SPEED, Students Platform for Engineering EducationDevelopment is the global non-profit students organisationthat functions as an interdisciplinary network of engineeringstudents, who aspire to provide opinion and create animpact on future development of engineering education.

As an unique initiative, ISTE in association withSPEED organised 3 workshops during December 2010.The first workshop was organised parallely during the 40thNational Annual Convention of ISTE at Mepco SchlenkEngineering College, Sivakasi during December 2-4, 2010.The second workshop was organised at Jayam College ofEngineering and Technology, Nallanur, Dharmapuri duringDecember 9-11, 2010 and the third workshop wasorganised at Mahendra Engineering Col lege,Mallasamudhram from 13-15, December 2010. Theseworkshops were focussed on the theme Mentoring forInnovative Engineering.

During the Annual Convention at Mepco SchlenkEngineering College, Sivakasi, the ISTE-SPEED workshopwas inaugurated by Prof. P.N. Singh and Shri K.P. Murthy.The programme was coordinated by Prof. P. OliverJayaprakash. The guest lecture on LeadershipProgramme delivered by Shri K. Pandiarajan, HR

At JCET, Nallanur, Shri M. Ramesh, Chairman of JCETinaugurated the workshop. Speaking on the themeEmmanuel Echeverriar of Mexico has appealed engineeringstudents to become social engineers. He also said thatmere graduation would not be enough for the students fortheir future endeavours. The students should continuouslyupgrade themselves in their respective streams of learning.Academics Lyz Caunt from Mexico and Fedrico Sarviya ofLisbon University, Portugal gave advice on how to upgradetheir engineering skills. Prof. A.R. Sugumaran, ChiefAdministrative Officer, JCET presided over the workshop.Principal G. Tholkapiya Arasu and SPEED Vice PresidentMahalakshmi Chockalingam also spoke on the theme ofthe workshop.

The workshop organised at Mahendra EngineeringCollege, Mallasamudhram during 13-15, 2010 wasinaugurated by Prof. N.R. Shetty, President, ISTE. Duringhis address, he said that engineering students had moreresponsibility to the world and its development based onsustainable growth.

Inaddit ion, more and more employers are encouragingemployees to earn higher degrees and become licensedprofessional engineers. More and more, those enteringthe Civil Engineering field are normally required to haveskil ls in communication, computers, management andforeign languages, as well as advanced knowledge in aspeciality within Civil Engineering. Students increasinglyneed to have knowledge of foreign languages or cultures,because many civil engineering mega projects are nowoverseas. Due to rapidly changing technology in this field,people in these occupations are desired to plan on periodsof retraining and professional development. Beyond the cycle of design and construction, there issoftware designed for planning, maintaining and operationbuilding, transportation systems, and many other forms ofcivil engineering works. Web-based servers for engineeringover the Internet, object technology for CAD systems andinformation databases, new standards, and multimediatechnology are all emerging as trends that will increasinglyimpact the way civil engineers work and interact with others.Trends represent vision, and exist for those with the ability tosee beyond the computer screen and the elaborate andcomplex construction of customized applications to thefreedom that current technology offers. Dr. Jayant Pandurang Modak is presentlyworking as Emeri tus Professor ofMechanical Engineering and Dean (R&D)at Priyadarshini College of EngineeringCRPF Campus, MIDC Hingna Road, Nagpur(India), a premier institute of LokmanyaTilak Jankalyan Shikshan Sanstha, Nagpur.Dr. Modak joined VNIT Nagpur (VRCE-then) in 1967 as an Associate Lecturer inMechanical Engineering and subsequentlyrose to a posi t ion of Professor ofMechanical Engineering in 1990. He left

VNIT in 1999 since then he is continuing at PCE Nagpur.

E-Governance

Prof. N.R. Shetty

The advent of InformationTechnology has provided highlyleveraged enabling tool for deliveryof services on universal basis.Human activities are increasinglyconnected to virtual domainsenabled by Information Systemsand Internets. Such revolutionarychanges are taking place in publicas well as private sectors very fast.

This has redefined thefundamentals giving rise to potential changes in theInstitutions and mechanism of delivery. E-Governance can bedefined as the use of ICTs as a tool to achieve bettergovernance by the Government. E-Governance is understoodto extend the scope by including citizen engagement andparticipation in governance. The principle of good governanceis a process of administrative and legal reforms with purposeto minimize state controls and regulations. This leads tosystem that can work in most efficient manner with leastcontrols.

