Prof. Ashutosh Sharma called for researchers’ responsibility to popularize science by addressing the societal problems through simple scientific writing. The workshop was a platform to bring together technology developers, academic Institutions, entrepreneurs, start-ups, CSR conscious corporates and NGOs to showcase their work on socially relevant technologies and address issues and challenges in growth and development of rural areas. The workshop was attended by a 5 member team from MGNCRE. Jal Shakti Campus and Jal Shakti Gram – a Water Conservation Action and Implementation Plan for Higher Education Institutions - was released by Honorable Minister Shri Giriraj Singh. The manual is intended to help Higher Education Institutions including Universities, Colleges and Polytechnics in developing strategies, action plans and implementation plans for water conservation on the campuses and in the villages with which the campuses are engaged with. The manual is a how to guide on water management measures including conservation measures such as water budgeting, water metering, water audit, water demand study, reduction in water losses and management of demand and supply of water in a campus and the villages with which the Higher Education Institutions are engaged with in National Service Scheme (NSS), Swachhta Action Plan (SAP) and Unnat Bharat Abhiyan (UBA).

A three-day national workshop Tech4Seva – a joint initiative of Unnat Bharat Abhiyan and Vijnana Bharati was hosted by IIT Delhi. The workshop was inaugurated by Dr. R Subrahmanyam Secretary Ministry of Human Resource Development and Prof. Ashutosh Sharma Secretary Department of Science and Technology. Dr. R Subrahmanyam emphasized on scientific social responsibility -

an integrated approach combining traditional knowledge and advances in scientific concepts to solve the social problems facing the Indian rural community. Prof. Ashutosh Sharma called for researchers’ responsibility to popularize science by addressing the societal problems through simple scientific writing. The workshop was a platform to bring together technology developers, academic Institutions, entrepreneurs, start-ups, CSR conscious corporates and NGOs to showcase their work on socially relevant technologies and address issues and challenges in growth and development of rural areas. I wish MGNCRE team members and the entire nation Happy 73rd Independence Day! I am proud of the country’s developmental march ahead in several areas. MGNCRE’s manual on water conservation – Jal Shakti Campus and Jal Shakti Gram has come at the right moment. As you are aware, the government has given a clarion call to citizens to join hands for water conservation to save water and secure the future. The manual brings out the Standard Operating Procedures that can fix responsibility and stress on the processes of water conservation. Practices can inculcate habits as a duty on the campuses of educational institutions. Habit formation is possible through experience and practice. This SOP is for supporting the task of promoting water conservation on the campus, its neighbourhood village communities they are engaged with as part of various community engagement programmes: Swachhta Action Plan, Unnat Bharat Abhiyan and National Service Scheme. Water supply systems require continuous monitoring and practice

of ever improving processes. This manual, encompassing Standard Operating Procedures, is designed for easy adoption and successful adaptation by universities and the Higher Education Institutions (HEIs) across India, to suit individual institutional and community conditions. I sincerely hope that ‘Day Zero’ (a situation when the municipalities and local self government institutions are not forced to shut off the water supply systems and strictly ration water supply for public and industrial use) will not arrive. Jal Shakti Abhiyan – Water Conservation Initiative will build community participation not only for the present but also for the future. The key interventions are water budgeting, water measurement, water consumption monitoring, conservation and rainwater harvesting, renovation of traditional and other water bodies/tanks, reuse and recharge structures, watershed development and intensive afforestation.

MGNCRE celebrated India’s 73rd Independence day with great fervour. Last year on the same day, Nai Talim - Gandhiji’s Expe-riential Learning initiative was effected and today we are proud of Nai Talim being adopted across more than 40 institutions in their curriculum. This contribution of MGNCRE assumes great heights of accomplishment. It is now for the nation to take this forward. The Jal Shakti Abhiyan initiated by the Ministry of Water and Sanitation is focused on water conservation and providing safe drinking water to whole of India. It is heartening to note that we are working parallely with the government in this initiative. For the upcoming Swachhta Pakhwada Week – September 1 – 15, in pursuance of Jal Shakti Abhiyan, our Jal Shakti Campus and Jal Shakti Gram manual has been prescribed which is also now available on the ministry’s webpage at the link - https://mhrd.gov.in/manual-jal-shakti-campus-and-jal-shakti-gram. All Heads of Universities and Colleges have been requested to adopt the manual for suitable action. Earlier, the Jal Shakti Campus and Jal Shakti Manual was released by Union Minister Shri Giriraj Singh at the Tech4Seva Programme of 3 days (10th – 12th August) represented by three of our colleagues. We are also developing the web portal and the app for the Jal Shakti Man-ual so that HEIs across India can have easy access and benefit from it. The Ministry is keen on using the portal and the app for

