Data Book quality

control reviews for the northeastField Research Directors. Shepicked up all those little detailsnecessary to conduct a thoroughreview in record time. She isself-motivated, looking for newchallenges as time allows. Inaddition, her support in doing allthose little things necessary in anoffice allowed the RFC toconcentrate her efforts on technicalissues and outreach. She hasprovided invaluable assistance on anumber of new projects includingthe set-up for the NationalEducation Conference and the LatinAmerican GLP Capacity Training.The Northeast Region would not beable to complete all of the tasksnecessary without Roxanne’sdedication and hard work.

On Thursday, October 10,2013, IR-4’s ExecutiveDirector, Jerry Baron, alongwith IR-4’s OrnamentalHorticulture ProgramManager, Cristi Palmer,presented the IR-4 SOARaward to North CarolinaState University, PlantPathologist, Mike Benson.The IR-4 SOAR awardrecognizes persons who havecontributed outstanding Service,Outreach, Altruism and Research toIR-4 stakeholders.

Mike’s 40 years of Service atNCSU has contributed to helpingwoody nursery, forestry/Christmastree and greenhouse growersunderstand how to managePhytophthora diseases affectingtheir crops. According to BASF’sMarket Development Specialist,Kathie Kalmowitz, “Mike’s attentionthe objectives of the trial, potentialtreatments that make practicalsense and the details of his reportshave made him a model foryounger researchers enteringacademia. He takes on problemswith a systems design to break outtreatments that point to newsolutions or greater knowledge ofthe host pathogen environment.”Mike has been working with IR-4for over 20 years.

Kathy also commented on Mike’sOutreach efforts, which includeschairing or being an activeparticipant on national focus groupsthat address serious and persistentpests found in ornamental

production. He has also been chairof the national working group ofplant pathologist at theCrossnore/Kanuga biennialmeetings.

Mike’s mentoring and teaching areexcellent examples of Altruism.Even though he has taught apathology class for years, he alwayscontacts industry, while preparingfor his class, to ask for newdevelopments/products he can passalong to inform his students. Hehas also had the opportunity tomentor many who are now workingin industry. Mike also consistentlygoes above and beyond the baseprotocols to study additional toolswhich might manage disease.Working with IR-4, one of Mike’sgreatest contributions has been hisResearch in the area of root rotsboth Rhizoctonia and Phytophthoraspecies. He has influenced this areaof research for many years and hasset a standard with his trials whichreflect his expertise.

IR-4 congratulates Mike Benson onhis outstanding contributions toIR-4 and growers throughout thecountry.

On October 22, 2013, BASF SE,Vice President, Rainer Bahnemannpresented on behalf of theEuropean Crop ProtectionAssociation (ECPA), a seminar atthe IR-4 headquarters entitled,“Time 2 Change”. The purpose ofthe seminar was two-fold in thatRainer wanted to bring IR-4 up todate on a new direction for theECPA and to seek advice from IR-4on how to move along theirproposal for an EU minor useprogramme.“

The European Crop ProtectionAssociation (ECPA) represents thecrop protection industry at theEuropean level. Its membersinclude most crop protectioncompanies and nationalassociations across Europe. ECPA promotes modernagricultural technology in thecontext of sustainable development;to protect the health of humans andthe environment and to contributetowards an affordable healthy diet,competitive agriculture and highquality of life.”

“ECPA members support fair,science-based regulation as aguarantee to the consumer and thecrop protection user, of highstandards and safe products.”(www.ecpa.eu).

The current societal issues in theEU equate pesticides with poison,thus increased regulation. Theexecutive committee put out this

statement in 2011, “Our licenseand freedom to operate is at stake,and so is that of farmers: Without ashift in our behavior the restrictiveregulatory burden will only increasefurther and limit the future of ourR&D business.” Recognizing this,the ECPA initiated Time 2 Change,beginning by changing their internalthinking on pesticides. Theyunveiled this initiative at astakeholder conference inNovember 2011.

