Editor’s Jottings… Hello

Thank you to everyone to answered my plea for photographs, I have quite a few now but as

the seasons change I will always be grateful for more.

I did the RSPB bird watch recently. How lucky are we to have such a variety of birds in our

gardens. In the hour I was counting the birds I saw 15 different species, and that wasn’t the

full range that I have seen. I took the photo opposite a couple of years ago, I haven’t seen

greenfinches recently sadly but I adore the goldfinches. I witnessed a sparrow hawk take a

goldfinch off that very feeder one morning, it was a bit upsetting but that’s nature, you have

to take the rough with the smooth.

Just a couple of weeks ago I was driving up the hill out of South Carlton and saw a wood-

pecker, my first one. You could be forgiven for thinking I am a twitcher, I’m not, I just get a

kick out of their colours and songs and their vulnerability.

I hope you all have a lovely Easter.

Once again we are in a position to put some funds back into the community by way of Grant Aid.

You will find the qualifying criteria for this on the inside back cover of this issue (Page 51).

Applications will be considered by the committee at its April meeting so if you would like to

apply please write to or e-mail me in the first instance before 31st March 2016 in order to enable

me to circulate the details to the committee in advance of the meeting. Applications received

after that date will not be considered. Whilst a detailed presentation is not required, please state

how any grant monies would be spent including costings of equipment to be

purchased or services to be contracted for building or other works, cost of the total project etc.

of care, professionalism, dignity yet friendly demeanour at the funeral of my Anne on the

15 January this year. I expressly thank all our relatives and friends in Ingham and the

surrounding villages for your concern and for making it easier for me and my close family

to say farewell to a caring and unselfish lady, thank you.

Minutes of the Monthly Meeting of Ingham Parish Council

Date: Monday 11th January 2016 Venue: Ingham & Cammeringham Village Hall

Attendance: Councillors: K. Wagstaff (Chairman), M. Dickinson (Vice Chairman), D. Howe, M. Nichol-

son and L. Dicker. Also attending: G. Monks (Clerk), D. Booth (Village Caretaker), PCSO McFaul

Apologies for absence: Councillors N.Brown, J. Wicks, N. Ridout, District Councillor Patterson

Village Caretaker’s Report: The Village Caretaker reported that he had picked up a significant amount of

litter alongside the footpath through the trees at the end of Lincoln Road. He also thanked the volunteers

who had picked up litter around the village.

Notes of the Meeting of Ingham Parish Council held on Monday 14th December 2015: Proposed by

Councillor Howe, seconded Councillor Nicholson and RESOLVED unanimously that the Notes of the

Meeting of Ingham Parish Council held on Monday 14th December 2015 be approved as Minutes.

Police Report: PCSO McFaul reported that a mini digger had been stolen from a barn on the Cliff at

around 5 a.m. A vehicle was also stolen from a property close to the Harpswell roundabout. The PCSO

and team continue to patrol Ermine Street with respect to the recent sex attack. Councillor Howe noted the

complaints received from some parishioners about noise from the Black Horse pub on 21/11/15. The

PCSO confirmed she was aware of this and that she was liaising with the licensing officer about this

matter.

Clerk’s Report on matters outstanding: The Parish Council are monitoring the following issues: 386/

May 2011 The condition of the path outside 5 High Street; 562/December 2011 – The subsiding roadside

on Stow Lane; 297/ January 2014 - Anglian Water dyke near to the playing field; 786/November 2015 - Pot Hole at Car Park entrance; 638/April 2015 - Collapsed drain under Church Hill. Other outstanding

items include: Footpath outside the Village Hall – Work is due to start January / February 2016; Grange

Lane hedge – LCC Highways will cut back the southern side in January 2016; Community Shelter – The

shelter has been ordered; Double yellow lines on Lincoln Road - District Councillor Patterson has said he

has got as far as he can and it is now a County Council matter. He will continue to press where possible;

Pot Holes on Lincoln Road – A pot hole at the entry to Sidney Chase has been re-reported to Highways;

