Hello and welcome to the first magazine of 2016, Happy New Year to everyone. I hope you all had a great Christmas and got what you wished for.

Did you go to the New Years Dance? I understand that it was a great success. Unfortunately I was ill so couldn't go, I was most disgruntled! Thank you to Samantha and Marion Bourn and family for once again organising it, I hope to be there next year!

There are quite a few things organised for this year so keep looking in the magazine, on the Parish notice boards and in the shop window for the adverts.

BRITISH LEGION POPPY APPEAL 2015

Stickney collected £599.86 for the Royal British Legion in November 2015, this is a magnificent effort for a small village.   Mr Fred Hunt, the Area organizer, and I wish to thank all of the contributors on behalf of the British Legion for their support.   

Mr Hunt is retiring after a meritorious service of 49 years and our thanks go to him for all his work over all those years.

I too will be retiring, but after a much shorter appointment.  We both feel sure you will show the same support to our successors as you did to us, thanks again - Brian Wood

ST LUKE’S CHURCHWe pack away the glitz and shimmer of Christmas around New Year, perhaps find a few seasonal bargains as shops attempt the clear stocks, then look to what may lie ahead in weeks and months to come.We have been making plans for the first of several Church Cluster events.  Cluster means the parishes of Stickney, New Leake with Eastville and Midville, and Stickford.SATURDAY 13 and SUNDAY 14 FEBRUARY:  CELEBRATION OF MARRIAGE in St. Luke's, Stickney 10.00am to 4.00pm with free admission.  Displays of wedding memorabilia (please contact Rev Fran on 01205 481183 if you have anything you would like to have on show).Contributions of both written work and art work from the local schools will be included. There will also be a quiz, a raffle and refreshments.Competitions for ages up to 16 years:  design a wedding cake, wedding outfit, or some form of wedding transport:  please put name, age and address on back of entries and leave in Church or pass on to one of the Church wardens.On Sunday February 14 at 6.00pm a SPECIAL SERVICE to celebrate marriage and partnerships.  If you wish come dressed in wedding finery, you are welcome to do so, use it as an excuse to wear again those special outfits, suits and bridesmaids' dresses from your wardrobes, and don't forget the hats!  After the service there will be refreshments and the winners of the competitions and raffle will be announced.Help to make it a great Valentine's weekend by being involved.  If you can volunteer your skills and support please make contact with someone from your Church. The TABLE TOP SALE on Saturday February 13 from 9.00am to 12 noon in the Youth Centre is also part of this celebration weekend.Centrepoint Outreach, Boston:  We passed on a lot of food and useful items donated over Christmas and the New Year.  Thank you for your generous giving which helps homeless, lonely and needy individuals Collection boxes will remain in Church through Lent to Easter.  LENT begins with ASH WEDNESDAY on February 10. ASH WEDNESDAY  11.00am in St. Luke's a service of Holy Communion with Ashing, followed with a light lunch of soup and rolls.  All are welcome - Lent discussion groups will be held around the Parishes.  If you would like to know more please contact Angela on 01205 480661.

RESULTS OF 2015:  November bingo raised just over £200; the year's Coffee Mornings raised £1269.67, all for Stickney Church funds.Next PRIZE BINGO for St. Luke's - Saturday March 12 7.30pm in the Youth Centre.The Annual Parochial Church Meeting is planned for Wednesday March 02 in Church at 7.00pm.  We would be pleased to have your support and interest.

KIDDIES CORNERCherry Coconut BarsThought that after a healthy January, you might need a little treat for a cold, blustery February! Enjoy.

Ingredients 3 tbsp butter (or margarine) 300g marshmallows 150g rice crispies 75g flaked coconut 60g peanuts, chopped 60g cherries (and well drained), chopped

1. Melt the butter or margarine over a low heat and add the marshmallow, stir until completely melted - remove from the heat

Friends of Stickney Surgery.Friends of Stickney Surgery invite you to a talk on ‘Footcare’. The talk will be given by the Mobile Footcare Practitioner, Mr Peter Atkin and will be held at Stickney Youth Centre at 2.00pm on Thursday 11 February.

Free admission which also includes light refreshments.

Our first quiz of the year is on sale at the Surgery Reception at a cost of £1 per sheet. The proceeds of all our quizzes along, with other fundraising events and donations, is used to purchase items for the surgery not normally funded by the NHS, the most recent being the 4 special chairs, so we would like to thank everyone who supports our group.

We are always looking for new members so if you are interested in joining us the next meeting will be held on Monday 14 March at 10.00am at Stickney Surgery. This meeting will be our Annual General Meeting.