computing the rankings for Water Smart Campuses and Villag-es. The objective is to develop a model water conservation plan containing effective short- and long-term water conservation procedures and practices reflecting local water resource needs and water quality as well as quantity. This manual serves as an aid for water conservation techniques and practices. There is a delicate balance between water supply and demand. Increased water demand and contamination of supplies have placed more stress on existing water resources. This manual describes pro-cesses, procedures, steps, methods and provides ways for de-vising a beneficial water conservation plan on the campus and the villages as well as neighbourhood communities with whom they are engaged with considering various demand areas and processes.While we have already achieved some of our target tasks for the year, we have a host of tasks to be accomplished including fac-ulty development programmes on Community Engagement and Fostering Social Responsibility, Swachhta Action Plan, UNICEF project on volunteerism and action research projects. I look for-ward to a healthy achievement of our organizational goals.

MGNCRE organized a one day Consultative Workshop on Comprehensive Sanitation Management with the objectives -

1. To create awareness among the participant HEIs with respect to monitoring field engagement for 100% achievement in the practices of comprehensive sanitation and creation of Case Studies /Caselets for the same

2. To set the tone and pace for Comprehensive Sanitation Management in the country with the huge outreach and knowledge base of HEIs.

3. To identify potential Faculty from each of the participant HEIs to take forward the Activity Plan for the year

4. Review and discuss the way forward for implementing the programme

5. To make substantial moves towards the specific actions needed to monitor comprehensive sanitation management (including ODF).

6. To act quickly to enable systematic and quick development with involvement of key stakeholders.The aim of the consultative workshop is involving the institutions who were a part of Swachhta rankings 2018 and also new participants in comprehensive sanitation monitoring as per the Action Plan. This includes adopting 2 villages by each institution

Dr. Sudhir Kumar Pundir, Associate Professor, Dr. Manju Gupta, Associate Professor coordinated the proceedings along with MGNCRE sr. faculty. The FDP focused on understanding Gandhiji’s aims of education and philosophy behind Nai Talim, exploring which states are already implementing Nai Talim, and discussing the Nai Talim/ Experiential Learning success stories in their state. prepared for supporting this task of promoting environmental hygiene, continuous monitoring and practices for realisation of 100% sustainable ODF in villages. Mr. Arokiam, Senior Consultant, UNICEF was the Guest of Honour and Subject Matter Expert who gave his presentation on "Sanitation Programmes in Villages". He stressed on the need and importance of sanitation as a step to improve self-respect of persons and women in particular. The role of sanitation in health and hygiene of community was explained.

Sri Venkateswara Veterinary University Tirupati - 19th to 23rd August Rural Immersion and community engagement FDP was conducted at SVVU. Dr Y Hari Babu Vice Chancellor, Prof K Sarjana Rao Dean Student Affairs of SVVU addressed the participants on the importance of Community Engagement and their practices of rain water harvesting, solar system and refreshment training programs for university teachers for rural immersion. MGNCRE Sr. Faculty shared the program agenda and conducted the activity based technical session. The participants made presentations on the activities with a review and their relevance to community Engagement. The FDP on on Nai Talim, Experiential Learning and Community Engagement at UK College of Education was graced by Prof A Ramakrishna, Principal, OUCOE and Chairman MGNCRE. Ms. Sandhya MGNCRE Sr. faculty coordinated the proceedings. The activities were technically interactive and educative. PRA/PLA Tools were discussed along with social mapping and resource mapping in the campus. Godumakunta village was visited as part of the rural immersion. The participants also visited KRK College of Education and Mahatma Jyothiba Phule Girls High School, Keesara. Dr. N. Sanjeeva Rao Officer on Special Duty presided over the function and said that rural India is richer than urban and that we can develop not by urbanizing but by making people’s life in rural areas better. Dr. A. Amruthavalli Devi, Assistant Professor, Department of Education convened the FDP and explained briefly the objectives and expected outcomes of the programme. She mentioned about the curriculum frame work for rural education in Higher Educational Institutions and its significance.

