Kew Bridge refloated The St Vincent-and-Grenadines-flag LPG carrier 16,228-dwt Kew Bridge (built 1983) had resisted several previous attempts to shift it after it grounded on 14 September in heavy weather eight miles from the Indian port of Ratnagiri. Tugs from the port and units from salvors Smit and Wijsmuller were involved, as well as a dredger, while some 700 of the cargo of 9,000 tonnes of butane were taken off by a lightering vessel, Relgas Nayantor , before it was freed at 23.27 hrs local time today. The 15,400-cbm gas carrier, part of the fleet of US-listed MC Shipping, is now in an outer anchorage undergoing an underwater survey.

While an oil sheen was reported around the Kew Bridge during an earlier attempted “pull-off”, the ship’s managers, Hanseatic Shipping, say the hull has remained intact.

Cherb “ No, no it is a big vis it is a det weel” NZ loods “You mean a very big fish, a whale” Ondertussen hadden wij de machines gestopt, de eerste stuurman met bemanning naar

Offshore Windmill Uses Dyneema Fiber

The JUMPING JACK seen departing from IJmuiden Photo : Joop Marechal ©

For the installation of offshore wind farms in the Irish Sea, Mammoet Van Oord, a marine contractor, selected heavy lifting slings made with Dyneema polyethylene fiber from DSM Dyneema. The round slings, manufactured by the Unitex Group, are designed to lift heavy loads weighing up to several hundreds of tons. Mammoet Van Oord is using the Unitex lifting slings with its new jack-up installation barge, the “Jumping Jack,” to place 240 ton monopiles as part of the foundations required for the installation of wind turbines in the Burbo offshore wind farm project located off the coast of Liverpool, United Kingdom. Similarly, while abrasive steel wire can scratch coatings that provide important corrosion resistance to the monopiles, slings made from Dyneema help prevent damage to these valuable components. Finally, the new slings deliver lifting performance that is equivalent to that of steel-wire equipment. Unlike synthetics such as nylon or polyester, Dyneema fiber exhibits minimal stretch. This leads to improved load handling which is a major benefit to crane operators.

Dutch Parliament OKs Maasvlakte 2 Project The Dutch Parliament voted in favor of the construction of Maasvlakte 2, the new port district of Rotterdam. This gives the green light to the next phase: in 2007 a number of spatial planning and licensing procedures must be completed before actual construction can get underway in 2008. A parliamentary majority also supported the proposal to construct the outer contour of Maasvlakte 2 in a single operation. This is an attractive option, both for environmental and financial reasons. It had been proposed earlier moving these sea defenses further out to sea in phases, in response to the need for industrial space. However, no-one in Rotterdam is concerned about market demand for space, so that the construction of the definitive sea defenses in a single operation is justified. European legislation on air quality that came into force in 2005 has placed extra pressure on preparations for the Maasvlakte 2 project during the past eighteen months. Maasvlakte 2 will mean extra traffic and

could therefore cause these limits to be exceeded even further. Before the subject of Maasvlakte 2 was debated in parliament, the Ministers of Transport, Public Works and Water Management (V&W) and Housing, Spatial Planning & the Environment (VROM) had announced a package of measures that could be introduced in phases if necessary to improve air quality in the region to such an extent that, when Maasvlakte 2 is in use, air quality in the region will not get any worse. The package includes an incentive scheme for cleaner engines for inland vessels and dynamic traffic management for road transport and inland shipping. Two construction consortia are currently competing for the construction of Maasvlakte 2: Boskalis - Van Oord of the Netherlands and Jan de Nul - Dredging International of Belgium. The Port Authority expects to conclude a contract with one of these consortia in mid-2007. A contract was concluded with APM Terminals last spring for a container terminal. In addition, there is currently an open tender process in progress for a container terminal.

