CHAPTER 1

INTRODUCTION AND PROJECT DESCRIPTION

1.1 INTRODUCTION

“Trinity” a Commercial Colony Project measuring area 2.281acres is being developed at village Sihi Sector 84 District Gurgaon Haryana, by M/s Raheja Developers Ltd. to facilitate commercial colony facilities services in the nearby area. The project includes all facilities which will give enhance the green area and other facilities in the nearby area.

The project has been awarded Environmental Clearance with ‘Gold’ grading by State Environmental Impact Assessment Authority, under category 8(a) Haryana, vide reference number SEIAA/HR/2014/1262 dated 17/10/2014.

The project has been sanctioned License vide letter number 26 of 2013 dated 17.05.2013 by the Department of Town and Country Planning (DTCP), Govt. of Haryana .

1.2 PROJECT DESCRIPTION

SALIENT FEATURES:

This project involves construction of commercial colony project on a plot area of 2.281 Acres or 9,230.865 m2. Total Built–up area is 36,507.259 m2. The commercial colony project several facilities including the solar lighting, commercial facilities, parking, landscaping, lift facilities etc.

The maximum permissible height of the building is 45 m for which the permission is already being taken from the airport authority of India vide letter no AAI/NOC/2014/74/4803-808.

The total water requirement for the project is 123 KLD. The fresh water demand for the project is 47.2 KLD and the waste water generation will be about 75 KLD which will be treated in STP of 100 KLD capacity. The treated water will be reused in horticulture, cooling of DG, flushing and washing and the excess water will be discharged into the public sewer with permission.

Total waste generation will be 323.25 kg/day, which will be disposed off as per SWM & Handling Rules.

PARKING:

Adequate parking will be provided in the Commercial colony project. Total of 410 ECS has been provided for the parking. Due care will be taken for the movement of the vehicles to tackle the traffic movement. The project will have complete parking facility and no outside open parking area will be used.

WATER SUPPLY:

The primary source of water for the construction phase will be treated STP water supplied through private tankers and during the operational phase water will be sourced through HUDA.

ELECTRICITY:

The maximum demand load for the Commercial Colony Project will be approximately 2454 kVA and the power will be sourced through Dakshin Haryana Bijli Vitran Nigam Limited.

1.3 PRESENT STATUS

Project construction has just started.

1.4 PURPOSE OF THE REPORT

This six- monthly report is being submitted as per the condition stipulated in the Environmental Clearance letter.

Further, the study will envisage the environmental impacts that have generated in the local environment due to the project.

The environment assessment is being carried out to verify:

That the project does not have any adverse environmental impacts in the project area and it’s surrounding.

Compliance with the conditions stipulated in the Environmental Clearance letter. That the Project Management is implementing the environmental mitigation measures as suggested in

the approved Form-1, Form-1A, Environmental Management Plan (EMP) and building plans. The project proponent is implementing the environmental safeguards in the true spirit. Any non-conformity in the project with respect to the environmental implication of the project.

Compliance of Stipulated condition of Environmental Clearance for Buildings in Construction & Operational Phase.

PART A – SPECIFIC CONDITIONS

I. CONSTRUCTION PHASE

The safe disposal of waste water and solid wastes generated during the construction phase should be ensured.

4 All the topsoil excavated during construction activities should be stored for use in horticulture/landscape development within the project site

Agreed. All the top soil from the excavation of the project will be stored at the safest secured location and will be used for the horticulture and landscaping purpose once the construction of the project is complete.

5 The project proponent shall ensure that the building materials required during the construction phase is properly stored within the project area and disposal of construction waste should not create any adverse effect on the neighboring communities and should be disposed of after taking necessary precautions for general safety and health aspects of the people. Only in approved site with the approval of competent authority.

Agreed. Building material will be stored in the safest possible place for the protection and preservation of the environment. Permission from the competent authority will be taken if required.

