Welcome

Dear footballers,

Every two years in summer, all off a sudden the streets are deserted, nobody's using the subwayand the motorways are devoid of jam. Everyone's sitting in front of the TV or standing outside looking at a big screen. Even the news is dominated by one topic. There is almost no one who isn't crazy about the football World Cup and the European Championships. Even people who usually don't care about football suddenly become experts on tactics.

Football has the ability to connect people like no other sport. Or do you remember ever having learned so much about the Icelandic culture prior to the European championship in 2016? Did you know more than two cities in Brazil before 2014, or had you even heard of the word vuvuzela before it became popular in 2010?

The Berliner Behinderten- und Rehabilitations-Sportverband would like to extend an invitation to be part of an IBSA Blind Football European Championships the size of which has yet to be outmatched.

The best possible conditions for a tournament are waiting for you on our freshly laid-out artificial turf. A high-class four-star plus hotel is waiting for you. Several training fields are waiting for you. But most importantly, Berlin with its wide range of cultural, historical and recreational facilities is waiting for you.

Our arena is situated right at the heart of the German capital in proximity to the Brandenburger Tor, the Bundestag and the Potsdamer Platz.

We invite Europe to celebrate this event along with us - and with you.

The IBSA Blind Football European Championships 2017 will be held in Berlin, the capital of Germany, with matches taking place from 18 – 26 August 2017.

The competition arrival date is 17 August and departure date is 27 August 2017.

3. Arrival Information

3.1 Travel to and from Berlin

RailGerman National Railway, Deutsche Bahn, provides services to Berlin from all over Europe. Berlin Main Station (Hauptbahnhof) is the closest station to the

venue and the hotel. You’ll find all information at www.bahn.de, which is available in different European languages.

Travel by carBerlin can be reached by different motorways, which are free of road charge. Please note, that the hotel and the venue are located in the Berlin environmental zone. Cars and buses have to be marked by a green identify sticker. Please find further information concerning the environmental zone and the application under www.umwelt-plakette.de/fr/staedte/berlin.

3.1.1Passport and Visas

All visitors to Germany need a valid passport or Identity Card. EU citizens do not need a visa for entering Germany. All other countries should contact their governing bodies or passport offices in order to get information on traveling to Germany.

3.1.2 Regulations regarding Guide Dogs

If a team wishes to bring a guide dog they should contact the tournament organizers at [email protected].

3.2 Transportation in Berlin

BSB staff will organize and be responsible for transport from and to the airports or railway station mentioned above. Teams must provide information on travel arrangements by the dates requested on the booking forms.

As the venue is in walking distance from the Team Hotel, transportation will not be provided. A map of the area can be found as Appendix 3 of this document.

4. Accommodation

Standard rooms, 18 to 24 m². All rooms with twin beds will be given to the teams as double rooms. The king-size beds have a size of 1.80 m x 2.10m.

Additional options: It is possible to put additional single beds into the rooms with king-size beds in order to use them as double room without having two persons sharing one bed.

Rooms for three personsOn request, it is possible to have rooms for three persons, as additional beds can be put into some of the double rooms.

Extra costs (i. e. telephone and mini-bar) are not included and therefore have to be paid individually.

5. Catering

Accredited delegation members will be served (breakfast, lunch and dinner) at the Mövenpick Hotel during the time of the Championships, starting with lunch on 17 August and ending with breakfast on 27 August 2017.All meals will be served in buffet form at the following times:

Special dietary and Muslim food requirements can be catered for. There will also be a vegetarian option at all meals.

6. Accreditation

Accreditation cards will be issued to each athlete only after he has personally shown his valid passport and IBSA VI classification form to the Event Eligibility Officer and, if necessary, sight classification.

7. Entry fees

For arrival on Thursday 17 August 2017 and departure Sunday 27 August 2017:

The Venue will be the Lilli-Henoch-Sportsfield at the Anhalter Bahnhof, close to Potsdamer Platz in the centre of Berlin. The competition will take place on a field that is a recently renewed soccer- and hockey field with artificial turf and international standard sports facilities. The field will be surrounded by seating for up to 2000 spectators. Ticket sale will start by the end of 2016.

9.2 Training

Team training sessions will be organised utilising the outdoor venue prior to the event. Additionally another outdoor venue close to the event venue will be in use. During the competition the school gym will be used for warm-up. Time slots will be allocated for this purpose.

9.3. Changing Rooms

Changing rooms will be available for all teams at the gym next to the venue. Showers and toilets are situated next to the changing rooms. Please note that you can also change in the hotel as it is very close to the venue.