Toxic-probe ship to leave Estonia, damages claimed

Estonia is to release an impounded ship which the government of Ivory Coast says discharged toxic waste that killed eight people in Africa, according to port sources in the Baltic state. The sources said the tanker, impounded and made the subject of a criminal investigation on suspicion that similar slops were discharged into the Baltic, could leave on Wednesday. "We have heard that the ship may be able to sail tomorrow," a source said on Tuesday. The Estonian prosecutor's office would not say when its probe was due to end, nor when the ship was free to leave. "The ship will lose its value as evidence this week and then we will not have any reason to hold it," a spokeswoman for the office said. "When this will happen exactly we do not know."

The Panamanian-registered Probo Koala was seized on September 27 in the Estonian port of Paldiski. Estonia had been asked by Ivory Coast to detain the ship after its government said an 8th person in the West African country died from exposure to the waste. Trafigura, the Dutch-based oil trading firm which chartered the ship, said the vessel in Africa followed correct offloading procedures. "The Probo Koala followed all correct procedures when it offloaded slops at Abidjan," the company said in a statement. "The Probo Koala left Abidjan with all normal clearances from the port authorities on August 22, two days after the slops were discharged under

supervision of the port authorities into the road tankers of a certified … disposal agent," it said. "The first reports linking the ship with the tragic incidents in Abidjan were made several days after that." Thousands of people in Ivory Coast have suffered vomiting, stomach pains and other symptoms caused by toxic fumes from waste from the ship in late August, according to the government. The incident has stretched the country's health services and forced its cabinet to resign.

Boat sinks in southern Greece, 57 migrants rescued

Greek rescuers said on Tuesday they had located 57 illegal immigrants lost at sea after their wooden boat sank off the southern tip of Greece. The boat carrying the migrants, mostly from Afghanistan, sank in bad weather off the coast of the southern Peloponnese early on Tuesday, authorities said. "According to initial evidence we do not seem to have any missing persons at this moment," Merchant Marine Ministry spokesman Andreas Theofilou said. Coastguard vessels and a helicopter searched the area after the boat sank off the island of Kithira and some of the people were washed up alive on the nearby island of Antikithira. The first survivors told authorities there were another 40 migrants on the boat. Despite strong winds and rain in the area, rescuers managed to locate those missing and were transporting them to safety. The two islands are a few miles off the southern tip of the the Peloponnese peninsula. Thousands of illegal immigrants mostly from Asia, attempt every year to cross into Greece, a European Union member, using boats from the western Turkish coastline.

UNDERWATER SURVEY SPECIALIST APPOINTED FOR ORION 1 The owner of barge Orion I, Mr. Malik Qutub, has advised that he has appointed a local marine specialist: Indus Divers, to carry out an underwater survey and then advise of the best possible salvage operation plan. The divers are performing the underwater survey today and will submit a plan after consultation with Messrs Smit Singapore Pte. The salvage operation will be undertaken in conjuction with port authority and is to be supervised so that no oil spill will occur. Photo : Imran Farooq © He said: "Round the clock monitoring is also going on to meet any eventuality". The barge 84 feet in length, 70 grt, and has a storage capacity of 200 tones. It was built in March 2006 and has insurance coverage of Rs seven million with Adamjee Insurance. The vessel is in good

condition and all tanks are intact and no oil spill is reported, he added. The barge was going to deliver fuel oil to a vessel at Port Qasim last Friday (Oct 6) but developed a fault and later capsized.

AHTS availability remains extremely tight says broker

Offshore Shipbrokers Ltd (OSL) in the UK says anchor handler availability in the North Sea "remains extremely tight" with only the slim possibility of a couple of vessels coming free, subject to their rig move options not being declared. "Any AHTS availability is, however, expected to quickly be snapped up and fixed onwards given the current outstanding demand," said OSL in its most recent daily update. A handful of fixtures were concluded over the weekend, two AHTS fixtures being reported at circa £100,000 level each, whilst a PSV fixed for a cargo run at an unconfirmed rate but believed to be in the high teens.