6 Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into the ground water and any hazardous waste generated during construction phase, should be disposed off as per applicable rules and norms with necessary approval of the Haryana State Pollution Control

Board.7 The diesel generator sets to be used during

construction phase should be of low sulphur diesel type and should conform to Environment (Protection) Rules prescribed for air and noise emission standards

Agreed. Low sulphur diesel will be used to run the DG sets during power failure and it conforms to Environment (Protection) Rules prescribed for air and noise emission standards.

8 The diesel required for operating DG sets shall be stored in underground tanks and if required, clearance from Chief Controller of Explosives shall be taken.

Agreed. Very low quantity of diesel will be required during the power failure and DG sets are being run only during the power failure. The diesel required for operating DG sets will be stored /secured in such a way that no accidents, spillage and leakage is possible. Due care will be taken during the storage and transportation of the diesel.

9 Ambient noise levels should conform to residential standards both during day and night. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase. Adequate measures should be taken to reduce ambient air and noise level during construction phase, so as to conform to the stipulated standards.

Agreed. Ambient noise level monitoring was carried out dated 27.11.2015 in the commercial project and it was found within the prescribed limit of residential standards during day and night. Incremental pollution loads on the ambient air and noise quality will be closely monitored during construction phase. Water sprinklers and other specific measures will be used for reducing the pollution level in and around the construction site. Adequate measures will be taken to reduce ambient air and noise level during construction phase.

10 Fly ash should be used as building material in the construction as per the provisions of Fly Ash Notification of September, 1999 and

amended as on 27 August 2003

lighting etc. If any forest land is involved in the proposed site, clearance under forest Conservation Act shall be taken from the competent Authority

16 The PP as stated in the proposal shall construct total 3 RWH pits to recharge the ground water within the project premises. RWH pits shall be designed to make provision for silting chamber and removal of floating matter before entering harvesting pit. Maintenance budget and person responsible for maintenance must be provided. Care shall also be taken that contaminated water do not enter any RWH Pit.

There is provision of 3 RWH pits as per the provision as committed. Proper care will be taken for maintaining the RWH pits.

17 The project proponent shall provide the adequate fire safety measures and equipment as required by the Haryana Fire safety service act 2009 and instructions issued by the local authority /directorate of fire from time to time. Further the project proponent shall take necessary permission regarding fire safety scheme /NOC from competent authority as required.

19 Detail calculation of power load and ultimate power load of the project shall be submitted to DHBVN under intimation to SEIAA Haryana before the start of construction. Provisions shall be made for electrical infrastructure in the project area.

20 The project proponent shall not raise any construction in the natural land depression/Nallah/water course and shall ensure that the natural flow from the Nallah/water course is not obstructed.

24 The project proponent shall not cut any existing tress and project landscaping plan should be modified to include those trees in the green area.

Agreed and due care will be taken for developing the landscaping and other green including the existing trees in the project.

25 The PP shall ensure that ECBC norms for composite climate zone are met. In particular building envelop ,HVAC service ,water heating .pumping ,lighting and electrical infrastructure must met ECBC norms.

26 The project proponent shall provide 3 m high barricade around the project area, dust screen for every floor above the ground proper sprinkling and covering of stored materials to restrict dust and air pollution during construction.

27 The project proponent shall construct a sedimentation basin in the lower level of the project site to trap pollutant and other waste during rains.

28 The project proponent shall provide proper rasta of proper width and proper strength for each project before the start of the construction.

29 The project proponent shall ensure that the U Value of the glass is less than 3.177 and maximum solar heat gain co-efficient is 0.25 for vertical fenestration.

30 The project proponent shall adequately control construction dusts like silica dust non silica dust wood dust. Such dusts shall not spread outside project premises. Project proponent shall provide respiratory protective equipment to all construction workers.

31 The project proponent shall provide fie control room and fire officer for building above 30 m as per the building code.