The vision of National e Governance Plan (NeGP) is to “makeall Government services accessible to the common man in hislocality, through common service delivery outlets and ensureefficiency, transparency & reliability of such services at affordablecosts to realize the basic needs of the common man”. E-governance helps simplify processes and makes access togovernment information more easily accessible for public sectoragencies and citizens. It is quite evident that the objective forachieving e-governance (EG) goes much beyondcomputerization and it means fundamental changes in themodus operandi of Government. Thus EG implies uniqueresponsibilities for citizens, judiciary, legislature and executives.The efforts must be aimed to bring about a social awarenessabout EG to be engineered in a comprehensive, concerted andplanned manner. To achieve this objective, it is quite essentialto identify the departments/organizations having maximumcitizen interface.

The promise of globalization is reflecting the fact that thewhole world can achieve standards of living similar to thoseenjoyed by Western economies. The mechanism for this will befree trade across borders on a “level playing field” where eachparticipant will be able, and encouraged to benefit from theirunique “Competitive advantage”. Information technology andcommunication technology provide virtual organization in whichmodality of working is electronically mediated and thus prevailingboundaries are crossed. There is enigma of virtual institutionsand as such detailed analysis of virtual institutions is quiteessential as well as desirable. The challenges before us includeconnectivity, bandwidth, large untrained Government staff, limitedtechnical manpower, lack of systemic approach and cost ofimplementation. With the current IT Policy initiatives, e-governance in India will definitely provide long awaited andcherished encouraging results.

Sometime back, there was the news that Premji pledges$2 billion (Rs.8846 crores) to fund educational activities ofthe Azim Premji Foundation, which works mainly with schoolsin rural India as well as the Azim Premji University inBangalore. A great act for a noble cause. Other corporateswho have recently donated their fortunes for similar causesare: The Anil Agarwal Foundation, which announced, in July2006, an endowment of $1 billion to set up Vedanta Universityin Orissa; The Tata Group has given $50 million to HarvardBusiness School to fund a new academic and residentialbuilding on its campus; Anand Mahindra has given $10 millionto the Humanities Centre at Harvard University; N R NarayanMurthy has gifted $5 million to Harvard to set up the MurthyClassical Library of India. Great acts, these are! There aremany universities and instiutions in India which are grapplingwith acute shortage of funds and are waiting for corporategenerosity! Will some of them come to their rescue andsalvage them! Not Suitable Engineers ‘Over 3,800 graduateengineers and 200 post graduates, in different branches ofengineering join State Bank of India as clerks’ was a headlinenews in the newspapers sometime back. Whether out ofcompulsion due to non availability of engineering jobs or theirbeing not suitable for such jobs, that these engineers tookclerical jobs, is a matter for serious thinking on the part ofplanners and academics.

They should deliberate on whether we are producingengineers without assessing the man-power requirementsor whether we are producing engineers who are not fit fortechnical jobs. 75 to 80% of engineers are being producedby institutes which are awfully short of good faculty, wherequality of input of the students is poor, where teaching ispoor, where both the teachers and the students are indifferentto teaching and learning, absentism amongst them is quitecommon, the evaluation system of the students is flawed,exams are stereotyped which test the rote learning of thestudents, there is mass-copying with many othermalpractices prevalent. Quality is a causality at the altar ofquantity and hence not-suitable (untouchable) engineeringgraduates and post graduates are the outcome. Now is thetime to stop and rethink to improve quality.

It is also somethingspecial for the distinguished persons who receive honorarydegrees for their outstanding contr ibut ion in theirrespective field. On this joyous and important event of theUniversity, it is my great pleasure to extend good wishesto you all.

Today, KIlT University is certainly proud to confer DegreeHonoris Causa to several distinguished personalities whohave carved a niche for themselves with their strongdetermination, commitment, dedication and devotion tothe profession and to the task they have taken uponthemselves. It is indeed a sheer delight for me to conferthe degrees on the proud recipients. I extend my heartycongratulations to all of them and wish they will continueto shine and not only bring glory to themselves but sethigh standard in society for others to emulate. I am surethe response of the recipients on receiving the degree willboost the morale of our young men and women in particularto strive for excellence in life.

My dear young friends, you must know for sure, thecompetition will not end until you feel confident of meetinguncertainties and challenges and face those with a positiveattitude. I am sure that all of you will be very successful inyour chosen fields. I am tempted here to quote SwamiVivekananda who said, “Don’t look back, look forward!Infinite enthusiasm, infinite daring and infinite patience,then alone can great deed be achieved.” Nothing greatwas ever achieved without enthusiasm and there is nosubstitute for hard work. While forging ahead never everforget the millions looking at you, spare a thought for thosenot as privileged as you to have graduated from such anelite institution.