Haze prompts warnings to ships

Moving with caution: An Indonesia-bound ferry leaving a jetty amidst thick haze in Port Klang, yesterday. In Singapore, port authorities say business is going on as usual, while precautions are being taken, with MPA advising ships in port waters to keep a proper lookout Malaysian and Singapore maritime authorities have issued periodic warnings since last week as a haze index went up to its highest levels in recent time on Saturday. While ports, airports and ferry services have been functioning normally,

Indonesia recorded the first smog-related accident on Sunday when two vessels collided on the Batanghari river in the haze-shrouded province of Jambi, leaving one passenger missing. The incident occurred when a tug boat hit the cargo ship Masriana, and a crew member fell overboard. The ship sank together with all the cargo on board, according to a report by the national Antara news agency. Singapore port authorities said business was going on as usual, while necessary precautions were being taken. 'As part of our haze action plan, we issued a Port Marine Notice on Oct 2 to advise ships in the Singapore Strait and our port waters to keep a proper lookout, and to navigate with caution,' a Maritime and Port Authority of Singapore spokesman told BT yesterday. 'We have also been sending out hourly broadcasts to ships in the Singapore Strait and our port waters to update on the visibility level. All vessels are advised to navigate with extra caution and if necessary reduce speed to allow more time to assess the situation. 'Port operations and shipping traffic in our waters remain unaffected,' the MPA added. The Malaysian Marine Department made similar warnings to vessels, especially noting that visibility along the narrow Malacca Strait, which links Asia to the Middle East and Europe, has been sharply reduced to less than 1.6 km from a usual 19 km. 'We have alerted ships using the strait to take extra care due to the poor visibility,' Reuters quoted a Malaysian marine department official as saying. 'This is dangerous for small boats, but so far there has been no incident.' Some 50,000 ships use the Malacca Strait in a year, carrying 40 per cent of world trade, including 80 per cent of the energy supplies of China and Japan. Smoke raging from forest fires in Indonesia's Kalimantan and Sumatra islands, the culprit in the most recent onslaught of smog in the region, showed no signs of abating. It has seriously downgraded air quality and hampered flights in Indonesia, Singapore and Malaysia, and governments have issued health advisories. Some people were staying indoors, to avoid falling ill. Forest fires are started by farmers or agricultural companies looking for a cheap way to clear brush land for plantations, often palm oil. It has become an annual occurrence during dry seasons, costing billions of dollars to the local economies, despite attempts by governments in the region to work together to solve the problem. Malaysia fears the haze could hit tourism and small businesses if Indonesia does not take swift action to stamp out the fires, Health Minister Chua Soi Lek told reporters. 'We hope the Indonesian government becomes more proactive in helping to solve this problem because it will not only cause resentment among our people, it will also have economic implications in terms of tourism, in terms of outdoor activities,' Reuters quoted Mr Chua saying. 'Even hawkers at night are affected.'

However, there has been no rise in haze-related illnesses, such as heart and lung conditions or asthma, he added. In Sumatra, thick haze from forest fires forced the main airport in Riau province on the island to close on Sunday, the Koran Tempo newspaper reported. Passenger ferries in the province also were delayed when haze shrouded the main seaport. Lily Sadiah Aryanto, the head of the health office in Pontianak, the capital of West Kalimantan in Borneo, said the number of acute respiratory infections had risen this year. 'Haze this year is denser. People are coughing, have colds and sore throats. In some cases the skin turns red, while eyes are painful and water,' she told Reuters. The haze situation in Singapore improved yesterday. The air pollution index fell back to a healthy range to stand at 45 based on a three-hour average reading on late Monday morning from a high of 109 on Sunday, a three-hour average reading by the National Environment Agency showed.

CASUALTY REPORTING Stricken vessel towed ashore

Salvage experts have removed a cargo vessel containing 30 tonnes of oil from the rocks it ran aground on Tuesday. Civil Protection director Peter Cordina told www.di-ve.com that the "Golden Bay", which was stranded off Marsascala, (Malta) was freed by the tug, "Pawlina"at around 1140CEST. The 200ft Maltese-registered vessel grounded just after 0600CEST on Tuesday. The crew was unhurt. Mr. Cordina said that at high tide, the salvage tug began the job gently easing the ship off the rocks before towing her

on to Cassar shipyards. He ended that there have been no spillage of fuel oil from the vessel. Meanwhile, the Malta Maritime Authority launched an investigation into the accident, which will be conducted by the Inspectors of the Merchant Shipping Directorate in terms of IMO Assembly resolution A.849(20).

