Monday I attended a lecture by UCR Associate Professor Reza Aslan, author of the New York Times bestselling book Zealot: The Life and Times of Jesus of Nazareth��3URIHVVRU�$VODQ·V�SUHVHQWDWLRQ�IRFXVHG�RQ�-HVXV�WKH�KLVWRULFDO�ÀJXUH�LQVWHDG�RI�-HVXV�WKH�UHOLJLRXV�icon. He stressed to the audience that packed the large gallery at the 5LYHUVLGH�$UW�0XVHXP�WKDW�-HVXV��WKH�KLVWRULFDO�ÀJXUH��KDG�D�VRFLDO�PLVVLRQ�of empowerment for the poor and the weak. Healers, he explained, were YHU\�UHVSHFWHG�DQG�ZHOO�SDLG�GXULQJ�-HVXV·�HUD��7KHVH�PHQ�WUDYHOHG�IURP�place to place, city to city, town to town, healing the sick and performing what at the time were considered miracles. The only difference between them and Jesus, was Jesus did his work for free. And he sent his apostles out with the same directive. I was particularly interested in the vision of the First Lady Eleanor Roosevelt, the longest VHUYLQJ�ÀUVW� ODG\� LQ�86�KLVWRU\��6KH�ZDV�VR�FRPPLWWHG� WR�HTXDO� ULJKWV��civil rights, and human rights that her entire adult life became devoted to those efforts. She was an outspoken supporter of racial and gender HTXDOLW\�� DQG� DGYRFDWHG� IRU� FLYLO� ULJKWV� IRU� $IULFDQ�$PHULFDQV�� $VLDQ�Americans, Jewish refugees, women in the workforce, and for the poor DQG�GLVHQIUDQFKLVHG��$QG�HYHQ�DIWHU�KHU�KXVEDQG·V�GHDWK�VKH�VHUYHG�DV�WKH�ÀUVW�FKDLUSHUVRQ�IRU�WKH�8QLWHG�1DWLRQV�&RPPLVVLRQ�RQ�+XPDQ�5LJKWV�and supervised the drafting of the Universal Declaration of Human Rights, outlining what should be basic human rights for all people, no matter what religion, nationality, ethnicity, or gender. One woman…big difference. This week, our cover story is celebrating the 10 Year Anniversary of Youth Action Project, an organization making a big difference in the County of San Bernardino. YAP has improved the lives of hundreds of college and high school students by empowering them to complete their education, give back to their communities, and help each other succeed. One organization, committed to improving the lives of many, right here in our community. One organization…big difference. Dear L.W: African-Americans born at low birth weight are at an increased risk for Type 2 diabetes later in life.� %LUWK� ZHLJKW� LV� WKH� ÀUVW� ZHLJKW� RI� \RXU� EDE\��taken just after he or she is born. A low birth weight LV�OHVV�WKDQ��SRXQGV��$�KLJK�ELUWK�ZHLJKW�LV�PRUH�than 8.8 pounds. A low birth weight baby can be born too small, WRR� HDUO\� �SUHPDWXUH�� RU� ERWK��7KLV� FDQ�KDSSHQ�for many different reasons. They include health problems in the mother, genetic factors, problems with the placenta and substance abuse in the mother. Some low birth weight babies may be more at risk for certain health problems. Some may EHFRPH� VLFN� LQ� WKH� ÀUVW� GD\V� RI� OLIH� RU� GHYHORS�infections. Others may suffer from longer-term problems such as delayed motor and social development or learning disabilities. High birth weight babies are often big because the parents are big, or the mother has diabetes during pregnancy. These babies may be at a higher risk of birth injuries and problems with blood sugar. Researchers at Boston University School of Public Health followed more than 21,000 women DJHV��WR��ZKR�ZHUH�HQUROOHG�LQ�D�ODUJH�VWXG\�

Birth Weight and Diabetes

were 13 percent more likely to be found to have Type 2 diabetes later in life, compared with babies born at normal weight. Argument in Favor of Measure QIn every other city in California, the salaries of public safety employees are determined by collective bargaining and City Council resolution. Only in the City of San Bernardino is this not the case. Our City Charter dictates that outside forces will determine the salaries of our public safety HPSOR\HHV��6SHFLÀFDOO\��WKH�&KDUWHU�PDQGDWHV�LQ�6HFWLRQ��WKDW�ZH�PXVW�SD\�RXU�SROLFH�DQG�ÀUH�employees an average of what ten other similarly-sized California cities pay for comparable jobs. On the surface this might seem like a good idea, but in practice it has been bad policy that KDV�FRQWULEXWHG�WR�RXU�&LW\·V�EXGJHWDU\�GLIÀFXOWLHV��(YHU\�RWKHU�&LW\�KDV�D�XQLTXH�HFRQRPLF�VLWXDWLRQ�and every other City negotiates employee salaries within collective bargaining. San Bernardino is locked out of this option. To make matters worse, another part of Section ��PDQGDWHV�VKLIW�KRXUV�IRU�D�ÀUHÀJKWHU��:KHQ�WKLV�LV�FRXSOHG�ZLWK�WKH�XQLRQ·V�ODERU�DJUHHPHQW��

