4. All the top soil excavated during

construction activities should be stored for

use in horticulture/landscape development

within the project site.

5. The project proponent shall ensure that the

building material required during

construction phase is properly stored within

the project area and disposal of construction

waste should not create any adverse effect

on the neighboring communities and should

be disposed of after taking necessary

precautions for general safety and health

aspect of people, only in approved sites with

the approval of competent authority

construction phase is being disposed off

6. Construction spoils, including bituminous

material and other hazardous materials,

must not be allowed to contaminate

watercourses and the dump sites for such

material must be secured so that they should

not leach into the ground water and any

hazardous waste generated during

construction phase, should be disposed off

as per applicable rules and norms with

necessary approval of the Haryana State

Pollution Control Board.

impervious surface to prevent leaching and

thus contamination of water courses be

7. The diesel generator sets to be used during

8. The diesel required for operating DG sets

shall be stored in underground tanks and if

required, clearance from Chief Controller of

Explosives shall be taken.

being used for storing the diesel required for

operating DG set and log books are also being

maintained for accountability. The

HDPE drums is enclosed as Annexure IV.

9. Ambient noise levels should conform to the

residential standards both during day and

night. Incremental pollution loads on the

ambient air and noise quality should be

closely monitored during construction

phase. Adequate measures should be taken

to reduce ambient air and noise level during

construction phase, so as to conform to the

stipulated residential standards.

Agreed. Ambient noise levels are being

monitored which meet the residential

standards both during day and night and

Shelter belt has been provided to reduce the

noise level within the site. Lab reports are

enclosed as Annexure V.

10. Fly ash should be used as building material

in the construction as per the provisions of

Fly Ash Notification of September, 1999

and amended as on 27th August, 2003

construction purpose are being used as per the

provisions of fly ash notification of

September, 1999 and as amended on 27th

August, 2003.

11. Storm water control and its re-use as per

CGWB and BIS standards for various

applications should be ensured.

Agreed. Storm water is being collected in

temporary tank and reuse in construction

purposes while in operational phase 6 number

of RWH pits will be provided with double

bore to control and reuse as per Central

Ground Water Board and BIS standards for

various applications.

12. Water demand during construction should

be reduced by use of premixed concrete,

curing agents and other best practices.

13 In view of the severe constrains in water

supply augmentation in the region and

sustainability of water resources, the

developer will submit the NOC from

CGWA specifying water extraction

quantities and assurance from HUDA

intended use of water – potable and non-

potable. Assurance is required for both

construction and operation stages

separately. It shall be submitted to the

SEIAA and RO, MOEF, Chandigarh before

the start of construction.

be facilitated with HUDA water supply

14. Roof should meet prescriptive requirement

as per Energy Conservation Building Code

by using appropriate thermal insulation

material.

Agreed. Materials being used are as per the

requirements of Energy Building Code which

provide appropriate thermal insulation to roof.

15. Opaque wall should meet prescriptive

requirement as per Energy Conservation

Building Code which is proposed to be

mandatory for all air conditioned spaces

while it is desirable for non-air-conditioned

spaces by use of appropriate thermal

insulation material to fulfill requirement.

water reuse/recycling within 3 months and

before start of construction to the SEIAA,

Haryana and RO, MOEF, GOI, Chandigarh.

Agreed. Ground water is not being used for

construction purposes. Treated water is being

supplied by HUDA which is being used for

construction activities. To reduce the demand

in operational phase, treated water from STP

will be used for horticulture; flushing as well

as efficient fixtures will be used to minimize

the water demand.

18. The project proponent as stated in the

proposal shall construct total 06 No’s rain

water harvesting pits for recharging the

ground water within the project premises.

Rain Water harvesting pits shall be designed

to make provisions for silting chamber and

removal of floating matter before entering

harvesting pit. Maintenance budget and

persons responsible for maintenance must

be provided. Care shall also be taken that

contaminated water do not enter any RWH

pit.