TWO seafarers are confirmed dead and eight others still missing following the sinking of the Mitsui OSK Lines capesize bulk carrier Giant Step

According to reports the 1985-built, Panama-flag ship caught fire and ran aground off up the Japanese port of Kashima. Sixteen crew members were rescued. The ship was carrying about 190,000 tonnes of iron ore to Kashima from Australia and broke in two following the grounding. Some reports

mentions oil pollution from the ships bunkers. This incident is the third, and most serious, mishap to afflict the MOL fleet in recent months. The car carrier Cougar Ace nearly capsized off Alaska while the VLCC Bright Artemis suffered damage and spilt crude oil during a rescue attempt of the crew of a freighter on fire off the Nicobar islands. Just last week MOL announced the setting up of a new committee to monitor safety within its fleet.

Maersk wants more control Danish owner AP Moller-Maersk's APM Terminals is looking at ways to increase control at its ports worldwide. The company, which has interests in nearly 40 facilities, will either raise its holdings to more than 50% or team up with minority partners, the daily Boersen reported, citing APM Terminals chairman Tommy Thomsen.

DEEP SEA SUPPLY IN OPPORTUNIST SALE NORWEGIAN based offshore specialist Deep Sea Supply, controlled by John Fredriksen, has sold its 20% stake in a newbuilding program for four UT 755 LN platform supply vessels to be delivered from Cochin Shipyard, India in 2008 and 2009. It bought the stake for US$3.1m but is not yet saying how much it sold it for, other than “at a significant profit”. Deep Sea bought the stake in June. It says in a statement: “The project manager was Platou Finans Shipping AS and the project was done together with Navigation Finance Corp. and a group of Norwegian investors. For Deep Sea Supply this was an opportunistic investment.”

SKAUGEN PROFIT UP NORWEGIAN-based IM Skaugen Group made a Q3 pre-tax profit of US$2.9m. This compares with US$0.7m in Q3 2005 and US$0.6m in Q2 2006. Skaugen has three business segments. Norgas comprises the group's gas transportation activities, the new division Skaugen Marine Construction (SMC) manages all newbuilding activities in China and SPT is involved in ship-to-ship transfer of, primarily, crude oil. The company says trading conditions for Norgas improved somewhat in Q3 and were

subject to reduced idle time. The freight rates have remained at “acceptable” levels, while most costs have increased through the period. It says: “It is expected that the gas transportation market will remain at similar levels for the balance of 2006.” Skaugen says: “SMC continues its positive progress with the newbuilding program. On September 25th the first 3.200 cbm pressurised LPG vessel was successfully launched at the yard in Taizhou. This first, of our 16 vessel newbuilding program for gas carriers, will be delivered at our original estimated cost.” Regarding SPT, Skaugen says: “The activity in SPT remained stable from 2Q06 for full ship lightering operations in the Gulf of Mexico, while we saw an increase in the number of support service operations. This, combined with somewhat lower tanker charter costs, results in a positive net result from SPT.”

World Largest car carrier Launched Ulyanik Shipyard in Croatia launched the world's largest ferry aimed for the transportations of cars. The 13 decks ferry "Hoeg Delhi" is capable to carry 7 th.cars. the vessel is 199 meters long; its speed is 20.8 knots. This is the lead ship of the series of two ordered by Norvegian companies. The construction contract was signed on November 13, 2003, the construction has been started on May 15, 2006.

MSC and CMA CGM Close Gap on Maersk Maersk Line's hugely dominant market position with a fleet twice the size of its nearest competitor, Mediterranean Shipping Co (MSC), has lasted just one year with the gap between the carriers falling 20% in 2006, reports Business Times.