II. OPERATION PHASE

2 The STP shall be installed for the treatment of the sewage generated to the prescribed standards including odour and treated effluent will be recycled to achieve zero discharge. The STP should be installed shall be certified by the independent expert and a report in this regards should be submitted to the SEIAA Haryana before the project commissioned for operation. Tertiary treatment of waste water is mandatory. Discharge of the treated sewerage shall conform to the norms and adequate of HSPCB Panchkula. Project proponent shall implement such STP technology which does not require filter backwash.

3 Separation of gray and black water should be done by the use of dual plumbing line. Treatment of 100% gray water by decentralized treatment should be done ensuring that the re circulated water should have BOD maximum 10 pm and the recycled water will be used for flushing, gardening and HVAC makeup and DG set cooling.

Provision of dual plumbing line will be made for separation of grey and black water. Treated waste water will be used for flushing, landscaping and DG cooling.

4 For disinfections of the treated wastewater ultra violate radiation or ionization should be used.

Use of UV Treatment will be proposed for disinfection of treated waste water in the STP.

5 Diesel power generating sets proposed as source of backup power for lifts, common area illumination and for domestic use should be of enclosed type and conform to rules made under the Environment (Protection) Act, 1986. The location of the DF sets should be in the basement as promised by the project proponent with appropriate stack height as per the CPCB norms. The diesel used for DG sets should be of low sulphur contents (Maximum 0.25%)

DG sets installed would be of enclosed enclosure type conforming to the rules made under EP Act 1986.

Proper stack height above the rooftop will be provided for the easy dispersion of the emissions as per the rules.

Low sulphur diesel (with maximum sulphur content of 0.25%) is in practice while running the DG sets during the power failure.

6 Ambient Noise level should be controlled to ensure that it does not exceed the prescribed standards both within and at the boundary of the proposed Commercial Complex.

Ambient Noise level at the project site during operation phase will be in practice on a regular basis. Due care will be taken for maintaining minimum noise level both within and around the construction site for the welfare of the residential.

7 The project proponent as stated in the proposal should maintain at least 20 % as green area for tree plantation especially all around the project periphery of the project and on the road sides preferably with local species which can provide protection against noise and suspended particulates matter. The open spaces inside the project should be preferably landscaped and covered with vegetation/grass herbs and shrubs. Only locally available species shall be used.

Agreed. We will maintain 20 % of the green area as committed.

8 The PP shall strive to minimize water in irrigation of landscape by minimizing green area using native variety xeriscaping and mulching utilizing efficient irrigation system scheduling irrigation only after checking evapo transpiration data.

9 Rain water harvesting for roof run-off and surface run-off as per plan submitted should be implemented. Before recharging the surface runoff, pre run off treatment must be done to remove suspended matter, oil and grease. The bore well for rain water recharging should be kept at least 5 m above the highest ground water table. Efforts will be made by the project proponent to utilize the runoff water during the construction phase for recharging by providing

water harvesting system simultaneously. The PP shall avoid rain water harvesting of first 10 minutes of rain fall. Roof top of the building shall be without any toxic materials or paints which can contaminate rain water. Wire mess and filters should be used whenever required.

10 The ground water level and its quality should be monitored regularly in consultation with Central Ground Water Authority.

The ground water level and its quality is being monitored on a regular basis and due care is being and will be taken further for maintaining and conserving the ground water.

11 A report on the energy conservation measures conforming to energy conservation norms finalize by Bureau of Energy Efficiency should be prepared incorporating details about building materials and technology, R & U Factors etc. and submit to the IA Division of Environment Department, Haryana in three months time

The report on the energy conservation measures conforming to energy conservation norms finalized by Bureau of Energy Efficiency will be prepared and the same will be submitted to the IA Division of Environment Department, Haryana.

12 Energy conservation measures like installation of CFLs/ TELs for lighting the areas outside the building should be integral part of the project design and should be in place before project commissioning. Used CFLs and TFLs should be properly collected and disposed off/ sent for recycling as per the prevailing guidelines/ rules of the regulatory authority to avoid mercury contamination. Use of solar panels should be done to maximum extent possible.