Agreed. Six number of Rain Water

Harvesting pits are being proposed with

double bore for artificial rain water recharge

within the project premises. To remove Silt

and floating matter, Desilting Chamber will

be proposed with Rain Water Harvesting Pits.

be submitted to DHBVN under intimation

to SEIAA, Haryana before the start of

construction. Provision shall be made for

22. The Project proponent shall not raise any

construction in the natural land depression/

Nallah/ Water course and shall ensure that

the natural flow from the Nallah/ Water

course is not obstructed.

23. The project proponent shall keep the plinth

level of the building blocks sufficiently

above the level of the approach road to the

26. The project proponent shall not cut any

existing tree and project landscaping plan

should be modified to include those trees in

green area.

Agreed. No cutting of trees has been done,

only small bushes are being cleared as per

required construction activity.

27. The project proponent shall provide 3 meter

high barricade around the project area, dust

screen for every floor above the ground,

proper sprinkling and covering of stored

materials to restrict dust and air pollution

during construction.

Agreed. Barricade of adequate height has

been provided around the project area. Dust

screen for every floor will be provided as the

construction will proceed to multi story level.

28. The project proponent shall construct a

sedimentation basin in the lower level of the

32. The project proponent shall develop

complete civic infrastructure of the Group

Housing colony including internal roads,

green belt development, sewerage line, Rain

Water recharge arrangements, Storm water

drainage system, solid waste management

site & provision for treatment of bio-

degradable waste, STP, water supply line,

dual plumbing line, electric supply lines etc.

& shall offer possession of the units/flats

thereafter.

mentioned in the respective compliance point

as per the requirement of concerned authority.

33. The project proponent shall provide one

refuge area till 24 m, one till 39 m & one

each after 15 m as per National Building

Code. The PP shall not convert any refuge

area in the habitable space & it should not

be sold out/commercialized.

38. The project proponent shall submit the copy

of fire safety plan duly approved by Fire

Department before the start of construction.

The project proponent shall discharge

40. The project proponent shall maintain the

43. The project proponent shall not raise any

44. The project proponent shall provide helipad

Operational phase:

A “Consent to Operate” shall be obtained from

Haryana State Pollution Control Board

B The Sewage Treatment Plant (STP) shall be

installed for the treatment of the sewage to

the prescribed standards including odour

and treated effluent will be recycled to

achieve zero exit discharge. The installation

of STP should be certified by an

independent expert and a report in this

regard should be submitted to the SEIAA,

Haryana before the project is commissioned

for operation. Tertiary treatment of waste

water is mandatory. The PP shall remove

not only Ortho-Phosphorus but total

phosphorus to the extent of less than

2mg/ltr. Similarly total Nitrogen shall be

less than 2mg/liter in tertiary treated waste

water. Discharge of treated sewage shall

conform to the norms and standards of

HSPCB, whichever is environmentally

better. Project proponent shall implement

such STP Technology which does not

require filter backwash.

Agreed. Waste Water Generated will be

treated up to the secondary treatment and then

will be discharged into STP of 750 KLD

Treated Waste Water will be recycled for

horticulture, flushing and rest will be

discharged to nearby construction activities.

C Separation of the grey and black water

should be done by the use of dual plumbing

line. Treatment of 100% grey water by

decentralized treatment should be done

ensuring that the recirculated water should

have BOD level less than 10 mg/litre and

the recycled water will be used for flushing,

gardening and DG set cooling etc.

Agreed. Grey and black water will be

separated by the use of dual plumbing line.

gardening, cooling and rest will be used for

E Diesel Power generating sets proposed as

source of backup power for lifts, common

area illumination and for domestic use

should be of enclosed type and conform to

rules made under the Environment

(Protection) Act, 1986. The location of the

DG sets should be in the basement as

promised by the project proponent with

appropriate stack height i.e. above the roof

level as per the CPCB norms. The diesel

used for DG sets should be of ultra low

sulphur diesel (0.05% of sulphur) ,instead of

low sulphur diesel

Agreed. DG set will be enclosed in acoustic

enclosure & conform to rules made under the

Environment (Protection) Act, 1986. The

diesel used for DG sets will be of low sulphur

contents (maximum up to 0.25%). DG sets

will be placed in basement. A plan showing

location of DG sets and the site photographs

showing DG sets with proper enclosure is

enclosed as Annexure-XIX and Annexure

IV.