Gardening tips for February:Already we can see signs of the approaching spring, although because of the mild winter we've had so far (it's mid-January as I write), it will be hard to tell the difference.  However we are promised a cold snap, so by the time this is being read, perhaps we will be glad to see bulbs appearing and wild life waking up as light levels and temperatures increase.  There is plenty to do both indoors and outdoors to prepare for the season ahead.

1.  Plan a rotation system for vegetables plots to ensure the same crops are not grown in the same beds year after year to prevent disease build up.  This is very important with regards to potatoes, carrots and of course, brassicas.

2.  When conditions allow, prepare vegetable seed beds by covering them with clear polythene sheets, cloche or fleece to warm up the soil before sowing.  If gardening on wet soils work from a plank of wood rather than treading on the bed to avoid compaction.

3.  Sow broad beans in pots, placing them in a cold frame or unheated greenhouse.  Early peas such as Feltham First or Meteor could also be sown for a May/June harvest.

4.  Shallots (which will benefit from a covering with a cloche) could be planted now.  You can get a few onion sets off to a flier by planting them in modules and keeping them in a greenhouse or cold frame for planting out later.  Onions need a good long growing period.

5.  Seed can be sown indoors for an early crop of eg lettuce and summer brassicas such as cabbage and cauliflowers.  Lack of light will be a big problem this month.  Covering cardboard with aluminium foil and standing it to the north side of a seed tray will reflect extra light and help prevent drawn seedlings.  Do remember to turn the tray every day.

6.  If you have saved a few egg boxes, now is the time to chit or pre-sprout, your potatoes.  There is a debate as to whether chitting is a benefit or not in the growing process.  However as you probably have your tubers anyway and it certainly won’t do any harm, one may as well chit them.

I hope these notes have been useful.  It's certainly exciting to be anticipating a new growing season.  In conclusion a quote from Rudyard Kipling who wrote that "A healthy garden is a reflection of a healthy mind".

Stickney Show 2016Plans are now well under way to hold the Stickney Show on 16 July 2016. To help keep this a “Cheap Family Fun Day Out” please support the Jubilee Committee in the fund raising efforts which got off to a good start with:

The Craft Fair and Christmas Tree Festival held on 21 November 2015 was a success for the Jubilee Committee raising £557.08 towards the Stickney Show. Thank you to all who braved the weather and turned out to support the crafters, enjoyed the refreshments and voted for the Wright School of Dancing’s winning Christmas Tree!

30 January Pig Racing - Fun for all the family! You can purchase a Saturday Pig and become the jockey at the Pig Racing! There will be

Seven races: Boars, Gilts, Piglets, Old Stags, Old Sows, Swine and Pork chops! Come along and have a go, see what this is about! The cost is £6.00 Adults, £3.00 for ages 5 to 11 and under 5’s Free – this includes jacket potatoes with chilli, cheese and/or beans (vegetable chilli will be available too). Bring your own drinks, there will be a soft drinks bar for tea/coffee and squash. 27 February Country & Western Evening with ‘Harardville’ and ‘Jack Friday of Diamonds’. The evening starts at 7.00pm.

21 May Horse Race Night! Another night out for all the family! Race sponsors will be needed and anyone can own a horse, name it and also name the jockey.

18 June A walking Treasure Hunt using the public footpaths in the village and finishing at the Village Hall.

Hopefully there is something here for everyone to enjoy in 2016!

Resident’s AssociationA computer class for adults is set to start on the 22 February 2016 at the William Lovell Academy. The cost is £1 per person, per session. The class will run from 5.00pm to 6.00pm on a Tuesday evening. The tutor is the head of IT at the William Lovell Academy, Matthew Brown. The hire of the school etc will be covered by the small cost, grant money and money raised by the Residents Association Committee members. 

Thursday ClubThe Thursday Club are looking for new members, we meet the first Thursday of every month in the Youth Hall between 1.30pm and 4.00pm.  This is a club for the over 60's and there is transport available for those who can't get there under their own steam.  It is a friendly club and a great place to make new friends. We arrange outings of various kinds, sometimes a speaker comes to us or we make our own entertainment! There are always refreshments available so feel free to come along and give it a try.

THE LAW ON CLEARING SNOW AND ICE FROM THE HIGHWAY AND PUBLIC SPACES

There is no law stopping you from clearing snow and ice from the pavement outside your property, pathways to your property or public spaces. This includes both public carriages and footways.