Dr. Somasekhara, Special Officer, Acharya Nagarjuna University, Ongole Campus, was the Chief Guest. He spoke about community development programmes that mutually benefit students and villagers. MGNCRE faculty M Saikiran explained the agenda of the program. BPS Mahila University Khanpur Sonepat Haryana 26th July - 1st August The FDP on Rural Immersion and Community Engagement focused on orienting the students on handling susceptibility of rural communities to impending emergencies arising out of natural and manmade disasters, climate variability and motivating them into assuming eco responsibility. The participants ware also educated on the practical opportunities for students for participation in rural community mobilization, service engagement and empowerment activities along with trained resident community volunteers. National Institute of Technology UBA Dimapur Nagaland 23rd to 28th August The FDP on Rural Immersion and Community Engagement focused on understanding the vision and philosophy of rural dynamics in different angles through village immersion programs and experience the skills and knowledge gained through learning of Participatory Rural Appraisal activities and Participatory Learning & Activities. Manipur University Manipur 14th - 18th August The FDP on Rural Community Engagement focused on studying the spirit of team work in a village, exploring the administrative policies adopted in a village secretariat, discussing with the elders of the village to know the history of the village, and to discuss and present key connections between the rural community and students of urban areas.

Annamalai University Chidambaram 21st - 25th Aug The 5-day FDP on Rural Community Engagement was organized by the Department of Education, Annamalai University with 26 faculty members from various departments of the University. Dr.Thiruvalluvan, Dean, Faculty of Languages and Syndicate Member and Dr. R Babu, FDP, Director, Department of Education were the guests of honour. In the Inaugural function the Coordinator of the programme Dr.S.Veena welcomed the gathering and explained the objectives behind the FDP. Dr.Thiruvalluvan, Dean, faculty of languages and syndicate member inaugurated the programme. Dr.R.Gnanadevan, Dean Faculty of Education delivered special address, Dr.G.Palanithurai, GRI,Dindigul in his Keynote address highlighted the importance of the three factors for each faculty, Learning, Research and Outreach Programmes. As a part and objective of the program the faculty participants visited C. Mutluru village, Chidambaram. Learning activities were conducted effectively. Nature Science Foundation and Hindusthan College Coimbatore 13th – 17th August Dr.G.

Rajalakshmi Professor and Head, Department of Biotechnology, Hindusthan College, Coimbatore welcomed the gathering. Dr. S. Rajalakshmi Chairman Nature Science Foundation Coimbatore emphasized that rural community engagement is the need of the hour. MGNCRE Sr. Faculty Dr. B. Perur village was visited as part of field visit. 2 Days RITP at HRDC Bharathidasan University Tiruchirapalli 30th and 31st August The program was inaugurated by Dr Senthilnathan, Director HDRC, BDU. 72 participants participated in two batches. Andaluru village was visited where the participants applied PLA and PRA methodologies. Dr R Mangalleshwaran and Dr O Kasinathan guided the programme. Bharathiar University Coimbatore 9th - 13th August The Faculty Development Program was inaugurated by Prof. K. Murugan, Registrar. Dr K Murugavel Professor and Head, Department of Physical Education welcomed the participants and the dignitaries. Prof K. Murugan laid importance of scientific approach to the rural community engagement. He appreciated the book ‘Rural Immersion” developed by MGNCRE. He also appreciated the work of MGNCRE in various parts of India, especially in Tamilnadu. Dr Akila introduced the delegates with her warm wishes. He also expressed that the behavioral issues that are depleting the resources have to be corrected and the role of HEIs in this aspect was highlighted. He appreciated the efforts of the college in revamping and conserving the pond within the campus and requested the participants to take a look to get inspiration. He thanked MGNCRE for bringing the programme to Karaikal.Devi Ahilya Vishwavidhayala Indore 5th - 9th August The FDP was inaugurated at School of Education DAVV, Indore by Honorable Vice Chancellor Prof Renu Jain. Ms Kyati Dhurve MGNCRE faculty coordinated the 31 participant programme. Dr. B.R. Ambedkar University of Social Sciences Indore 26th - 30th August The FDP with 29 participants was inaugurated by Honorable Vice Chancellor Prof. Asha Shuka. Prof. D K Verma Dean and Director RT&T also gave his keynote address. MGNCRE faculty Ms. Khyati Dhurve shared an overview of the programme on Rural Immersion & Community Engagement.