You must think of your parents who toiled hard to makeyou what you are today. You must thank God for givingyou the opportunity to be in a better place. But take apause and think about the poorest of the poor. Think abouta child who is not as fortunate as you are. It is yourresponsibility to see that the world is as much his or hersas much yours. As inheritors of a great Indian society andrich culture which blossomed up great values for life and adeep concern for human development, you shouldintensely aspire for deepening and broadening yourknowledge, learn to experience the power within you andbe guided by higher values which you believe in. Thegreatest satisfaction in life lies in giving something backto the society which gave you the scope to be what youare today.

You have a bright example in the founder of this youngand fast growing University. See for yourself his dedication,commitment and strong desire to make things happenagainst all adversities. He made it a mission in life to reachout to the unreached and by setting up Kalinga Instituteof Social Sciences he has not only made thousands ofpoor tribal children to dream but is helping them to realizethis dream by providing free education and boarding andan atmosphere to explore their potential and talent. Theyin turn have not failed their mentor bringing glory to theinstitution in academics, sports and other activities.

Over the past two decades higher education in Indiahas expanded considerably. With the opening up of Indianeconomy, the post liberalisation period witnessed a newtype of higher education providers in India. During thisperiod, a number of private universities were establishedand some of those gave very tough competition to theestablished Public Universities.

I am glad to note that though it is comparatively a newuniversity, KIlT has already established a name for itself.It is providing manifold opportunities to our young menand women and is encouraging them in their academicpursuits. I am sure; the University will continue to enhanceits academic excellence as well as social commitments.Change is the order of the day and inevitable. Our youngmen and women are not lacking in spirit and effort.

They are required to accept the change and never beafraid to try again in case of failure. They just need a littleencouragement and guidance to their thinking andunderstanding to move forward and achieve their goals. Iwould suggest the University to equip students with rightknowledge and attitude to accept the change and strivefor excellence and stay ahead of others.

Global izat ion has created both interrelated andinterlinked world generating opportunities and also throwingup challenges. Universities are now developing skills tocope up with these challenges. For the young graduatesand technocrats, I believe sky is no more the limit. If theydream high and act with determination and conviction theyare bound to get the reward. Say it reward or recognition,it never comes if you work aiming to get that but it followsif you work with devotion and without even thinking for that.

We are now in a ‘Knowledge Society’ or ‘Gyan Yug’where knowledge power is superior to physical power andit has become the most important factor determining thestandard of living more than anything else. Today’s mosttechnologically advanced countries are truly knowledgebased. For India to thrive in the global knowledge economy,it is imperative to create wide base of knowledge individualswho can convert knowledge into wealth for social goodand development with creation and deployment ofknowledge in all sectors.

The country today needs a combination of technology,innovation, leadership and inspired workforce to reapbenefits of knowledge society. The famous philosopherFrancis Bacon said, “Knowledge is Power” which is thesecret of success. Students must develop their skills intechnology and its varied applications to contributesignificantly to transformation of India. In this context, KIlThas a key role to play. On this occasion, I would like tourge upon all concerned as well as the faculty membersand University administration to work hard to make ourstudents well equipped to create a better world to live in.

My dear students, you are the youths of this country.You must feel proud that youths of India are now marchingahead and recognized as the best in the world in severalsectors for their knowledge and expertise and do not forgettheir glorious achievements in sports arena. India is ayoung country with about 55 percent population betweenthe age of 25 and 30. While all advanced countries havean ageing population India with a young population is allset to lead the world. You are the strength of the nation,you are the wealth of the nation and dream of the nation.I have no doubt in my mind that all of you who are movingto the real world of building tomorrow’s India, would findthe task fascinating and make a difference to the society,from where you came to join your institutions, throughyour creativity, dedication, hard work and above all with aclear vision for the future. I would like you to drive awaypoverty and illiteracy, the two ugly spots from the beautifulface Orissa and when these two will be removed Orissawill shine with all its glory and splendor and become oneof the developed states of the country.

Applications are invited from interested senior facultymembers on plain paper alongwith biodata under theISTE Visiting Professor Scheme 2011. The selectedVisiting Professors will have to spend 4 weeks of theirtime during the financial year (i.e. 1-4-2011 to 31-3-2012)to teach and interact in a minimum of two and maximumof four institutions (other than his own institution) in hisown State or in an adjoining state. Visiting Professorsare to visit one Institute only once in the same financialyear. ISTE will pay an honorarium @ Rs.1000/- per dayspent at the institutes upto a maximum of 20 workingdays.