If an accident did occur it is highly unlikely that you would be sued as long as you:

Are careful Use common sense to make sure that you do not make the

pavement or pathway clearly more dangerous than before

People using areas affected by snow and ice also have a responsibility to be careful themselves.

DO work from the footway at all times – working towards oncoming traffic wherever possible.DO NOT lift too much snow or ice at one time – compacted snow can be very heavy.DO NOT use hot water to melt snow or ice – it may refreeze for form ‘black ice’DO place snow on the verge or grassed areasDO NOT obstruct accesses or footpaths with the snowDO place snow at edges of footways net to the road – this helps to form a barrier between cars and pedestriansDO put sand or ash down on cleared areas – this will give grip to walkersDO use grit/salt from grit bins sparinglyDO NOT use grit/salt from highway grit bins on private property – that is theftYou DO NOT need a lot of salt – a teaspoon of salt per square metre will defrost ice patchesDO NOT work in blizzard conditions

NOTES FROM THE PARISH COUNCIL MEETING HELD ON THURSDAY 03 DECEMBER

There were three members of the public present. Two came along to present a document against a planning application for West Fen.

Reports From Representatives On Outside BodiesDist Cllr Jones asked if anything had been heard regarding the situation with West Fen – nothing has despite a further email request for information.

Dist Cllr Ashton reported:The planning application for 3 properties at West Fen has not been ‘called in’. ELDC have to make a saving of £6m over the next four years, hence some tough decisions will have to be made by the District Council. The District Councillors have £1500.00 left to give in the form of Grants to local groups and organisations.

The Police have sent a report of incidents for Area NC57 between 01.04.15 and 29.11.15, the figures are not just for Stickney.

Planning Applications Received The following plans were looked at and the following OBJECTIONS were made:S/203/02196/15 – Dieter Nelson Planning Consultancy – Outline erection of 3 dwellings at Land adjacent to Holme Farm, West Fen, StickneyThe trees in this area are not shown on the plans and there is no mention of whether they will be removed or not. It has been reported that there are little owls living in these trees. The safety of the highway in this area is of concern due to cars speeding along the Lane at most times of the day. The Fire Service report that there is no fire hydrant.

Planning DecisionsREFUSAL of planning permission has been received for:S/169/01598/15 – Mr Lane – Outline erection of 3 bungalows (with means of access to be considered) at Land South of Maurbry, Main Road, Stickney

Precept for the Year Ended 31 March 2017It was resolved that the precept would be set at £17,000.00 following discussions over the amended budget.

Stickney Picnic AreaLCC have reported that currently there is no recruitment taking place due to the cuts currently being undertaken, when decisions have been made then the Parish Council will be informed whether or not a Site Warden for the Picnic Site will be employed by LCC.

Future Funding of Parish ElectionsELDC will no longer be funding elections for Parish Councils. Should a by-election be held in Stickney the cost would be £2,500.00, for an uncontested by-election the cost would be £48.50. It was resolved to add £2,500.00 to the reserves to cover a by-election should one arise.To Consider an Application for an S137 Payment of from the Residents Association(Cllr Littlewood left the room) A letter requesting £100.00 to help fund an adult computer course at the William Lovell Academy was read out. It was resolved that this donation be approved.

Following the budget and setting of the precept it was resolved that there is no money, at this time, available for any additional items of equipment. The inspection of the play equipment will take place in January.

ANY POT HOLES OR STREET LIGHTS IN ALL DAY OR OUT AT NIGHT CAN BE REPORTED TO THE PARISH COUNCIL CLERK. Alternatively it can be done direct via the LCC website where repairs are shown on a map so may have already been reported. It is tedious to register but if you let the site remember your details it is easy (use a very obscure password as you will not need to remember it!) after that you can report any highway issue direct.

STICKNEY PARISH COUNCIL REQUIRE ONE PARISH COUNCILLOR. IF ANYONE IS INTERESTED IN BEING ON THE PARISH COUNCIL PLEASE CONTACT THE CLERK FOR MORE INFORMATION, OR WRITE/EMAIL THE PARISH COUNCIL.The next Parish Council Meeting will be held on Thursday 04 February 2016 in the Youth Centre at 7.30pm. There will be a public forum from 7.15pm.

To be considered for co-option onto Stickney Parish Council, applicants must meet at least one of the following criteria: 

1. Be registered as a local government elector for the Parish on the current Electoral Register.

 

2. Has during the whole of the previous 12 months occupied as tenant or owner any land or other premises in the Parish.

 

3. Has had his/her principal or only place of work in the previous 12 months in the parish of Stickney

 

4. Has resided either in the Parish or within 3 miles thereof during the previous 12 months.