9.4. Fitness and relaxation facilities

Teams will be given access to a range of fitness, rehabilitation and relaxation facilities in the hotel:

Just a few minutes’ walk from the hotel is the Liquidrom Spa with its warm saltwater pool, wellness facilities and massage offers. The Liquidrom Spa offers special discounts for the teams.

Referees will be official IBSA referees and all matches shall be played according to the current IBSA Blind Football regulations.

9.6. Competition format

The competition will take place with 10 nations, consisting of 2 groups with 5 teams each.

After the group stages the teams finishing first and second in their group will progress to the semi

finals. Teams finishing third in their group will play off for fifth and sixth position. Teams finishing

fourth will play off for seventh and eighth position. Teams finishing fifth in their group will play for

ninth and tenth place overall.

10. Anti-Doping and Medical

10.1 Anti-Doping Control

The event is subject to random doping tests in accordance with IBSA regulations. Athletes should refer to the IBSA Anti-Doping Policy.

Any athlete taking medication subject to doping controls must be in possession of a valid IBSA Therapeutic Use Exemption (TUE). For information on IBSA’s anti-doping policies and how to apply for a TUE, go to www.ibsasport.org/anti-doping.

10.2 Medical Service

Teams who do not have their own team doctor will be able to take advantage of the event doctor’s surgery. The doctor’s surgery will operate daily during the competition time.

10.3 Insurance

Participating member organisations are responsible for their own insurance requirements for travel, personal accident, liability and medical matters.

Appendix 5 – About Germany

1. Facts and Figures

Germany is a federal state, consisting of sixteen states, three of which are big cities, the other thirteen states have own capitals. The German capital and largest city is Berlin, located in the north east of the country. Germany covers a territory of 357,021 km² with almost 82 million habitants and is the most populated country within the European Union.

2. Coming to Germany

The following information will assist the stay in Germany:

Emergency Call – 112

Official currency in Germany – Euro (€). For current exchange rates, please see: www.x-rates.com

Banks – most banks are open from Monday to Friday 9 to 16 o’clock. Automatic cash dispensers can be found all over the city and are available around the clock.

Credit Cards – Credit Cards are accepted in many places as well as EC-card.

Time Zone – Germany is in the Central European Time Zone (CET), 1 hour ahead of Greenwich Mean Time (GMT + 1). Due to summertime, Germany is 2 hours ahead of Greenwich Mean Time (GMT + 2) during the time of the Championships.

Weather and climate – while most parts of Germany have a temperate seasonal climate, the eastern part, where Berlin is located, has a more continental climate. The statistical average temperature from June to August is around 19 to 25 °C, warmer days up to more than 30 °C are possible as well as colder rainy days.

Smoking – It is not allowed to smoke in public buildings anywhere in Germany, this includes airports, railways stations, shops and the Competition venues. In some public areas dedicated smoking zones are provided. Smoking is also prohibited in most restaurants and bars. Those bars, where it is allowed to smoke, have smoking-sign or the word “Raucherlokal” at the entrance door.

Tap water – Tap water in Germany is among the safest and cleanest in Europe and therefore drinkable.

Electricity – the voltage use in Germany is 220 – 240 volts.

Religion – Christian Churches of all denominations can be found as well as synagogues, mosques and Buddhist temples or meetings of other religious or spiritual groups.

Appendix 6 – Berlin Facts and Figures

Berlin is the German capital and with more than 3.5 million habitants and it is the biggest city of the country. As one of the sixteen German states, Berlin is completely surrounded by the state Brandenburg, with its capital Potsdam. The Berlin Brandenburg Metropolitan area has around 6 million habitants from more than 190 nations.

Berlin is very famous for cultural diversity among the quarters including food, art and music. It is also a world city of politics, media and science. Berlin is home to many famous buildings and monuments, like the Siegessäule, the Brandenburger Tor, the Reichstag and the boulevard Unter den Linden. On the boulevard are the Humboldt University and the State Opera of Berlin.

Berlin was divided into West Berlin and East Berlin after World War II. After the Berlin Wall was built in 1961 very few people were allowed to cross from East Berlin into West Berlin. The wall divided the city until 1989 when the East German government (SED) decided to allow anyone to cross, and people decided to destroy the wall.

Berlin has four universities, a wide range of universities of applied sciences and several research institutes. As a city of sports, Berlin hosted some important events, like the Olympic Games 1936, the European Championships Swimming 2002, the FIFA Football World Championships 2006 and the Athletics World Championships 2009. The Berlin Marathon is an important international sports event that is held every year.

A wide range of sights, shopping possibilities, parks (nearly one third of the cities area is covered by them), restaurants and clubs offer free time activities at day and night time. There’s always so much to do, every day of the year, any time of the day – a sparkling array of events, highlights, entertainment and culture. Berlin is 365/24.