Power Line High Street/Lincoln Road – The Clerk has reported a tree interfering with power lines outside

no 6 High Street to Northern Power; Grange Lane hedge encroaching on Highway – The Clerk has

requested a road sweeper to clear the existing debris on the Highway so that the extent of the hedge

encroachment can be assessed by Highways; Play equipment fix – Duncan Walmsley has kindly provided

a replacement panel. The Clerk will arrange for it to be painted; Speed humps - Highways will mark the

speed humps when the lining team are next in the area and the warning signs will be cleaned. A bollard has

been reinstated on the triangular land near Crossways.

P3 Liaison Officers Report: Councillor Dicker has tried to contact LCC about the state of the footpaths

behind Saxon Way and between Stow Lane and Car Park but has had no response yet.

Items raised by Councillor’s for future Agendas: Councillor Howe noted that a previously repaired

patch of tarmac around the triangular land at Crossways needed re-filling. The Clerk will notify LCC

Highways. Commonwealth Day will be an agenda item at the next meeting. Councillor Nicholson will ask

Ingham Primary School Headteacher whether children want to be involved.

Remembrance Day donations: Proposed Councillor Dickinson seconded Councillor Wagstaff and RE-

SOLVED unanimously that donations of £253.15 and £253.14 should be paid to Royal British Legion and

All Saints Church.

Quarterly PAYE: Proposed Councillor Howe seconded Councillor Nicholson and RESOLVED unani-

mously that Q4 PAYE of £84.80 be paid.

Budget: Proposed Councillor Howe seconded Councillor Dickinson and RESOLVED unanimously that

the 2016/17 budget be approved.

Planning Matters to be Reported and Considered: With respect to planning application 133790, Land

to the rear of 1 Highfield House West End Ingham LN1 2XY, Outline planning application for the erection

of a single dwelling, comments were agreed and are available from the Clerk.

Risk Assessment report - Presentation of the playground inspection report: The Clerk presented the

inspection report that he had completed on 10/01/16. There were no new significant matters to report.

Defibrillator: The Clerk informed the Council that he had spoken to the East Midlands Ambulance Ser-

vice who have suggested that the Village Hall is a suitable place to site a defibrillator. In addition they rec-

ommend that two would be beneficial for a village the size of Ingham. The Clerk will contact Graham Roy

to seek further advice.

Community Shelter and Footpath Projects: The Community Shelter has been ordered but may take up

to six weeks to arrive. The wooden rhino in the play area will have to be re-located to make way for the

shelter.

Litter in the Village: Councillor Dickinson proposed that the Clerk send a copy of the picture of litter to

WLDC and notify the parishioner who reported it.

Correspondence Received: All items were covered in agenda items with the exception of a letter from BT

informing the Council that cabinet 1 had reached capacity for superfast broadband but they will investigate

the possibility of increasing it and a letter from Government Boundary Commission about their draft rec-

ommendations.

Easter and the future

It is a great pleasure to write as Rural Dean during the vacancy in the Springline Parish and

Owmby Group. Of course it is a time of uncertainty, as none of us knows just what the fu-

ture holds, but for the present the churches are very well looked after by their loyal

congregations and officers, and our congregations and our worship by the dedicated work

of the ministry team. I am delighted that we are quietly ironing out a few problems and

pushing forward with some new initiatives.

This time of year sees the six weeks of Lent move into the dark mystery of Passiontide, and

on to the triumph of Easter. It is a very good time to reflect on what it means to be a Chris-

tian, what it means to be a church, and how we would like to shape the future.

Being a Christian involves going to church, of course, but that is far from the end of the

story. Lent, Holy Week and Easter offer us a time to go a bit further, to come together as the

people of God in our community to follow our Lord as his destiny unfolds – wilderness,

temptation, triumphal entry on Palm Sunday, giving us Holy Communion on Maundy

Thursday, cruel persecution and death and sensational resurrection on Easter Sunday. It

isn’t just Christ’s destiny either, it becomes our destiny if we stay close to our Lord. The

services in our churches, including the early morning vigil on Easter morning and the

re-enactment of the first discovery that Christ has risen to bring us eternal life, are a way of

participating in the drama, and learning to be closer to our Lord and to each other.