The key themes in their Time 2Change initiative includes 4 areas:

1. Improve farmer & public health2. Increase food safety, quality &

affordability3. Protect & conserve water4. Enhance biodiversity

One example of change, willfinancially affect their company andsales forces, but in doing so helpssustain the environment. The ECPAcompanies have asked their salespeople to encourage growers tovoluntarily provide unsprayedvegetative buffer strips along allwater boundaries of 2-5 meters.This will significantly reduce diffusepollution from run-off. Anotherexample is their efforts at beingtransparent with analytical standards(particularly metabolites) in water.Previously, the companies did notprovide their analytical standards towater monitoring programs. Theynow are providing these standardsto accredited and certified labs.ECPA is also providingdemonstration farms to promotebiodiversity. The project consists of26 farms mostly in the UK,Germany and France and provides a

forum for demonstrating BestManagement Practices and openingdialogue with growers and otherstakeholders.

While the rollout of the Time 2Change project has been successfulwith noteable milestones, there isstill no minor use programme suchas IR-4 in the EU. A few years agothe European Commissionsubmitted a report to the EuropeanParliament on the establishment ofa European fund for minor uses.The European Parliament has takenno action on the recommendation.

This is an ongoing effort and IR-4continues to provide assistance tothose seeking our help.

IR-4 ‘s Newest Research Center

As an associate professor in thedepartment of Crops andAgro-environmental Sciences at theUniversity of Puerto Rico,Mayaguez, Dr. Wilfredo Robles iscontinually immersed in the worldof agriculture and pestmanagement. When theopportunity arose to re-invigoratethe Puerto Rico IR-4 Field ResearchCenter (FRC) in 2012, this weedscientist jumped on the challengedespite not quite knowing where itwould lead. Wilfredo delved headfirst, brimming with anticipation andtoday he, along with his verycompetent technical assistants, LuisAlmodóvar, and Alexander “Tito”Rodriguez, are able to claimsuccess in conducting IR-4maximum residue level (MRL) fieldtrials as part of the IR-4 Southernregion team. The decision tore-invigorate Puerto Rico as part ofthe Southern region was borne outof the fact that in recent years,there have been continued requestsfrom the tropical fruit industry andcommodity groups to help securepesticide registrations for theirgrowers. Additionally, the need toclearly differentiate betweenmultiple trials at a single location isan issue that IR-4 has becomefocused on, and it was widelythought that having an additionallocation in EPA region 13 toaccommodate GLP residue trials ontropical fruits would beadvantageous. The Puerto RicoFRC appeared to meet this needand prompted MichelleSamuel-Foo, the Southern regionfield coordinator, to present thecase for having a FRC in PuertoRico to IR-4’s management. In

2011 the plan was accepted andthe center was re-established inpreparation for the 2012 fieldseason.

The 2012 and 2013 field seasonswere not without their challengesfor IR-4 Field Research Directors(FRDs) nationally. From heavy rainsand flooded field plots, to bagworminfestations to governmentmandated cessation of field work,FRDs across the country struggledto complete the field trials thatwere assigned to them. Allembraced the challenges andplowed forward however. Thesituation at the University of PuertoRico’s IR-4 FRC was manageable incomparison to some of thechallenges other FRCs across thecountry were dealing with, and theteam has been able to successfullycomplete their slate of 12 GLP fieldtrials (4 in 2012 and 8 in 2013)with few hitches.

For 2012, a non-traditionalarrangement was agreed to in orderto get the team fully initiated tocomplete their first years’ GLPresidue trials. Reed Olszack, theFRD at the University of Florida’sTropical Research andEducation Center (TREC)in Homestead, FL wastapped to serve as aremote FRD for the teamin Puerto Rico, as he is anexperienced tropical fruitgrower who understandsGLPs. This arrangementinvolved having TREC’s‘Standard OperatingProcedures’ (SOPs)