Energy efficient luminaries like CFL and LED etc is integral part of the project and are in practice and will be encouraged further during the operational phase of the project.

13 The project proponent shall maintain zero ozone depleting potential material in insulation refrigeration air conditioning and adhesive. The PP shall also provide Halon free fire suppression system.

14 The solid waste generated should be properly collected and segregated as per the requirement of the MSW Rules 2000 and as. The biodegradable waste should be treated by appropriate technology at the site earmarked within the project area and dry/inert solid waste should be disposed off to the approved sires for land filling after recovering recyclable material

Solid waste will be disposed through authorized waste collector and will be disposed to the government approved disposal site. Practice of daily collection and segregation is being followed and will be practiced further.

environmental parameters and green belt shall be monitored on quarterly basis. After every 3 months the PP shall conduct environmental audit and shall take corrective measures if required without delay.

IV The SEIAA, Haryana reserves the right to add additional safeguard measures subsequently, if found necessary. Environment Clearance granted will be revoked if it is found that false information has been given for getting approval of this project. SEIAA reserve the right to revoke the clearance if condition stipulated is not implemented to the satisfaction of SEIAA /MOEF.

V The PP shall not violet any judicial orders/pronouncements issued by any court/Tribunal.

VI All other statutory clearances such as the approvals for storage of diesel from Chief Controller of Explosives, Fire Department, Civil Aviation Department, Forest Conservation Act, 1980 and Wildlife (Protection) Act, 1972, shall be obtained, as applicable by project proponents from the respective authorities.

VII The PP should inform the public that the project has been accorded EC by the SEIAA and copies of the clearance letter are available with the HSPCB and SEIAA. This should be advertised within 7 days from the date of issue of the clearance letter at least in 2 local newspapers that are widely circulated in the region and a copy of the same should be forward to SEIAA Haryana. A copy of EC conditions shall also put on PP website for public awareness.

DETAILS OF ENVIRONMENTAL MONITORING

3.1 AMBIENT AIR QUALITY MONITORING

3.1.1 AMBIENT AIR QUALITY MONITORING STATIONS

Ambient air quality monitoring has been carried out at one location near the site office to access the ambient air quality. This will enable us to have analytical understanding about air quality and the changes in the air environment in the study area with respect to the condition prevailing. The locations of the ambient air quality monitoring stations are given in Table 3.1

The said monitoring for all parameters were done with the method IS 5182 and UL/STM for 24 hours except O3 which was conducted for 1 hour. Grab sample of ambient air was taken to analyze while O3 was monitored on 1-hourly basis. This is to allow a comparison with the National Ambient Air Quality Standards. Colorimetric Measurement techniques have been used for sampling and analysis protocol for the estimation of Ozone as O3. The air samples were analyzed as per standard methods specified by Central Pollution Control Board (CPCB) and IS: 5182 (Pt-2, Pt-6 and Pt-23), UL/STM/A/11 and also UL/STM/A/09. The test protocols are given in Table 3.2.

3.1.3 DISCUSSION ON AMBIENT AIR QUALITY IN THE STUDY AREA

PM 10 levels and PM 2.5 levels were within the permissible limit i.e. 100 µg/m3 while 60 µg/m3 (for residential, rural and other areas as stipulated in the National Ambient Air Quality Standards) and also the Limits for SO 2, NO2 and O3 limits were within the permissible limit. Monitoring data for the ambient air quality is being described in table 3.3.

3.2 AMBIENT NOISE MONITORING

3.2.1 AMBIENT NOISE MONITORING LOCATIONS The main objective of noise monitoring in the study area is to assess the present ambient noise levels in the nearby area of project site and project boundary due to various construction allied activities and increased vehicular movement. A preliminary reconnaissance survey has been undertaken to identify the major noise generating sources in the area. Ambient noise monitoring was conducted at one location about 1 meter distance from the boundary inside the project as given in Table 3.5.