Beyond just going to church, being a Christian is about seeking always to increase our

knowledge and love for Jesus Christ, through whom we can know God the Father. It is

about regular prayer, reading scripture, getting together in or out of church to worship and

build up our common life. It is about joyful and sacrificial giving of our time, talents and

money. More than anything else, it is about being so thrilled with what Christ has done for

us that we want to share it with others.

Our church, in these two benefices, in the whole diocese and nationally, has lost numbers

recently, and in most places is ageing. It can feel quite threatening. However, the real chal-

lenge now is not just about keeping lovely buildings open. We have an even deeper chal-

lenge to hand on the good news to a new generation, and we need to look hard at our places

of worship, our services, but most of all our own commitment to following Christ and shar-

ing the gospel. Where and how are we going to bring children and families to faith? How

are we going to encourage new groups of Christians to flourish in our communities? How

are we going to turn all we have inherited from a liability to an asset in the imperative of

making new Christians? Are we dying to bring the good news to the people? This Lent,

Holy Week and Easter we are helped to remember that our Lord Jesus Christ did just that!

Join in, and get closer to our Lord and Saviour. Come to as many of the events over this

month as you can. I wish for God’s blessing on you all as you share your faith, follow the

Lord to Calvary and to the empty tomb, make your churches places of love and welcome so

the Holy Spirit can do the converting, and as you pray and plan for the future.

Ingham and District Bowls Club

Our annual pre-season Get Together evening has now been arranged for Thursday 31st March 2016 at

7.30pm in Ingham Village Hall. We hope all members will be able to attend.

Prospective new members, experienced or not, will be very welcome. Please come along and meet us.

The green will be open (weather permitting) on Wednesday 20th April when we will be holding a fish and

chips bowling evening. Please come along and try bowls. It is enjoyable. Flat shoes will be needed.

Otherwise we can provide what is needed, including tuition.

We play in two leagues on our very fine green. There are also friendly matches and club events, such as

fish and chip suppers and strawberry tea bowling events, all at very modest cost. We hope to hear from

you soon. We will also hold a special beginners afternoon on Saturday 23rd April at 2pm.

NOTES FROM THE MEETING OF SCAMPTON PARISH COUNCIL HELD AT

7.30PM ON THURSDAY 4th FEBRUARY 2016, AT THE BSA HALL, AISTHORPE.

Present: Councillors J. Cobley (Chairman), N Bird, R Patterson, R. Wood and Mrs B Coleman (Clerk),

PCSO Julie McFaul, VPCSO Lauren Collins, Beat Manager PC Martin Doherty and one member of the

public.

PCSO Julie McFaul reported that the Speed Board had been mended and that 2 people had been caught

speeding in the village this evening. She also reported the following incidents:

11th December - A shelter at Scampton Playmates had been damaged.

18th January - a milk carton was thrown at a vehicle in Fourth Avenue.

24th January - 2 male youths climbed the rear fence at the Spar shop.

24th January - A small window was broken in Lancaster Drive

28th January - A black wheelie bin was stolen in Rutland Way.

30th January - 3 persons were arrested at the view point for possession of cannabis.

Apologies were received and accepted from Cllrs. P Tomlinson and A Stead.

Co-option of a new Parish Councillor it was proposed by JC that Christine Sneath be co-opted to the

Parish Council. This was seconded by RP and agreed unanimously. Cllr Sneath apologised that due to prior

commitments she would be unable to attend the March meeting.

Register of Members Interests Members of the Council were reminded that at any time during the

meeting they could declare an interest.

Minutes of the Meeting of the 3rd December 2015 were proposed by RP seconded by RW, agreed

Public contributions – There was no comment from the member of the public.

Bus Shelter replacement Knights of Langworth emailed asking about the size of the replacement shelter.