The Danish giant controlled an 18.2% market share by fleet capacity at the beginning of 2006 but a slimming down of tonnage in recent months cut that to 17.4% by September, according to analyst AXS-Alphaliner. In the same period, MSC increased its market share to 9.3% from 8.6% and is likely to grow even further with the large number of panamax and post-panamax vessels it is subletting from other carriers). Third placed CMA CGM has

also extended its market reach from 5.6% to 6.4%. This means that despite Maersk's reduction, the top three now control just shy of one third of the global containership capacity. The top three control 33.1% of the fleet, up from 32.4% nine months ago and well in excess of the combined market share of 23.7% held by the three leading lines Maersk Sealand, Evergreen and P&O Nedlloyd at 1 January 2000. Maersk Line's shrinkage reflects some of its difficulties absorbing P&O Nedlloyd since acquiring the Anglo-Dutch carrier in 2005 and mirror the experience AP Moller-Maersk had swallowing Sea-Land in 1999, after which its lead position was chipped away as other carriers caught up.

Shipbreaking workers want safer conditions Indian and Bangladeshi shipbreaking workers called on the industry's chiefs meeting in London yesterday to bolster regulation to cut deaths and injuries. 'Shipbreaking workers in India and other parts of the world need work, but they need safe work,' said Vidyadhar V Rane, secretary of the Mumbai Port Trust Dock and General Employees' Union. 'I am appealing to the developed countries who send their ships to Asia to take some responsibility and save lives,' he added. Mr Rane is part of a delegation in London to tell the International Maritime Organisation's Marine Environment Protection Committee (MEPC) about conditions in the shipbreaking industry. Recycling of ships is on the agenda of the MEPC, which is meeting here until Friday. According to the International Metalworkers' Federation (IMF), which acts on behalf of 25 million metalworkers across the globe, shipbreaking is one of the world's most dangerous industries. Thousands of workers, many of whom are migrants, die, are injured or fall ill when recycling ships. They have little or no legal rights, protective equipment or medical aid and earn about US$1 a day. Ninety-five per cent of old ships are broken up and recycled on the beaches of India, Bangladesh, China, Pakistan and Turkey but the poorly-paid employees have to run the gauntlet of life-threatening hazards on a daily basis. These include fire, explosions, falls from heights and exposure to asbestos and PVCs. Discussions are under way at the IMO to develop internationally-agreed regulations on the recycling of ships but they are unlikely to be adopted until 2009 and not implemented until 2015, the IMF said. The shipbreaking workers are being represented by the Geneva-based IMF.

Crew shortage spurs Conti reflaggings German KG financier Conti Group, one of the staunchest supporters of the German flag, has been forced to transfer more of its ships into open registries this year because of the acute shortage of German masters. Managing director Nikolaus Pröls told journalists in Hamburg today that five 1,600-teu vessels were reflagged to Liberia this year as its pool of German captains has become stretched to the limit through retirement and poaching by other German owners. "Reflagging has only taken place on a limited scale so far, but the pressure is rising," Pröls warned. Irrespective of the personnel shortage, Conti's fleet is set to yield record payouts for private investors this year, even exceeding the very good result of 2005. Pröls predicted overall payouts of euro170M ($214M) after euro144M last year. Current charter income levels across Conti's 80-strong fleet will also enable it to write off the outstanding debt for another eleven ships, he added.

Work halted at Nyhamna after aircraft accident Hydro has decided to halt construction work at Nyhamna Tuesday after four people were killed in an aircraft accident at Stord this morning. The plane was carrying project workers from Stavanger via Stord to Molde. The project workers were on their way to work in Nyhamna, where Hydro is developing Ormen Lange. The aircraft, an Atlantic Airways BAE-146/200, overran the end of the runway when landing at Stord, according to police. There were 12

passengers on board, in addition to a crew of four. No Hydro employees were on board the plane. "This is a sad day for the Ormen Lange project, and our thoughts go first and foremost to those who have been directly affected by this tragic accident at Stord," said Hydro's Project Director Tom Røtjer. "Out of respect for what has happened and to be able to provide sufficient information, all work at Nyhamna has been stopped today," said Røtjer. The facility's own health team and Aukra municipality's emergency services are mobilised and will assist at the scene.

14.05–14.35 uur Automatic Positioning door Prof. J.A.
