- Adjustment of Strategy for railway transport development up to
2020, with a vision toward 2050 has been approved (the Decision
No.214/QĐ-TTg dated 10 Feb., 2015 issued by Prime Minister);
- Adjustment of Master Plan for railway transport development up to
2020, with a vision toward 2030 has been approved (the Decision
No.1468/QĐ-TTg dated 24 August, 2015 issued by Prime Minister);

Infrastructure:
a) Up to 2020:
For existing lines:
- Upgrade and modernize the North-South
national line,
- Reconstruct and standardize existing national lines,
include:
+ Yen Vien - Lao Cai line;
+ Ha Noi (Gia Lam) - Hai Phong line;
+ Ha Noi (Dong Anh) - Thai Nguyen (Quan Trieu);
+ Ha Noi (Yen Vien) - Lang Son (Dong Dang).
- Upgrade, reconstruct passenger, freight stations
which have huge transportation demand in order to
improve service quality and enlarge railway
transportation proportion on:
+ Ha Noi – Ho Chi Minh city;
+ Yen Vien - Lao Cai.
- Remove illegal crossings, build protected crossings,
define safety corridors

For newly-built lines:
- Complete the Yen Vien – Pha Lai – Ha Long – Cai Lan
railway line and put it into operation.
- North – South high speed railway line: Study on
construction high speed railway, double track, gauge
1,435mm, in which prefer to following sections:
+ Ha Noi - Vinh;
+ Ho Cho Minh city - Nha Trang.
- Study on construction of the following railway lines:
+ Ha Noi area Eastern ring;
+ Bien Hoa - Vung Tau;
+ Hai Phong - Lach Huyen.
+ Lao Cai - Ha Noi - Hai Phong;
+ Ha Noi - Dong Dang;
+ Ho Cho Minh city - Can Tho;
+ Dak Nong - Chon Thanh;
+ Di An - Loc Ninh;
+ Vung Ang - Cha Lo (Mu Gia).

b) Up to 2030:
For existing lines:
-Complete the upgrade of existing lines and operate those lines effectively;
- Complete the construction of railway safety corridor, control the crossing points between
road and rail in accordance with the Railway Law..
For newly-built lines:
- Start the construction of high speed railway (operation speed in first stage is 160km/h to
200km/h), double track, gauge 1.435mm, electrified, which infrastructure may meet the
demand of operating at 350km/h speed in future, prefer to the sections with huge
transportation demand on North – South corridor, depending on investment capability.
- Study and construct 1.435mm electrified railway lines, such as:
+ Lao Cai - Ha Noi - Hai Phong;
+ Ha Noi - Dong Dang.
- Study and construct the railway lines which connect with:
+ Sea ports;
+ Industrial zones, tourism zones and ICD domestic ports.

For newly-built lines: (continue)
- Study and construct railway lines along beaches in:
+ Nam Dinh - Thai Binh - Hai Phong - Quang Ninh;
+ Ha Long - Mui Chua - Mong Cai;
- Study and construct railway lines which connect
with provinces on Highland area:
+ Dac Nong - Kon Tum - Dak Lac - Binh Phuoc;
+ Tuy Hoa - Buon Ma Thuot;
+ Dac Nong - Binh Thuan;
- Study and construct the following railway lines :
+ Di An - Loc Ninh;
+ Lang Son - Quang Ninh (Mui Chua);
+ Thai Nguyen - Tuyen Quang - Yen Bai.
- Restore Thap Cham - Da Lat railway line.

PART III. LINES OF TRANS-ASIAN RAILWAY
IN VIET NAM
The Singapore- Kunming Rail Link Project (SKRL), that includes
five sections in Viet Nam:
1. Section: Lao Cai (connects with China) – Ha Noi;
2. Section: Ha Noi - Ho Chi Minh city;
3. Missing link: Ho Chi Minh city- Loc Ninh (connects with
Cambodia);
4. Spur line (missing link): Vung Ang - Tan Ap - Mu Gia (connects
with Lao PDR);
5. Spur line (missing link): My Thuy port – Dong Ha – Lao Bao
(connects with Lao PDR).