Ambient noise level and source was monitored by using a calibrated Sound Level Meter. The instrument has a range to record noise level between 30 – 130 dB. Noise level was monitored inside the project premises at selected location for day and night, continuously for 24 hours.During each hour Leq were directly computed by the instrument based on the sound pressure levels. Lday (Ld), Lnight (Ln) and Ldn values were computed using corresponding hourly Leq. Monitoring methodology used were IS 9876 & IS 9989.

3.2.4 DISCUSSION ON AMBIENT NOISE LEVELS IN THE STUDY AREA

Day Time Noise Levels (Lday):The day time noise levels were found to be lower than the limit prescribed near the site office location.

3.3 GROUNDWATER QUALITY MONITORING

3.3.1 GROUNDWATER QUALITY MONITORING LOCATIONS

Keeping in view the importance of groundwater as an important source of drinking water to the local population, sample of ground water was collected near the project site for the impact assessment of the project on the groundwater quality.

Water sample was collected from one location near the project site. The sample was analyzed for various parameters to compare with the standards for drinking water as per IS: 3025 (Part –I) for ground water sources. The details of water sampling are given in Table 3.7.

Sampling of ground water was carried out on 02.04.2015. Samples were collected as grab sample and sampling forms were filled in as per the sampling plan. Grab sample were drawn, kept in a clean and dry container and

preserved in ice box in the manner, as prescribed in IS 3025 (Part 1). The samples were transported to the laboratory for further analysis. Soon after the completion of sampling, chain of custody sheets for the samples were filled in and then were transported by road to Ultratec Labs Pvt. Ltd, Gurgoan for further analysis. Proper care was taken during packing and transportation of samples. All the samples reached the central laboratory within the holding times for different parameters. After ensuring the same the samples were forwarded immediately for analysis.

The samples were analyzed as per the standard procedures specified in ‘Standard Methods for the Examination of Water and Wastewater’ published by American Public Health Association (APHA) and CPCB. The analytical techniques and the test methods adopted for testing of ground water are given in Table 3.7.

3.3.4 DISCUSSION ON GROUNDWATER QUALITY IN THE STUDY AREA

The ground water quality in the project area is observed to having total alkalinity up to 371 mg/l which is slightly higher than desirable limit of 200 mg/L. Total dissolved solids in the ground water is 519 mg/L which is also as per the prescribed permissible limit of 500 mg/L.

3.4.1 SOIL MONITORING LOCATIONSThe objective of soil monitoring is to identify the impact of ongoing project activities on soil quality and also predict impacts, which have arisen due to execution of various constructions and allied activities and in consonance of the above, take corrective measures. Accordingly, a study of assessment of the soil quality has been carried out.

To assess impacts of ongoing project activities on the soil in the area, the physic-chemical characteristics of soils were examined by obtaining soil samples and analysis of the same. One sample of soil was collected from back side of the site office from a depth of approximately 6’’ to 9” below the earth surface for studying soil characteristics, the location of which is listed in Table 3.9.

3.4.2 METHODOLOGY OF SOIL MONITORING

Samples of top soil, from a depth of nearly 6″-9″ below the surface, were collected from the project premises. The samples were preserved in clean and lock-in polyethylene and transported to the laboratory for testing. Testing was performed with reference to the standard methods prescribed in UL/SOP/EX/02.The samples were analyzed as per the established scientific methods for physic-chemical parameters. The heavy metals have been analyzed by using Atomic Absorption Spectrophotometer and Inductive Coupled Plasma Analyzer.

3.4.3 SOIL MONITORING RESULTS

The physic-chemical characteristics of the soil, as obtained from the analysis of the soil sample, are presented in Table 3.10

3.4.4 DISCUSSION ON SOIL CHARACTERISTICS IN THE STUDY AREA

The soil in study area is characterized by slightly alkaline in nature. The soil quality in the project area has not been affected by the project activities. Desirable range of the pH value is 6.0–7.5 for horticultural purpose. pH 6.6 – 6.9 is slightly acidic, 7.1 – 8.5 is moderately alkaline, >8.5 is strongly alkaline.