modified to detail processes thatwould cover the work being done atPuerto Rico. Reed, Wilfredo andLuis worked closely with Michelle togenerate a working document thatwould satisfy the GLPs for this site.The unconventional plan, althoughdemanding in time and personnelresources, worked well. Reed wasable to travel to Puerto Rico to bepresent for critical phases of all 4GLP trials that were completed in2012: Prompamocarb-HCL Guava,Cyantraniliprole Coffee, IndaziflamCoffee and Diquat Banana. Thecoffee studies proved a bit of achallenge for everyone as not muchcoffee is commercially grown inSouth Florida. Fortuitously, theteam was able to rely upon theexperience of Evelio Hernandez, aresearch associate and coffeespecialist at the University of PuertoRico’s experiment station inAdjuntas, PR for assistance. Mr.Hernandez had been previouslyinvolved in IR-4 GLP coffee trialswhen the IR-4 FRC in Puerto Ricowas operational in the early 1990s.Reed remained in frequentcommunication with the PuertoRico team to ensure plansprogressed to create master

schedules, have GLP complianceletters with tentative datessubmitted etc. Bi-weeklyconference calls and training eventsbetween the team members andMichelle became routine andcontinued up until the team gainedexperience and familiarity with thedetails of conducting IR-4 MRLtrials under GLP standards. Thisarrangement placed substantialdemands on Reed’s time, as heneeded to balance his workschedule in Homestead, FL with hiscollaborative trials in Puerto Rico.

The IR-4 team in Puerto Ricomanaged its program using fourAgricultural Experiment Stations(AES) around the island. Thisallowed for targeting of differentcommodities represented in PuertoRico but also meant that the FRDteam had to travel around theisland in order to access the MRLfield plots. Most of the residuetrials are centered on establishedpermanent plantings at the AES ofAdjuntas, Corozal and Juana Diaz.Coffee trials, including harvestingand processing, are done in themountainous mid-west region ofthe island at the AES, in Adjuntas,which is about 2 hours by car fromthe capital city of San Juan. This isalso where the test substancestorage facility for the IR-4 projectin Puerto Rico is located. This is asecure site that was established inthe 1990s and the group made the

decision to keep the facility at itsexisting location. Banana trials areconducted in the mountainouseast-central region of the island atthe AES in Corozal. Tropical fruitMRL trials such as guava andavocado are conducted in thesouthern coast of the island at theAES, in Juana Diaz. The IR-4 FRC’smain office is located in the AES inIsabela which is in the north-westregion of the island. The AES inIsabela is about 2 hours fromAdjuntas, Corozal and Juana Diaz,but conveniently just 10 minutesfrom the shipping facility where thesamples are delivered typicallywithin a week of harvest for deliveryto the analytical labs in themainland US. Shipping frozensamples from Puerto Rico to themainland US, poses some uniquechallenges as deliveries of dry iceare made only once a week fromSan Juan to the western parts of theisland. The commodity samples areshipped via the Federal Expressfacility (Borinquen Airport Hangar)in Aguadilla, Puerto Rico. Thisgeographical separation of the sites,along with the need to air-shipsamples and the fact that the FRC’smain office with the freezers are allspread out, means that one has topay careful attention to logisticsand vigilant scheduling is aprerequisite for any field work orsample shipping.

In 2013, the FRD team in PuertoRico operated fully independent ofTREC. Reed and Dr. JonathanCrane, the tropical fruit specialist atthe University of Florida’s TREC,and a longtime supporter of IR-4,remained available to help providesupport, advice and to aid withtrouble shooting issues as theydeveloped. Dr. Robles and his teamwere assigned eight GLP residuetrials in 2013 with avocadoes andlychee being added to their croprepertoire. As with the

establishment of any new GLPcenter (or the reinvigoration of adormant center), there is typicallya steep learning curve, but thePuerto Rico center has proven itsability to meet the challenge.Having the full support of theUniversity of Puerto Rico’sadministration, including thedepartment head and deans of theCollege of Agricultural Sciencesand Agricultural ExperimentStations along with the supportingstaff at the various experimentsstations at the University PuertoRico, the IR-4 Southern regionquality assurance team and otherFRDs, all contributed greatly inseeing that the center was primedfor success. Here’s lookingforward to 2014 and beyond.

Heserves as both an ExtensionSpecialist and an assistant professorin the Davis College of Agriculture,Natural Resources and Design.Frank provides service to the localcommunity and state by conductingresearch, helping growers tocontrol pest problems andmonitoring areas for invasivespecies.
