Years 2005 through 2021, a google earth map morphs from year to year, showing the City’s growth.

As you’ve probably noticed, Ridgefield and the surrounding areas are growing. To accommodate this growth and keep traffic moving safely and efficiently, the City and the County have been planning for new infrastructure, including a roadway that will provide a new connection between ridgefield and I-5.

In collaboration with Clark County and the Washington State Department of Transportation, PBS and our consultant team are helping the City continue that planning process by performing a study of the targeted area. Today, I’ll be sharing that study with you.

Aerial project image of I-5 South and I-5 North lanes, dark blue overlay, with an animated horizontal timeline showing the years 2021- 2031. An animated bracket hovers over the years 2026-2031 with a construction hat and “Planned Construction” above.

Please note that although this study is happening now, the overall timeline for the construction of this project is 5-10 years into the future.

Same background image from prior scene with dark blue overlay. Text on screen, “Project Next Steps, grant funding, public outreach, connection design and location”.

Several more steps will happen in that time, such as pursuing grant funding, performing more public outreach, and developing the connection’s exact location and design. No plans have been finalized.

A black and white map of the general project area with a red-orange box highlighting the project boundaries.

To start, let’s take a look at the project boundaries. This map shows the area where a future connection is planned. It will extend from Northwest Hillhurst Road –which becomes Northest 31st Avenue to the south–to the existing I-5 Interchange at Northwest 219th Street, also known as SR 502.

Previous map highlights Clark County boundaries in blue. The project area is outlined in red to show the area that is within the City of Ridgefield’s limits and Clark County’s. Clark County logo shown in upper right corner.

Of note, a sizeable portion of the project area is located outside the City of Ridgefield and is in Clark County jurisdiction. As you can imagine, a connection between Hillhurst and I-5 would provide benefits for those in the immediate area and throughout the region, including those who live in North Clark County.

Project map with the seven different connection options shown.

In fact, the regional importance of this new connection should create significant funding opportunities for future project phases.

SR502 and I-5 interchange aerial image in background with a dark blue overlay. Text on screen, “Project Goals, meets City and County requirements, reduces traffic at interchanges, pursue future funding”.

Overall, the goals of this project are to develop a final concept for a connection that meets City and County requirements; reduces traffic around the I-5 interchanges at both Pioneer Street and Northeast 179th Street; and could be used to pursue future funding.

SR502 and property aerial image in background with dark blue overlay. Text on screen, “Corridor Study Tasks, property owner & community outreach, environmental & cultural resources analysis, traffic & noise impact studies, land needs evaluation, physical constraints assessment, cost estimation”.

To reach these project goals, our team is performing several tasks, including property owner and community outreach; environmental and cultural resources analysis; traffic and noise impact studies; land needs evaluation; physical constraints assessments; and cost estimation.

Same background as prior scene. Text on screen, “Property Owner Outreach. 8 of 12 property owners participated. Requests: More info about potential property impacts. Feedback: Wet areas, noise & air quality, avoid property division.”

As part of our community outreach, City staff and our partners from WSP interviewed several property owners in the project area. We are working now to connect with the rest.

The highlights of those initial interviews are shown here.