Help Save San Bernardino City By Voting Yes on Measure Q

it locks the City into mandatory overtime, which comes to approximately $7 million in FY 2014-�� 7KH� SURSRVHG� DPHQGPHQW� WR� 6HFWLRQ� ��ZRXOG� UHTXLUH� WKDW� FROOHFWLYH� EDUJDLQLQJ� EH�used to determine public safety salaries in San Bernardino, putting us on par with the other 481 cities in California. There is simply no reason that WKLV�FDQ·W�EH�GRQH�KHUH�LQ�6DQ�%HUQDUGLQR� The safety of our citizenry is the highest priority of city government and we are proud of our police DQG� ÀUH� HPSOR\HHV�� ,W� LV� DOVR� WKH� UHVSRQVLELOLW\�RI�JRYHUQPHQW�WR�ÀQG�WKH�EHVW�EDODQFH�EHWZHHQ�public safety and other valued services, such as streets and public area maintenance, libraries, and parks and recreation services. Every city should be able to self-govern and negotiate salaries with its employees. Please vote FOR the Amendment to Charter Section ��DQG�KHOS�XV�FRQWLQXH�RXU�MRXUQH\�LQWR�ÀVFDO�responsibility.

working in some of San Bernardino Counties roughest neighborhoods. He has seen what the cycle of poverty,

violence, drugs and poor education can do to communities and the children who occupy them. One day in 2004 he had enough and decided he had to improve the lives of young people in and around San Bernardino. “Young people felt OLNH� WKH\� GLGQ·W� KDYH�access to mentors and about half of students in 6DQ� %HUQDUGLQR� ZHUHQ·W�passing the CAHSEE (California High School ([LW� ([DPLQDWLRQ�� DQG�FROOHJH� VWXGHQWV� FRXOGQ·W�get jobs,” said Williams. He decided he could help both groups at the same time by having college students mentor high school students, giving college students applicable work experience and high school students the help they needed to pass the CAHSEE. The Youth Action Project was born and in WKHLU�ÀUVW�\HDU�WKH\�IRXQG�VXFFHVV��(YHU\�VWXGHQW�in the program passed the math portion of the CAHSEE and the majority passed the English portion. “The fact that they all passed was just incredible,” said Williams.

Rafael Mireles a sophomore at Indian Springs High School in San Bernardino is one of the students YAP is currently helping. “They inspired me to actually go to my classes and actually try with my school work,” said Mireles. “Most teachers would just give up on you and just let it be but not them.”

One challenge for Covered California and its

partner organizations is how to convince African-Americans to sign up for coverage despite reportedly high-levels of awareness about the Affordable Care Act and the Covered California insurance exchange. Results from a University of Chicago tracking survey show that in May and June 2013, prior WR� WKH�ÀUVW�HQUROOPHQW�SHULRG��DZDUHQHVV�RI� WKH�Covered California insurance exchange among African-Americans was less than 10-percent. By February 2014, the enrollment mid-point, African-American awareness had risen above 80-percent due to advertising and marketing efforts. The VXUYH\� DOVR� UHSRUWHG� PRUH� WKDQ� ��SHUFHQW� RI�African-Americans had medium to high levels of exposure to the advertising campaign. Based on the results, Covered California concluded, on average, 40-percent of consumers with high levels of exposure enrolled in a health insurance plan. Yet, despite higher-than-average levels of exposure and awareness, African-Americans represented only 2.2-percent of the 1.4 million Californians signing up for coverage during the initial six-month enrollment period. Payne says misinformation is another factor that may be preventing African-Americans from signing up in greater numbers. “There are a lot of barriers in the African-American community, and unfortunately part of those barriers are old myths,” Payne said. “We had a lot of Brothers and Sisters come up and VD\�� ¶:H·UH� QRW� JRLQJ� WR� HQUROO� LQ� 2EDPDFDUH�because they put a chip in your wrist and they FDQ�WUDFN�\RX�IRU�WKH�UHVW�RI�\RXU�OLIH�·µ� Conspiracy theories aside, Payne and other Navigator organizations will have to deal with more practical issues like communicating the merits of insurance to people who have never participated in the health care system or whose ÀUVW�LQVXUDQFH�SROLF\�EHJDQ�ODVW�\HDU� “Part of our purpose in running the ads is to remind people who are not used to having LQVXUDQFH�QRW�WR�FDQFHO�EHFDXVH�WKH\�GLGQ·W�XVH�it because insurance is there in case really bad stuff happens, as well as for preventive care,” Lee said.