F Ambient Noise Level should be controlled

to ensure that it does not exceed the

prescribed standards both within and at the

boundary of the proposed commercial

complex.

Agreed. Ambient Noise Level Baseline data

is attached as Annexure-V.

G The project proponent as stated in proposal

shall maintain at least 30% as green cover

area for tree plantation especially all around

the periphery of the project should be

preferably landscaped and covered with

vegetation/grass, Herbs& shrubs Only local

available plant species shall be used.

Agreed. 30 % of the net plot area is

maintained as green area for tree plantation

especially in the project boundary to provide

protection against particulates and noise. The

open spaces inside the plot will preferably be

landscape and covered with vegetation/glass.

Landscape Plan is attached as Annexure-XX.

H The project proponent shall strive to

minimize water in irrigation of landscape by

minimizing grass area, using native variety,

xeriscaping and mulching, utilizing efficient

3. All the construction material and debris

shall be carried in the trucks or other

vehicles which are fully covered and

protected so as to ensure that the

construction debris or the construction

material does not get dispersed into the air

or atmosphere, in any form whatsoever.

The trucks carrying construction materials and

debris are suitably covered by tarpaulin and

plastic sheets. The trucks carrying construction

materials & debris without cover are not

permitted to enter or leave the project site.

4. The dust emissions from the construction

site should be completely controlled and all

precautions taken in that behalf.

All necessary precautions are adopted to control

the dust emissions. Water sprinkling at site is

carried out through tanker water regularly at site

for dust suppression and logbook is being

maintained.

5. The vehicles carrying construction material

and construction debris of any kind should

be cleaned before it is permitted to ply on

the road after unloading of such material.

“Wheel Washing Bay” has been provided at

main entry road of the project and Batching

Plant sites. Wheels of constructions equipments/

vehicles and trucks are washed before it is

permitted to ply on the road. Photograph of

Wheel washing bay is enclosed as Annexure-

XXV.

6. Every worker working on the construction

site and involved in loading, unloading and

carriage of construction material and

construction debris shall be provided with

mask to prevent inhalation of dust particles.

Safety measures are being taken. Workers are

made aware of the safety measures and safety

equipments are being provided to the workers at

site.

7. Every owner and or builder shall be under

obligation to provide all medical help,

investigation and treatment to the workers

involved in the construction of building and

carry of construction material and debris

relatable to dust emission.

Full fledged first aid facility is provided at the

construction site and regular medical check-ups

by Doctor are conducted for construction

workers. Logbook is being maintained with

medical treatment details of the workers.

8. It shall be the responsibility of every

builder to transport construction material

and debris waste to construction site,

dumping site or any other place in

accordance with rules and in terms of this

order.

At present only structural work is going on.

Therefore there is no generation of construction

debris. When debris will be generated, it will be

disposed off at Government Authorized landfills.

9. All to take appropriate measures and to

ensure that the terms and conditions of the

earlier order and these orders should

strictly comply with by fixing sprinklers,

creations of green air barriers.

Regular sprinkling of water is being carried out

at site through tanker. Photograph showing water

sprinkling system is enclosed as Annexure-XV.

10. Compulsory use of wet jet in grinding and

stone cutting.

Structural work is under progress at site. All

necessary precautions will be taken in the stone

cutting and grinding area which will be done at

later stage of construction. Photograph showing

current status of construction is attached as

Annexure-XXVI.

11. Wind breaking walls around construction

site.

The site is enclosed with barricade wall of

adequate height around the project boundary

which acts as a wind breaker. Photograph of the

same is attached as Annexure-XV.

12. All the builders who are building

commercial, residential complexes which

are covered under the EIA Notification of

2006 shall provide green belt around the

building that they construct. All Authorities

shall ensure that such green belts are in

existence prior to issuance of occupancy

certificate.

Green area will be developed at the end of

construction stage as per approved building plan.