It was agree unanimously agreed that it should be the same size as the existing. The Clerk would contact

Knights to obtain a quote prior to seeking funding.

Street Lighting Two street lights were not working and the Clerk had contacted E-On to get the lamps

replaced. It was reported that another one had just failed and the Clerk would contact E-On again. It had

been suggested that the Parish Council investigated the possibility of replacing the street lights, when it

became necessary, with low level lighting such as seen on campsites. The Clerk would seek the advice

from E-On and Highways.

Blocked Drain. The Clerk had reported the matter to Highways and the problem seems to have improved

but was not sure if anything had been done about it. The situation would be monitored.

Speed sign indicators. The Chairman had obtained prices for some speed sign indicators and the Clerk

would contact the firm to arrange a site visit, with a view to finding the most appropriate model and

position and getting some quotes.

District Councillor's report. Cllr Patterson reported that Council tax will rise slightly.

West Lindsey District Awards will be presented in April - nomination papers are on the website.

11-5 pm We have been opening our gardens for a few years now . This will be the fifth time with the National Gar-

den Scheme raising money for our own St Chad’s Church and for the National Garden Schemes chosen

charities which are nursing, caring and gardening charities (see NGS website for more details ).

The gardens are approximately 3 acres and include a wild flower area, shrubs, vegetable garden, topiary

hedge, a well, a natural pond, a newly planted fern area.

Wheelchair access is good to most parts of the garden although there is some loose stone and gravel in

some areas. There is a toilet available.

Museum, stalls, books, plants etc

Supervised children are welcome.

Dogs on leads are welcome.

All this for £3.50 each and children free The premises were part of what was RAF Dunholme Lodge during the last war and we have a war memorial and a museum

nearby in an old cottage in the garden. Both are well worth a visit and when you have seen them, you can then enjoy a cup of tea

and a superb selection of cakes whilst you chat with friends.

Bring your friends, aunties and uncles, grannies and granddads and enjoy a lovely afternoon out.

We are only 4 miles out of Lincoln on the A46 near Welton. Just take the turn to Welton and we are half a

mile along on the left.

RAF INGHAM HERITAGE GROUP - UPDATE Seems we have been very fortunate so far this winter at the Heritage Site. Work has hardly been disrupted due to inclement weather.(Hope that’s not tempting fate). Six months ago, the store at the back of the main buildings which is to become our workshop was in a very poor state of repair with crumbling walls, roofless and windowless. Today it boasts a new roof, rebuilt and rendered walls, plus, funding has been secured from WLDC, to replace all four windows with the original style Crittall windows, but with benefit of double glazing. The Crittall factory, fortunately still producing windows as they were during the war. This funding is also sufficient to replace the four windows of the Polish Families Resettlement Nissen Hut, which again, will soon be completely weatherproof and secure. As I write this, however, completion work has been put on hold as we attack the soon to be officially opened Memorial Garden. The Polish Consulate, Polish Ex-Combatants Association, and Polish Air Force Association have provided funding to create the Garden to commemorate all the Polish servicemen and women, who served at RAF Ingham or as part of the Polish Bomber Squadrons; many paying the ultimate sacrifice. Many thanks also to Stuart Kinch, of John Kinch Builds, who very kindly loaned us, (free of charge), a mini-digger and dumper to assist us in creating the Memorial Garden; which will be well under way by the time you read this article. More news of the official opening will appear in the near future. Don’t forget we welcome all volunteers and visitors when we are working at the site, usually Sunday mornings, and if anyone out there has a spare £500,000 please get in touch, and then the business of the actual Heritage Centre can begin! A View From Brattleby March.2016

Towards the end of last year I was asked if I would assist Ingham School in a local history project, to be

presented by the children in the Spring of 2016. With this in mind, I proceeded to begin a search through

all the old documents and writings of both mine and my father's relating to the village. During this, I

happened upon an unusual piece written by my father as a 76 year old in 1971, in one of his regular news

letters to an ex Ingham resident, who'd moved to Devon a few years previously. On reading it, I thought,

it's inappropriate for a school history project, but perhaps not too indelicate for the discerning ear of the

Village Venture reader?

