KOTC VLCC IN SUEZ OIL SPILLTHE 284,890 dwt, Kuwaiti-flag Al Samidoon leaked an estimated 100 tonnes of crude oil into theSuez Canal following an incident near Ismailiya late on Tuesday.

Contradictory reports of the cause of the damage to the 1992-built ship, owned by Kuwait Oil TankerCo, suggest that it hit either a pier or a dredger, rupturing a tank. It is entered with the UK Club andclassed by DNV.

Reports say that Canal staff were engaged in clean-up work while a second company vessel ispreparing to take on the Al Samidoon’s cargo. Ten miles of the Canal are said to have been affectedby the spill.

Suez Canal Officials Try to Keep Spillfrom Port

Egyptian Suez Canal authorities are trying to direct a crude oil spill away from Port Said where it coulddamage ships and equipment, a canal official said on Friday. The official said the authorities wereattempting to direct the 20-km (13- mile) long slick, heading north toward the port, to an emptywaiting area normally used by ships crossing the canal, where it could be dispersed using chemicals."If the slick reaches Port Said it could damage ships' engines and quays," the official said.

"We are trying to direct the slick to an empty waiting area about 10 km from the port ... We will usechemicals to disperse it," he said, adding canal traffic had not been affected by the spill. The official said six ships were in Port Said on Friday but added it was not possible to say if the portwould have to be closed if the slick reached it.

About 10,000 cubic meters of crude oil leaked from a Kuwaiti tanker on Tuesday after it collided with aquay in the canal.

The canal, nationalized in 1956, is a major source of foreign exchange for the Egyptian government.

Rare ship forced to leave SomaliaMilitiamen in the Somali capital have forced the first cargo ship to dock at the main port innearly a decade to depart without unloading.

Mortar shells were fired at the vessel, which had been chartered to bring food and fuel from Dubai toMogadishu.A local warlord told the BBC he ordered the ship to leave as there had been no agreement with rivalfactions over who should control the port and revenues. The port has been closed since 1995 due to a power struggle among militias. BBC Africa editor GrantFerrett says rival factions have been fighting for control of this potentially lucrative source of revenue,in the absence of a central government and security forces. The port has become a symbol of the country's collapse into lawlessness, our correspondent adds.

UnresolvedThe ship, chartered by a Somali businessman, was carrying thousands of tonnes of goods. But local warlord Abdulkadir Bebe told the BBC the dispute over the port, which led to its closurefollowing the departure of UN peacekeepers, had not been resolved.

The ship had managed to dock earlier after gunmen opened fire in an unsuccessful attempt to stop thevessel. Correspondents say a private port north of the capital has dominated the city's maritime trade,in the absence of the main port. Cargo has to be transferred to smaller boats before being broughtashore by hand. Mogadishu's airport has also been closed due to disputes among militias.

NAVY NEWSReport on Chicoutimi fire delivered early

A board of inquiry into the fatal submarine fire aboard HMCS Chicoutimi has submitted its report tothe head of the navy, five days ahead of schedule.

The five-member panel heard from 76 witnesses in 26 days of testimony, ending last Monday, after anOct. 5 fire ravaged the boat on her first transatlantic voyage with a Canadian crew.

Lieut. Chris Saunders died in the accident.

The inquiry head, Commodore Dan Murphy, and his staff worked long into the night Thursday to finishthe report and deliver it Friday to Vice-Admiral Bruce Maclean, chief of maritime staff.

It is not expected to be made public until February.

The technical report is separate from a Commons committee investigation into the acquisition of fourused Upholder-class submarines from the British navy. Chicoutimi was the last of them to bedelivered.

While the navy board operated behind closed doors, the all-party committee heard how the politicalconcerns of former prime minister Jean Chretien delayed the purchase while the boats lay neglectedand rusting.

The fleet has been plagued with problems since the first of the boats was delivered several years ago, including electrical malfunctions, leaks and equipment failures.

Documents suggest Chicoutimi left Scotland with an unresolved electrical glitch and took in waterthrough two of her hatches.

Maclean is to review the report with his own team of experts whose specialities are specifically relatedto its findings and recommendations, including engineers, electricians and submariners.

The team is to review each of the findings and develop an action plan to implement therecommendations. Once finished, Maclean submits his comments and the action plan to the chief ofdefence staff, Gen. Ray Henault.

Assuming he accepts the report, Henault then briefs Defence Minister Bill Graham before the familiesof Saunders and the other casualties are informed, followed by the submarine fleet and, finally, thepublic.

Murphy, a former commander of the patrol frigate HMCS Toronto, is now the military's directorgeneral of human resources policy and planning.

Chicoutimi remains tied up alongside a pier in Faslane, Scotland. She is scheduled to be transported toCanada on the deck of a cargo ship starting Dec. 29, arriving in Halifax by mid-January.

Werven IHC Caland blijven inNederlandse handen

,,Nu blijft hoogwaardige technologische kennis in Nederland.
