In addition, there are awards which are given by the Societies and Chapters. Contact the Chair of the Society or Chapter for additional information. A reward available to many IEEE members is elevation to the rank of Senior Member. The Section stands ready to sponsor and assist members who are qualified. The requirements are that the candidate shall have been in professional practice for at least ten years and shall have shown significant performance over a period of at least five of those years. Editorial – The IEEE PES Power Systems Conference and Exposition is coming to New York City in October 2004. This event provides a venue for sharing and discussing various issues and developments in the multifaceted field of electrical power systems. There are always areas where we can gain experience and insight from others. By networking and consulting with others regarding equipment and diverse organizations we can learn and deploy the latest in technology and engineering. We look at this as a great opportunity for sharing and promoting technical expertise, hearing from our vendors, consultants, and technicians. We encourage all to attend and we are seeking sponsors for various functions. We are particularly interested in obtaining sponsors for a student luncheon of about 100. I know that engineering students are our future and I want to extend a very warm welcome to this group. The cost of this event could be shared among multiple companies. New York City will welcome all who attend with a myriad of cultural events that will supplant what you will find in the Conference and Exposition, thus making sure that everyone will find activities that they will like. Power systems engineers, operators, planners, policy makers, economists, academics, and others working in the areas of planning, operation, implementation, security, and related areas, will greatly benefit from the discussions during meeting sessions. A unique highlight will be a new look at security issues based on policy following 9/11. There is so much and more that can be added – I hope to see you all at this great event.

RECRUITING AND RETAINING VOLUNTEERS, PART V What volunteers need: “A good reason for doing the task.” * A task is more likely to be completed and on time when your volunteers know that their contribution is important and that others are counting on them. So let them know the importance of what they are doing and how the job fits into the Section’s goals and organization. And be sure to let them know that they were selected because they are the best people for the job. IEEE best practice: in Region 10, if a member complains about the way the Section is being run, that person is invited to take on a volunteer position. They are informed that someone like them, who is observant and has ideas for improvement, is needed to help the Section. NYCT Rail Control Center

The Programming Committee headed by John Michelsen presented a unique view of NYC developing a world class transit system.

David Weiss, our presenter spoke about the progress being made since 1992 when the concept was born. The new NYCT Rail Control Center (RCC) building is on the site of the old 54th Street Bus Depot, which was demolished in 1996. David has been with the NYCTA for 12 years and is now the Senior Director of Project Planning.

The foundation was built in 1997. The RCC measures 375’ by 140’ on 3 levels.

The New Rail Control Center It contains an operating theater with 40,000 sf of column free space. The new RCC will contain several new technology systems including Automatic Train Supervision (ATS), a SONET/ATM communication system; Communications Based Train Control (CBTC); and a Station Information Management

System (SIMS) with public address. The IRT will be the first line with Automatic Train Supervision (ATS).

ATS provides automatic routing and dispatching; transportation rule monitoring; real time train monitoring and control; integrated communications at the console; and the data source for the customer information signs. Completion is scheduled for 2005. NYCT is already working on the design of the next phases. The ATS will enable NYCT plans to provide real-time customer information through the train monitoring function. Information will be passed on to the new Station Information Management System’s public address component.

and interlocking control. It will increase operating flexibility and provide smoother stops at stations. The SIMS provides public address at stations, customer information signs with real-time information from ATS, customer help points where customers can get information and CCTV.

Operating Theatre – Work Consoles

There will be integrated voice communications which are to be centralized. Remote locations will be tied in to master towers, yard towers, dispatching offices. The operating theater is multifunctional with several platform levels.

Operating Theater

There were many implementation issues that go along with transitioning from a decentralized, manual system based in towers and field offices to a centralized, automated system based in the Rail Control Center with electronic connections to other computer applications. Project Implementation Teams (PITs) have been established to assure we’re ready and in place when the time comes. Training over 1000 people to operate and maintain the new software based system is critical. This requires facilities, courses, and trainers. Organization and Staffing issues are involved. Operating and Maintenance plans are being developed. New Rules and Procedures, including Records Retention, must be developed. In addition, other support groups, such as timekeeping, train and crew scheduling, and reporting are also affected. The key issues for the 12 year plan was to allow sufficient planning to define and specify all requirements, deliverables, monitor and approve intensive prototyping, GUI, interfaces, commercial software vs. site developed software, and ownership issues.