The story follows,

It's very gratifying to know my bits and pieces are interesting enough to be appreciated. The writing of

them is enjoyable to me, as it's one of the few interests that remain to me now. 'Lincolnshire Life',

incidentally, still hold another eight of my 'boozy mutterings, which they are keeping for later publication.*

One evening earlier in the month, I was glancing through the obituary column of the Echo, when my eye

fell upon a notice which had a connection to Ingham. It referred to a Parson who lived here many years

before we came to the village in 1954. I cut it out, as I thought it might be of use sometime in the future. I

thought no more of it, until walking around the village, I heard people asking one another if they had seen

it in the Echo. I enquired of one, if there was anything interesting about it, but everything he told me, I

already knew. Also, he seemed rather reluctant to answer any questions, and appeared to have no idea of

dates.

I began to wonder, was there a story behind those few words in the Echo?

That night at the 'Black Horse' , I stood at the bar, gazing absently into my pint, at the same time keeping

my ears open for any scraps of conversation. On my left, I heard a discussion on the history of Lincoln City

football club, but much more interesting, on my right - amidst to noise of the darts players - a middle-aged

man said,

“They say 'e was a nice chap and 'e did a lot a good in the village.”

“Aye,'e did.” an older man said.

“But accordin' to gossip e' was doin' a bit more than that.”

That night, I consulted my Lincolnshire Directory of 1896 and learned, the Vicar had arrived in Ingham in

1894 – seventy seven years ago! I wondered, what would his age have been then?

To satisfy my curiosity I went to see a man – well in his eighties – who'd lived in the village all his life,

upon which, he gave me the 'bare bones' of the story.

The Vicar was a gentleman of 'the old school', of independent means and an M.A. Of Trinity College

Dublin. He kept a large establishment at the Vicarage, a groom, a gardener and a staff of indoor servants.

However, misfortune overtook him, when his wife died shortly after their marriage. After he'd recovered

from his bereavement, he engaged a housekeeper and continued with God's work.

Many years went by and during this time he did much good work in the village and endeared himself to the

residents. Then, as old age approached the elderly housekeeper left his service, upon which, he engaged a

young woman from Kirton Lindsey.

This appeared to be the beginning of his second misfortune, for only a year or two after her

commencement as housekeeper she presented him with a son!

As was the order of the day, he was compelled to leave the parish and end his days in retirement.

He did marry the girl and she later bore him a daughter. In 1971, she ( his wife) came back to be near him

in the churchyard .

One might assume this would be the end of the story, but no, it had one final twist.

The man who dug her grave, was the son of the gardener at the vicarage in 1894!

As I try and visualise Ingham in 1894, no electricity, no street lights, no telephone, no running water, no

sewage and only horse transport, I wonder what Emily Bronte would have made of such a poignant drama

of village life?

VILLAGE VENTURE—GRANT AID CRITERIA

Adopted by the Village Venture Fund Committee

21st November 2011

Amended 7th April 2014

1. The Village Venture Fund Committee shall decide each year, at its AGM,

the sum which is available for distribution as grant aid that year.

2. The maximum grant aid in any one application in any one year will

normally be £250. In their absolute discretion the Committee may make

grant aid awards of greater than £250 where they feel that an applicant has

made a demonstrably convincing case.

3. Multiple applications for the same project will not be accepted in the same

grant year.

4. Grant aid will normally be given to support expenditure of a capital nature

(such as the purchase of equipment) rather than revenue expenditure (such

as running costs).

5. Grant aid applications will be considered from clubs, organisations and the

like (not from individuals) with open membership and based in the

villages in which the Village Venture is distributed.

6. Second or subsequent applications from organisations which have already

received grant aid in that grant year will normally only be considered after

applications from those who have not received grant aid.

7. The decision of all applications for grant aid shall be at the absolute

discretion of the Village Venture Fund Committee.