Mr. Weiss is an active member of the IEEE in the Vehicular Technology Society. He is now the Chair of the Student Activity Committee and President of Camp Sussex, Inc. a charity that brings 600 kids to camp each summer.

Alan Osborne, Chairman of the PES/IAS NY&LI Chapter, who has greatly enriched our programs and in general the PES/IAS section during the past year, said his farewells as he retires to Florida at the end of November 2003.

S., some attention will be paid to the growing impact of globalization as it relates to our domestic telecommunications economy. Dr. Sasson became a fellow member in 1994 and joined

the elite ranks of IEEE Life- Fellows this year, January

2004. Dr. Sasson is a senior project manager at Con Edison and works in the

Energy Markets Policy Group.

IEEE TAPPAN ZEE SUBSECTION MEETING ANNOUNCEMENT The next meeting of the Tappan Zee Subsection is scheduled for March 24, 2004 at 6:30 p.m. The meeting will be held at the Westchester Graduate Center of Polytechnic University located at 40 Saw Mill River Road, Hawthorne, NY 10532. Our guest speaker will be Dr. Laurent Balmelli, Research Staff Member in the IBM Research Division at the T.J. Watson Center in New York. He will be presenting the System Engineering Modeling Language. An abstract of his talk is detailed below. SysML: The System Modeling Language Today's competition and market pressure forces manufacturing companies to improve their effectiveness to plan, design and manufacture products. This presentation gives an overview of an emerging standard for System Engineering, SysML- the System Modeling Language (www.sysml.org). SysML is a modeling language for representation systems and product architectures, as well as their behavior and functionalities. SysML is based on the actual standard for software engineering, the Unified Modeling Language (UML) developed within the Object Modeling Group (OMG, see www.omg.org.) SysML is developed by the SysML Partners as a response to the Request For Proposal (RFP) issued by the OMG in March 2003. The SysML partners include representatives from companies such as: IBM, Lockheed Martin, Boeing, Raytheon, John Deer, NASA, Motorola, Northrop Grumman, Telelogic, I-Logix, Gentleware, and others. SysML brings a solution to multiple needs along the product development lifecycle, for example: It enable efficient product requirements traceability across the lifecycle, it allows the association of requirements to design elements, which in turns provides, for example, impact analysis capabilities. Representing products using SysML gives a means for storing engineering knowledge and transform the engineers' expertise into reusable and durable company assets. The improved development processes emerging from these new modeling capabilities translate into faster time-to-market, increased design reuse and product commonality, cost reduction and enhanced product features. About the speaker: Dr. Laurent Balmelli is a Research Staff Member in the IBM Research Division at the T.J. Watson Center in New York. He is a SysML partner and represents the interests of IBM within the SysML group, as well as in other standard committees in the area of System Engineering. He is one of the authors of the final SysML language specification submitted to the Object Modeling Group. He can be joined at [email protected].

The Month’s meeting on SCADA featured Jerry Fink, Systems Engineer, Randy Bouwense, Sales Engineer, and Chad P. Barry, Systems Engineer, General Electric Regional Applications.

Their roles are to provide engineering design guidance to Consulting Engineers, Industrials, Commercial Users and Electrical contractors. Randy Bouwense did the presenting. Randy is presently with GE as a Power Management System

Engineer. Jerry Fink’s GE experience spans 38 years with various assignments in GE

Industrial Systems. It is interesting to note the progression of SCADA developments through the years moving from simple load monitor, tenant sub-metering to more exotic equipment and device communication, and finally to systems management and interfacing. Winning rapid recognition within the span of only a few years based on cost allocation and load management, temperature control, information status, and connectivity issues SCADA has gained worldwide acceptance.

This has been highlighted of late with the Blackout of August 17, 2003 where simple relay connections could have saved the day. Featured in this system are: Use Aggregation, Site Benchmarking, Bill Auditing, Remote Viewing, and an inexpensive equipment purchases. The system is mission critical serving banking, stock markets, server farms both by UPS and generators. There is the ability to grow and drill down to component parts. Security is high, standards incorporated, and monitoring can be wireless or hard wired depending on need.
